Budgeting on conventional ground devises social goals by individualism, self-interest, and misplacement of priorities which creates and widens social inequality. On the other hand, Budgeting from Islamic economics perspective envisages and promotes equity, justice, and equality through mutual consultation and public maslaha and this is achieved by placing the budget in line with the goals of sharia which serves humanity better. The objective of the paper is to critically analyze Kano state budget from 2007 to 2015 based on Maqasid sharia framework. Thus, the paper is a conceptual analysis which relies on journal articles, books, conference proceedings and other relevant materials. The study reveals that the Kano state administration between 2007 to mid2011 incorporate sharia parameters fully into its budget policy and implementation while that of 2011 to mid-2015 partially observe some of the sharia parameters by emphasizing mostly on human capital development and capital project. Thepaper recommends that since Kano state is a sharia-compliant state and that the future administrations should fully envisage sharia parameters in its budget policies and implementation by placing more emphasis on and proper utilization of sharia supportive institutions or pillars such as Zakat and Hubsi commission, Hisbah board, sharia commission, coupled with productive and sustainable human and capital development projects.

The Community-Driven Development (CDD) approach has been applied to more than 5,000 subprojects in 2,000 villages in the Lao PDR. CDD has the potential to make poverty reduction efforts more responsive to the need, more inclusive, more sustainable, and more cost-effective than traditional, centrally led programs. Many CDD projects could not survive due to financial support since many CDD projects could not sustain costs. The overall objective of this research is to assess the sustainability of CDD projects in Lao PDR with the specific objectives to investigate whether the degree of community contribution does matter for the current existence of CDD projects and to assess whether the community’s contribution could enhance the current performance of CDD projects. Logit regression is the main model to analyze the impact of the community’s contribution to the sustainability of CDD projects in Lao PDR. The result suggests that community participation in labor and finance are key factors for the sustainability of CDD projects.

This study accessed the extent of community participation in development projects within the Ajumako-Enyan-Essiam District of Ghana. Development projects selected were water systems, market structures and KVIP’s. This was a descriptive survey research design which used semi-structured interviews, a focus group discussion guide and observation checklist to gather data from 72 respondents from six selected communities within the districts. The findings indicate that both Development Agencies and beneficiaries ‘participated’ in the development projects as a means to an end. The end to the Development Agents was to meet externally induced welfare targets and to the communities, the end being meeting immediate socio-economic deficiencies. Both choose a course of action that best suited their interest, as explained by the rational choice theory. Participation in the district is functional. It is recommended that the District Assembly should sensitize the communities on their roles as channels in the decentralization process to encourage them to fully participate in the development process. Additionally, development Agents empower the communities to make project sustainability a possibility.
