COVID-19 pandemic has affected many sectors of life including education. Many countries had implemented the policy on distance learning. Distance education denotes the physical separation of the learner from the instructor, both by time and space. Information and communication technologies (ICTs) including online media are used to bridge the educators and the learners. The distance learning system forced the teacher to shift the traditional teaching method of face-to-face teaching to no-physical contact teaching in all stages of educations such as primary and secondary education, higher and vocational education, and special education. We found that teachers have been applied different strategies based on the unique challenges they faced. According to the COVID-19 situation, teachers from all stages of education have gathered all the solutions that could be applied. So that, it could help students to adapt to distance learning by transforming the traditional learning system to mandate distance learning system like nowadays when COVID-19 positive case could be controlled by contactless only.

The development of the information society determines the study of the introduction of information technology in the educational process of educational institutions as a tool for self-development, self-realization, social and communicative adaptation. Creating an information and educational environment of the educational institution is responsible for the success of the introduction of information and communication technologies in education at all levels. Theoretical analysis of the concept of "information and educational environment" is presented and its main characteristics are highlighted: openness, expandability, scalability, integration, adaptability. The principles on which information and educational environments should be created are formulated: multicomponent, integrity, distribution, adaptability. The functions of the information and educational environment in the distance learning system are revealed. It is shown that the information-educational environment satisfies the information-educational needs of the participants of the educational process, timely and high-quality provision of educational material, maintains connections "inside" and with "external" information space, fixes the relationship of content addressed to different subjects. The structure of the information and educational environment of the Ivan Chernyakhovsky National University of Defense of Ukraine is presented, which is an integral part of the integrated use of information and communication technologies in the educational process. A prerequisite for creating an information and educational environment is the availability of electronic content, technologies and means of electronic communication of all participants in the educational process. Information and educational environment is possible only if the development of all its components - management, content, organizational, technological. The management component includes the educational policy of the educational institution. The content component includes information and methodological resources. The organizational component performs integrating, systematizing and informational functions. The technological component is directly related to the choice of software.

During the pandemic (COVID-19) universities all over Russia frequently switch students to distance learning. Beforehand, online learning has been regarded as just an alternative to the traditional learning format. In modern conditions, it has become the only opportunity (in some cases) to continue education. The modern scientific and practical literature contains the results of studies of the possibilities and effectiveness of using distance technologies in certain segments of educational services. The objective of the research is to analyze scientific publications devoted to the problem of the quality of online education. The purpose of the study is to find the relationship between the quality of online education and the level of technological competence of students. The result of this study is the determination of the explicit dependence of the formation of the technological competence of bachelor students and the success of their online education. It is concluded that in order to maintain the quality of education at the proper level during the transition to distance learning, it is necessary to actively form the technological competence of students from the first years of their studies. The author proposes to use modern online forms of education in face-to-face classes within the disciplines related to information and communication technologies, which belong to the disciplines of the compulsory part of the curriculum of the main professional educational program of higher education. In addition, it is proposed not to forget about continuous professional development in the framework of online education by teachers themselves.

First of all, the education system for children, including the entire population, will have to be transformed and transformed. Distance learning will have to be transformed not only from a technical point of view, but also from a pedagogical and psychological point of view. Teachers, students, and parents-all participants in the relationship of the education system, even the distance learning system, need psychological support.Coronavirus-the word was a word that took place in the language and mind of every inhabitant of the planet. The pandemic, which has engulfed the entire world, has not only destroyed the usual daily lifestyle, but also caused fear and anxiety in people's lives. In this article, we will discuss in detail and in detail the current problems of online education in universities.

В данной статье представлены основные ограничения дистанционного обучения в эпоху экстремальных явлений: во-первых, слабая цифровая компетентность педагогов, которая не позволяет максимально использовать ресурсы педагогической деятельности посредством дистанционных технологий, формирование данной компетенции является важной задачей, реализация которой возможна через программы повышения квалификаций; во-вторых, несовершенная система дистанционного обучения, которая может быть внедрена в образовательный процесс как дополнение традиционному обучению, создание программного обеспечения требует как финансовых, так и трудовых ресурсов; в-третьих, слабая мотивация студентов к образовательной деятельности в процессе дистанционного обучения, которой должен управлять преподаватель, применяя активные методы обучения и координируя студентов на протяжении всего образовательного процесса. На основании полученных данных, предложены пути решения данных ограничений дистанционного обучения в эпоху экстремальных явлений. This article presents the main limitations of distance learning in the era of extreme events: firstly, the weak digital competence of teachers, which does not allow the maximum use of the resources of pedagogical activity through distance technologies, the formation of this competence is an important task, the implementation of which is possible through advanced training programs; secondly, the imperfect distance learning system, which can be introduced into the educational process as an addition to traditional learning, the creation of software requires both financial and labor resources; thirdly, the weak motivation of students for educational activities in the process of distance learning, which must be managed by the teacher, using active teaching methods and coordinating students throughout the educational process. Based on the data obtained, ways of solving these limitations of distance learning in the era of extreme phenomena are proposed.

The application of technology in education is being developed very intensively today, especially the use of technology to support the teaching and learning process. The transfer of conventional learning methods such as face-to-face in the classroom towards a modern direction such as distance learning using computer-based systems or smartphones (Mobile Learning) has become a common thing implemented in today's education world. But not all educational institutions implement the same thing as MI Taufiqul Athfal Bogor. The purpose of this study was to design and implement a distance learning system based on android with smartphone media (Mobile Learning) to help MI Taufiqul Athfal Bogor in the teaching and learning process. The research method used is the Research & Development (R&D) method. System testing was carried out using the ISO 9126 method by distributing questionnaires to 20 respondents who were teachers at MI Taufiqul Athfal. The test results with four aspects of ISO 9126, namely aspects of Fuctionality, Reliability, Usability, and Efficiency produce an overall Actual Total score, namely Total% Actual of 90%, thus concluding that the quality of the system is Very Good to implement. The final result of this research is an Andiroid-based Mobile Learning system designed by researchers which is implemented very well at MI Taufiqul Athfal and helps support the distance teaching and learning process.

Due to Covid19, measures have been taken to minimize interaction, maintain social isolation, and ensure interpersonal social distance. As a result of these decisions taken by the authorities, educational activities in Turkey were suspended at first. After some time, lessons were given in the form of distance learning on digital platforms. This research was carried out to evaluate the efficiency, positive and negative aspects of the distance learning system, and its shortcomings from the viewpoints of the students. 594 students, 139 of whom are from private universities, 455 of whom are from state universities, faculties of physical sciences and sports schools, participated in the study in the 2019-2020 academic year. In the research, a survey program known as “Web-Based Instructional Attitude Scale” was used to collect data for the purpose of the research. The data obtained at the end of the research was analyzed with the SPSS 22 statistics program and the significance level was taken as 0.05 among the variables. In order to get an idea about the distribution of the data, firstly the normality of the distributions, and then the skewness and kurtosis tests were examined. According to test results, Independent Sample T test was performed in binary comparisons, One-Way Variance Analysis analysis in multiple comparisons, and correlation test was used to determine the relationship between variables. According to the answers given by the students who participated in the study, although they now ensured that their education activities continue without disruption; It has been determined that the courses taught in the form of distance learning are not as effective as face-to-face education, they are insufficient in terms of efficiency for students, and technical problems in the system negatively affect students’ motivation to learn. As a result, no matter how practical the distance learning system is during times of crisis, it may not be as efficient as face-to-face education, and it requires more technical development and always be ready for use.

Abstract The radical development of internet and other Information and Communication Technologies have changed the scenario of education system in general and open and distance learning in particular which was further accelerated by the recent COVID-19 pandemic. Information and Communication Technology (ICT) tools now a days are pivotal to any Open and Distance Learning (ODL) system. With the growth of ICT based education the issue of accessibility of digital information has also gained the attention of intelligentsia. With the interference of ICT tools, discussions have been taking place about the digital accessibility of web-based information available over websites. Websites of Open Universities are central source of educational and administrative information and learning for a learner enrolled in open and distance learning system. Further the basic promise of an open and distance learning system is providing education for marginalized group too and thus it must be as per the needs of persons with disabilities which has been recommended by United Nations Convention on Rights of Persons with Disabilities (UNCRPD). An enquiry has been made in present research to study primary accessibility features Screen Reader Access, High Contrast Text, Word Spacing, Text Resize feature and the feature of language change available over websites of Indian Open Universities. It was observed that about 45% of Indian Open University websites lacks any such accessibility features. Remaining 55% open universities of India, mostly were found providing two to four out of these five accessibility mechanisms required for persons with disabilities on any website. As Government of India has developed Guidelines for Indian Government Websites (GIGW) which has advised government institutions to confirm their websites in compliance with Web Content Accessibility Guidelines (WCAG 2.0) guidelines of World Wide Web Consortium (W3C) at ‘AA’ level. The preliminary study revealed that Indian Open Universities has long way to go to make their websites GIGW & WCAG 2.0 complaint in order to ensure digital accessibility in higher education through open and distance learning for persons with disabilities to ensure inclusion in higher education in India.

Despite that the system of higher education has been greatly affecting during the crisis of COVID-19, the Higher Education institutions forced to adapt to the new situation quickly and change the models of education from traditional system to distance learning system because of the increasing of student enrollments. Although there are different systems of Distance Learning which helps students get their education, still doubts of achieving the planed learning outcomes. The aim of this paper is to try understand the most requirements needed to build a good distance learning system, and to know the impact of distance learning requirements in achieving learning outcomes during COVID-19 at the private Jordanian universities. The results revealed that the Jordanian Private Universities operating at Amman are aware of the importance of distance learning requirements (The Human Resources, the Infrastructure, the Academic, the Financial, and the Managerial). And the learning outcomes (the knowledge, skills and competencies) were achieved by using distance learning as a substitute of face to face education. For this purposes a purposive sample was selected consisted of (11) Universities that are operating at AmmanGovernorate, and the sampling unit was consisted of those who occupied the positions of dean and head of academic department in the (11) universities, and their number reached (235). The most important recommendation of this paper is to strengthen the human resources, the infrastructure and the academic requirements, and to get attention more to the financial and the managerial requirements on achieving leaning outcomes.

In the context of the use of distance learning forms in the existing system of medical education, the authors consider current issues of finding optimal models of training content and organizational forms, methods and tools that facilitate the effectiveness of distance learning for the professional training of modern medical specialists. Based on the analysis of awareness, previous experience and attitudes of students and teachers of the First St. Petersburg State Medical University an anonymous survey of students and clinical residents, as well as teachers, students and teachers working at various departments of medical and dental faculties of the University was conducted with regard to the development and implementation of distance learning technologies in practice. As a result of the study, it was shown that students at both pre- and post-graduate levels have a more accurate understanding of the essence of distance learning system than teachers. Most students believe that the quality of the knowledge they receive is higher in face-to-face teaching, but they also believe that the advantage of distance learning is that there is no time limit on how long they can learn the material, and that they can create flexible schedules. Most teachers believe that the use of distance learning in the medical education system is most effective in training specialists for advanced training and retraining courses, as well as in training clinical residents. As the main conclusion of the article, the authors point out that in modern conditions of digitalization, it is expedient to use information and communication technologies and distance learning in a medical university only in combination with traditional teaching and methodical means and methods of professional training. At the same time, distance learning cannot be an alternative for the traditional form of professional training and retraining of doctors, but information and communication technologies and digital technologies, as well as distance learning should be integrated into the existing educational system of a medical university in the context of its digitalization.
