Hunting-gathering is considered the oldest mode of subsistence strategy. It combines hunting animals, fishing and foraging for wild foods and nutrients and mobility as a sustenance mechanism. During colonial times, there can be seen a trend of undermining hunter-gatherer’s identity, culture, belief, worldview, practices by implementing various policies e.g. capitalisation of nature as a natural resource, displacement led development, etc. It has not only marginalised the hunter-gatherer community socially, culturally, economically and politically but also affected their health adversely. It has been observed worldwide that the post-colonial government has not only renewed colonial marginalisation politics and policies but also legalised it in the name of development, service, national obligation, legislation, institution, nationalism, civic responsibility, citizenship, and morality. This act of local government has been described as civic-colonisation. The civic-colonial policies and politics have used the western capitalist framework, technology-led development in the livestock area, politics of nomenclature etc. as a roadmap for the politics of reconciliation. These policies and politics have categorised the hunter-gatherer as an ethnic minority and cost their land, culture, health and identity. In this article, I have discussed what is civic-colonisation? and how civic-colonial policies are linked to health problems of the present-day hunter-gatherer's community?

Chiefs and local government authorities are instrumental in community development. However, the branding of chieftaincy by the post-colonial government as anachronistic and undemocratic and the removal of chieffs from local government structures to curtail their powers affected their chances to be abreast with the dynamics of modern development concepts and approaches. Though currently the chieftaincy institution boasts of educated elites, some are not conversant with laws and policies on local government. Language barrier is a challenge in some cases for collaboration between the two actors as some Assembly officials speak languages that are different from the local languages of communities in which they work. Additionally, local government authorities have been criticised for their low capacity level and their contributions to development is questioned. The study adopted qualitative approaches to examine capacity development approaches within chieftaincy and local government systems. Nineteen participants including chiefs, members of District Assemblies, key informants and local government officials were sampled through purposive and convienent sampling techniques. The study unearthed that majority of the participants were unaware about the Royal Acadamy, a capacity development facility for chiefs. Challenges affecting capacity development included lack of funds, change in government, traditional practices and customs, and elitism in chieftaincy. The paper concludes that capacity development can facilitate community development, and minimise conflict between chiefs and local government authorities. The paper recommends that the Ministry of Chieftaincy and Religious Affairs take steps to operationalise the commencement of activities of the Royal Acadamy.

This paper argues that the British colonialists introduced indirect rule to deliberately slow down development in Nigeria and therefore examines how policies influenced the nature and character of socio-cultural and political activities in Nigeria, as well as made it dependent on the west for the sustenance of its economy. It adopts the Dependency Theory as theoretical framework. The study is qualitative and thus obtained secondary data from text books, journals, newspapers and magazines both online and offline, which were content analyzed and formed the basis of conclusion. It observed that the colonial masters had deliberate policies that negatively affected the post-colonial development of Nigeria. It recommended, amongst others, a comprehensive restructuring and overhaul of the political and economic structures that impede development, as well as the reawakening of the consciousness of Nigerians for veritable development.

Purpose The purpose of this paper is to inquire into the history of government accounting, using a well-grounded periodisation, in order to provide a chronology of government accounting development (GAD) in Indonesia from 1845 to 2015 focusing on development on accounting regulations and systems and practices in local government in Indonesia. Design/methodology/approach It collects archival data and then uses a descriptive tradition of research to capture mainly regulatory changes affecting GAD from colonial to post-colonial period. Findings The paper reports major regulatory changes, evolution in local government accounting practice, development of government accounting standards (GASt) and converging GASs with international standards. Research limitations/implications This study is important to accounting historians and other academics because it provides a detailed chronicle of accounting regulatory changes in Indonesia which can be used for future research. The limitation(s) of this study is that is data collection which was not easily accessible and as results have to rely on various sources. Practical implications The study has an important practical implication. It has produced a time series register of regulatory changes affecting GAD in Indonesia. It can be used as a reference document in the National Library of Indonesia and also by academics for future research. Originality/value A times series register, for the first time, is produced which provides a comprehensive chronology of accounting development in Indonesia.

This chapter captures the complex phenomenon of representations of Korean–Japanese intimate relationships in Korean popular literature, media, and cinema with colonial policies during the Japanese protectorate period and colonial rule in Korea from 1905 to 1945. It cites that Koreans' experience of intimacy was rare in twentieth-century global colonialism as intermarriage and intimate relationships were encouraged by the colonial government. It also argues that Korean writers and cultural producers of the first half of the twentieth century displayed a fascination with their Japanese colonizers. The chapter analyses moments when colonial subjects become active participants in, and agents of, Japanese and global imperialism. It talks about the cracks in the colonial system, such as moments when Koreans became equal to the Japanese, with or without the support of the colonial rulers.

Abstract This article discusses white-skinned race colonization and its impacts on African black-skinned race tribal society and culture in African Anglophone novel Things Fall Apart written by Chinua Achebe. The approach used in this research is post-colonial approach by using post-colonial theory to analyze phenomena as well as the implication of the colonizer and the colonized relationship. The result of this research indicates that the coming of white-skinned race colonialists in African Ibo tribe community with their colonization and cultural imperialism is implemented with varied strategies. Those strategies are proven effectively in strengthening white-skinned race’s colonial hegemony in Africa. The white-skinned race colonialists’ imperialism results in horizontal conflict and cultural-social disintegration in African native society; between the pro-colonial and the anti-colonial. Anti-colonial resistence is shown by most African native society to fight against colonial government arrogance and to resist white-skinned race imperialism in Africa. More often than not, Africans employed local religion and the seemingly antagonistic faith of Christianity and Islam, to respond to colonial exploitation, cruelty, and violence. Southern Tanzanians’ reaction during the Majimaji resistance presents a case in point where the application of local religion, Christianity, and Islam for both individual and community spiritual solace were vivid. Kinjekitile Ngwale—the prominent war ritualist—prophesied that a concoction (Maji) would turn the German’s bullets to water, which in turn would be the defeat of the colonial government. Equally, Christian and Islamic doctrines were used to motivate the resistance. How religion is used in the post-colonial context as a cure for maladies of early 20th-century colonialism and how local religion can inspire political change is the focus of this paper. The paper suggests that religion, as propagated by the Majimaji people for the restoration of social justice to the descendant’s communities, is a form of cultural heritage playing a social role of remedying colonial violence.

Historians of Indonesia often think of states, and especially colonial states, as predatory institutions encroaching aggressively on the territory and autonomy of freedom-loving stateless peoples. For Barbara and Leonard Andaya, early European expansion in Sumatra and the Moluccas was synonymous with the distortion or destruction of decentralized indigenous political systems based on cooperation, alliance, economic complementarity, and myths of common ancestry (B. W. Andaya 1993; L. Y. Andaya 1993). Anthony Reid (1997: 81) has described tribal societies like those of the Batak and Minangkabau in highland Sumatra as ‘miracles of statelessness’ which ‘defended their autonomy by a mixture of guerilla warfare, diplomatic flexibility, and deliberate exaggeration of myths about their savagery’ until ultimately overwhelmed by Dutch military power. Before colonialism, in this view, most Indonesians relied for security not on the protection of a powerful king, but on a ‘complex web of contractual mutualities’ embodying a ‘robust pluralism’ (Reid 1998: 29, 32). ‘So persistently’, concludes Reid (1997: 80-1), ‘has each step towards stronger states in the archipelago arisen from trading ports, with external aid and inspiration, that one is inclined to seek the indigenous political dynamic in a genius for managing without states’. Henk Schulte Nordholt (2002: 54), for his part, cautions against any tendency to downplay the violent, repressive aspects of colonial and post-colonial government in Indonesia, expressing the hope that ‘a new Indonesian historiography will succeed in liberating itself from the interests, perspective, and conceptual framework of the state’. An even more systematic attempt to demonize the (modern) state in Indonesia and elsewhere can be found in the work of James Scott (1998a, 1998b).
