The article provides the results of determining the state of the cardiorespiratory system and the level of physical fitness of the 1st year students of The Housing and Communal College. As a result of the conducted research, “below the average” level of functioning the cardiorespiratory system was defined at students. So, measures of the functional state of the respiratory system (Skibinski index) when compared with the assessment scale are equal to the score - 2 points, which corresponds to “below the average” level. Measures of the state of the cardiovascular system regulation (Robinson index) when compared with the scoring scale at students of both study groups are equal to the score - 3 points, which corresponds to the “average” level. The state of the cardiorespiratory system of boys is mainly higher than girls’ one in the sexual aspect. The exception is the results of measuring systolic blood pressure, where there is an opposite trend - the indicators of girls are higher than the results of boys. At the same time, the noted differences are valid only in indicators of the state of the respiratory system (p<0,05; 0,001). The distinctions are unreliable (p>0,05) in indicators of the cardiovascular system. The data of the conducted research indicates the “average” level of physical fitness at boys, which on average equals the “good” and “sufficient” levels at girls, which on average equals the score “satisfactory”. So, the boys have indicators for the development of all physical qualities that meet the assessment “good”. Speed, high-speed and power qualities and endurance meet the assessment “satisfactory”, strength and agility - the assessment “good” at girls. The physical fitness of boys is significantly higher than girls’ one in the sexual aspect (p< 0,001). The exception is the development of flexibility, where the results of girls are higher than boys’ ones, but unreliably (p>0,05). Thus, the results of the research indicate the feasibility of introducing the special physical exercises aimed at improving the functional state of the cardiorespiratory system and developing basic physical qualities into the physical education process of the 1st year students of institutions of higher education of the I-II level of accreditation.

The article provides the results of determining the level of physical development of the 1th-2nd course students of design specialties of the College of Construction, Architecture and Design. The physical development of students was determined by indicators of harmony of the bodybuilding (Kettle index 2), functional state of the cardiovascular system (Ruffier index), and respiratory system (Stange test). Length and weight of the body, heart rate, breathing delay time were measured. As a result of the researches, the “average” level of the physical development is determined in the 1th-2nd course girls and “sufficient” - in boys. Thus, mass-growth indicators of students according to the calculation of Kettle 2 index, both boys and girls correspond to the assessment of 5 points, which indicates a harmonious physique of students; indicators of the functioning of the cardiovascular system (Ruffier Index) of 1st year boys and the 2nd year students make 2 points, which corresponds to the ”below average” level, and the results of the 1st year girls equal to the assessment of 3 points, “average” level; indicators of the functional state of the respiratory system (Stange test) of boys of the 1th-2nd  course correspond to the assessment of 4 points (“above the average” level), and girls of both courses - 3 points (“average” level). In the age and gender aspects, physical development indicators, in general, don’t significantly differ with the general tendency to increase results with age and the dominance of boys over such in girls. The exception is the Ruffier index, where there is an opposite trend - the results decrease with age in girls and they are higher than in boys. Thus, the results of the research indicate the feasibility of introducing the 1th-2nd course students of professional pre-high education of special physical exercises into the process of physical education to improve the functional state of the cardiovascular and respiratory systems.

Power sports have always been very popular among schoolchildren and students, servicemen and, especially, cadets of military institutions of higher education. Power sports such as armsports, crossfit, kettlebell lifting, powerlifting are especially popular among cadets. Each of these sports differs in the specifics of competitive activities, but combines the nature of training work, which has a power orientation with the use of both traditional and non-traditional means. In the process of power sports, cadets develop all physical qualities, and first of all – power qualities. The effectiveness of cadets’ future professional activity largely depends on the development of qualities qualities. The article examines the motivational and value attitude of cadets to power sports during studying. The study was conducted at the Odessa Military Academy by questionnaire, which was anonymous; 312 male cadets took part in the survey. It was found that among the main motives that motivate cadets to engage in power sports are: increasing physical fitness and improving health and physical development (31.7%), strengthening the physique, improving appearance (26.6%), increasing sports results in the chosen sport (22.1%). Among the factors that contribute to the preference of a particular power sport, revealed the ability to perform sports or get a sports title (26.6%), the ability to achieve high sports results (22.8%) and the presence and professionalism of a coach in a particular power sport (22.1%). The vast majority (93.9%) of cadets are convinced that power sports have a positive effect on improving health, physical development and functional state.

Institutions of higher education must respond to the changing landscape of federal and state expectations. This chapter explores how that landscape has changed over the past two decades and how some institutions are responding. At the federal level, changes have affected financial aid, research funding, and government regulation. Changes at the state level include significant reductions in state support and increases in tuition. These changes are occurring as higher education becomes more of a marketplace than a public service. The chapter offers some strategies for institutions hoping to garner increased support, particularly at the state level.

The results of monitoring the state of inclusive education in educational organizations of higher education of the Republic of Adygea, Astrakhan region, Volgograd region, the Republic of Crimea and Sevastopol are presented in the article. The information was collected by fi lling out evaluation maps of the accessibility of higher education educational institutions and analyzing the offi cial websites of educational institutions of higher education. Particular attention was paid to the analysis of the requirements put forward to educational institutions of higher education by normative legal documents in the part of inclusive education, approved by the orders of the Ministry of Education and Science of the Russian Federation and resolutions of the Government of the Russian Federation.

Topicality of the research subject. The government authorities are concerned about higher education as human capital is being formed in this area.This concern is lessening as macroeconomic indicators show a lack of economic opportunities. Statement of the problem. Limited state funding for higher education requires improved spending of budget funds. Analysis of the recent research and publications. The state funding of higher education is considered at the macro- and micro levels from different angles. Selection of the unresearched parts of the general problem. There is no link between state funding of higher education at the macro level and the use of government funds at the micro level. Statement of the task and the purpose of the research. The method for the assessment of the finance provision of higher education has been improved, which makes it possible to achieve congruence between the mechanism of state order and the choice of educational services by consumers. Method or methodology of the research. A method for assessing the effectiveness of the financial provision of higher education in the space that has the parameters of “educational degree” and “field of knowledge” has been proposed. Statement of the basic material (results of the work). The low effectiveness of the use of state financial resources in relation to specialties and institutions of higher education of Poltava region has been determined. In the segment of “junior specialists” 113 places of the state order were not selected, and in the segment of “bachelors” – 98 places of state order. For most specialties in the segments the license amount did not correspond to the amount of state orders. The segments of the market of educational services differed significantly as to the state order. In the segment of “junior specialists” the share of the state budget places in the amount of demand was 85.16%, the share in the segment of “bachelors” – 60.24%, and in the segment of “masters” –  36.17%. The state stimulated potential consumers with the help of the state order to buy educational services. The state did not fund the realization of the HEI potential, encouraging them to commercialize educational programs. Field of application of results. The field of higher education. Conclusions. The proposed assessment methodology enables determining the effectiveness of the use of the state financial resources for specialties and institutions of higher education and the selection of possible alternative models for the distribution of the state order for their further financing.

Aim: Theoretically substantiate and experimentally test the method of using innovative technologies, aimed at improving the health of students in the process of physical education with the use of crossfit in medical institutions of higher education. Materials and Methods: The research was carried out within the framework of the discipline “Physical Education”, among students of 1-2 courses of medical specialties. In the experimental group, classes were held once a week for 90 minutes with the method of using crossfit for boys and girls, also there were additional extracurricular classes once a week (60 minutes). The control group was engaged in the usual program of physical education. Students of higher education institutions were offered a method of classes using crossfit tools. Results: In the educational process in higher education institutions, physical education is a way to achieve strategic goals by preserving the health of young people. An important aspect of our study is the use of innovative technologies in physical education process through crossfit. Crossfit refers to strength training and has an extreme system of general physical training, based on the alternation of basic movements in different sports. The crossfit training system allows you to easily adapt it for people with different levels of physical fitness. Students of higher education institutions were offered a method of classes using crossfit tools in physical education process. Conclusions: Thanks to the implemented methodology, the usage of functional all-around (crossfit), we proved that during our study, students who were engaged in the experimental method, improved their general physical condition, level of physical fitness and motivation to engage in physical culture and sports.

Purpose of research. Comparative study of the cardiorespiratory activity and physical fitness of schoolchildren aged 13 to 16 years with chronic respiratory disorders and their healthy peers. Methods and organization of research. The research process included the following methods: analysis of scientific and methodological literature with subsequent systematization of data, pedagogical observation, functional tests, pedagogical testing, anthropometric measurements, and mathematical statistics. Research results and discussion. This article contains the findings of a study investigating cardiorespiratory system and physical fitness of both male and female schoolchildren aged 13 to 16 years with chronic respiratory disorders. We carried out a comparative analysis of the obtained indicators of studied children and their peers without health problems. We applied the functional tests determining the activity of cardiorespiratory system to identify adaptive capacities of children to physical exercise. We used special tests to assess physical fitness. The study revealed that the cardiorespiratory activity and physical fitness levels of schoolchildren with chronic respiratory disorders are lower than the same parameters of their peers without health problems. Conclusion. Educational research aimed at investigating the functional state of cardiorespiratory system and physical fitness of schoolchildren with chronic respiratory disorders and their healthy peers revealed that the indicators of cardiorespiratory activity of schoolchildren with chronic respiratory disorders are significantly lower than the same parameters of their healthy peers.
