The article analyzes the market of computer technologies. The theoretical substantiation of the scientific category «digital economy» and its economic components was given. Identified patterns of development of the domestic economy on the basis of informatization, the change of technological paradigms and the dynamics of industrial production. Based on the materials of the automotive industry, the influence of the digital economy on the internal industrial and technological structure of the industry and the results of its activities was proved. Also, the paper presents the main problems of sustainable industrial development in the context of socio-technical and economic means of developing science and technology in Russia.

The Purpose of the Study. The importance of forming a digital economy as a factor of national security and sovereignty of Rossiya is stressed. Problems of the cultural dominant in management of socioeconomic development and information security of the country as preconditions for successful going over to a digital economy are analysed. The quality of education, implementing progressive methods of getting professional knowledge and technological progress pave the way for the innovative economics of Russia’s development in the 21st century. The author stresses the need of taking into account a new approach to transliterating scientific terms, personal and place names, English transliterating Russian personal names and toponyms in particular. The urgency of economic and law competence of industrial and research workers is accentuated. Using the former English transliteration of some most important toponyms of Russia and the Commonwealth of Independent States is to be considered incorrect.

Theoretically, the digital economy (DE) is the core of the modern networked economic system, and in practice – a growing sector of national and world economies. The essential features of IT as a new phenomenon in the socio-economic system are complemented on an interdisciplinary basis by the epistemology of information and computer sciences, electronic technologies and platforms. This refers to the widespread use of margins (marginal costs, marginal capital, marginal labour, etc.) and concepts such as institutions, trust, risk, security, etc. The purpose of the study is to investigate the trends of economic digitalisation, theoretical and methodological changes and applied vision of economic processes. Analysis, comparison, and generalisation were used in the study. The study considers the current trends of digitalisation of the economy, which cause significant theoretical and methodological changes and a new applied vision of economic processes. In the current conditions, the actual economic laws of IT are determined by the prevailing concepts and doctrines – neoclassical and neo-institutional. It was concluded that the synergistic synthesis of the categorical framework of the economic mainstream and computer sciences allows for the development of complexity economics, which is characterised by fundamentally new dimensions and parameters.

The article is devoted to the study of the problem of fundamental changes in the organization of the higher education system in connection with the transition to the fourth technological order, which is accompanied by the formation and development of digital technologies, the effective use of which presupposes that an employee has a system of modern knowledge and competencies. In these conditions, we can talk about the formation of the economy of knowledge. Only in this case an innovative version of the development of the national economy of Russia becomes a real. The article discusses various points of view on the qualitative and quantitative changes in the system of higher education in the era of the digital economy. The modern higher education system is the result of the classical industrial era, when mass standardization was considered the most important criterion for success. Traditional formal education was essentially a copy of the generally accepted model of factory production. The education model was designed in such a way that learners were passive recipients of information. The basic values of this system of higher education were control, standardization, compliance with generally accepted standards. However, this option has exhausted the possibilities of its development. It is noted that the digital transformation of the learning process should create conditions for the effective use of the latest technologies for the transition to a personalized and result-oriented educational process. In relation to Russia, this means the development of material infrastructure, the introduction of digital programs, the development of online learning, the development of new management systems for universities and learning processes.
