In this article, I consider a new approach that can be used to build regional economic policy. The current situation of economic development makes new demands on the process of determining priorities in development, which later becomes key elements in decision-making at the state and regional levels. It is important to apply different methods and techniques for collecting and processing information. In 2019, a study was carried out to estimate the opinion of the expert community (50 people) about the problems and priorities of economic development in a particular region, an example of which was the autonomous-territorial unit Gagauzia (Gagauz Yeri) of the Republic of Moldova. Based on the results obtained, the author presented the results of the study and developed recommendations for the application of the expert approach in the future, when regional authorities develop strategic decisions and elaborate the documents at the regional level.

This article examines the patterns of enterprise development that underlie the evolution of the Moldovan economy over the period 2010-2019 (10 years). The issues of personnel involvement in the economy and labor productivity, profit and profitability of enterprises from the point of view of their classification by dimension class: large, medium, small and micro-enterprises are considered. Attempts was made for identify the regularity between the economic growth of the country and the size of the enterprise carrying out financial and economic activities. The conclusions obtained in the framework of this study allow us to conclude the level of economic development and the prospects for its further growth, including through government intervention to support a particular category of enterprises.

The article examines the investment potential of the territories of the Republic of Uzbekistan and the issues and investment distribution problems in them. Also, in the article predictions were made using programs of mathematical models of artificial neural networks in the analysis of distributions process problems,and the results were determined by comparing the results with trend and panel methods. Sustainable territorial socio-economic development is determined by general laws of country socio-economic development, the share of export products in the total output of the region, depending on the composition of the gross regional product, in key sectors of the economy is determined by features such as competitive product, scientific potential, population income. Therefore, the problems that arise in ensuring the socio-economic development of the region in modern conditions will have their own regional characteristics.Addressing the territorial socio-economic development problems require strengthening the regulatory role of the state in determining regional economic policy, governance, the development of effective systems, tools and methods of state regulation. Sustainable territorial socio-economic development also depends on the self-sufficiency level of resources and effective budget finance, credit, tax and price policies.

The financial sector of the Republic of Moldova belongs to the developing ones and is characterized by a higher level of risk and, therefore, a higher likelihood of a systemic crisis. Globalization and development of advanced information technologies not only create great opportunities for rapid economic development, but also pose serious security threats to the economic development of states, especially in a developing economy. In these conditions, the issue of ensuring the financial stability of the state is becoming increasingly relevant. The state of the financial and foreign exchange market represents one of the most important aspects of the financial security of the state. This study has been developed as part of the scientific project 15.817.06.02A "Development of tools for measuring the financial stability of the state". The study analyzes various macrofinancial risk management tools. The purpose of this study was to calculate the pressure index on the foreign exchange market of both the Republic of Moldova and the main partner countries in terms of international trade. The results of related studies conducted by the authors of this work, which revealed that stability indicators in the foreign exchange market are associated with foreign trade risks served as an argument for the authors of the work to calculate the pressure index on the currency market of Romania and the Russian Federation for comparison with the indicators of the Republic of Moldova. Methods used in research include theoretical and comparative approaches, descriptive statistics and econometric models. The results of the research showed that international trade and the foreign exchange market are interdependent. The first can be considered a channel for transmitting the currency crisis, since demand increases with increasing imports, and this leads to increased pressure on the foreign exchange market. Increased exports reduce pressure on the foreign exchange market. But the greatest impact on the foreign exchange market in the Republic of Moldova is made by remittances from abroad, which are directly correlated with the dynamics of labor exports. At the same time, it was concluded that at present, due to macroprudential regulation, there are no linear dependencies in financial markets and, therefore, there are no correlations, but only the interdependence of variables.

Introduction: The article analyzes the basic principles of an ef­fective public administration in the interests of sustainable develop­ment, lists the legislative acts confirming the commitment to these principles. Also, special attention is paid to the state programs for the implementation of the SDGs in the Republic of Moldova, to the special state bodies that are engaged in the implementation of the SDGs and their goals, as well as to the areas in which the Republic of Moldova cooperates with international organizations in relation to the SDGs. At the end of the article, the authors describe the main problems faced by the Government of the country in implementing the Principles of Effective Public Administration in the Interests of Sustainable Development and achieving the Sus­tainable Development Goals.Methods and materials: The research methodology is based on the following general scientific and special methods of cognition: the method of system-structural analysis, comparative, and formal-logical method.The article analyzes the materials and data provided by the national institutes of the Republic of Moldova, as well as the data and materials of international organizations, including: the United Nations, the Food and Agriculture Organization of the United Nations, the World Health Organization, the United Nations Children's Fund, the In­ternational Organization for Migration, the International Labour Organization, etc.Results: As a result of the study, it became clear that the Republic of Moldova is actively working towards the implementation of the principles of effective public administration in the interests of sustainable development of Moldova. Despite the difficulties faced by the Republic of Moldova, the country still managed to achieve significant results in this area. The documents adopted at the state level contributed to achieving the goals and meeting the main requirements for the pace and quality of economic development in the period up to 2030.By 2030, Moldova is expected to become a country where poverty and corruption are eliminated, inequality is reduced, social inclusion and cohesion are strengthened, so that "no one is left behind", a country where human rights, gender equality and women's empowerment, the rule of law, environmental sustainability and the well-being of the population are respected and promoted.Discussion and conclusions. In its ambition to achieve SDGS, the Republic of Moldova is facing a myriad of challenges. Despite the fact that significant progress was registered, there is still a lot of work to do at all levels of public administration. Moreover, it is also essential to enhance the system for SDGs implementation moni­toring and evaluation. This 2030 Agenda requires a profound change that goes beyond the economic and political situation of the country. Moldova will achieve the key in­dicators of sustainable development and become a favourable country for the life of its citizens if only it will promote economic development policies of the country.

At the current stage of global confrontations between the great powers, the issue of ensuring national economic security has become pressing and absolutely necessary. Starting from strategic interests and the balance of powers at global and regional level, we will try to assess the main economic trends, which will define in perspective the configuration of the external environment, in which the Republic of Moldova will struggle to increase the welfare of its citizens in the coming years. This paper offers a new approach to ensuring the external economic security of a small state, the area of priority economic interests, emphasizing that even at the regional level, there is a reconfiguration of power, which cannot be ignored while examining the ways of economic growth of the Republic of Moldova over a long period of time.

In recent years, international migration has been growing rapidly and has reached over 272 million people or 3.5% of the world's population, and 740 million people are considered internal migrants (IOM, 2020). Migration has become a defining feature of the modern global economy and the main factors behind its expansion are the processes of globalization itself, technical progress, the new economic order, etc. Since the early 1970s, governments in some countries have seen international migration as a major tool for economic development. Migration, especially labor migration, has become a defining element of economic development for the Republic of Moldova as well. Labor migration has become an important factor in combating poverty and increasing the welfare of the population of the Republic of Moldova. Moldova's economic growth over the last 20 years is due to remittances from migrant workers. There is a very close relationship between migration and Moldova's development prospects. The analysis of the impact of migration processes on the development perspectives of the Republic of Moldova, as well as the role of public authorities in the process of integrating migration into development strategies is the subject of this article.

The article is devoted to the formation and evolution of an independent language policy in the new post-Soviet sovereign states, each of which, despite similar processes, has its own specifics, due to both internal and external factors. The author focuses on the language policy in the Republic of Moldova, as stated in the language legislation, as well as on the extraordinary collisions that have arisen and are arising in dealing with language issues in this multi-ethnic republic during the 30 years of its independence. Since there are no special comprehensive studies on this topic at present, the article is an important attempt to give an analytical overview of language policy in the Republic of Moldova with relevant sociolinguistic comments on the documents forming its legal sphere, as well as taking into account the specifics of such regions as the unrecognized Transnistrian Moldovan Republic and the Autonomous Territorial Unit of Gagauz-Yeri. The article introduces the latest documents and materials on language policy of Moldova for the first time. The logic of the article structure enables to present the three key directions of language policy in the republic in a consistent and sufficiently detailed manner: language policy regarding the state language, with regard to the Romanian influence on it; policy regarding the Russian language as a popular means of inter- ethnic communication with a sufficient index of sustainability and its status; and policy regarding the languages of ethnic minorities that have long lived in the Moldovan region. The article gives a holistic view not only of the documents, but also of the motives, circumstances and processes of their adoption, as well as the consequences of each new step in the language policy promotion in the Republic of Moldova.

An important factor in promoting economic development is the educational capital that should be seen as an investment in those who will generate economic growth. The present paper aims to carry out a statistical analysis of indicators in the field of education: early education, presentation based on statistical indicators disseminated by the two main official institutions: the National Institute of Statistics of Romania and the National Bureau of Statistics of the Republic of Moldova. In order to quantify the educational phenomenon in the two territorial units for statistics regarding the education market, a rather small number of indicators were taken into account due to lack of their dissemination on the desired administrative-territorial units.

Introduction. The article examines the processes of transformation of the institutional environment of the regional timber industry enterprises in Karelia in the 1990s. The aim of the study was to identify the impact of this transformation at the level of socio-economic development of the Republic of Karelia as a Finno-Ugric region with the predominant development of the branches of the timber industry. Materials and Methods. The research methodology is based on the use of a predominantly institutional approach. Its application makes it possible to trace the changes that occurred in the structure of the institutional environment of regional timber industry enterprises with the beginning of market transformations in the 1990-ies, as well as the degree of effectiveness of the interaction of this enterprise with various economic entities. Results and Discussion. The analysis of the changes that took place in the first post-Soviet decade in the institutional environment of regional timber industry showed a number of negative aspects. First of all, the role of the state greatly reduced, which was unable to form effective “rules of the game” for the timber economy. The Forest Code adopted in 1997 infringed upon the rights of Karelia as a subject of the Federation, since only a part of the forests could be transferred to the ownership of the Republic. In the current difficult conditions, with the absence of the party and state control departments, and the difficult financial situation of the region, the role of regional authorities in solving the problems of forestry enterprises increased. In the context of spontaneous privatization and the collapse of the financial system, timber industry enterprises faced numerous problems of interaction with suppliers, customers, consumers and banks. This period was the time of the strengthening of the role of foreign companies in the work of timber enterprises. Unfortunately, having received a controlling stake in a number of domestic enterprises, foreign entrepreneurs were in no hurry to invest in their development. Conclusion. The transformations that took place in the institutional environment of the regional forestry enterprises in the 1990-ies negatively affected the level of the socio-economic development of Finno-Ugric region, based on the development of branches of the timber industry complex.
