The topicality. In today’s crisis of hotel and restaurant business in terms of ensuring the effectiveness of the management component is relevant to the use of controlling as an element of crisis management in the hospitality industry, which allows you to take management to a qualitatively new level by evaluating, coordinating, coordinating, optimizing and monitoring all services. and divisions operating at the enterprise. The purpose of the article is to develop and substantiate the conceptual theoretical and methodological provisions and practical recommendations for improving the controlling system in the hotel and restaurant business. Research methods. In forming the methodology of conceptual vision of the controlling system in the hotel and restaurant business and the main directions of its application used a set of general and special research methods: methods of observation, modeling, analysis and synthesis, comparison, strategic analysis, abstract modeling and historical logic. Results. The key features of improving the controlling system at the hotel and restaurant business have been identified and substantiated. The stages of its creation are analyzed, in particular the stage of preparation, implementation and automation. The main conceptual principles of improving the controlling system in the field of hospitality are outlined. A conceptual adaptive model of improving the controlling system in the hotel and restaurant business has been designed and substantiated, which is characterized by complexity and cyclicity and consists of three circles (internal, middle and external), for each of which the parameters of flow and interconnection are defined. Conclusions and discussions. The scientific novelty of the obtained results lies in the design and substantiation of a conceptual adaptive model of controlling system improvement at hotel and restaurant business enterprises, which has a cyclical nature and allows to provide continuous and continuous improvement of both the controlling system and the enterprise as a whole. The practical significance of the obtained results is manifested in the possibility of applying the developed and substantiated theoretical and methodological and applied conceptual aspects in the real business practice of hotel and restaurant business enterprises in order to ensure their efficiency and competitiveness in the services market of Ukraine and abroad.

The purpose of the article is to analyze the production of vegetables and potatoes in the current conditions, as well as the level of their consumption by the population in the regions of Ukraine. Determining a possible strategy for competitive behavior of vegetable and potato growers. Research methods. Methods used: analysis and synthesis, analytical generalizations - during the analysis of vegetable and potato production; tabular - for clarity of the image of the received results of research; economic and statistical - to assess trends in production and consumption of vegetables and potatoes; abstract-logical - drawing conclusions. Research results. The article analyzes the structure of vegetable production, which is based on a set of borscht, which includes cabbage, tomatoes, onions, cabbage, garlic, carrots and beets. The current state of development of vegetable growing and potato growing in the open ground in Odessa, Vinnytsia and Kyiv regions is considered. The main problems of open-ground vegetable production have been identified. The use of vegetables and potatoes in the Ukrainian food market has been analyzed. It is established that the consumption fund in 2019. incoming vegetables-68.6%, potatoes -28.1%. Scientific novelty. The main parameters of the development of Ukrainian vegetable growing and potato growing from the standpoint of the need for rational provision of the needs of the population are substantiated. The introduction of service cooperatives in vegetable and potato growing is proposed. Practical significance. The results of the research should be used in the development of targeted programs for the development of vegetable and potato growing for the rational provision of the population of the studied regions of Ukraine with vegetables and potatoes. A possible strategy of cooperation in the market of vegetables and potatoes is proposed. The tools for substantiation of decisions for an estimation of a condition and formation of measures of development of vegetable growing and potato growing are developed. Tabl.: 5. Figs.: 1. In the era of digital information electronic trading platforms have become an integral attribute to conduct procurement to meet public needs. Nowadays there is a consistent trend is that legislators transfer the vast majority of purchases to the electronic plane through the use of electronic trading platforms. This incentive of the legislator is attributed to a number of advantages of the electronic form of procurement procedures, which allow to increase their transparency and accessibility to an indefinite number of people. However, the role of electronic trading platforms must not be reduced solely to an electronic platform, which allows only to transfer the procurement procedure in a different form. On the contrary, the potential of electronic trading platforms can significantly simplify and automate business activities of customers, increase the efficiency of procurement not only by expanding competition but also by reducing the organizational burden on the parties of the procurement process, both customers and the participants. The purpose of the article is to present for review ways to improve the operation of electronic trading floors to automate the procurement process during competitive procedures for state and municipal needs. Research methods: formal legal, modeling, analysis and synthesis, induction and deduction. The results of the study. The article presents for review ways to optimize the operation of electronic trading platforms by attracting software and hardware when conducting competitive procedures. Ways of automation the procurement process are described, including integration of the functionality of electronic trading platforms with official registries in order to minimize the risk of a possible rejection of a participant’s procurement application when considering the second parts of applications. Other innovative services of the functionality of electronic trading platforms (auto-completion of forms, data inheritance, automated collection of proposals) have been suggested, the implementation of which will simplify and automate the process of conducting competitive procedures, reduce the administrative burden on the customer, ensure transparency and a competitive basis when holding tenders.

Introduction. The paper considers the prerequisites for the formation and development of ecotourism, its infrastructure in Ukraine. The object of this study is to study the trends in the formation and development of infrastructure for ecotourism. The authors consider the current trends in the development of the ecotourism sector and its infrastructure, as one of the fundamental dimensions of sustainable development. Purpose. In the review of literature sources the definition of “ecotourism” and “infrastructure” is analyzed, the discussion questions raised by domestic and foreign scientists on the research topic, the experience of solving problematic issues are studied. A critical assessment of the intensification of ecotourism development is given in view of the existing contradictions in the definition of positive and negative factors. Among the research methods the authors used abstract-logical to study the genesis of basic concepts, knowledge of their essence and features; bibliographic for the study and development of scientific sources on the infrastructure of ecotourism, analysis and synthesis to identify cause-and-effect relationships and patterns, correlation for the study of infrastructure of ecotourism and determine the effectiveness. Results. The results of the study, calculated by regression analysis, show that the coefficient of determination R-square indicates a 92% relationship between the studied indicators. The coefficient of variable X1 (0.944) indicates the impact of the costs of tourism entities on the services of third parties used in the production of tourism products within the obtained model on the income from the provision of tourism services with a weight of 0.944. With the help of graphical analysis the final formula of linear regression, R-square, trend equation and efficiency of the studied regions of the country are considered. The growing dynamics of 2017-2019 in the number of tourism entities was noted. Conclusions. The practical significance of this study is that the results of this work can be used as a reference material for students of this topic, including businesses, scientists, educators and other stakeholders. Purpose. The purpose of the work is to analyze the application of the second and third parts of Article 3692 of the Criminal Code of Ukraine to officials in the context, that defines them by the Criminal Code of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Methodology. The methodology includes a comprehensive analysis and synthesis of the available scientific and theoretical material and the formulation of relevant conclusions and recommendations. In the course of the study, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative. Results: in the course of research the cause of criminalization of such act as "abuse of power" is considered, the subject of the specified criminal act which has the features of "an official" in the context, that defines it by the note to Article 364 of the Criminal Code of Ukraine is analyzed and the main ways of committing criminal acts, that are provided for in this article of the Criminal Code of Ukraine are identified. Originality. The study found, that one of the key conditions for the opportunity to influence officials, that are authorized to perform government or local self-government functions, is the position held by the official and the related opportunities. Therefore, taking into account the opinion of the scientists, that the subject of crimes, that are provided for by the second and third parts of Article 3692 is special, the peculiarities of which is the cumulative feature, that denotes, that such person is not endowed with the status of an official, well-founded need to specify the criminal legislation of Ukraine in terms of the application the second and third parts of Article 3692 of the Criminal code of Ukraine concerning officials in the context, that defines them by the criminal legislation of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Practical significance. The research results can be used in lawmaking in the improvement of anti-corruption legislation.

Purpose. The aim of this work is to study the characteristics of transformation that appeared in the sphere of family relations in the modern Ukrainian society. The main attention is concentrated on problems of asymmetry of family status. Technique. The methodology includes a comprehensive analysis and synthesis of existing scientific and theoretical material and formulation of appropriate conclusions and recommendations. During the study, we used the following methods of scientific knowledge: terminological, semantic, functional, systemic-structural, comparative legal. Results. The research process recognized that at the present stage of creation of a Ukrainian state more family is in the process of transformation than in decline. It has passed a long way of development and adaptation to diverse conditions of existence, characterized by flexibility and sustainability. Some family functions under the influence of objective conditions disappear, others persist, still others only appear. Scientific novelty. In the research process, a number of faults and reasons in the matter of the transformation of Ukrainian families. The inability of the spouses to overcome the crisis situation in the transition of families from one stage to the other can be connected with the psychological incompatibility of the spouses, the inadequate choice of a marriage partner, the inability of families to solve problems, the low level of socio-psychological adaptation. Practical significance. The results of the study can be used in law-making and enforcement activities while solving family household conflicts.

The article examines the problems of private medicine in the health care system of the country. The aim of the article is to determine the structural components of the mechanism of activation of the private medical sector as a reserve for the provision of quality and affordable medical services and a driver for the development of the medical industry. The descriptive-analytical method, methods of analysis and synthesis, comparison, statistical, analysis and scientific generalization were used in the paper. The study substantiates the strengthening of the role of the private medical sector in the health care management system. The key problems of the domestic private medical sector and the restraining factors of its development are identified. It is concluded that it is necessary to develop a mechanism to promote the development of private medicine through a policy of active change in the health care system. The directions of activation of the private medical sector as a target reference point in the process of determining the structural elements of the organizational and economic mechanism are outlined. The structural detail of the mechanism of activation of the private medical sector for optimization of the health care system is offered. The practical significance of the obtained results is that the results of the research presented in the article are a practical basis for the development and improvement of mechanisms of public administration in the field of health care.

For the world community UNESCO has developed international standards of media information literacy, which have been adopted by all UNESCO member countries. In Central Asia, Kazakhstan was the first to deal with these issues 10 years ago. The group of scientists of the Kazakh National University named by al-Farabi is working on studying this issue. Most of the scientific works on media education are aimed at justifying the need for media education in modern society and its value. The purpose of the article is the development of methodological materials on the formation of literacy in the field of media and information literacy for training target groups and informing the public. The authors of this article apply the methodology of comparative historical research, the methodology and technique of sociological research, the systemic and structural-functional approach in combination with comparative historical method and statistical data analysis, as well as the study of official documents characterizing the policy of international community and Kazakhstan. Also, content analysis and qualitative documents analysis, as well as comparative research methods, were used. As a result of the research, it was concluded that any conceptual design, scientific paradigm suffers to some extent with idealization and the conceptual approach of UNESCO discussion formed the basis for this review, causing positive expectations. However, media is not always socially-oriented tool. It is clear that in this scenario, it is not necessary to rely solely on the consciousness of journalists and self-censorship of editors. However, understanding the principal approaches of UNESCO and following the recommendations developed can control risks and contribute to the development of a full-fledged civil society. Practical significance of the research lies in the possibility of using its results in the field of media, psychology, pedagogy, culture, history, journalists, political scientists, social engineers, teachers, students and post-graduate students of universities. The results of the research can be integrated into the educational and upbringing processes. It is necessary to train target groups for the further dissemination and training of media and information literacy and to address the issues of forming a civic position in Kazakhstan.

The purpose of the article is to explore the prospects for the development of grain production in the Kirovograd region. Research methods. The study used dialectical methods of cognition, a systematic approach to the study of economic phenomena, monographic (generalizing domestic and foreign experience in determining the economic essence of food security), analysis and synthesis (in studying the levels of production of cereals and legumes and the level of grain supply), statistical groups (in identifying the place of regions in the national production of cereals), economic and statistical (in the processing of mass statistics), abstract and logical (in substantiating theoretical generalizations and drawing conclusions). Research results. The potential of grain production development in Kirovohrad region is considered. The analysis is based on statistical data of the crop industry. Problems of industry development are revealed and ways of solutions are offered. Scientific novelty. Analysis of the level of crop production in the Kirovohrad region in terms of using the latest technologies and yield monitoring. Practical significance. Along with some positive changes in the region's grain production, obstacles to their development have been identified. This article addresses the issues of the genesis of non-violence and the practical application of non-violent practices in the context of modern realities. The phe-nomenon of non-violence is seen in close connection with violence, which is more often reflected in the form of wars, military clashes, and conflicts. The article pro-vides an analysis of the use of non-violent practices and the possibility of develop-ing peacekeeping in public opinion and behavior. During the preparation of this article, a review and comparative study of various literature aimed at studying non-violence were carried out. Together with the philosophical works, various ma-terials of a political science character are studied. In preparing this work, they were used as general theoretical methods, such as analysis and synthesis. At the same time, analogies, systematization, etc. were used. The materials of the article sug-gest practical significance for university teachers of humanitarian/philosophical specialties.
