In the second half of the nineteenth century, the nature of the national policy of Russia is significantly changing. After the events of 1863 in Poland (the Second Polish uprising), the government of Alexander II gradually abandoned the dominant idea of ​​anathematizing, whose essence is expressed in the domination of the principle of serving the state, the greatness of the empire. The tsar-reformer deliberately changes the policy of etatamism into the policy of state ethnocentrism. The manifestation of such a change is a ban on teaching in Polish (1869) and the temporary closure of the University of Warsaw. At the end of the 60s, the state's policy towards a five million Russian Jewry was radically revised. The process of abolition of restrictions on travel, education, place of residence initiated by Nicholas I, was provided reverse.

This paper examines the development of modern vaccination programme of Cooch Behar state, a district of West Bengal of India during the nineteenth century. The study has critically analysed the modern vaccination system, which was the only preventive method against various diseases like small pox, cholera but due to neglect, superstation and religious obstacles the people of Cooch Behar state were not interested about modern vaccination. It also examines the sex wise and castes wise vaccinators of the state during the study period. The study will help us to growing conciseness about modern vaccination among the peoples of Cooch Behar district.

Chapter 1 analyzes Schmitt’s assessment of democratic movements in Weimar and the gravity of their effects on the state and constitution. It emphasizes that the focus of Schmitt’s criticism of Weimar was mass democracy rather than liberalism. Schmitt warned that the combination of mass democracy, the interpenetration of state and society, and the emergence of total movements opposed to liberal democracy, namely the Nazis and the Communists, were destabilizing the Weimar state and constitution. Weimar, Schmitt argued, had been designed according to nineteenth century principles of legitimacy and understandings of the people. Under the pressure of mass democracy, the state was buckling and cannibalizing itself and its constitution. Despite this, Schmitt argued, Weimar jurists’ theoretical commitments left them largely unable to recognize the scope of what was occurring. Schmitt’s criticism of Weimar democracy was intended to raise awareness of how parliamentary democracy could be turned against the state and constitution.

In February 1889 Edward King, Bishop of Lincoln, appeared before the court of the Archbishop of Canterbury charged with illegal practices in worship. The immediate occasion for these proceedings was the manner in which he celebrated Holy Communion at the Lincoln parish church of St Peter at Gowts on Sunday 4 December 1887. He was cited on six specific charges: the use of lighted candles on the altar; mixing water with the communion wine; adopting an eastward-facing position with his back to the congregation during the consecration; permitting the Agnus Dei to be sung after the consecration; making the sign of the cross at the absolution and benediction, and taking part in ablution by pouring water and wine into the chalice and paten after communion. Two Sundays later King had repeated some of these acts during a service at Lincoln Cathedral. As well as its intrinsic importance in defining the legality of the acts with which he was charged, the Bishop’s trial raised issues of considerable importance relating to the nature and exercise of authority within the Church of England and its relationship with the state. The acts for which King was tried had a further significance since the ways in which these and other innovations in worship were perceived, as well as the spirit in which they were ventured, also reflected the fundamental shifts which were taking place in the role of the Church of England at parish level in the second half of the nineteenth century. Their study in a local context such as Lincolnshire, part of King’s diocese, provides the opportunity to examine the relationship between changes in worship and developments in parish life in the period.

In February of 1929, the German National Party raised a matter of pressing concern in the Prussian State Parliament: the party requested a parliamentary investigation into ‘the transformation of the State Opera at the Platz der Deutschen Republik (popularly known as the Kroll Opera) into a laboratory for Bolshevik art experiments’. The crisis had become particularly acute in the wake of the Kroll Opera's production of Der fliegende Holländer, which had been premièred a few weeks earlier on 15 January 1929 and which, according to the party, brazenly ‘mocked the spirit of Richard Wagner’. For anyone who has worked on Wagner or, for that matter, simply attended performances of his works, the sentiments come as no surprise. Indeed, the fact that they arose in the wake of Otto Klemperer's and Jiirgen Fehling's famously abstract production (with sets by Ewald Dülberg) make them almost predictable. Fehling and Klemperer incurred the wrath of the National Party for producing what I want to call a ‘critical reading’ of Wagner's text. In Klemperer's and Fehling's reading, the Dutchman's ship may be anchored in the mid-nineteenth century, but it is not permanently mired there. And that is precisely what enraged the National Party, just as years later Patrice Chereau would incur the wrath of countless like-minded Wagnerians, whose recourse to the official channels of government for the redress of their aesthetic grievances was, however, no longer so direct.
