The article presents theoretical approaches to the definition of the concept of «psychological training» and the views of modern scientists on the use of training technologies in the training of law enforcement officers. Today, it is relevant and necessary to use modern psychological trainings for the development of personal and professional qualities of law enforcement officers. Psychological trainings include various methods of work: role plays, discussions, group problem solving, situation modeling, methods of feedback and reflection. The main advantages of the training are: development of a holistic system of such skills and abilities as the organization of positive interpersonal interaction in the community; acquisition of new knowledge about the future profession, development of skills and abilities to perform various types of communicative activities in standard and non-standard professional situations; instilling the ability to think critically and creatively in solving professional problems; analysis and selection of actions in professional situations; formation of personal judgments, assessments of the future profession; as well as teamwork skills. Psychotraining influences the increase of motivation to perform educational tasks and educational process, interests in subjects; contribute to a higher quality of knowledge acquisition and the purchase of new practical skills; adaptation of cadets to the conditions of study in the new social environment; solving a problem of a personal nature. In order to increase the efficiency of the process of education and training of law enforcement officers, as well as to create professionally necessary personal qualities, we propose to use them in the training of psycho-training staff. Such trainings can be: training of development of communicative skills, training of formation of emotional and volitional qualities, training of information security, training of psychological counteraction to information influence, training of formation of moral and psychological qualities, and also psychotraining of development of cases in critical and emergency situations.

In this article, taking into account the latest scientific achievements in the development of artificial neural networks, the problem concerning the process of obtaining knowledge by future law enforcement officers in the context of the transition to other previously unknown methods and forms of artificial intelligence implementation, including in the educational process, is identified. Based on the analysis of the epistemological essence of knowledge and asking questions: how and what should be taught to future lawyers, what knowledge and skills they will need in the future, the authors offer their own interactive educational methods for obtaining knowledge at a higher level. To solve the identified tasks and achieve the goal, using general scientific and private methods of cognition, the article analyzes the opinions of scientists who support the positive dynamics of education with the use of artificial intelligence technologies, and opponents of this concept. Based on the results of scientific research and their own pedagogical experience, the authors criticize the process of education in which it is proposed to maximize the use of artificial intelligence, replacing the teacher and teacher, since students receive information without using the capabilities and abilities of the human brain, ignoring many effective methods of cognition, which negatively affects the assimilation of information, obtaining new knowledge and developing independent skills. The authors defend the position that in the process of education, a synergy of artificial and natural intelligences is necessary, otherwise many of a person’s cognitive abilities may be lost. Based on the conducted research, it is concluded that in the era of modern times, completely different standards and principles of education are needed. And, despite all the effectiveness of using artificial intelligence technologies, the task of teachers, first of all, is to teach future law enforcement officers to develop their own intelligence, their personal cognitive abilities.

The article substantiates the psychological and pedagogical features of the process of professional training of future law enforcement officers of the Armed Forces of Ukraine in a bachelor's degree. It is established that the professional training of future law enforcement officers is gradually moving to the readiness of the future officer to perform professional tasks. It is specified that the educational process in military institutions of higher education takes place in conditions of contradictions between new constantly growing requirements to the modern level of training of future officers and insufficient traditional level of training, between creative level of teaching and reproductive character of training which can be solved by introduction of new innovative technologies. and teaching methods. It has been determined that the process of formation of knowledge, skills and professional skills of future law enforcement officers should be based on two main stages: problem-subject, during which there is a primary perception and understanding of the content and experience of further professional activity; value-regulatory, according to which the formation of team skills and professional skills of the future officer, the development of creative style, the formation of motives, values, leadership qualities, etc. Psychological components that affect the training of future officers are identified: motivation to learn, emotional and volitional personality traits of the future officer, intellectual readiness to solve professional tasks, formed skills and abilities to perform professional tasks, a set of personal and professional qualities of the future officer, reflex. It is determined that the level of professional training of future law enforcement officers is determined by the degree of their activity as a subject, features and opportunities to independently organize their actions, behavior, activities in general on the basis of intellectual readiness and awareness of personal and professional tasks, including professional tasks. Including the ones on a tactical level.

Несколько лет назад об идее обучения сотрудников правоохранительных органов посредством виртуальной реальности (VR) не могло быть и речи, прежде всего, из-за высокой стоимости данной технологии. Сегодня виртуальная реальность стала технически зрелой, затраты снизились, а технологии широко распространились по многим профессиям. Можно уверенно сказать, что правоохранительным органам нужны лидеры, обладающие навыками и компетенциями XXI в., выходящими за рамки традиционного обучения. Целью данной статьи является рассмотрение (на зарубежном примере) важности применения технологии виртуальной реальности для обучения сотрудников правоохранительных органов. Автором сделан вывод о том, что использование виртуальной реальности в обучении - это наиболее эффективный способ передачи информации. Данные технологии обучения можно использовать для безопасного повышения квалификации, чтобы в будущем избежать реальных рисков. A few years ago, the idea of training law enforcement officers through virtual reality (VR) was out of the question, primarily because of the high cost of this technology. Today, virtual reality has become technically mature, costs have decreased, and technology has spread widely across many professions. We can confidently say that law enforcement agencies need leaders with skills and competencies of the 21st-century that go beyond traditional training. The purpose of this article is to consider (on a foreign example) the importance of using virtual reality technology for training law enforcement officers. The author concluded that the use of virtual reality in training is the most effective way of transmitting information. These training technologies can be used for safe professional development in order to avoid real risks in the future.

Intelligence Policy has often been heard in the realm of law, especially with government agencies held in Indonesia. One of them is the immigration agency, which is under the auspices of the Ministry of Law and Human Rights. The implementation of the policy is still minimal, although in fact it is contained in article 1 of Law No. 6 of 2011 number 30, as well as article 74. There are still many that need to be addressed, both in the applicable legal rules and with implementation in the field. The fact that sometimes the Immigration Officer is sometimes mixed in its own definition of intelligence and oversight. Are they the same or different and how to distinguish the two. Recognizing the fact that immigration is increasingly compacted by traffic activities in and out of foreigners and citizens and their supervision, a qualified intelligence is needed in maintaining the upholding of the country's sovereignty. It is an obligation, especially for immigration to safeguard the country as stated in the immigration function, is part of the affairs of the state government in providing Immigration services, law enforcement, state security, and community welfare development facilitators. Therefore, immigration should take part in enforcing supervision and security of the state in the field of law. Immigration intelligence which is under the auspices of the Directorate of Intelligence and immigration enforcement should need to be developed more thoroughly as a whole. So, it is hoped that in the future the Indonesian state will have total sovereignty over the country and its own people.

The aim of the study is to analyse the process of using «Virtual tours» technology in the educational process. This technology allows you to transfer the lesson from the passive into the interactive forms, to activate the cadets’ cognitive activity and to involve them into the educational process. The use of visualization techniques develops broad-minded thinking and enhances a better learning of the curricular material. The main tasks of the research are to analyse the process of using «Virtual tours» technology in the educational process of law enforcement officers; to estimate the functional practice of «Virtual tours» technology. The study is fundamentally based on the dialectical-philosophical method alongside with the general scientific and specific scientific methods.

The article addresses the issue of development of Kazakh, Russian and English languages in Kazakhstan. For this purpose, the authors give a definition of the types of bilingualism and polylingualism. The paper focuses on the significance of modeling of the educational process, the use of effective methods and technologies, gradual formation of foreign language speech culture and communicative competence. The model of multilingual teachers’ training is presented as a combination of motivational-value, content and technological components. In accordance with this, experimental work was conducted in three Kazakh universities. The result of the experiment is a polylingual speech culture and communicative competence of the future teachers within the selected scope of educational material. Another achievement in the experiment is the professional readiness of undergraduates to develop an integrated educational process for the formation of foreign language communicative competence, an ability to apply the concepts of the learning in educational process and justify them in a discussion. In the course of the study, the authors came to a conclusion that future teachers should have an integrated competence: knowledge of a foreign language and linguodidactic skills to plan classes in a foreign language.

The issue of coercion by law enforcement agencies significantly affects the rights and interests of an individual as a person, despite the fact that this person is most often the offender. At the same time, both international law and the national law of any state recognize the possibility of applying coercive measures to ensure order and security. Thus, the principle of proportionality requires the legal definition of the authority powers to interfere in the rights, freedoms and interests of the objects of influence and the proportionate exercise of these powers depending on the specific circumstances of the case, which would ensure the necessary balance between government, community, legal entities and individual citizens. The article analyzes the national legislation that is directly related to the legal framework and legal grounds for the use of coercion by law enforcement agencies of Ukraine. It also covers international legal acts ratified in the prescribed order, and international documents on diplomatic relations and immunities of diplomatic agents with regard to respect for human rights in the use of coercion by the relevant authorities: whether physical influence (force), or special means, or, moreover, firearms, which is most often related to the harming a citizen. Special attention is paid to the peculiarities of departmental regulation of this issue. It is noted that the legal grounds for the application of coercive measures regulated at the level of laws are not a departmental prerogative power of any ministry or other executive body. In addition to the above, it is emphasized that law enforcement officers must take into account the norms and principles of professional conduct in the performance of law enforcement functions in their activities. Thus, the legal grounds for the use of coercion by law enforcement agencies are widespread in regulations of various legal force. At the same time, the grounds and conditions for the application of coercive measures are regulated only by acts issued by the Verkhovna Rada of Ukraine, namely, by laws

Children are the next generation of the nation, the existence of children is very important because the child is a potential fate of the nation as well as a mirror attitude of life of the nation in the future. A child who is a superior seed and has the widest hope to prepare for his future as a milestone of success of a nation in the future should not fall in the world of evil. It is unfortunate that children at an early age have been involved in criminal offenses and past their youth behind bars, increasingly contaminated with other inmates. This research was empirical legal research, that is the research on the provisions of the legislation in the national law concerning restorative approach in the imposition of action sanctions against children in conflict with law in order to keep children away from imprisonment and negative stigma in society . Addressing the issue of a child in conflict with the law should be done in a familial approach and avoiding children from prison as much as possible. The sanction of action for the child contained in Article 82 of Law Number 11 of 2012 on Criminal Justice System for Children expected to prevent the child from the negative stigma in society and keep the children from bad effects of prison. Thus the current restorative model of punishment is more applicable in handling child offenders. It is expected that law enforcement officers to pay attention to the provisions of the rules that apply to children in conflict with the law in terms of imposition of more sanctions toward education and character development of children so that the threat of imprisonment becomes the last alternative in imposing sanctions for children

Introduction: according to the official statistics, the number of acts involving information technology is increasing every year in Russia. In particular, currently, the types of crimes in the field of information technology are changing qualitatively and continue to evolve continuously, becoming highly organized and more sophisticated. Through the use of information technologies in Russia, such crimes as hacking, illegal data acquisition (information espionage), theft of other people’s property from payment (settlement) cards and accounts of citizens, trafficking of drugs, arms, human beings are committed; the extremist literature is distributed, new members of terrorist groups are recruited; pornography, including children, is spread, illegal gambling and online games are conducted; fraud through the use of cellular and IP-telephony services, theft of personal data in large amount and selling them, and other crimes are committed using information technologies. The current type of computer fraud – phishing – is gaining momentum. Its essence is that cybercriminals seek to get hold of the data of ordinary people through computer technology, and using this data, get hold of their funds, including financial ones. It seems that such actions can neither contribute to the development of Russian society, nor to the development of civilized relations in society, nor to the development of information networks themselves. After all, any technology can be used for both constructive and non-constructive technologies. And when these goals are destructive, the law enforcement agencies, in our opinion, should have an effective level of training to deal with such violations. We believe that it is not enough to calculate, detect, and establish. We still need to be able to bring the culprit to criminal responsibility. In this regard, the most important thing is to ensure that anonymity not only creates the illusion of impunity, but also that the law enforcement agencies have a sufficient legal, organizational and, first of all, personnel basis to expose the criminal. In order to successfully thwart crimes in the field of information technology, the availability of implementation of the adopted standards and the key to the implementation of the state policy in the field of information security is the training and education of appropriate personnel who would provide “breakthrough” results in this area. The purpose of the research is to study the issues of improving the training of the law enforcement officers in countering crimes committed through the use of information technologies. Methods: the research uses a comparative analysis and generalization of the examples of the educational methods used in the educational organizations of the Ministry of Internal Affairs in the field of information security. The authors study, in particular, the general theoretical and practical orientation of the educational process in this area, synthesizing the results obtained, whose purpose is to improve the training of highly qualified specialists for the Internal Affairs bodies capable of countering crimes in the field of information technologies. Results: the authors formulate the main directions for improving the training of the law enforcement officers to counter crimes committed using information technologies, in particular, on the example of the educational organizations used in the educational process of the Ministry of Internal Affairs of Russia. Thus, one of the measures proposed by the authors in this direction is the opening of a new specialty – cyber-investigator or cyber-criminalist. The entry of developed countries into the sixth technological order and the further active digitalization of the world economy predict a huge scale and replication of crimes using information technologies. This circumstance actualizes the need to popularize the profession of a cyber-investigator – a specialist with an interdisciplinary education, i.e. experience in the investigative agencies will have to be combined with the skills of a criminalist and a specialist in the field of information protection.

The article presents a method of stage-by-stage training of law enforcement officers and proves its efficiency. The analysis of law enforcement officials’ professional qualifications shows the lack of knowledge about action plans in special conditions. The presented situation leads to the employee’s injuries or death, as well as failure of the operation being conducted. As a consequence, the Internal Affairs Agencies need highly qualified specialists who are able to perform operational service tasks in emergency situations. Similarly, the decline in the level of professional training is due to the change of generations and retirement of highly qualified law enforcement officers. There is a trend that characterizes the decrease in the efficiency of work related to the improvement of the personnel’s qualifications. The presented method defines the time duration of the stages, tasks and goals for each stage, conditions created at each stage and a form of control.
