The main tasks of the experimental work were: checking the pedagogical conditions identified on the basis of theoretical analysis of the establishment of readiness of future military psychologists for professional activity in the Armed Forces of Ukraine in the process of professional training; determining the dynamics of the establishment of readiness of future officers-psychologists for military service in the Armed Forces of Ukraine on the basis of developed criteria and indicators; performing statistical verification and confirming the results of experimental work; analyzing the results obtained and drawing conclusions and recommendations based on the results of the conducted pedagogical research.The study was conducted on the basis of the Military Institute of Taras Shevchenko National University of Kyiv, the Military Academy (Odessa) and the Department of military training of the National Aviation University. Three/four-year cadets, attendees on the training of reserve officers, educators and officers were involved in the experimental work. The given analysis of the components of readiness of future officers-psychologists of the Armed Forces of Ukraine for military service, namely: knowledge of theoretical material, motivation, emotional stability, endurance and communicative component have the root-mean-square results at the end of the experiment the analysis shows an increase in indicators by 10% in experimental groups relative to the control with the same indicators at the beginning of the experiment 58.5%. The qualitative indicator in the control group increased by 13.5%, and in the experimental group by 23.5%.

Abstract The specific of the officer’s military management activities lies in its functional responsibilities. The obligations and requirements determine them. The specifics of the military management activities of logistics officer are designated by the statute of military service in the Armed Forces of the Republic of Bulgaria. This article represents the proficiency of the future logistics officers at Vasil Levski National Military University, which is achieved through training in two specialties: military training in “Organization and management of tactical units for logistics” and civil training in “Business Logistics”. In the both, cadets acquire the educational and qualification degree “Bachelor”.

In the scientific article the training of future officers for professional activity in military lyceums is considered as not only theoretical but also practical component, because without the theoretical component in combination with practice it is impossible to orient properly in the educational process of higher military educational institutions and military training units of higher educational institutions during the training of tactical level officers and the assessment of training final results. The training of future officer of the Armed Forces of Ukraine for professional activity in military lyceum is considered and scientifically substantiated both as a purpose and as a result of professional training. Since the main purpose of any higher military educational institution is to prepare the graduates for professional activity, the main guideline and basis for solving the problems of training of future officers for professional activity should undoubtedly be the essence of this activity, which reflects the set of its deep connections, relations and internal laws. The detailed analysis of the scientific works provided grounds to substantiate the author's determination of training of future officers of the Armed Forces for professional activity in military lyceum, which provides the formation of a holistic personal education as a result of special professional and psychological-pedagogical professional training, which ensures the transition to a qualitatively new form of activity for the cadet as a future officer of the Armed Forces and it is a set of interdependent and interconnected components: motivational-value, cognitive and reflexive. The criterias of readiness for professional activity of an officer of the Armed Forces of Ukraine as an important and defining feature that characterizes various qualitative aspects, essences and specifics of professional activity of a serviceman are evaluated. The professional activity of an officer of the Armed Forces of Ukraine in a military lyceum is characterized by a high degree of social responsibility, conservatism of values and clear regulation of the conditions for its implementation. In the professional environment of the military lyceum, the role of socially conditioned characteristics and conditions of activity of both faculty that includes officers of the Armed Forces, and pupils (lyceum students) is significantly increasing. It follows that mastering the profession of an officer of the Armed Forces is not only the ability to effectively perform duties, but also the adoption of the appropriate lifestyle, way of thinking, system of norms and values by a future officer.

The article analyzes the psychological and pedagogical problem of determining the goals and principles of the formation of the professional subjectivity of future officers of the Armed Forces of Ukraine during training in higher military educational institutions. The urgency of the problem of the formation of the professional subjectivity of the future officer is due to the challenges facing the Ukrainian state in preserving its territorial integrity and inviolability. The Armed Forces of Ukraine need officers who are able to effectively and successfully manage military teams, make informed decisions and bear conscious responsibility for them. One of the defining tasks for the VNUZ, which trains future officers, is to form a complex of professionally determined competencies for a graduate. In addition, a modern officer must be able to quickly adapt to different conditions of military professional activity, change it and improve on the basis of independently acquired knowledge, find ways to successfully solve military professional tasks in any non-standard situations, including when performing combat tasks. In situations of uncertainty inherent in the conditions of performance of service and especially combat tasks, the leading contradiction of the military professional training of a cadet, a future officer, manifests itself in the development of professional competence based on the standards of military activity, which determines the preparedness, ability and readiness to solve a certain limited range of standard tasks in typical conditions of military activity, while the experience of performing tasks of military service, first alternate in the terms of engagement for military action, requires the officer find creative options for action, management decisions, beyond certain patterns.

The experience of combat operations conducting in the eastern part of Ukraine in 2014-2020 convincingly demonstrated the need to increase the requirements for professional training of servicemen of the Armed Forces of Ukraine. Physical training is one of the main subjects of professional training and an important means of psychophysical readiness formation of servicemen of various military specialties for modern extreme professional and combat activities. The aim of the study is to examine the efficiency of the experimental academic program of the discipline of Physical Education, and Special Physical Training concerning the formation of psychophysical readiness of cadets of technical higher military educational institutions for future professional and combat activity. The study was conducted at S. P. Koroliov Zhytomyr Military Institute. 120 male cadets participated in the experiment. An experimental group (EG), which consisted of the cadets who were studying according to the experimental working academic program of the discipline (n=60), and a control group (CG), which included the cadets studying according to the current working academic program of the discipline (n=60) were formed. The criteria of the efficiency of the experimental program are determined to be the indicators of general and special physical fitness of cadets and the level of professionally important psychological qualities. Research methods: theoretical analysis and generalization of scientific and methodical literature, pedagogical observation, pedagogical experiment, methods of mathematical statistics. It was discovered that conducting classes according to the experimental program contributed to the improvement of the level of development of the cadets’ special physical qualities, mastering military-applied skills, the formation of professionally important psychological qualities. The most significant changes in EG cadets occurred in overcoming obstacle course, holding the angle on parallel bars, holding the body in a horizontal position, tests for determination of attention distribution and volume, mental performance – at the end of the experiment, and the indicators of EG cadets were significantly (p˂0.05-0.001) better than those of CG.It proves the necessity of correcting the academic program of Physical Education and Special Physical Training for senior cadets with the aim of their psychophysical readiness formation for future professional and combat activity.

The professional profile of an officer-psychologist of the Armed Forces of Ukraine clearly defines the activities of specialist, the dominate type of activities in his work, and qualities that ensure the successful performing of duties. The professional profile of an officer-psychologist of the Armed Forces of Ukraine generally answers the following questions: what activity is analyzed and what is the subject and purpose of this activity, what are the criteria for assessing the effectiveness of professional activities; what are the factors that affect the psyche of military specialist; what are the special requirements for soldiers. According to the results of the questionnaire survey of experts the professionally important qualities of readiness of the officer-psychologist for professional activity in the Armed Forces were determined on the basis of the obtained and mathematically processed results of the questionnaire. The indicators of professionally important (necessary) qualities were determined, namely moral-volitional and emotional traits of an officer-psychologist of the Armed Forces of Ukraine. The competencies, that are acquired during the formation of the readiness of future psychologists for professional activity in the Armed Forces and should be formed as a result of professional training, have been developed on the basis of scientific and practical analysis. They are the following: the navigate in difficult combat situations, the ability to take optimal decisions and set tasks to subordinate units in a combat situation based on the analysis of received information, the assessment of the situation and ability to provide tactical calculations, the ability to develop and maintain combat documents and records. The professional profile of the officer-psychologist of the Armed Forces of Ukraine clearly defines the activities of specialist, the dominate type of activities in his work, and qualities that ensure the successful performing of duties. The training of a modern officer-psychologist of the Armed Forces of Ukraine is aimed at ensuring the harmonious development of the personality of an officer of the Armed Forces of Ukraine, that implies the development of all potential opportunities inherent in a specialist. The military psychologist should be prepared for the practical activities as a result of mastering of professional knowledge, skills and abilities (planned result of education), theoretical competence, the formation of professional competencies of a soldier.

The article discusses the use of the system approach of future officers training in higher military educational institutions, analyzes the basic principles of the pedagogical system, which are defined by the system as a holistic organized set of military training, which ensures stable behavior and effective results of military education. The basic systems of professional training in higher military educational institutions, which have the conditional level of involvement in the educational process, are revealed. However, the basis is the inalienability of all systems in the training of future officers of the Armed Forces, and the interchangeability or absence of any training system leads to irreparable consequences, the result of which is not fully formed professional readiness of an officer of the Armed Forces. Theoretically, professional readiness is formed as knowledge, skills and competencies fully acquired, but the important point remains whether psychological professional readiness is formed during the extreme situation of military service. In view of the material presented in the scientific article, the conclusion is that the training of officers of the Armed Forces in higher military educational institutions is a system one. The result of the training process of future officers in higher military educational institutions is a high level of cadets readiness for practical activities, which can be achieved only by streamlining the system on the basis of certain principles to which we include: the principle of objectivity, completeness, specific historical (genetic) approach, systematics, contradictions of pedagogical experience. This makes it possible to organize the specific functioning of all subsystems of future officers training and their effective interaction in accordance with the aspect and general goals and objectives. When modeling the system approach of professional training in higher military educational institutions the main pedagogical systems (types of training) involved in the training of officers of the Armed Forces are used. Each of them has its purpose and objectives, specific content, means and methods. Because the professional training of future officers of the Armed Forces is an integration process of formation of the same five basic systems (theoretical, psychological, physical, training and practical (officer training in combat units)).

The article is based on the analysis of the main factors taking place at this time, substantiates the relevance of determining (clarifying) the requirements for professional training of military specialists trained in higher military educational institutions in the field of knowledge "Military Sciences, National Security, State Border Security". The study is based on the fact that at present the general list of requirements for military specialists is defined in the relevant professional standards, standards of higher education and educational programs for their training in each specialty at certain levels of education. These requirements are formulated in terms of competencies and learning outcomes. The purpose of the study is to try to justify the feasibility of implementing the experience of the anti-terrorist operation (ATO) and the Joint Forces (JFO) operation of the Armed Forces of Ukraine in determining the requirements for professional training of officers. It is established that the level of training and the general list of competencies that a graduate of a military educational institution has does not fully meet the needs of the modern army. This is clearly evidenced by the experience of hostilities in eastern Ukraine. Analysis of hostilities has shown that the list of tasks to be solved by the military is constantly expanding. Today, in addition to combat missions, they are increasingly involved in solving problems of a socio-humanitarian nature, which requires the formation of both professional and social components of the potential of the soldier's personality. Along with the increase in the requirements for the general level of professional training of military specialists, new requirements for their social and humanitarian training appear. The following new requirements for training are considered: raising the level of leadership qualities of an officer; formation of his personal values and clear personal goals; the ability to counteract the information and psychological influences of the enemy within the information confrontation; ability to establish communications between military units and the local population in the area of hostilities, etc. The analysis is carried out and the essence of the specified requirements is revealed. To solve the research tasks, a system of general scientific and special methods of theoretical and empirical research was used, namely theoretical and methodological analysis of the problem, systematization and generalization of information concerning the essence and content of certain tasks, monitoring of the existing system of military training. system approach, expert evaluation, analysis and interpretation of the obtained empirical data.

The professional training of the modern military serviceman of the Armed Forces is an ongoing process that involves the formation of a person with high moral and business qualities, capable of qualitatively solving complex military and professional tasks in peacetime and special period. The training of military personnel is carried out against the background of global confrontation and hybrid aggression by the northern neighbor. One of the important components of the Armed Forces reform is the long-awaited reform for noncommissioned officers. It is planned to change the functionality of the sergeant corps, in essence, to form the necessary risk-oriented competencies for the sergeant, to make him an effective assistant to the middle-level commander and to create additional motivation for the citizens of Ukraine to undergo military service under a contract, which will facilitate the transition of the Armed Forces of Ukraine. However, the issue of risk-oriented competency formation for military personnel in the context of the transition to global security standards has still received little attention. The purpose of the article is to create a scientific foundation for the formation of risk-oriented competence of military personnel in the conditions of transition to the world security standards. On the whole, it can be stated that the level and quality of professional training of military personnel in Ukraine is at a satisfactory level, but needs improvement. Today, the military education system has received practical training, the advanced training methods of the NATO Member States' Armed Forces, as well as distance learning technologies have been introduced into the educational process, military education institutions are equipped with modern methods, but educational and methodological support for the risk orientation. According to current ideas, risk-based thinking and risk-oriented competence should be shared by every member of society. However, above all, this applies to those whose professional activity depends on the security of the state and society.

Drawing on materials from the Central State Archive of the Udmurt Republic, the article studies the establishing and functioning of the military commissariats network in the first years of the Soviet power. The outspread of the Civil War and the Allied Intervention therein necessitated calling up citizens, primarily workers and peasants, for compulsory military service. The establishment of the commissariats for military affairs marked the beginning of accounting of able-bodied males and their conscription into the armed forces. Volost, uezd, and gubernia commissariats for military affairs were organized by volost, uezd, and gubernia Soviets of workers', soldiers' and peasants' deputies; commissars and military leaders of volost, uezd, and gubernia commissariats were appointed by volost, uezd, and gubernia Soviets respectively and by the People's Commissariat for Military Affairs. Studying activities of local military authorities is of great importance, as it allows to see beyond central authorities actions, to understand how their decisions were implemented at the local level. Consequently, this allows to evidentiate the process of the Soviet armed forces creation in all its multiformity and complexity. On the territory of Udmurtia, armed hostilities continued from August 1918 to late June 1919, and newly formed military commissariats had to perform many tasks, both peaceful and military. First and foremost, they had to account of and mobilize officers and soldiers returning from the fronts of First World War. Much effort was required to drill recruits who had no military training. The military commissariats were also to prevent the widely spreading desertion. These functions were performed under difficult circumstances of rapidly shifting front lines, as areas and towns of the Vyatka gubernia repeatedly passed from the Reds to the Whites and back again.

The improvement of professional military education is the most important part of reforming state power departments. One of its components is the professional training of cadets in higher military educational institutions. One of the key places in this process belongs to the physical training of cadets, which is aimed at forming their readiness to achieve tasks of professional military training. Therefore, the current research aims to theoretically justify and experimentally verify the effectiveness of the programme for professional and personal physical training of future border guards. Based on the results of the initial survey, two groups of cadets were formed (only 419 individuals). The control group (210 individuals) and the experimental group (209 individuals) included cadets with approximately identical indices of a functional state. After conducting a pedagogical experiment based on the designed model for increasing physical readiness of future border guards for professional activity, the proposed programme for professional and personal physical training of future border guards was proved to be highly effective. Indeed, 94% of cadets completed the experimental programme, successfully passed an annual medical examination and met the established standards of physical training during the covered period of training. A vital index increased by 10.8%, overall working capacity (based on the results of a step-test) – by 18.7%, maximum voluntary ventilation – by 20.1%, heart rate recovery – by 19.4%.
