Abstract. The purpose of this article is to study the problems of identification of state development institutions in the agricultural and industrial complex, as an element of the institutional environment, as an integral part of the system of development of the national economy through state regulation of strategic development processes in the agro-industrial complex. Methods of abstraction, analysis and synthesis were used in the course of the study. Results and practical significance. The author’s research of the state regulation of the development of the national agro-industrial complex is presented in the context of the study of state programs as a form of state development institution that ensures the effective functioning of the institutional environment. The scientific novelty of the research is presented by the author's non-standard approach to the identification of state development institutions in the agro-industrial complex, the author's vision of the structure of the institutional environment for the development of the agro-industrial complex is presented, based on traditional approaches of institutionalism, two main systems of the development of the agro-industrial complex are derived, formed by the institutional environment, which in interaction form a system of strategic regulation of the national agro-industrial complex.

Abstract. Purpose. The study is aimed at studying and justifying the need for the use of special tools of state regulation of the agro-industrial complex, through the use of implemented measures of national projects, in terms of their export component. Methods. In the course of the study, methods of observation, abstraction, analysis and synthesis were used. The methodological and conceptual foundations of state regulation of the agro – industrial complex through the use of special regulatory tools-strategic development measures (national projects) are presented. Results and practical significance. In the study presented by the author, on the example of the Sverdlovsk region, a scientific assessment of the implementation of national projects in terms of the development of the export component of the agro-industrial complex is given, the main risks of fulfilling strategic tasks are investigated, the author's idea of the qualitative characteristics of national projects in terms of the development of the export potential of the national agro-industrial complex is given. The prospects for the development of the export potential of the national agro-industrial complex, and the quality of implementation of strategic development objectives in the conditions of continuing restrictions caused by the coronavirus pandemic are evaluated. Scientific novelty of the research. The article presents the results of a study of the development of the system of state regulation of the agro-industrial complex in relation to special regulatory instruments in the context of the need to implement strategic development measures, including increasing the export potential of the national agro-industrial complex. The risks of implementing the relevant measures are analyzed on the example of the Sverdlovsk region. The author's idea of the qualitative characteristics of the implementation of national projects, in relation to the export component of the agro-industrial complex, as a special regulatory tool is presented.

Subject. The article investigates the essence and salient features within the study of the industrial complex and integrated industrial structure categories. Objectives. The purpose is to research and develop definitions, study approaches to the industrial complex category, and underpin my unique interpretation. Methods. The study applies methods of analysis and synthesis, the systematization, formalization, and comparative analysis approach. Theoretical and methodological provisions contained in the works on industry development by domestic and foreign scientists, and legal documents, serve as the basis of the study. Results. I offer my interpretation of an industrial complex, as a challenging structure, represented by industrial enterprises and characterized by the stability of production cooperation chains, close interrelation of industry and regional specialization, providing for the digital transformation of industry, and subject to the environmental component. The paper identifies key properties of industrial complex, offers a classification by industry specifics, localization, diversification, and the level of State participation. Conclusions. The findings may be used as an element of theoretical basis to support management decisions on industrial complex development.

Formulation of the problem. The dramatic aggravation of the situation in world commodity, financial and stock markets leads to critical instability of international business, which confirms the need to study the problematics of national business cultures. The aim of the research is to identify the pivotal category - "national business cultures" and to disclose its content. The subject of the research is the original epistemological basis of analysis and the defining phenomena that reveal the content of the category - "national business cultures". The methods of the research: unity of analysis and synthesis, ascent from concrete to abstract, method of comparative analysis. The hypothesis of the research - national business cultures embody a set of phenomena and processes that are multidisciplinary in content, with reproducibility in time and space with some modification in specific conditions. The statement of basic materials: on the basis of the analysis of the works of the founders of the theory of national business cultures (G. Hofstede, F. Trompenaars; R. Lewis; C. Rapaille) and their followers the essence of the components of the study of national business cultures: cross -cultural management, cross -cultural communications and cross -cultural marketing. The epistemologi cal postulates that are necessary for the categorical definition of the "national business cultures" concept are qualified: multifacetedness; determinants of the formation of national business cultures; the longevity and reproduction of national business cultures; property of identification and classification of differences of national business cultures; modification of forms of manifestations of national business cultures within specific time. The originality and practical significance of the research lays in clear authentication of the "national business cultures" category and identification of the defining components of cross-cultural entrepreneurship. Conclusions and perspectives of further research: national business cultures are a complex interdisciplinary phenomenon that focuses on a set of essential features not only of economic content but also of the institutional environment. The primary tasks of further development are to conduct applied empirical studies on the evaluation of Ukraine's national business culture.

Formulation of the problem. Effective management of the competitiveness of the agro-industrial complex of the Komi Republic is a way to improve the main parameters of economic activity. The purpose of the study is to improve the mechanism for managing the competitiveness of agro-industrial enterprises. The subject is the deployment of a scientific approach to solving key tasks and goals for stable development of the agro-industrial complex of the region. Research methods. The paper uses analysis and synthesis, complex-system approach, scientific abstraction, historical and logical methods, methods of operations research, generalization, and observations. The hypothesis of the study is that progressive principles can improve the efficiency of managing the competitiveness of the agro-industrial complex. Presentation of the main material. The focus is put on increasing financial resources and ensuring regular modernization of agricultural enterprises in the region, the formation of innovative marketing. The originality and practical significance lie in the correct combination of production and market areas, solution of their problems in a single context, but with different degrees of detail. Conclusions. The main conclusion is that the applied system-integrated approach to managing the competitiveness of the agro-industrial complex requires a combination of multidimensional tasks.

The application of effective management methods in the current conditions of market development is a prerequisite for the effective functioning of the business and the realization of the competitive advantages of a modern enterprise. So in the development of the economy of the Republic of Tatarstan and the Russian economy as a whole, an important role is assigned to Kama Innovative Territorial-Production Cluster. Systematization of the infrastructure effect of the Cluster’s activities, including the development of transport and storage infrastructure in Tatarstan, was carried out according to the Cluster’s activities for 2016-2017. The participation of the Cluster in the development of international economic relations is ensured by the location of international brands (“Ford”, “Preiss-Daimler Group”, “Mercedes-Benz”, etc.) on the territory of the Cluster, as well as participation in the organization of cargo transportation within the international transport corridors “North-South” and “West-East”. The carried out researches have allowed to construct the scheme of maintenance by the Cluster of economic effect. The object of the study was Kama Innovative Territorial-Production Cluster, whose activity is reduced to providing producers with high-quality raw materials of their own production, including as a result of joint work of scientific and manufacturing companies. The research is based on the data systematization method, characterizing mainly the regional economy in the context of innovation activity, as well as methods of formalization, analysis and synthesis. The theoretical basis for the study is state programs for economic development, fundamental and applied work of domestic and foreign scientists studying the models and institutional foundations of innovation processes. Theoretical significance of the research lies in the identification of infrastructure elements, the development of which is directed at the activities of the Cluster. Practical significance of the conclusions and results of the research is to objectify the development of federal and regional programs of innovative development, the development of innovation infrastructure.

The purpose of the article is to substantiate the theoretical and methodological provisions and develop applied recommendations for scientific and economic support of investment in the agricultural sector and increase its economic efficiency. Research methods. The study uses: dialectical method of scientific knowledge (in relation to socio-economic processes of investment in the agricultural sector and its economic effectiveness in their relationship and interdependence); analysis and synthesis (to study the state and dynamics of investment in the agricultural sector), the system method (to summarize the conclusions and justify the proposals); comparison (to compare the investment processes of agriculture and other sectors of the economy). Research results. The significant weight of capital investments of the agricultural sector in the national investment result has been established. It is determined that the investment attractiveness of agriculture is inferior to most sectors of the economic complex of the country. It is recommended to maintain state support of agriculture and agro-industrial complex to increase the economic efficiency of investment in the agricultural sector; to ensure the development of industrial, economic, social and market infrastructure in rural areas. Scientific novelty. Substantiation was further developed on the need for scientific and economic support for investment in the agricultural sector and increase its economic efficiency, improve the investment attractiveness of agriculture and the implementation of this set of economic, social and institutional measures. Practical significance. It consists in the development of recommendations for investment in the agricultural sector and increase its economic efficiency, which can be used by both public authorities and local governments, as well as businesses in the formation and implementation of investment programs and projects. Formulation of the problem. This article discusses the features of management of industries, enterprises and activities in the agro-industrial complex. The problem under study occupies a key position in the field of periodic improvement of agribusiness management. The purpose of the study is to identify and take into account the features of various factors in the management of the agro-industrial complex: natural and climatic, economic, industrial, biological and other. The subject of the study is a more detailed study of management in the agro-industrial complex, the disclosure of essential phenomena and functional features in the practical management. Research methods. Various methods are used: introduction of new methods; development of new models that take into account the aggregate features of the agro-industrial complex; scientific abstractions; analysis and synthesis; historical and logical method; system approach; observational approach. The hypothesis of the study is various recommendations on taking into account and using industry-specific features of the agro-industrial complex. Presentation of the main material. The main focus of the study is on the peculiarities of agro-industrial management. It is determined that the management mechanisms of the agro-industrial complex should take into account the characteristic features and functional properties of its industries and enterprises. The originality and practical significance of the study consists in the development of a single concept that will take into account industry and other specifics in the practical development of the agro-industrial complex. Conclusions and prospects for further research consist of a qualitative transformation of the management activities of the agro-industrial complex in the future.

The article substantiates the need for state regulation of innovation activity in the agricultural sector of Georgia and analyzes the problems associated with the development of this sector. The factors hindering the introduction of innovations in agriculture are investigated. Formulation of the problem. One of the key objectives of the sustainable development of the agro-industrial complex of the Republic of Komi is the development of a conceptual framework to increase its competitiveness in a market economy. The purpose of the research is to develop the theoretical and methodological foundations of the competitiveness of the regional agro-industrial complex. The main practical task is the transfer of agricultural enterprises to a high-tech industrial and intellectual basis. The object of the research is the assessment of the competitiveness of the agro-industrial complex of the region, taking into account its sectoral and territorial features and integration motives. The methods used of the research: scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation, information technology. The hypothesis of the research is the possibility of ensuring the high competitiveness of the agro-industrial complex for the future through the solution of the strategic tasks of its operation. The statement of basic materials. The principles of increasing the competitiveness of the agro-industrial complex of the region are outlined in its main directions and tasks. Given the weak financial and economic state of small and medium-sized enterprises, it was proposed to create large integrated education with significant competitive advantages. Originality and practical significance of the research in the fact that competitiveness is seen as a key economic category capable of characterizing the positive and negative aspects of the life of the agro-industrial complex. Conclusions of the research are to ensure the expanded reproduction of the regional agro-industrial complex, the production and sale of more attractive goods to consumers, to achieve high competitiveness of the regional agro-industrial complex, to strengthen market positions in terms of quality and price characteristics of commercial products.

The purpose of the article is to assess the investment potential of the national agricultural sector of the economy and the potential of its development (potential volumes of gross value added, taking into account the real level of investment efficiency) in the conditions of revitalization of investment activity of agricultural enterprises through expansion of their credit and investment potential. Research methods. Methods: dialectical method of scientific cognition, analysis and synthesis, systemic generalization (generalization of definition approaches to the definition of the investment potential of agricultural enterprises and the formation of conclusions), methods of abstraction, comparison and imaginary experiment (in assessing the investment potential of capital investments and potential gross value added in agriculture, forestry and fisheries, taking into account the actual level of investment efficiency). Research results. The approaches to determining the essence of the category «investment potential» are substantiated and the investment potential of the national agricultural sector of the economy is assessed. The potential volumes of gross value added of products in agriculture, forestry and fisheries into account the actual level of investment efficiency in the conditions of credit and investment potential expansion are calculated. Scientific novelty. Based on the generalization of approaches to determining the investment potential of agricultural enterprises, the principles of formation and development of investment potential of the agricultural sector of the economy by expanding the credit component are substantiated. Practical significance. Conclusions, suggestions and practical recommendations can be used in the formation of investment programs and projects in agriculture and the development of state programs for the development of the agricultural sector of the economy of Ukraine.
