The Ethics of Artificial Intelligence: From Philosophical Discussions to Technical Standardization

Artificial intelligence today is a rapidly developing branch of science and technology. The implementation of artificial intelligence technology in industry, communications, services and leisure can lead to serious and uncontrollable societal changes. At the same time, the use of artificial intelligence in everyday life, especially, when making decisions, leads to ethical collisions. The article attempts to answer some philosophical questions concerning the problem of decision making and human responsibility in situations caused by the use of the artificial intelligence technology. The current situation is also analyzed in the field of international technical standardization of artificial intelligence ethics and possible directions for its further development.

With the massive use of computers, the growth and explosion of data has greatly promoted the development of artificial intelligence (AI). The rise of deep learning (DL) algorithms, such as convolutional neural networks (CNN), has provided radiation oncologists with many promising tools that can simplify the complex radiotherapy process in the clinical work of radiation oncology, improve the accuracy and objectivity of diagnosis, and reduce the workload, thus enabling clinicians to spend more time on advanced decision-making tasks. As the development of DL gets closer to clinical practice, radiation oncologists will need to be more familiar with its principles to properly evaluate and use this powerful tool. In this paper, we explain the development and basic concepts of AI and discuss its application in radiation oncology based on different task categories of DL algorithms. This work clarifies the possibility of further development of DL in radiation oncology.

With the continuous development of China's economy, the level of science and technology has been improved to a great extent. The arrival of the era of big data has brought a certain impact on China's enterprise management and decision-making, and put forward higher requirements for China's enterprise management and decision-making. Therefore, enterprises need to constantly strive to improve themselves so as to better adapt to the era of big data. In order to keep pace with the development of The Times, major companies and enterprises need to constantly change their internal management methods in order to achieve sustainable and stable development in their own fields and make their management decisions smoother. Among them, optimization and reform of the application of big data are particularly important. Starting from the characteristics of big data and its role in enterprise management decisions, this paper analyzes the current situation of big data management within enterprises and discusses the influence of big data on enterprise management decisions from five aspects, namely, environment, data, participants, organization and technology. And this paper analyzes the construction method and design idea of enterprise decision support system based on artificial intelligence.

Introduction: the article deals with the issues concerning the protection of the rights to digital content created with the use of artificial intelligence technology and neural networks. This topic is becoming increasingly important with the development of the technologies and the expansion of their application in various areas of life. The problems of protecting the rights and legitimate interests of developers have come to the fore in intellectual property law. With the help of intelligent systems, there can be created not only legally protectable content but also other data, relations about which are also subject to protection. In this regard, of particular importance are the issues concerning the standardization of requirements for procedures and means of storing big data used in the development, testing and operation of artificial intelligence systems, as well as the use of blockchain technology. Purpose: based on an analysis of Russian and foreign scientific sources, to form an idea of the areas of legal regulation and the prospects for the application of artificial intelligence technology from a legal perspective. Methods: empirical methods of comparison, description, interpretation; theoretical methods of formal and dialectical logic; special scientific methods (legal-dogmatic and the method of interpretation of legal norms). Results: analysis of the practice of using artificial intelligence systems has shown that today intelligent algorithms include a variety of technologies that are based on or related to intelligent systems, but not always fall under the concept of classical artificial intelligence. Strictly speaking, classic artificial intelligence is only one of the intelligent system technologies. The results created by autonomous artificial intelligence have features of works. At the same time, there are some issues of a public law nature that require resolution: obtaining consent to data processing from the subjects of this data, determining the legal personality of these persons, establishing legal liability in connection with the unfair use of data obtained for decision-making. Standardization in the sphere and application of blockchain technology could help in resolving these issues. Conclusions: in connection with the identified and constantly changing composition of high technologies that fall under the definition of artificial intelligence, there arise various issues, which can be divided into some groups. A number of issues of legal regulation in this area have already been resolved and are no longer of relevance for advanced legal science (legal personality of artificial intelligence technology); some issues can be resolved using existing legal mechanisms (analysis of personal data and other information in course of applying computational intelligence technology for decision-making); some other issues require new approaches from legal science (development of a sui generis legal regime for the results of artificial intelligence technology, provided that the original result is obtained).

An approximate view of the system was described, which it may become in the near future, given the recent technologies. The list of possible settings, which will be actual for similar systems, is resulted. The possible areas of application of this artificial intelligence are listed.
