Cooperative Сrediting: Prospects of F.V. Raiffeisen Approaches Application in Ukrainian Agricultural Sector

It is emphasized that at the beginning of the XXI century application of cooperative lending experience of F.W. Raiffeisen cooperatives model in Ukrainian practice allowed credit unions to abandon collateral as the main form of credit security. For many small agricultural producers, especially farmers, signing of a group agreement on joint and several liability (formation of the so-called loan circle) was almost the only opportunity to obtain loans. The main reason for stopping this practice is indicated. It was caused by the consequences of the global financial and economic crisis, the first appearances of which have been felt in Ukrainian economy since 2008. It is discovered that the content of publications presented in scientific professional journals of Ukraine only to some extent reveals the essence of F.W. Raiffeisen approaches on lending to small rural producers. The need for in-depth study of such experiences is emphasized. It is proposed to establish rural credit societies in Ukraine, which are based on the experience of F.W. Raiffeisen credit cooperatives. The important role of state and local governments in the financial support of this process is emphasized. The external financing mechanism for such cooperatives, especially at the initial stage of their activity, with the use of F.W. Raiffeisen loan circles practice is described. Establishing rural credit societies to finance peasants and farmers are indicated as promising. A model of a rural credit society is proposed. It was successfully functioning in Germany, as well as on the territory of other European countries, including Ukrainian provinces, starting from the end of the 19th century. And provided that appropriate changes are made to current Ukrainian legislation, these rural credit societies can become a source of affordable loans for the development of farming. The expediency of detailing the proposed model of a credit cooperative is indicated, taking into account all the principles typical for cooperatives of F.W. Raiffeisen model.

Energy is one of the main pillars of the state’s economy, which is currently facing serious problems due to depletion of mineral energy resources and the threatening environment. As a result, presently around the world there is a rapid growth and development of energy-efficient technologies and the use of renewable energy sources (RES), providing an increase in energy resources, as well as environmental and social effects. One of the most relevant and promising areas of renewable energy development is the disposal and processing of organic waste in biogas plants, and this is particularly relevant in agricultural regions. In this regard, this paper considers the state and prospects for the development of bioenergy in agricultural regions of Uzbekistan, where half of the population of the republic lives. The potential of organic waste from livestock and poultry farming of the agricultural sector was determined, and it was revealed that the use of biogas plants for the disposal of manure and litter is clearly a profitable production and requires close attention from rural producers. The introduction of biogas technologies for the bulk of agricultural producers is an urgent task, that will ensure not only a solution to the waste problem, but it will also provide a solution to energy, agricultural, environmental and social problems in rural regions of the republic.

O setor agropecuário brasileiro é destaque no cenário econômico mundial. A modernização do agronegócio é peça chave no crescimento da produção agrícola. Nos últimos anos a indústria de máquinas e implementos agrícolas brasileira vem investindo em tecnologias para atender a demanda dos produtores rurais e as peculiaridades de cada região do país. A metodologia utilizada neste estudo foi a associação entre revisão sistemática, análise documental e dados secundários do setor de máquinas e implementos. O objetivo foi elaborar um levantamento da quantidade de maquinário nas propriedades rurais brasileiras, mostrando a sua evolução através dos anos. Pode-se observar uma relação entre a expansão da área plantada e o número de máquinas agrícolas. O índice de mecanização mostra que houve um aumento do número de tratores por hectares de área cultivada de lavoura. Agronegócio. EVOLUTION OF THE NUMBER OF AGRICULTURAL MACHINERY AND IMPLEMENTS IN BRAZILIAN RURAL PROPERTIESAbstract: The Brazilian agricultural sector is a highlight in the world economic scenario. The modernization of agribusiness is a key factor in the growth of agricultural production. In recent years, the Brazilian agricultural machinery and implements industry has been investing in technologies to meet the demand of rural producers and as peculiarities of each region of the country. The methodology used in this study was the association between systematic review, documentary analysis and secondary data of machines and implements. The objective of this study was to elaborate a survey about the number of machineries in Brazilian rural properties, showing their evolution over the years. There is a relation that can be observed between an expansion of the planted area and the number of agricultural machines. The mechanization index shows that there was an increase in the number of tractors per hectare of crop area. PurposeRural credit cooperatives (RCCs) have long dominated China’s rural credit market and met most of agricultural credit demands while the existing literature seldom examines their contribution to agricultural sector. The purpose of this paper is to provide empirical evidence on the contribution of RCCs to agricultural growth, using China’s provincial panel data from 1997 to 2014.Design/methodology/approachBoth static fixed effects models and two-step generalized method of moment dynamic panel data models, which control the endogeneity, are employed to identify the causality from RCC credit to agricultural growth in China.FindingsThe results show that the credit from RCCs increases the agricultural output significantly. A 1 percent increase in RCC credit leads to agricultural growth of about 0.08 percent, which is robust to various empirical specifications. Further study shows that the contribution of RCC credit to agricultural growth decreases from the most developed eastern region to the least developed western region and increases over time.Research limitations/implicationsThe results imply that RCC credit is critical in financing agricultural activities by relaxing rural credit constraints and intense competition strengthens the contribution of RCCs to agricultural growth by improving managerial efficiency and developing diversified financial products to meet better rural credit demands.Originality/valueTo the authors’ knowledge, this is first empirical study on the effect of RCC credit on agricultural growth despite of many on the role of financial development in agricultural growth.

The article examines the problems of administrative and legal regulation of agricultural service cooperatives by local governments, in particular, the formation of the latter regulatory framework for regulating the activities of small agricultural producers (private farms, individuals, farmers), which currently do not have adequate state support. the reason for the transformation of legislation. The need for organizational and legal participation of local authorities in the formation of the cooperative segment of the agricultural market and in overcoming the existing problems of cooperatives, including: weak material base, lack of qualified personnel, lack of awareness of farmers in the benefits of joint efforts, etc. An analysis of regulations on research (laws of Ukraine "On Agricultural Cooperation" and "On Local Self-Government in Ukraine" and found that the basic principles of administrative and legal support of cooperatives by local governments are the formation of local regulations (programs) , which form a favorable environment for purchasing and marketing activities of such cooperatives and their provision of other services for effective activities in the relevant territorial community of agricultural producers of all organizational and legal forms. The analysis of the real state of affairs on the development of service cooperatives in rural areas within the territories of rural territorial communities the process of creation of cooperatives is slow and unstable. Vectors of administrative and legal formation by local governments of programs of improvement of functioning and development are offered cooperatives and substantiated the prospects for the development of the agricultural sector from the implementation of such programs.

The research was conducted to determine the contribution and sub-sectors growth in the agricultural sector and a base and competitive sub-sectors so that it can be seen the leading subsectors of agriculture. The analysis method used is descriptive analysis will illustrate how the rate of growth and the contribution of sub-sectors in the agricultural sector. Location Quetiont (LQ) Analysis was used to determine the base and non-base sub-sector. While the analysis of Revealed Comparative Advantage (RCA) is used to see the sub-sector competitiveness. The combination of LQ and RCA analysis can then be used to determine the leading sub-sector. From the analysis it is known that sub-sector of the agricultural sector is a base sub-sector which has the potential to become the leading sub-sector. Meanwhile, from the RCA analysis is known that the base of the agricultural sector has a highly competitive sub-sectors are food crops, tree crops, livestock and forestry.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Subject. The article discusses the availability of technological equipment in the agriculture of the Republic of Dagestan. Objectives. We analyze the current situation and trends in the development of available technological equipment in the republican agriculture, identify the role and place of machine and tractor fleet in the retrofitting of the regional agriculture. Methods. The study is based on monographic, abstract logic, statistical, analytical methods. Results. Dagestan has got a critically few technological equipment, which affects the development of the regional agricultural sector. The availability of technological equipment is found to have dramatically reduced in animal husbandry for the recent 30 years. The availability of technological equipment and land cultivation strongly correlates, thus simplifying applicable agricultural technologies. Most agricultural producers of Dagestan were found to be unable to participate in the program for federal agricultural lease. Conclusions and Relevance. The deterioration of available technological equipment in agriculture is a key cause undermining the competitiveness of products and efficiency of the regional agriculture. We prove the importance of governmental actions incentivizing the influx of new technological equipment, including a set of measures reinforcing the availability of technological equipment. As long as most agricultural producers are microbusinesses that lack resources to participate in many machine renovation programs, funding should be increased substantially to subsidize a portion of equipment acquisition costs incurred by agricultural producers, and a portion of reimbursed costs as much as at least 50 percent of the value of agricultural machines acquired.

The article is devoted to the state of the economy of the subject of the agricultural sector – the Toktogul region of Kyrgyzstan, as well as the formation of a land division, which is impossible without an influx of investments and ensuring the availability of monetary resources for agricultural producers. In our time, innovation is becoming the main means of increasing the benefits of economic entities by better meeting market demand and reducing production losses compared to competitors. Despite repeated attempts by the country to create a system of lending to agricultural companies, only a small percentage of them use credit resources. Various state aid schemes support a competitive environment in the money markets and guarantee relatively equal access to them for financial institutions and agricultural enterprises.
