There is carried out an analysis and selection of equipment necessary for monitoring and express analysis of the technical condition of a 35/6 (10) kV transformer substation. The authors propose diagnostic parameters for determining the technical condition of equipment and an algorithm for determining the coefficient of express analysis of a transformer substation, which ensures the process of remote monitoring, monitoring the state of operating equipment and predicting changes in the technical condition. The system for monitoring and express analysis of the technical condition of the equipment under development allows online monitoring of changes in the monitored parameters, keeping the equipment in serviceable condition. This monitoring system will make it possible to detect defects at an early stage, to operate the substation's energy equipment more efficiently, and to assess the technical condition of the entire substation in a comprehensive way. The above solutions make it possible to switch to organizing repairs of the substation's main equipment according to the actual state, as well as to increase the reliability and quality of electricity transmission to consumers.

THE PURPOSE. The purpose of this study is to develop a methodology for determining the coefficient of express analysis of the main equipment of a 35/6 (10) kV transformer substation (TS) to assess its technical condition. A three-level structural complex has been developed for measuring and express-analysis of the technical state of TP. The technical condition of the main equipment of the TP is analyzed according to the selected diagnostic parameters.METHODS. The TP monitoring system makes it possible to assess the performance of its elements online. Express analysis provides remote monitoring, monitoring of the condition of the operating equipment and forecasting changes in the technical condition.RESULTS. The proposed method for determining the coefficient of express analysis allows online monitoring of changes in monitored parameters, reducing the recovery time of failed elements, and maintaining equipment in a working condition. CONCLUSION. The proposed solutions make it possible to move to the organization of maintenance and repair of the main power and electrical equipment of the transformer substation according to the actual state, as well as to improve the reliability and quality of the transmission of electrical energy to consumers.

Prediction of eating quality of beef at an early stage post mortem would enable selection of carcases for specific markets. Shackelford (2004) reported the design of near infra red (NIR) equipment suitable for measurement of larger areas of the muscle and also the prediction of 14 day slice shear force values from NIR measurements made at 2 days post slaughter (Shackelford 2005). The aim of the present study was to evaluate the use of equipment of a similar design and manufacture to that used by Shackelford et al (2005), to evaluate repeatability and time of measurement of NIR spectra on the prediction of Warner-Bratzler Shear force values.

The article discusses the issues of justification of the selection of diagnostic values for assessing the technical condition of electromechanical systems of equipment. The selection is based on calculation models and models of damage development. The presence of several variants of damage requires constant monitoring of mechanical and electrical values analyzed by the decision-making block, taking into account possible scenarios. Monitoring of the actual state of the electromechanical system is possible when using a set of diagnostic values: technological process, vibration, temperature, current and load characteristics. The analysis of current values requires the use of continuous monitoring systems, diagnostic models that take into account the actual operating mode, and expert decision-making systems focused on fixing slow and fast changes. It is advisable to restore the working condition of the equipment on the basis of a system of scheduled preventive repairs, taking into account the actual condition. A prerequisite is the use of visual inspection, non-destructive testing methods (if necessary), and lubrication analysis methods.

The article analyses the method of evaluating the comparative effectiveness of the equipment, taking into account the expanded set of characteristics of the energy equipment using the method of multi-criteria evaluation DEA (data envelopment analysis). Generalized performance indicators characterizing the efficiency (efficiency, fuel and electricity costs), ecological (pollutant emissions) and technology (temperature of the exhaust gases, vacuum deviation from the desired in the furnace) are formed. It is compiled global efficiency criterion that allows to comprehensively assess the quality of the work on the set of all partial criteria of equipment. The application of this method on the example of boiler TP-230. Using DEA method to optimize the choice of modes of operation of boilers in accordance with their actual state.

Quality of passenger cars is a complex property, depending on the reliability and functional safety of the cars. Therefore, guided by the standard definition of the term "quality", satisfaction of the parties concerned, in this case passengers, customer, carrier, infrastructure owner, supplier or state supervision bodies, can be achieved by meeting the requirements objectively established to the noted indicators. In order to establish the requirements for the reliability and functional safety of passenger cars, it is necessary to solve the following tasks: Selection of the nomenclature of indicators taking into account the peculiarities of using passenger cars for their intended purpose. Development of calculation methods and selection of parameters of test plans for reliability for the established nomenclature of indicators. Determination of the achieved level of reliability and safety of cars based on selected indicators. Establishment of standardized values of indicators taking into account achieved level on the basis of the principle of reasonable sufficiency. The article shows the nomenclature of the applied indicators of reliability and safety of passenger cars, as well as formulas for their calculation, accepted criteria for failures and limiting states of cars, requirements for the accuracy and reliability of the measured indicators. The work concludes that the establishment of requirements for indicators of reliability and functional safety of passenger cars allows taking into account the interests of all involved parties. For passengers, infrastructure owner and state supervision bodies, interests in the field of traffic safety will be taken into account; for the carrier - these requirements will be taken into account in terms of timely and safe transportation of passengers; for the customer - in terms of ensuring the good technical condition of the cars; for the manufacturer - in terms of preserving the reputation, ensuring the competitiveness of products, reducing costs to eliminate inconsistencies in its quality.

In the domain of survey research, it is well known and documented that the structure, wording, and context of questions may affect the distributions of the responses to choice questions. Surprisingly, the application of the knowledge about these effects is not often made in the domain of referendums. Only few studies deal with the effects of question characteristics in referendums, although in the field, there are many discussions about the results obtained by problematic questions.  In this study, a number of wording effects that can be expected in referendums are discussed in the context of the actual state of theory and knowledge in the research on question wording effects in surveys. Some are well known and others are new, but also very relevant. The expected problems deal with: the choice between real alternatives; the decision about the majority in the case of multiple choice questions; the ambiguity in the choice between "yes" and "no"; the bidden response scale behind "yes-no" questions and the selection of the of verbs or qualifiers; the use of"double barrelled questions"; the suggestive wordings in the question text or in the introduction; the context of the questions when several questions are asked response sets. The importance and seriousness of each ofthese effects is evaluated, and reflections are made on the quality of the questions in referendums. Consequently suggestions are made about the kind of questions that can be used in referendums.

Detection of defects at an early stage of their occurrence, especially for power transformers that have worked out the standard term, is an acute problem. This article discusses the possibility of using the system of monitoring, control and diagnosis of transformer equipment (SMUID) electrical systems in conjunction with the automated control system of electrical equipment (ASU ETO) and automated information-measuring system of commercial electricity metering (AIIS KUE) with the use of QR-code, as well as using TeamViewer for the operational elimination of accidents and identify abnormal operation of transformer equipment. Transformer monitoring system is designed for monitoring isolation, recording and analysis of partial discharges, monitoring of technical condition ensuring maximum fault-free service life of transformers. In addition, the introduction of automated diagnostics and electrical equipment is a necessary condition for the introduction of SmartGrid technology in industrial electric networks, contributes to the reduction of capital investments in the renewal of the equipment fleet. The methods currently used do not detect dangerous insulation degradation, are not sensitive to its aging, and in some cases mistakenly assess the isolation condition. The work analyses the operability and quality of the systems under consideration, shows the hierarchical structure of SMUID. By applying the proposed idea with the QR-code, it is possible to speed up the process of searching for information about the current technical state of electrical equipment.
