The article considers the essence and approaches to understanding network political protest. Traditional forms of collective action are changing under the influence of information and communication technologies. The network paradigm focuses on the position of the individual in the social space, the degree of his involvement in the communication space, the ability to control and regulate the intensity of the information flow. Network structures are more flexible and adaptive, more in line with the new reality. Special and main principles of the network structure of political protest are revealed. The article also presents definitions of political mobilization and demobilization. These processes Express the rivalry of the conflicting parties-the state and society, where the support of the broad masses of the population is an important category. Based on the data of the monitoring study, the features of the development of civil protest activism and the use of mobilization technologies were identified. ICTs have a significant impact on their formation and transformation. The state, reacting to forms of real and virtual activity, formulates a counteraction strategy. It is expressed in the use of technologies for the demobilization of citizens, which are also undergoing changes in the era of digitalization

the article reflects the results of a study carried out in the Republic of Mordovia on the problem of creating a safe information sphere for children. The presented results characterize the interests of children in the use of information and communication technologies before and during distance learning in connection with COVID-19. During distance learning, children have increased the time they spend at the computer, on the global Internet. This leads to increased risks and threats to children in the information space. The efforts of the state and society should be aimed at creating a safe information space for children.

<p>The present work presents some transformations that have occurred in Brazil in recent years in the public transparency aspect, mainly in view of the legal structure after the signing of the Open Government Partnership (OGP) treaty. In summary, it exposes beyond the legal apparatus, the growth of the portal of public transparency and the classification of the country regarding the opening of public information, theme of item 2 - Transparency and Open Government. Contemporary literature has addressed the potential of the Internet to broaden the possibilities of bringing together the State and society by providing information on legislative activities and governmental procedures, contributing to a greater possibility for citizens to know and make use of their rights and how to act more actively as a social actor. With the use of Information and Communication Technology, especially after the various legal aspects adopted by Brazil, this public participation has expanded and gained more relevance. Briefly, the opening of public information increases the level of confidence of the administrations and enables the wide inspection of citizens, legitimizing and strengthening the presence of the state and in accordance with constitutional principles.</p>

The ubiquitous introduction of digital technology leads to changes in state educational standards. This happens due to the society’s need for forming new level competencies as well as rethinking the roles of teachers and students, which leads to reorganization and modernization of educational space. The urgency of this research is conditioned by the forced appliance of distance learning caused by the COVID-19 pandemic, which requires active inclusion of Information and Communication Technologies in all activities of the state and society. The article deals with implementing the state program of education digitalization, using innovative information technologies, distance learning among other things, within teaching foreign languages at universities. The authors consider learning management system Moodle applicable for classroom, self-, individual and additional students’ studies. The methodology of organizing and monitoring students’ knowledge with the help of ICT has been introduced and is currently being applied at the Plekhanov Russian University of Economics (Kemerovo branch) for the subject of "Foreign language".

The author of the article uses the works of L.A. Tikhomirov as the basis when examining the problem of criticism of the conditions of the state and society in monarchic Russia during the last decade of its existence from the part of the conservative figures who not only advocated the necessity to preserve the autocracy but also substantially contributed to the working out of the main principles of Russian social development. In particular, the “creative conservators” managed to accomplish the deep philosophic conceptualization of Russian history while trying to find the previously lost ideal of social organization. Tikhomirov’s relevant concepts of the mutual conditionality of Russian national consciousness underdevelopment and state degradation, as well as of the necessity to realize the model of the moral state of justice on the basis of the national idea, were not accepted by the bureaucratic system that resulted before long in the collapse of Russian monarchic state.

Abstract This research focuses on the issue of state-minority contestations involving transforming and reconstituting each other in post-independent Sri Lanka. This study uses a qualitative research method that involves critical categories of analysis. Migdal’s theory of state-in-society was applied because it provides an effective conceptual framework to analyse and explain the data. The results indicate that the unitary state structure and discriminatory policies contributed to the formation of a minority militant social force (the Liberation Tigers of Tamil Eelam – The LTTE) which fought with the state to form a separate state. The several factors that backed to the defeat of the LTTE in 2009 by the military of the state. This defeat has appreciably weakened the Tamil minority. This study also reveals that contestations between different social forces within society, within the state, and between the state and society in Sri Lanka still prevail, hampering the promulgation of inclusive policies. This study concludes that inclusive policies are imperative to end state minority contestations in Sri Lanka.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

Chapter 1 analyzes Schmitt’s assessment of democratic movements in Weimar and the gravity of their effects on the state and constitution. It emphasizes that the focus of Schmitt’s criticism of Weimar was mass democracy rather than liberalism. Schmitt warned that the combination of mass democracy, the interpenetration of state and society, and the emergence of total movements opposed to liberal democracy, namely the Nazis and the Communists, were destabilizing the Weimar state and constitution. Weimar, Schmitt argued, had been designed according to nineteenth century principles of legitimacy and understandings of the people. Under the pressure of mass democracy, the state was buckling and cannibalizing itself and its constitution. Despite this, Schmitt argued, Weimar jurists’ theoretical commitments left them largely unable to recognize the scope of what was occurring. Schmitt’s criticism of Weimar democracy was intended to raise awareness of how parliamentary democracy could be turned against the state and constitution.
