In the article the authors consider the problems of aging of the population of Europe, analyze the "silver economy" in European countries and the possibility of its implementation in Ukraine. Forms and ways of formation of education of elderly people in Europe are considered. The current state and development of non-formal education of the elderly in Ukraine are studied. Problems and prospects of functioning of third age universities for the national economy of Ukraine are determined. In Ukraine, it is important to realize the potential of education of people of respectable age for the socio-economic development of the state, to preserve its human capital. To create an optimal model of educational environment for the elderly, it is important to provide conditions for maximum satisfaction of educational and communicative needs of this cohort of people, taking into account previous experience, knowledge, skills and abilities, as well as individual characteristics of the elderly.

The article considers the territorial and natural resource potential of Syria, which can ensure the development of the country's economy and social sphere in the XXI century. In post-conflict conditions. This potential is very diverse and includes, among other things, a strategic aspect - hydrocarbon reserves that have ensured the socio-economic development of the country for several decades. The author comes to the conclusion that at present it is important for Syria not so much to develop and restore the extraction of natural resources, as to improve the quality of human capital, which, in the digital era, has, according to the author, much higher efficiency as a factor of production.

The article is devoted to the characteristics of trends in the accumulation of human capital in Ukraine over the period of independence. The purpose of the article is to study the key factors that caused the existing trends in the accumulation of human capital during the period of independence of Ukraine. The novelty of the study lies in the application of a systematic approach to establishing the influence of the main factors on the accumulation of human capital in the country over the past twenty years.The expediency of the study of factors that directly affect the course of the processes of accumulating human capital at regional and national levels has been substantiated. The relationship between the quality of life of the population, the socio-economic development of the country and the volume of human capital has been established.The conditions (the number and structure of the current population; the number of live births and deaths per year and per 1000 people of the population; natural population decline, the number of marriages registered per year; total annual fertility rate, average life expectancy at birth), typical for Ukraine at the time of its independence in 1991, in the dynamics of demographic and socio-economic processes in Ukraine during the period of its independence have been analyzed.The tendencies that have been achieved by Ukraine in the nineteen years of independence in the field of socio-economic development, such as: the annual decline in the population and the total fertility rate; an increase in the mortality rate of the population; drop in GDP per capita and human development index are established. The key aspects of stabilizing the situation in the field of human capital accumulation in Ukraine, which should be based on the intensive development of the business environment, improving the quality of education, and comprehensive social protection of the population, have been substantiated.

The purpose of the study is to study the theoretical and methodological foundations for the development of human capital and the digital economy in the economy of Uzbekistan.The purpose of this work is to identify the development of socio-economic relations that characterize the relationship of human capital as an innovative factor in socio-economic development. The study focuses on the concepts and strategies of the country’s socio-economic development, developed by the state, giving priority attention to the growth of human capital and the development of the digital economy, the formation of targeted problem-solving programs.Comparisons and similarities in the work of our historical scientists in the development of the education system are the main goal in the growth of human capital.

The article considers the prospects of tourism development in five countries of Central Asia: Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan and Tajikistan. The author analyzes cultural, social and economic aspects of the tourism industry in the region. The main directions of activity of international organi-zations in the framework of tourism promotion programs are given. Central Asia has a huge potential for the tourism development. The study of the current state of tourism in Central Asia is becoming increasingly important. Tourism resources have every chance to become part of the national wealth of the countries of this region. In the group of factors determining socio-economic development of the countries in the region are natural resources, the level of production and investment, social infrastructure, management quality, international competitiveness, etc. The need for the regional development management system is conditioned by regionalization processes inherent to the current economic situation, oriented to ensuring positive national economic dynamics and maximum using the region’s potential. The studying problem of regional development makes it possible to justify, as one of the directions of its solution, the use of cluster technologies oriented to those branches of the economy that can become a vector of regional development. According to experts, the tourism industry is one of the most profitable sectors of the economy of the region. This industry covers numerous sectors of the economy and various links between them. The main tourist routes in the present time, covering many objects of the Great Silk Road, do not offer a more detailed study of the local historical, architectural and archaeological heritage. The lack of infrastructure facilities is the reason for this. This fact forces us to search solutions, which will provide a comfortable environment for both tourists and researchers. At present, the Central Asian countries occupy a very modest place in the world market of tourist services. According to many experts, the demand for sanatorium, tourist and excursion services has decreased due to the transition period, and the existing network of tourist institutions, boarding houses, rest homes needs reconstruction. After the disintegration of the Soviet Union, tourism in the Central Asian republics began to develop independently, without common approaches and concepts. In many respects this is determined by the fact that the new states have chosen their own models of socio-economic development, different from each other. The different level of political freedoms, economic development features determine the current state of the tourism industry in various countries of Central Asia. The perspective of tourism development in this region is quite difficult, but an interesting task, necessary for familiarizing humanity with the most interesting culture of peoples inhabiting Central Asia and developing the economies of countries.

This article investigates the role of higher education in the economic development of the country. The research aims to investigate the theoretical and methodological basis of the role of higher education and human capital in economic growth, evaluate the current state of higher education within pandemic COVID-19, and develop scientifically and applied recommendations to strengthen capacity and improve the competitiveness of human capital in the developing countries. An analysis of the existing researches and debates is made. We defined the state of higher education in Kazakhstan and considered the changes in education within the context of COVID-19. We made multiple correlations and regression analysis based on the education coverage index and GDP(mln KZT), where defined the moderate correlation between two variables. Statistical data is studied in a period from 2000 to 2019. This paper contributes to the literature by fulfilling a theory of human capital development in the knowledge economy, revealing the relational mechanism between higher education, sustainable development, and the economic boundary of this relationship. It also contributes to the further understanding of the role of higher education in economic development. This study result implies to strengthen capacity and improve the competitiveness of human capital, draft human capital development policy. Keywords: SDG; COVID-19, human capital, higher education

The current state of the national economy means that businesses need to constantly look for ways to improve their efficiency and find new ideas to address their shortcomings. The problem of improving the financial condition of the enterprise and finding ways to improve the financial condition of the enterprise is primarily related to the mechanism for assessing the financial condition of the enterprise. The study of the financial condition of the enterprise gives an advantage to the business entity among competitors, allows to identify shortcomings in the activities of the enterprise and to form methods to improve its activities. Both internal and external factors have a significant impact on the financial condition of the enterprise. Since the internal and external environment is constantly changing, so business is characterized by uncertainty. The article considers the specifics of the analysis of the financial condition and prospects of economic development of the outsourcing company. The author generalizes the concept of "financial condition of the enterprise" and substantiates the importance of a comprehensive study of its evaluation indicators. Based on the analysis of the financial condition of Corplex LLC identified promising ways of economic development of the studied outsourcing company.

The article considers approaches to determining the importance of human capital for the socio-economic development of the territories of the Russian Federation, as well as determining its place in the structure of the territorial socio-economic potential. The article shows that human capital is the basis for the formation of the regional economic system and serves as the basis for the implementation of the regional socio-economic potential. The authors define human capital as a key socio-economic and productive factor in the development of not only the modern economy, but also modern society. Regional human capital is defined as a set of human resources with their knowledge, abilities, skills, etc., formed both within the framework of individual human capital and within the framework of corporate human capital, localized on the territory of the region and able to provide reproduction processes within the regional socio-economic system. The article shows that the regional human capital in the structure of the socio-economic potential of the region has both quantitative (population size, including population migration; the gender and age composition of the population of the region, etc.), and the quality characteristics (the level of education and qualifications of the population of the region, the effectiveness of the use of human capital, etc.), reflect the importance of human capital in the state’s program documents. The article proposes the author’s vision of human capital as a resource for the socio-economic development of the region and proves that from the point of view of the realization of the socioeconomic potential of the region, the human resources of a particular region should be considered by regional authorities and management not only as a key resource that ensures the socio-economic development of the region, but also as a resource that imposes certain requirements necessary for the direct realization of human capital (potential).

One of the main factors in increasing competitiveness is the innovative development of economic entities. The lag in innovative development prevents the emergence of technological industries within the country and restrains the socio-economic development of the national economic system.
