It was determined that the strategic planning of the socio-economic development of the region is a systematic ongoing process in order to adapt the territory to constantly changing market conditions, becoming the dominant function of managing the social and economic development of the region. It has been proven that strategic diagnostics helps to assess the effectiveness of a region's strategy, to understand its strategic position in each of the areas of activity, to assess strong and weak signals from the internal and external environment. It was found that in its pure form, basic strategies are not developed or implemented. On their basis, in the regions, as a rule, strategies focused on the internal environment are developed and implemented. A model of component analysis of the socio-economic and competitive state of the region has been developed. Studies have shown that socio-economic processes in the region are developing under the influence of simultaneously acting, but divergent external and internal factors. In conditions of increasing instability of the external environment, the influence of external factors becomes predominant in relation to internal factors. In the system of strategic planning, the definition of criteria for regional development is the result of the interaction of economic entities in the region. It is determined that an effective mechanism for coordinating the economic interests of participants in socio-economic processes is a matrix model of positioning the area of interest and responsibility of regional governments, businesses and the public. It is proved that the results of strategic diagnostics are the basis for the adoption of strategic measures by the regional authorities. It was determined that the formed dynamics of changes in the development of the studied region in comparison with the "standard" will characterize the effectiveness of regional governance over a period of time. A methodical approach to the diagnosis of socio-economic development has been developed, which can also be used for individual territories within a particular region of Ukraine.

There is no generally accepted definition of a territory’s mission either in Russia or abroad. So is it worth including a mission in the strategy of socio-economic development of a territory and what definition of the mission is better to choose? To answer these questions, a content analysis of Russian and foreign definitions of the territory's mission has been carried out, from which common units of meaning were identified. It was established that a number of semantic units in definitions of the territory's mission and the mission of organization coincide. However, from the point of view of the mission statement, there are a number of significant differences between a territory and an organization, which makes some definitions of the territory’s mission hardly applicable in practice. Conclusion is made: it is better to define the territory's mission through its role in the external environment, functions and unique features of the territory. The article examines advantages and disadvantages of alternative options: not to develop a mission at all or to develop it in a purely formal way. Practical recommendations on developing a territory mission, examples from Russian and foreign experience are given.

Purpose:the purpose of the study is to determine the main directions and conceptual approaches to modernizing analytical and computer support for the planning of strategic development of socio-economic systems on a national scale in the framework of improving the methodology of strategic planning in a digital transformation of the economy and management.Methods:the issues of improving the tools of strategic planning of socio-economic development are studied in the framework of a system approach to analyzing the construction and functioning of the state management mechanism in the context of active formation of the information society infrastructure and to evaluating of the impact of digital technologies on the content of management tasks in the process of co-evolution of objects and subjects of management in large-scale organizational systems.Results:the article deals with current problems and key tasks of modernization of scientific and methodological, informational and analytical support of state strategic management of socio-economic development. The trends of the evolution of objects and subjects of management in the conditions of the digital transformation of the information society are investigated. The institutional bases for the construction and operation of the strategic planning system of the Russian Federation are characterized. A block diagram of a complex of heterogeneous models of strategic planning of socio-economic development is given. Design solutions are proposed for building the architecture and developing a prototype of the computer support system for the scenario modeling technology when developing multi-level strategic decisions for planning socio-economic development in the emerging infrastructure of the digital economy is presented.Conclusions and Relevance:the study showed the importance and relevance of modernization of the methodological and analytical support of the strategic planning system of the Russian Federation, which takes into account the main consequences and requirements of the creation and distribution of digital technologies in various areas of society. The most important characteristics of innovative changes in the structure and content of strategic planning tasks, the solution of which is associated with the unification of the format of quantitative and qualitative assessments in the digital development management environment, are identified. Standardization of technologies for collecting, transmitting, storing and processing large amounts of data allows you to build computer software for the multi-level system of state strategic planning based on an open service-oriented architecture. The main direction of further research and development in the creation of an analytical platform to support strategic planning of socio-economic development can be the creation of a mathematical apparatus and software products for processing and analyzing large amounts of personalized information about the functioning of economic and social agents to identify and assess their potentials and priorities. This will allow to increase the degree of justification and consistency of planned decisions and regulatory measures developed by the state in the field of planning socio-economic development and ensuring the national security of the Russian Federation.

The article considers the potential of linking the methodology and tools of competition policy with the main mechanisms of strategic management planning aimed at achieving the priority goals of the state, including the processes of goal setting, forecasting and planning the socio-economic development of the Russian Federation and the positive dynamics of its competitiveness. The article analyzes the trends and highlights the principles of deployment of the process of forming a systemic springboard of competition institutions as an element of state economic policy. Special attention is paid to a new spatial strategy containing proposals to counteract inter-regional imbalances and mitigate imbalances in the socio-economic conditions of individual regions. The main trends and problems of development of the national economic space are analyzed. The role of the human factor as a leading specific factor in competitive relations is emphasized. The author analyzes regional development imbalances that are systemic in nature and, of course, have a negative impact on markets and the quality of their competitive environment, as well as macroeconomic indicators. The role of transport infrastructure in reducing the level of interregional differentiation in the socio-economic development of the subjects of the Russian Federation and stimulating competitive relations is updated. The assessment of the level of competition development in the country is given; the work carried out by the state at all hierarchical levels of the economy in the field of competition development, including the influence of the state on business activity. There are two main directions of activation of competitive relations in the framework of strategic planning: methodological and organizational and economic.

The relevance of the matter is caused by the fact that the essence of strategic planning consists in the definition of the priority sphere of social-and-economic development of the city district taking into account the external environment factors and available resources. It is necessary to prove the organization of the chosen project or programme, including sources and mechanisms of resources attraction, applied technologies, technical means, etc. within strategic management. The main document in the sphere of complex social-and-economic development of the municipal unit is the strategic plan that allows formulating the perspective purposes of the development, choosing alternative options of the municipality, thereby attracting investments into the projects and programmes. The subject of the research is the “City district Podolsk”. Some problems of strategic planning of investment projects and programmes, which are necessary for the improvement of activity of the “city district Podolsk”, are studied. The objective of the research is to develop recommendations on the strategic planning of activity of the “City district Podolsk”. Calculations for three investment programmes are made for the identification of the most successful direction of strategic development of the “City district Podolsk” by the means of formulas of the indicator of efficiency and coefficient of competitiveness. The achieved results can be used for creation of the Draft of the strategic development plan for the “City district Podolsk” till 2022.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
