In modern conditions, the problems of structural transformations of regional economies in the context of digital transformation are one of the current problems. This lies on the fact that managing structural transformations, ensuring the economic component, informatization and introducing the requirements of professional competence into practice is also an important condition for improving the competitiveness of regional socio-economic systems (RSESs). It is shown that it is necessary to achieve a certain information competence at the level of regional socio-economic systems to ensure the training of qualified personnel for the needs of the regional economy and ensure the economic security of the region. The work formulates a list of requirements for the transition of regions to the digital economy. It is clarified that the basic version of the methodology for structural transformations of the region's economy should be supplemented by a list of elements. It is shown that it is necessary to adjust the content of structural transformations of the regional and national economy in the context of digital transformation, taking into account the requirements of the digital economy. The principles of structural transformation are highlighted. The main barriers that hinder structural transformations at the regional level are identified, taking into account the specifics of the structure of the economy of specific regions of Ukraine, and taking into account the requirements of the digital transformation process. The model of ensuring economic and information security of the economic complex of the region in conditions of digital transformation is presented. A variant of ranking of regions by the value of the general index of development of the regional digital innovation subsystem is proposed. A concept model for the formation of a regional innovation and information subsystem for adaptation to the requirements of the digital transformation of RSES is developed. A comprehensive logical model of the functioning of the digital platform of the RSES economic complex is also presented. The main directions of future research in solving the problem of structural transformations of the region's economy in the digital economy are highlighted.

The digital economy requires the digital transformation of firms. There is no single solution to the digital transformation process. For each company, the process is carried out according to an individual plan. You can use world experience, but in certain segments of the digital economy, the Russian Federation has gone further than other countries. The authors proposed to consider the problems of digital transformation of energy companies separately. Then combine it into a single approach. Digital transformation is much broader than the digitization of the workflow. Often, digitizing documents does not provide the synergistic effect of digital transformation. Digital transformation requires a change in the entire management system. All strategic documents should be reengineered. Digital transformation requires new models and methods that can use the information technologies and artificial intelligence systems that appear in the future. The introduction of blockchain technologies as part of digital transformation will allow changing the centralized management system. This will lead to significant cost savings. Digital transformation has highlighted a problem related to the lack of basic competencies of the digital economy among the leaders of energy firms. It is necessary to solve the identified problem in the shortest possible lines. The article reveals the problems associated with the use of information technologies by energy companies supplied from other countries with the possibility of remote change.

Digitizing public services is, at the moment, an essential necessity for numerous governments around the world. An improved government through digitization will not only have a growing effect on businesses, but it will also be able to intensify citizen engagement and push for economic growth. During the last 10 years more countries have progressively begun to provide digital services to their citizens. Therefore, in order to address this development, the purpose of this paper is to analyze the evolution of the digital government literature in order to describe the aspects of digital transformation in the public sector and how it is related to knowledge management. In this study the methodology is quantitative and it is based on a review and a survey made with the main goal being the estimation from several collected data on how the digital transformation process in the Public Administration takes place and what its relationship is with knowledge management. The review study is based on articles found on Scopus database and it addresses the role that digital government research plays in the theory and practice of knowledge management. In the survey study, 54 employees working for the services of the two governmental areas of the Portuguese Ministry of the Environment were surveyed. The results show that the research on the theme is still at an exploratory stage due to the lack of studies relating digital government to knowledge management effectiveness in the public sector. The results also show that the success of digital government seems to be related with the quality of the organizations’ knowledge management, complementing each other for significant improvements in the public sector. In terms of originality, this study aims to contribute and stimulate data-driven discussions regarding the impacts of the digital transformation in the public sector and their relation with the implementation of knowledge management practices. The digital transformation vision (REACH 2025) is essential for transformation and enabling individuals, sectors, and companies in Jordan to adopt digital solutions and build a robust ground in conducting business. The government in Jordan launched the REACH2025 Vision in 2016, and it has taken many serious measures to bring sectors, companies, and individuals to virtual digital by 2025. This government's vision consisted of seven dimensions (Smart Specialization and demand-driven innovation, Public Sector Innovation, Tech Start-ups and Entrepreneurs, ICT Skills, Capacity and Talent, Enabling Business Environment, Smart digital economy infrastructure, and Governance), and 18 actions to implement over ten years. The researchers used these dimensions to build a framework to measure the impact of government progress on enabling individuals, sectors, and companies, on productivity, and encouraging investment. The researchers used a sample of 196 respondents from various disciplines to figure out attitudes and evaluate government actions. The researchers also used responses to validate the proposed theoretical framework in the components of the digital economy. The results revealed positive attitudes towards the development and implementation, and excellent in some areas, while some measures need strengthening and re-evaluation. The study recommended employing the proposed framework to measure the actual impact of the digital transformation. The study also advises leading future research towards further empirical examination to validate the framework proposed.

The medical technology (Med-Tech) industry turnover has reached a record high, attracting a great deal of capital investment, while mergers and acquisitions continually increase. In order to move to a higher value-added segment, traditional Med-Tech manufacturers have to transform into digital smart manufacturers. This development trend promotes industrial operators of Med-Tech to consider how to strengthen professional competence, expand their market, and determine the future direction. This study proposed the value-driving forces of Med-Tech enterprise, based on five aspects: Professional competence (PC), operation management (OM), critical resources (CR), regulatory system (RS), and market expansion (ME). Then, the acquisition and importance analysis (AIA) and the network relation map (NRM) approaches were proposed and implemented to find an optimal pathway for a Med-Tech enterprise to implement digital transformation. Our findings suggest that Med-Tech enterprises should treat RS as the priority in transformation. Finally, based on small- and medium-sized Med-Tech enterprise scenarios, we propose four development strategies (direct acquisition, strategic alliance, maintenance status, and in-house development) should be decided in the digital transformation process.

PurposeThe digital transformation under Industry 4.0 is complex and resource-intensive, making a strategic digitalization guideline vital to small and medium-sized enterprises' success in the Industry 4.0 transition. The present study aims to provide manufacturing small and medium-sized enterprises (SMEs) with a guideline for digital transformation success under Industry 4.0.Design/methodology/approachThe study first performed a content-centric literature review to identify digital transformation success determinants. The study further implemented interpretive structural modeling to extract the order at which the success determinants should be present to facilitate the SMEs’ digital transformation success optimally. The interpretive model and interpretive logic knowledge base matrix were also used for developing the digital transformation guideline.FindingsEleven success determinants are vital to SMEs’ digital transformation efforts. For example, results revealed that external support for digitalization is the first step in ensuring digital transformation success among SMEs, while operations technology readiness is the most inaccessible success determinant.Research limitations/implicationsThe study highlights the degree of importance of the 11 success determinants identified, which magnifies each determinant's strategic priority based on its driving power and dependence power. Theorizing the dependent variable of “digital transformation success” and quantitatively measuring the extent to which each success determinant contributes to explaining “digital transformation success” offers an exciting opportunity for future research.Practical implicationsDigital transformation success phenomenon within the Industry 4.0 context is significantly different from the digitalization success concept within the traditional literature. The digital transformation under Industry 4.0 is immensely resource-intensive and complex. Smaller manufacturers must have specific capabilities such as change management and digitalization strategic planning capability to reach a certain degree of information, digital, operations and cyber maturity.Originality/valueThe digital transformation success guide developed in the study describes each success determinants' functionality in relation to other determinants and explains how they might contribute to the digital transformation success within the manufacturing sector. This guide enables smaller manufacturers to better understand the concept of manufacturing digital transformation under Industry 4.0 and devise robust strategies to steer their digital transformation process effectively.
