Local governments have become more important in the integration of immigrants, constituting a local turn in integration policy. However, the empirical evidence is still limited and variation between countries is presumably high. The present paper analyses the role played by Finnish local governments in the integration process, with municipal governments being highly autonomous from a general European perspective. The paper delineates the basic features of local integration policy, i.e. who does what, and thereafter it assesses the integration plans of local governments and how they justify the current policy. A closer look at Finnish integration policy, however, suggests that state administration actually has a strong role and that most resources are being directed to integration courses administered by the labour administration of the state. What remains for the local governments is to foresee that their services are suitable for immigrants, too. There is an asymmetry between local governments, though, as immigrants mostly live in larger cities, and half of them in the capital city area. While local governments are obliged to assess their integration policies, such assessments mostly deal with outputs and the feedback of service users. In sum, only a weak local turn seems to be emerging in Finland.

PurposeThis paper discusses the role of public leadership and the strategic response of local governments to the external shock caused by the COVID-19 pandemic. The authors examine the typical Czech response with regard to how the leadership of municipalities in the Czech Republic responded to this extremely negative external stimulus.Design/methodology/approachThe authors use qualitative research methods for this investigation. They have chosen the case study method (see Yin, 2009; Stake, 1995; Klonoski, 2013). The general case is the Czech Republic. Mini-cases consist of municipalities from the Znojmo region, municipalities of the Central Bohemian region and the municipal districts in the capital city of Prague. Furthermore, the method of participant observation was used.FindingsThe authors’ analysis of the problem of local government responses to the pandemic crisis shows that municipal leaders responded with a variety of (non-)adaptation strategies. It appears that certain framework factors influenced the various local governments' behavior.Originality/valueThe article examines the strategic behavior of Czech municipal leaders regarding the pandemic crisis based on the observation of the reactions of local governments in the Czech Republic to the pandemic crisis and strives to define their basic strategies.

Abstract Polish cities have been at the stage of a dynamic suburban development for over a decade (which has led to the phenomenon of urban sprawl beyond any control). The population of big urban areas, together with their agglomerations is continuously increasing; however, migration tendencies towards suburban areas are strong as well. In such a situation, the question arises regarding the possibilities and the methods of suppressing the outflow of people to the neighboring communities, and once again, making the city an attractive place to live. The attempt to explain such an issue requires research into both the housing infrastructure and its inhabitants. Poznan has been severely affected by suburbanization. The diagnosis and assessment of Poznan housing resources and the preferences of its inhabitants are the starting point for taking further steps in making the housing conditions more attractive. The article shows the initial results of widespread research regarding housing in the capital city of the Wielkopolska Province (comprising over 2,500 households). A similar study for the entire agglomeration (Poznan County) is due to be completed soon. It will allow for a comparative analysis and formulating recommendations regarding the conditions and the direction of changes on the real estate market which would increase the attractiveness of central cities suffering from suburbanization. In a wider context, the publication might be seen as an analysis of one of the elements of modern urban changes, such as either market driven, or free and spontaneous processes of urban sprawl, and conscious actions taken by local governments (together with developers) regarding the integrated urban revitalization policy.

The article analyzes different approaches to the policy of integration of migrants in Spain. The purpose of the article is: to show the experience of integration policy and intercultural dialogue in Spain and to determine the most effective methods for application in the Russian migration policy.The phenomenon of socio-cultural integration of immigrants and intercultural interaction through theoretical and methodological developments of domestic and foreign experts has been considered. Distinctions between the concepts of “adaptation of migrants” and “integration of migrants” have been made. Integration involves the next stage of inclusion after adaptation in the host community. A list of criteria for assessing the processes of integration of immigrants into the host society has been formed, three main groups of criteria have been defined: socio-economic, political, legal and socio-cultural. During the analysis, the author comes to conclusion, that the key direction of the policy of integration of migrants into the host community in Spain is economic integration, which implies the inclusion of migrants in labor relations and is supported by state structures as much as possible.The main directions and effectiveness of the integration policy of Spain have been analyzed. It has been concluded, that the effectiveness depends on the existence of a holistic system of interaction between the Central government, regional and municipal authorities and non-governmental organizations, which greatly simplifies the process of integration of migrants into Spanish society. The article widely uses the results of practical studies of the integration experience of Spain, official reports of the EU supranational bodies on the migration situation in this country, reports on the implementation of specific integration initiatives, as well as the analysis of expert assessments on this issue. The article analyzes the most effective methods of integration of the government of Spain and Spanish public organizations, based on which practical recommendations for Russia are proposed, taking into account the specifics of migration processes.

Penyelenggaraan kewenangan pemerintah daerah telah bergeser ke arah prinsip ultra vires doctrine yang nampak pada perumusan kewenangan pemerintah daerah menjadi urusan pemerintah daerah, dan pembagian kewenangan pemerintah pusat dan daerah mengedepankan prinsip yang kongkuren.Kondisi ini ditandai dengan penyelenggaraan urusan pendidikan yang terbagi antara pemerintah kabupaten/kota dengan pemerintah provinsi, dimana untuk pendidikan dasar diselenggarakan oleh pemerintah kabupaten/kota sedang pendidikan menengah dikelola oleh pemerintah provinsi. Penelitian ini dilakukan dengan pendekatan motode kualitatif melalui observasi dan kajian pustaka.  Hasil dari penelitian ini menunjukkan penyelenggaraan urusan pendidikan menengah yang dialihkan kepada pemerintah provinsi akan menimbulkan sejumlah kecenderungan baru dalam pengelolaannya baik pada pemerintah daerah maupun pada pemerintah provinsi. Pertama, bahwa kebijakan – kebijakan yang selama ini dikeluarkan oleh pemerintah daerah terkait bidang pendidikan tidak seluruhnya akan diakomodir oleh pemerintah provinsi. Kedua, kecenderungan pada meningkatnya alokasi anggaran pada pemerintah provinsi sebagai ekses pengalihan kewenangan tersebut. Ketiga, proses evaluasi, pengawasan dan pengendalian penyelenggaraan pendidikan menengah oleh pemerintah provinsi yang akan semakin berat dilihat dari sisi letak geografis wilayah, dan keempat kekhawatiran akan kurang terakomodirnya muatan kearifan lokal dalam penerapan kurikulum, dimana sebelumnya setiap kabupaten/kota tentunya memiliki karakteristik budaya yang berbeda sebagai bentuk kearifan lokal yang dapat menjadi penguat dalam penyusunan kurikulum pendidikan. Key Words : Penyelenggaraan Urusan Pemerintahan, Pendidikan Menengah   Abstract Implementation of local government authority has shifted towards the principle of ultra vires doctrine which appears on the formulation of local government authority to the affairs of local government, and the division of central and local government authority put forward the principle of kongkuren. This condition is characterized by the implementation of educational affairs divided between district / municipal governments and provincial governments, where basic education is administered by district / municipal governments while high school is managed by the provincial government. This research was conducted with qualitative motive approach through observation and literature review. The results of this study indicate that the implementation of secondary education affairs transferred to the provincial government will lead to new trends in the management of both local government and provincial governments. First, that the policies that have been issued by local governments related to the education sector will not be entirely accommodated by the provincial government. Second, the tendency to increase budget allocation to the provincial government as an excess of the transfer of authority. Third, the process of evaluation, supervision and control of the implementation of high school by the provincial government will be more severe in terms of geographical location of the region, and the four concerns will be less accommodated local wisdom content in the application of the curriculum, where previously each district government / different as a form of local wisdom that can be a reinforcement in the preparation of educational curriculum. Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Increasingly, suburban universities find themselves in communities facing challenges that inner cities have had to deal with for decades, including concentrated poverty, housing vacancy, and underperforming school districts. While the problems are similar, the institutional context is different. Compared to central cities, suburban municipal governments generally lack the resources necessary to sustain robust community economic development initiatives. Further, suburbs often lack the rich landscape of nonprofit organizations that were built up over many decades in central cities. This article reflects on the experience of the University of Missouri-St. Louis as a case study of a suburban anchor institution. This experience suggests that anchor institutions in suburban settings need to focus on asset-based community development, support collective action among fragmented institutions, and build the civic capacity of local governments, nonprofits, and businesses.

In the transition experience, the Czech and Slovak Republics have made some effort to achieve fiscal decentralization. From independence to EU accession, the devolution of power designed to strengthen the autonomy of local governments according to the principles of subsidiarity have also included a reform of public administration. The nature of reform efforts and their implications for fiscal decentralization are analyzed. The failure to achieve a robust autonomy for subnational governments is due to the ongoing adherence to the notion of “state administration” as opposed to self-government in both republics.
