The authors investigate into the rules contained in the international treaties, Russian existing laws and judicial routine related to exclusiveness of authors’ rights. The character of social changes in the digital era were specified. Several types of legal relations remain traditional, however in today’s information society has to revise existing laws in which authors rights dominate over information user interests. At the same time, the authors re underprotected from piracy. Legislators have to prioritize in the first place who and from whom must be protected in the information society: the authros from pirates, intellectual property from plagiarism, or the users from actualaccessible information. Secondly, the rights of new knowledge have to be managed and efficient ways to righ t-ful transfer of accumulated knowledge to users have to be found. Implementation of information technologies into libraries and access to digital information resources change radically the quality of library services. The authors challenged themselves with attracting attention to the problems of information society in Russia.

Ever-growing digital services determine libraries to update almost all of their activities. Traditional library services must be transformed into electronic libraries, and library specialists must always be prepared for advanced digital services to come. Thus, libraries in the digital era must offer digital deposit services, digitisation services, research data management, metadata creation, digital cataloguing and conserving, and counselling in what regards digital copyrights, informational alphabetising. In this article, the emphasis falls on the necessity of developing and transforming libraries, bringing awareness to their role and their importance for society and at an individual level.

Переход к информационному обществу заставляет задуматься о готовности выпускников учебных заведений к жизни и труду в социуме XXI века. Поскольку в настоящее время скорость преобразования технологий производства опережает темпы смены поколений, возникает потребность не только в совершенствовании и дополнительном повышении квалификации, но и в неоднократном освоении новых видов деятельности в течение всей профессиональной карьеры [1]: непрерывное образование становится составной частью жизни каждого человека. Для упрощения восприятия возрастающего потока информации в образовательном процессе на различных его этапах необходимо внедрять инновационные информационные технологии, в том числе технические средства интеллектуальной обработки образовательного контента, от качества которого зависят ход и результат учебного процесса. The transition to the information society makes us think about the readiness of graduates for life and work in the society of the 21st century. Given that the rate of transformation of production technologies is now ahead of the rate of generational change, it is necessary not only to improve and additional training but also to repeatedly master new types ofactivities during working life: continuous education becomes an integral part of every person's life. To simplify the perception of the increasing flow of information at various stages of the educational process, it is necessary to introduce innovative information technologies, one of which can be technical means of intelligent processing of educational content, the quality of which determines the course and outcome of the educational process.

The article discusses the problem of improving the quality of legal education and its compliance with modern challenges arising in the context of the development of the information society. The main trends and processes that need to be considered in the organization of higher legal education, and as a result, new requirements are presented to the training of a lawyer in modern conditions, in particular to the educational process and the content of educational programs. Such characteristics of legal training, as flexibility and variability, interdisciplinary, multistage, continuity, profiling, personalization, innovative and scientific orientation, practical oriented legal education are considered. The need for adequate transformation of legal education using all the achievements of information technologies is substantiated. The impact on the legal education of the trends in globalization and internationalization is investigated. Qualities of a lawyer have been defined, which come to the fore alongside classical professional skills.

Relevance of the researching topic. The path to European and world integration chosen by Ukraine will strengthen the need for modernization of all spheres of public life, first of all, the educational sector, which in modern conditions is a key generator of social changes. Thus, the study of the updating of the educational process, information technologies of its provision in the conditions of the development of knowledge economy in our country today are actualized as never before. Formulation of the problem. Modern conditions for the development of the knowledge economy determine new requirements for financiers who are well aware of the peculiarities of modern and future innovation development of Ukraine, they develop new ways of evolution of the financial and credit system, ensuring financial stability and competitiveness of Ukraine in conditions of its integration into the world economy. As a result, the requirements for their professional training are increased, which requires both profound transformations in the system of higher education itself and in providing the educational process with new information technologies. Analysis of recent research and publications. The problematic issue was, to a greater or lesser extent, covered in the works of many scholars. Although these scientific works do not exhaust the deep nature of researched issue, they can be fully appreciated as a theoretical and methodological basis and a source for the research. The authors considered works, devoted to highlighting the role and significance of the knowledge economy’s development, the essence and important structural elements of teaching technology, the characterization of traditional and innovative technologies of vocational training, the problems of introducing a practical approach in the educational process, methodological aspects of the implementation of ICT and remote technology in the educational process. Identification of unexplored parts of the general problem. Despite the considerable scientific achievements of Ukrainian and foreign researchers, the problem of professional training of specialists in the period of formation of the information society is not exhausted. This requires further study of the content updating of the educational process in universities, information technologies for its provision in the conditions of the development of knowledge economy. The purpose of the study is the illustration of the problem of improving the quality of the educational process of professional training of specialists in finance, banking and insurance in the context of the development of the knowledge economy in Ukraine, defining the directions of its solution on the basis of implementation of the practice-oriented approach in the educational process and application of the latest educational and information technologies. Methodology of research. The methodological basis of the study is both general scientific and special methods of scientific knowledge. Among the general scientific methods were used methods of structural analysis and synthesis, generalization. Among the special methods, methods of grouping, comparing, and computer programming were used. Results of the research. The authors substantiated the necessity of building the information society in Ukraine, which envisages the transition to the priority scientific and technological and innovative development, namely providing education, training of a person for work in the information society. They had investigated modern problems of implementing a practical-oriented approach in the educational process.  The peculiarities of content updating of educational process in higher educational institutions, information computer technologies of its provision in the conditions of development of knowledge economy have been revealed. The field of application of results. The results of the study can be used in the process of professional training of financiers by higher educational institutions, the Ministry of Education and Science of Ukraine. Conclusions. On the basis of the conducted research, the use of modern information technology in providing professional training of financiers in the conditions of development of knowledge economy in Ukraine results from the fact that the training of future specialists should be based on the principles of a practical approach, which is formed based on the model of the future professional, the logic of future professional activities, and provides conditions for the transformation of the student’s educational activity into a professional activity of a specialist.  As an example of the Khmelnytsky National University, it has been proved that the current policy of creating, broadly introducing the latest ICTs in the educational process and their constant improvement, in accordance with changes in the current legislation and time requirements, contributes to ensuring the high quality of education, expanding the range of educational services and giving them the opportunity in the time convenient for them to get education (including the employed population, people with disabilities and foreign students), and is an example for other high schools for the implementation of high-quality education the first process in higher education.

The development of the information society, various branches of the digital economy and new manifestations of crime put on the agenda the creation of an electronic litigation system with the use of modern information technologies to improve the quality documents in the courts. The relevant policy documents set out tasks and improve the quality of various types of legal proceedings, including the creation of electronic justice using artificial intelligence computer robots based on neural network algorithms. At the same time there is a high level of risks of introduction of fundamentally different facilities from other legal families into the judicial practice, for the reduction of which a number of measures to form an integrated legal foundation of electronic litigation crimes in the economic sphere.

The article reveals the features of monitoring functions in education and its main models. In addition, the necessary conditions are considered not only for effective monitoring, but also for evaluating the quality of objective indicators. Special attention is paid to the intensive implementation of digital information technologies in the system of pedagogical measurements, including the possibility of studying educational processes in the online system. A number of positive aspects have been identified that facilitate measurement and control.

The aim of the article is a comprehensive approach to addressing the digitalization of education in the Republic of Kazakhstan based on identifying problems in this area, forming priority tasks and possible ways to solve them. Implementation of IT-programs in the learning process making serious additions to the pedagogical requirements, ethics, and discipline of students also the content of the disciplines. All these aspects are becoming especially relevant today when the quality of education is becoming a strategic task and the key to the successful development of the countrys economy in the digital era. The article touches on the problems of the modern digital generation, its dependence on communication in social networks and instant messengers, the impact of this dependence on health and the level of knowledge. The algorithm for educational technologies will be the main educational goals: the ability to think outside the box, be creative in solving problems, and develop logic and intelligence. Therefore, to formulate requirements for training ICTs, it is necessary to implement measures to assess the effectiveness of implemented programs based on experimental data. Such studies are being conducted today to improve the quality of the educational process, which means that they can be used for ICT. In conclusion, if to base on the results of the survey, the main problems were identified and a number of tasks were set for a deeper study, a general idea was formed on the scope of the forthcoming work and the goals for its achievement.

This ethnography of digital news-making at a newspaper in Beijing, China, develops the argument that contemporary journalists’ prevalent use of digital information technologies is contributing to the rise of a ‘reader-less’ orientation within the profession. That is, a situation in which journalists increasingly feel that they can no longer afford to be guided by a commitment to meeting the informational interests of an imagined community of readers, but must instead work to advance the representational interests and agendas of various government and corporate organizations. By showing how digital news-making arrangements put pressure on journalists to construct their profession in this manner, and discipline themselves into accepting the reduced forms of socio-political agency that such constructions entail, the essay engages with broader concerns about the media’s changing logics and functions, and suggests that ‘reader-less’ orientations may be an emergent feature of contemporary media production that future ethnographies can fruitfully attend to.
