The libraries being the state organizations are funded by the government and are limited in their resources. Therefore, despite the fact that the book market today is crowded with document resources, the libraries and information organization cannot afford purchasing all the publications they need. Their activities are regulated through norms and laws that provide both for competitive and single-source procurement. Mandatory copies alone are insufficient for collection development, and the library and information organizations have to find additional collection development sources through integration with publishers and bookselling organizations. Price lists, publishers’ and bookstores’ websites make the main source of information. Information technologies and computer systems enable to analyze whether the purchased publications are demanded by the users. The libraries have to provide for communicate between user services, acquisition department and the users. The team effort to draw acquisition lists enables to get the quality collection. The author examines the problems of integration of library and information organizations with publishers and booksellers as the case study of A. Navoi National Library of the Republic of Uzbekistan and State Scientific Medical library of the Republic of Uzbekistan.

Legislation is one of the legal products issued by the state government component. In this case, the laws and regulations include the Constitution of the Republic of Indonesia year 1945, the Decree of the People's Consultative Assembly, The Law / Regulation of the Government In lieu of Laws, Government Regulations, Presidential Regulations, and Local Regulations. As for its application, the rules have levels in the arrangement, where there are sections that explain macro and its derivatives that are narrowing down to the implementing regulations. The levels of the rules must be complete because each of them has its own function.  Meanwhile, in this journal, there will be a discussion on the phenomenon of legal vacancies in the case study of Government Regulation of the Republic of Indonesia Number 51 of 2020 related to the Period of Extending Passports to 10 Years, where in the issuance of government regulations have not been included implementing regulations that will regulate how the implementation of government regulations in the field.

The Minimum Revenue Guarantee (MRG) was designed to mitigate the financial risk of private investors that participate in the transportation project as concessionaire under a public-private partnership (PPP) program. The MRG can pose a significant financial burden to governments especially when the contract revenue is set considerably higher than the actual revenue. This may encourage the concessionaire to inflate the traffic forecast to make the project look as if it will be profitable. In order to mitigate this problem, extra conditions for exercising the MRG can be considered. This study examines how these exercise conditions change the economic value of the MRG using the case study based on the urban railway project in the Republic of Korea. By utilizing the real options analysis, the study identified that the exercise conditions have worked to curtail the expected payment from the government, eventually leading to a reduction in the concessionaire’s expectation of revenue. The value of MRG was at a far lower level compared to the concessionaire’s investment because of the low probability of exercising the MRG when the exercise conditions apply. The findings are expected to contribute to the sustainability of the PPP program by recognizing and quantifying liabilities and risks embedded in the concession agreement in advance.

This article was written with the aim of discussing the situation of the people who live on the borders of the Unitary State of the Republic of Indonesia, which are classified as far from the reach of the government regarding justice and justice. The lack of concern for the conditions of life in the border region is a rebellion which has an effect on the sense or spirit of people's nationalism towards their own homeland. The method used in this article is a case study type qualitative approach. This article explains the definition of justice obtained from accountable sources and in this article discusses the conditions and situations of the people who live in the border area as a measure for the realization of equitable justice and justice. This article can later be used as a reference in realizing the welfare and justice of communities in border areas.

Salah satu point penting yang diatur dalam perjanjian Helsinki terkait dengan penegakan hukum di Aceh adalah diberlakukannya Qanun dengan tujuan untuk menghormati tradisi sejarah Islam dan adat istiadat rakyat Aceh yang mayoritas muslim. Selain itu, untuk mensinergikan antara Qanun dengan pengadilan, maka di Provinsi Aceh dibentuk suatu sistem peradilan Syar’iyah yang tidak memihak dan independen, termasuk pengadilan tinggi yang tetap merupakan bagian dari sistem peradilan Republik Indonesia. Pembentukan Pengadilan Syar’iyah di Provinsi Aceh merupakan salah satu upaya untuk membuat kekhususan sebagaimana diatur dalam perjanjian Helsinki pada tahun 2005.  Namun, dalam dataran teknis pengaturan manajemen pengadilan Syar’iyah juga masih terkendala khususnya oleh karena adanya dua aturan hukum yang berlaku yaitu Qanun yang dibuat oleh Dewan Perwakilam Rakyat Daerah Provinsi Aceh dan undang-undang yang dibuat oleh Dewan Perwakilan Rakyat beserta Presiden. Hal tersebut berakibat Undang-Undang Pemerintahan Aceh yang mengatur tentang teknis pengaturan pengadilan Syar’iyah dan pembuatan Qanun juga banyak di lakukan judicial review ke Mahkamah Konstitusi. Tulisan ini bertujuan untuk melakukan analisa tentang efektifitas pemberlakukan Qanun dan pengadilan Syar’iyah di Provinsi Aceh pasca di undangkannya Undang-Undang Pemerintahan Aceh. Adapun tulisan ini dibuat dengan menggunakan metode penulisan normatif dengan pendekatan studi historis dan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa pengadilan Syar’iyah yang telah dibentuk di Provinsi Aceh meski pada awalnya mengalami kendala namun dapat berjalan baik. Adanya kekhususan yang diberikan kepada Provinsi Aceh merupakan bagian dari upaya untuk menjalankan amanat konstitusi khususnya Pasal 18B UUD 1945.Kata kunci: Qanun, Pemerintahan Aceh, Mahkamah Syar’iyah, Mahkamah Konstitusi. Abstract One crucial point stipulated in the Helsinki agreement related to law enforcement in Aceh is the enactment of the Qanun with the aim of respecting Islamic historical traditions and the customs of the Acehnese people who are predominantly Muslim. Besides, to synergise between the Qanun and the court, in the Province of Aceh a Syar'iyah justice system was formed which was impartial and independent, including a high court which remained part of the judicial system of the Republic of Indonesia. The establishment of the Shariah Law in Aceh Province was one of the efforts to make it specific as stipulated in the Helsinki agreement in 2005. However, in the field of technical management of the Syariah court management is also still constrained especially due to the existence of two applicable laws namely the Qanun made by the Aceh Province Regional People's Representative Council and laws made by the House of Representatives and the President. This resulted in the Law on the Government of Aceh governing the Syar'iyah court and the Qanun being judged by the Constitutional Court. This paper aims to analyse the effectiveness of the implementation of Qanun and the Syar'iyah court in Aceh Province after the enactment of the Law on the Governing of Aceh. The writing is made using normative writing methods with historical study approaches, and case study approaches. The results of the study showed that the Syar'iyah court which had been formed in the Aceh Province even though initially had problems but could work well. The specificity given to the Aceh Province is part of an effort to carry out the mandate of the constitution, especially Article 18B of the 1945 Constitution.

The spirit of building a nation began before and after Indonesia's independence. One of the ways is by establishing a Social Organization, the provisions of the Law on Mass Organizations under the Staatsblad 1870 Number 64 concerning Legal Entities (Rechtspersoonlijkhied van Vereenigingen) which were established before the Proclamation of Independence of the Republic of Indonesia and consistently maintaining the Unitary State of the Republic of Indonesia. as a national asset and do not need to register in accordance with the provisions of this Law. Organizations are required to have AD and ART to be used as guidelines in carrying out organizational activities, ratification as a Association Legal Entity issued by the Minister of Law and Human Rights. CBOs are prohibited from spreading teachings and actions that are contrary to Pancasila. So that Law Number 17 of 2013 concerning Mass Organizations is no longer sufficient, finally the government issued Government Regulation in Lieu of Law Number 2 of 2017 to explain more broadly about prohibited teachings / understandings. The research method used is normative research, with the focus of the study being on the statutory approach to the establishment and dissolution of Community Organizations and reviewing the Supreme Court Decisions related to the establishment and dissolution of CSOs by taking case studies of NW and HTI decisions. The purpose of this study is to find out how the procedures for establishing community organizations and the dissolution mechanism of CSOs. Furthermore, conducting a case study based on the Decision of the Supreme Court Number 37K / TUN / 2016 concerning the establishment of Nahdlatul Wathan (NW) and Decision Number 27K / TUN / 2019 concerning the dissolution of the Indonesian Hizb ut-Tahrir Association (HTI).

The Ministry of Communication and Informatics of the Republic of Indonesia (Kemenkominfo) is the official reference in delivering guidance and information about Covid-19. Therefore, the Ministry of Communication and Information carries out an information management process that involves organizational subsections within it. This process is studied using organizational information theory. This research raises the issue of the information organization process carried out by organizational members at the Ministry of Communication and Information in receiving and re-analyzing information related to Covid-19 through three stages of analysis, namely, enactment, selection, and retention. The three stages of information organization aim to reduce equivocality or confusion of information related to Covid-19 received between subsections of the Ministry of Communication and Informatics during the Covid-19 pandemic. This research uses a qualitative approach with a case study method. The case study was conducted in the organization subsection of the Ministry of Communication and Information. Data collection was carried out by interviewing techniques. The results of this study indicate that the Ministry of Communication and Informatics carried out the determination process by interpreting the information between the online media subsection and the news by evaluating the information. Then obtained a policy to receive information from official sources. The information selection process is carried out by looking for additional information on external media, especially Instagram. The last is the process of storing information that has been received, not collected during the process of receiving information. The organization of the Ministry of Communication and Information is more focused on evaluating the information received by way of discussion among other subsections and subsections in order to reduce disinformation.Kementerian Komunikasi dan Informatika Republik Indonesia (Kemenkominfo) menjadi rujukan resmi dalam menyampaikan panduan dan informasi seputar Covid-19. Oleh karena itu Kemenkominfo melakukan proses pengelolaan informasi yang melibatkan subbagian organisasi didalamnya. Proses ini dikaji dengan menggunakan teori informasi organisasi. Penelitian ini mengangkat persoalan mengenai proses organisasi informasi yang dilakukan oleh anggota organisasi di Kemenkominfo dalam menerima dan menganalisis kembali informasi terkait Covid-19 melalui tiga tahap analisis yakni, penetapan (enactment), pemilihan (selection), dan penyimpanan (retention). Tiga tahap organisasi informasi tersebut bertujuan untuk mengurangi ekuivokalitas atau kesimpangsiuran informasi terkait Covid-19 yang diterima antar subbagian organisasi Kemenkominfo saat pandemi Covid-19. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Studi kasus dilakukan pada subbagian organisasi Kemenkominfo. Pengumpulan data dilakukan dengan teknik wawancara. Hasil penelitian ini menunjukkan Kemenkominfo melakukan proses penetapan dengan cara menginterpretasikan informasi antara subbagian media online dan pemberitaan dengan cara evaluasi informasi. Kemudian diperoleh kebijakan untuk menerima informasi dari sumber resmi. Proses penyeleksian informasi dilakukan dengan cara mencari informasi tambahan di media eksternal khususnya instagram. Terakhir adalah proses penyimpanan informasi yang telah diterima, tidak dikumpulkan saat proses penerimaan informasi. Organisasi Kemenkominfo lebih fokus mengevaluasi informasi yang diterima dengan cara berdiskusi antar sesama subbagian maupun subbagian lainnya agar dapat mengurangi disinformasi.

This research aims to describe the accuracy in the distribution of social assistance during Covid-19 to the people of Gampong Sapik and Air Berudang. It uses a case study with a qualitative approach. Data collection was carried out by observation, interview, and analysis using thematic techniques. The distribution of social assistance has received a positive response from the community because it can help the economy of residents in the midst of the Covid-19 pandemic, even though there are several polemics that have occurred due to incorrect data used and several other obstacles. Based on the Decree of the Minister of Social Affairs of the Republic of Indonesia Number 54 / HUK / 2020 regarding the Implementation of Basic Food Social Assistance and Social Cash Assistance in Handling the Impact of Corona Virus Disease 2019 (Covid-19), the Government realizes social assistance to people affected by Covid-19 which involves the Central Government, regional governments and heads of villages in distributing it to the community.

<p>Total war is not always associated with power seizure using physical means, however, the real meaning is how a country could implement the whole of resources to fight for their national interest. This study is aimed to provide an understanding that total war could be implemented in all areas of activities. The study is conducted with a qualitative descriptive method through a case study approach, library study, interview, and observation in the field. It has been implemented in defense diplomacy accordingly without our awareness. For instance, in the case of the delay in the Indonesia-Singapore Defence Cooperation Agreement (DCA) renegotiation which unites all personnel from different agencies and institutions, as well as all professional fields to come up with the same directions for Indonesia national interest. This study concludes that a total war strategy could be implemented in defense diplomacy to get a maximum result to fight for Indonesia’s national interest.</p>

Wide use of information technologies has lead governments across the globe to adopt the new nature of governance system for their citizens, businesses and within the government structure. Governance systems nowadays do not only enclave simply the dissemination of government regulations and directives to their stakeholders, but also target to improve their knowledge and capacity. At the threshold, by putting the information technologies as a thrust sector for many years and with well adopted e-governance framework, several countries have achieved remarkable success. However, many of them despite diversified efforts could not put into the track mainstreaming electronic format of the governance system. This research feel that to improve the governance system, inclusion of grass roots participants are necessary and nurturing of community practices targeting to raise their knowledge and skills through an adoptive e-governance framework would enhance the process. As a case study, it put forwards a case from UNDP, including hints on similar other cases.

This research is motivated by a concern to the maritime community in Indonesia and South Sulawesi in particular, which is still very behind compared with other communities on the mainland or degenerate far backward compared with the maritime community in the past royal era (VIII century - XVII century: Sriwidjaya, Majapahit, and Gowa-Makassar). This study aims to reveal the concern of the government on maritime development in the State Bugis Makassar of South Sulawesi. This study uses Verstehen method was conducted through "historical approach" since the period of the kingdom until the reform period. The results showed that the retardation of Bugis-Makassar Maritime Communities in the Bugis-Makassar State was started in inattention government or precisely turned attention both central and local governments from land to sea. Since independence era or period of the republic, government policy in general more focus on the continental policy (to the mainland) in terms of physical potential of this nation is dominant on the maritime potential and this nation has historically also known as the nation's oceans (maritime) than the nation's land. The study recommends to realize what has been painstakingly formulated in Repelita VII up to X, a formula that relies on modernization alignments according to the great potential of maritime nations.
