LPKA Palembang provides services to the community in the form of coaching in the fields of education, skills training, community guidance, and alleviation, services for Andikpas visits and complaints, remission submission services, assimilation, and other submissions especially to support alleviation programs such as the Conditional Leave (CB) program, Leaving Towards Free (CMB), and Parole (PB). To provide the best convenience and quality in providing services, a system is needed that can not only be used to submit and process service data online, but also can integrate service data so that it can be more easily accessed anytime and anywhere. The system created is an electronic dashboard or e-dashboard that can present data visually so that it is easily understood by readers. This study aims to build a prototype that can provide an overview of the e-dashboard system to be built. From the prototype evaluation, user feedback can be obtained which can be used to build an actual e-dashboard system so that it can reduce deviations from the system being built. The stages in this research are planning, designing, building, and evaluating the prototype. The results of this study are the development of e-Dashboard prototype that had been tested by 80% of LPKA Class I Palembang employees. The developed prototype has features that almost meet user needs because the system development is based on a quick analysis of the needs of future e-Dashboard users.

A unique application of the Systems Approach to Training (SAT) was carried out for the design of the B-1 aircrew instructional system. A preliminary report was presented at the 1975 Human Factors Society Meeting by Johnson, et aI, (1974) and Sugarman, et aI, (1974). Based on the additional experience, this presentation will share with the training community a look at some of the strengths and weaknesses of the SAT process. The particular application provided a harsh test of the process since the B-1 air vehicle is still in the developmental stages. This resulted in many opportunities to be faced with missing or incomplete data whose criticality to the analysis became more than apparent. The genral state-of-knowledge within Instructional System Development (ISD) itself is incomplete, which also became apparent when applying a highly structured (i.e., internally consistent and documented) SAT process. The major strength of the SAT process is the capability it provides for the justification of many decisions that were hitherto prone to hand-waving. This particular strength comes from the internal documentation for each decision process which is an important feature of SAT. The adequacy of the assumptions underlying the decision processes then becomes subject to scrutiny. The power of the documentation is enhanced by the use of computer aids in data management and economic analysis which facilitate the documentation. Within the present paper, problem areas which weaken the SAT process are also discussed. These include the data bases for the task analysis and economic/policy data, the media selection process, and the development of instructional strategies.

A Global Ocean Observing System (GOOS) is needed for: detecting and predicting climate variability and consequences, protecting and restoring healthy marine ecosystems, reducing human health risks, managing resources, facilitating safe and efficient marine operations, and predicting and mitigating against coastal hazards. To these ends, an operational system of integrated observations, data communications and management, and data analysis is being developed to serve the data and information requirements of a broad spectrum of user groups from industry, government, nongovernmental organizations, and academia. Successful development of a system that guarantees the continuous and sustained provision of useful information requires effective collaboration between the research and operational communities and between data providers and users to ensure that system development is user-driven and sustained in perpetuity. Development of GOOS requires a managed process that selectively incorporates, enhances, and supplements existing elements consistent with user needs. Successful transition of new elements from research to operational oceanography is a big step and is inherently difficult. It will require ongoing guidance from both data providers and users as well as cooperation and good will on the part of the research and operational groups involved. In some cases it may be necessary to transition new elements into the operational system prior to obtaining user acceptance because that acceptance may be obtained only after the usefulness of new products is demonstrated. A process that selectively migrates new knowledge and technology from research into an operational mode and promotes synergy between research and operational oceanography is described herein.

The inter-regional mobilization is the scene of the fire power of the commanders of major hazard of fire according to first make the decision that the activities of fire rescue and command necessary step, whether the power to mobilize quickly, accurately and reasonably, is directly related to fire fighting and rescue operations success or failure[1]. Therefore, how to live according to the fire situation in a scientific and rational mobilization of fire fighting and power, integration and complementarity of fire and rescue resources, is to achieve regional rapid disposal of the fire units to improve performance of the fire rescue and command must be a key issue to face. This paper reviews the inter-regional fire power mobilization system development overview, an analysis of the system's user needs, and to inter-regional fire service emergency mobilization theory, the power to mobilize the light of regional fire law and algorithm model, using ESRI's ArcIMS map service platform, constructed under the framework of regional-based WebGIS scene of the fire power to mobilize the system. A brief introduction of the inter-regional scene of the fire power to mobilize the system design process, data sharing, the core modules such as content.

Abstrak – Sistem penggajian yang selama ini dikelola oleh bendahara di PT. Akbar Sinar Abadi menggunakan sistem yang konvensional yaitu dengan cara mencatat seluruh data yang berhubungan dnegan gaji karyawan dan menginputnya ke microsoft excel. Kesulitan yang dihadapi oleh bendahara menggunakan sistem ini adalah dalam pembuatan slip gaji dan  laporan penggajian yang buat setiap bulan membutuhkan waktu yang cukup lama dan kurang efisien. Oleh karena itu pada penelitian ini dibuat sebuah sistem informasi penggajian yang dapat membantu bendahara untuk mengelola data gaji dengan output yang di cetak lansung dari sistem berupa slip gaji dan laporan data gaji. Metode Pengembangan sistem yang digunakan pada penelitian ini adalah metode waterfall. Tujuan dari penelitian ini adalah mengahasilkan sistem informasi penggajian yang sesuai dengan kebutuhan pengguna. Program yang dihasilkan berupa sistem informasi yang berbasis desktop. Kata kunci:  Sistem; Sistem Informasi; Sistem Informasi Penggajian;  Abstract - Payroll system that has been managed by the treasurer at PT. Akbar Sinar Abadi uses a conventional system that is by recording all data related to employee salaries and input it into Microsoft Excel. The difficulty faced by the treasurer using this system is in making salary slips and payroll reports that make each month requires quite a long time and less efficient. Therefore in this study a payroll information system was created that could help the treasurer to manage salary data with printed output directly from the system in the form of pay slips and salary data reports. The system development method used in this study is the waterfall method. The purpose of this study is to produce a payroll information system that suits user needs. Handling of Narcotics Child Victims in Child Special Coaching Institutions Class I Tanjung Gusta, Medan based on Law No. 23 of 2002 concerning Child Protection which is to provide supervision, direct for worship, equip in the field of formal education and skills training, and provide adequate facilities to children who commit narcotics crime. That is a way to make a criminal child free from narcotics goods, so that when a child who commits a narcotics crime out of a development institution has the skills and soul to re-socialize with the community. The problems discussed in this study are how the legal rules governing the handling of child victims of narcotic crime in prison in dealing with narcotics crime committed by children of Tanjung Gusta Medan and How are the factors causing the occurrence of narcotics abuse committed by children of Tanjung Gusta Medan, as well as how the efforts to tackle the crime of drug abuse committed by children of Tanjung Gusta Medan. The method used in this writing is empirical juridical namely reviewing the applicable legal provisions and what happens in the reality of society. The data collection techniques are carried out through library research (liberary research) and also field research (field research), namely by conducting direct interviews of studies at the Penitentiary Special Class I Tanjung Gusta Medan.

Lembaga Pembinaan Khusus Anak (LPKA) Class I Palembang is a pilot LPKA throughout Indonesia that has successfully implemented distance learning / filial schools with the same standards as the main schools (technical learning management schools) in collaboration with the Palembang City Education Office, Palembang City Government and Provincial Government of South Sumatra. LPKA Class I Palembang organizes formal education (filial schools) starting from elementary, middle, and high school levels. The purpose of this study is to build an e-school system as an alternative in overcoming problems in the teaching and learning process and academic administration of schools. The system development method used in this study is the Rapid Application Development (RAD) method, with the following stages: Requirements Planning, RAD Workshop Design, and Implementation. The results of this study are children's e-school systems so that it becomes a solution for LPKA Class I Palembang in implementing learning and improving the quality of children's learning.

Information systems of research and community service need to be developed to improve the management of research outputs and community service outcomes by lecturers while making it easier to evaluate tertiary accreditation. This system was developed using the waterfall model. This article aims to describe the stages of system development consisting of: (1) investigating user needs; (2) data and needs analysis in the process of making a system; (3) design; and (4) implementation. The result is the need for a system that specifically can provide facilities for uploading research outputs and community service such as journal publications, textbooks / texts, and scientific forum speakers. In addition to other mandatory menus, menus that are also being developed are the daily notes menu and the progress report menu. The design stages produce the design of the menu flow. The implementation stages of the research and community service information system use PHP language using the Laravel framework. Future studies need to test the use of systems that can use Apache jmeter and Selenium.
