An important trend in today’s economy is to reduce the carbon footprint of organizations, businesses and households. Modern technologies, including ICT solutions, contribute to the reduction of CO2 production. The article focuses on the potential of using the cloud computing model in managing a modern and intelligent city. Modern city offices have an extensive IT infrastructure. With the emergence of new services provided online by the offices, the server infrastructure is also developing. Server rooms together with additional devices are characterized by high demand for electricity. Along with this, significant amounts of CO2 are produced. An alternative is the use of Cloud Computing solutions, which contribute to a significant reduction of the carbon footprint. The paper analyses potential solutions that can be used in city offices. The benefits and positive impact on the environment were highlighted. The empirical research was conducted based on questionnaires received from city offices. The results obtained indicate that city halls contribute significantly to the production of CO2. Moving IT services and solutions in whole or in part to cloud computing should be considered as one of the important elements of managing a smart and green city.

The power demand (kW) and energy consumption (kWh) of data centers were augmented drastically due to the increased communication and computation needs of IT services. Leveraging demand and energy management within data centers is a necessity. Thanks to the automated ICT infrastructure empowered by the IoT technology, such types of management are becoming more feasible than ever. In this paper, we look at management from two different perspectives: (1) minimization of the overall energy consumption and (2) reduction of peak power demand during demand-response periods. Both perspectives have a positive impact on total cost of ownership for data centers. We exhaustively reviewed the potential mechanisms in data centers that provided flexibilities together with flexible contracts such as green service level and supply-demand agreements. We extended state-of-the-art by introducing the methodological building blocks and foundations of management systems for the above mentioned two perspectives. We validated our results by conducting experiments on a lab-grade scale cloud computing data center at the premises of HPE in Milano. The obtained results support the theoretical model, by highlighting the excellent potential of flexible service level agreements in Green IT: 33% of overall energy savings and 50% of power demand reduction during demand-response periods in the case of data center federation.

The purpose of this study is to evaluate the impact of public investment programs on the socio-economic development of territories. As a case, the federal target programs for the development of regions and investment programs of the financial development institution — Vnesheconombank, designed to solve the problems of regional development are considered. The impact of the public interventions were evaluated by the “difference in differences” method using Bayesian modeling. The results of the evaluation suggest the positive impact of federal target programs on the total factor productivity of regions and on innovation; and that regional investment programs of Vnesheconombank are improving the export activity. All of the investments considered are likely to have contributed to the reduction of unemployment, but their implementation has been accompanied by an increase in social inequality.

Information technology is increasingly developing and has a positive impact on the world of education. The implementation of student counseling with a Knowledge Management System is one of the contributions of information technology in the world of education. Many benefits provided by the Student Counseling Knowledge Management System, in managing the knowledge needed by the counselor section to document student consultations. The development and implementation of a KMS counseling system costs more to employ professional staff to maintain and improve; KMS student counseling application; For this reason, it is necessary to design a Cloud Computing-based Student Counseling Knowledge Management System. The research method carried out in the first stage is to collect data and information about Knowledge Management and Student Counseling, and how to use it to create a Knowledge Management System Application, Student Counseling Based on cloud computing. Furthermore, conducting a literature study and literature review, system design is in the form of data architecture compounding, process design, network design, and user interface design. The design results of this system can facilitate educational institutions in conducting online cloud computing-based student counseling

Cloud computing and cloud data storage have become important applications on the Internet. An important trend in cloud computing and cloud data storage is group collaboration since it is a great inducement for an entity to use a cloud service, especially for an international enterprise. In this paper we propose a cloud data storage scheme with some protocols to support group collaboration. A group of users can operate on a set of data collaboratively with dynamic data update supported. Every member of the group can access, update and verify the data independently. The verification can also be authorized to a third-party auditor for convenience.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

State standards on the types, basic parameters of levels and theodolites as well as technical requirements were developed in CNIIGAiK in 1962–1963. The authors indicate the experience of developing the first State standards for geodetic instrument making, the difficulties encountered in developers. In this article the main stages of preparation of State standards, including action algorithm from technical specifications to submissions for the approval of the public service are marked step-by-step. The types of levels and theodolites, and the basic technical characteristics for each type are described. During 55 years the positive impact in the areas of production and application of standardized levels and theodolites, inter alia, streamlining the issuance of standard sizes of devices, increased production and improved their quality and technical level was revealed.

Main funding source(s): Special Research Fund (BOF), Hasselt University Introduction The transportation sector is one of the major sectors influencing climate change, contributing around 16% of total Greenhouse gases (GHG) emissions. Aviation contributes to 12% of the transport related emissions. Among other climate change impacts, elevated heat exposure is associated with increased cardiac events and exposure to air pollution caused by GHG emissions has also well-known association with increased cardiovascular related morbidity and mortality. The global temperature rise should be restricted to less than 2 °C which requires keeping carbon emission (CO2) less than 2900 billion tonnes by the end of the 21st century. Assuming air travel a major contributing source to GHG, this study aims to raise the awareness about potential carbon emissions reduction due to air travel of international events like a scientific conference. Purpose Due to the global pandemic of COVID-19, the Preventive cardiology conference 2020 which was planned to be held at Malaga Spain, instead was held in virtual online way. This study aims to calculate the contribution of reduced CO2  emissions in tons due to ESC preventive cardiology conference 2020, which was then held online and air travel of the registered participants was avoided. Methods Anonymized participant registration information was used to determine the country and city of the 949 registered participants of the Preventive Cardiology conference 2020. It is assumed that participants would have travelled from the closest airports from their reported city locations to Malaga airport, Spain. At first, the closest city airports were determined using Google maps and flights information, then the flight emissions (direct and indirect CO2-equivalent emissions) per passenger for the given flight distances were calculated. The CO2 emissions (tons) were calculated for round trips in economy class from the participants of 68 nationalities (excluding 60 participants from Spain as they are assumed to take other modes of transport than airplane). Results In total, 1156.51 tons of CO2  emissions were saved by turning the physical conference into a virtual event. This emission amount is equivalent to the annual CO2 production of 108 people living in high-income countries. Conclusion The pandemic situation has forced us to rethink the necessity of trips by air and has shown us the feasibility of digitally organized events. The information from this study can add to the awareness about reduced amount of carbon emission due to air travel by organizing events in a virtual way when possible. Apart from only digitally organized events there are others options to reduce the carbon footprint of conferences such as limiting the number of physical attendees, encouraging the use of relatively sustainable transport modes for participants from nearby countries (e.g. international trains and use of active transport modes at conference venue etc.) and including CO2 emission offsetting costs.

The expansion of Xi’an City has caused the consumption of energy and land resources, leading to serious environmental pollution problems. For this purpose, this study was carried out to measure the carbon carrying capacity, net carbon footprint and net carbon footprint pressure index of Xi’an City, and to characterize the carbon sequestration capacity of Xi’an ecosystem, thereby laying a foundation for developing comprehensive and reasonable low-carbon development measures. This study expects to provide a reference for China to develop a low-carbon economy through Tapio decoupling principle. The decoupling relationship between CO2 and driving factors was explored through Tapio decoupling model. The time-series data was used to calculate the carbon footprint. The auto-encoder in deep learning technology was combined with the parallel algorithm in cloud computing. A general multilayer perceptron neural network realized by a parallel BP learning algorithm was proposed based on Map-Reduce on a cloud computing cluster. A partial least squares (PLS) regression model was constructed to analyze driving factors. The results show that in terms of city size, the variable importance in projection (VIP) output of the urbanization rate has a strong inhibitory effect on carbon footprint growth, and the VIP value of permanent population ranks the last; in terms of economic development, the impact of fixed asset investment and added value of the secondary industry on carbon footprint ranks third and fourth. As a result, the marginal effect of carbon footprint is greater than that of economic growth after economic growth reaches a certain stage, revealing that the driving forces and mechanisms can promote the growth of urban space.
