The energy transition currently taking place in the mining regions of the European Union poses many challenges that need to be addressed with a view to 2030 and 2050, of which the reduction of greenhouse gas emissions is the key one. Initial results of the research project entitled “Models of a transition to a climate-neutral, circular economy for mining regions under transformation process”, which is developed in parallel with the transition of mining town Brzeszcze, are presented. The challenges, in the context of energy transition, for both the EU and local governments were identified on the basis of EU policies and the experience of the project team from the cooperation with the commune of Brzeszcze. A “research by design” method was used to develop model solutions. In the context of local challenges, there was a discussion of the Green Deal objectives and “greenery” as a tool for transformation and achieving well-being. It was concluded that a comparison of the tangible (mining and social infrastructure) and intangible (privileges) well-being provided by a “carbon-based” economy with the new “well-being” weights in favour of the new. This is reflected in the concerns of mine workers and the citizens as well. Therefore, proposing appropriate revitalization of a post-mining site will be one of the challenges. With regard to the revitalization, a discussion was held on the role of mining heritage which can trigger either a “growth machine” or a “decline machine” depending on the decisions taken, compatible or not with a circular economy.

The study deals with the formation of a model of sustainable and effective development of agriculture and rural areas as the main task of implementing the State agricultural policy. The relevance of the tasks set by the author lies in considering the living conditions in the countryside as an integrated approach to the country's economy in order to diversify the types of activities in rural areas, create new sources of income. The directions representing a new economic paradigm of rural development in Kazakhstan are justified. The ways of implementing a comprehensive policy are shown, which consists in the partnership of public structures, local governments, public organizations and private sector, so that in the future, rural areas will become the most important socioeconomic and ecological subsystem of society. One of the key issues in the development of a model of modernization of the Kazakh countryside - the methodology for assessing the strategy and taken measures are highlighted. It is noted that monitoring of a wide variety of regional situations in rural settlements is of great scientific importance in creating a reliable and objective basis for developing substantiated measures to improve the quality of life of the rural population and determining priorities. The author states that the implementation of the "Auyl - El besigi" program contributes to the development of support and satellite villages, which have the potential to increase the level of life and well-being of rural residents, modernize the social infrastructure of the SNP JSC "Fund for Financial Support of Agriculture" allocated significant amounts to ensure employment of the rural population. The program condition in the funded projects should be startups, proposals for non-agricultural areas of expansion of activities in rural areas.

Protection and sustainable management of water was indicated as one of the strategic tasks in the process of transformation towards a circular economy (CE) in the European Union (EU), therefore, the water and wastewater sector plays an important role in this process. At the same time, the European Commission (EC) strongly underlined the importance of the possibility to assess the transformation process toward the CE, and developed a set of CE indicators that are available on the Eurostat website. However, these indicators have limited ability to assess the transformation progress in the water and wastewater sector. This paper presents a set of indicators for assessing the economic progress of transformation towards the CE in this sector. The proposed economic CE indicators were grouped into the following actions of the CE model in the water and wastewater sector: reduction, reclamation (removal), reuse, recycling, recovery and landfilling. The selection of specific indicators was based on a systematic review of the literature presenting economic indicators developed by international organisations and researchers (covering different thematic areas, scopes and potential applications). The selected economic CE indicators were assigned to three groups of the cash flow: income (revenues, expenses), costs, and investment financing. The proposed CE indicators can be used by water supply and sewage companies (i.e., supplying water to the public and wastewater treatment plants, and companies that use water in their production processes) to assess the level of the transformation toward the CE at a microeconomic level. An important aspect of future application and usage of the proposed set of CE economic indicators is the collection and processing of data needed for their reporting. The proposed set of CE economic indicators refers to information that are reported by the companies to prove its revenues, costs and investment outlays, and are collected by companies anyway. The proposed set of economic CE indicators is flexible, allowing the adaptation of indicators and areas of interest to maintain effectiveness throughout the transition period from linear to the CE model.

The European Union is in the process of updating its energy policy and legislative framework under the motto “Clean Energy for All Europeans”. This will facilitate the low carbon energy transition, make it fit for the 21st century, and delivering the EU’s Paris Agreement commitments. Besides expected climate-energy benefits, the EU narrative is introducing new elements to persuade citizens and stakeholders to change their perspective, shifting the general perception from mitigation costs to development opportunities. For example, impact assessment of the new directives estimated that they would generate 900,000 jobs and an increase of up to 1% in EU GDP over the next decade. However, this is just one among several multiple benefits that could be gained thanks to the smart energy transition of cities and neighborhoods (e.g. increased value of refurbished properties, improved health and well-being, enhanced social cohesion, etc.) Starting from this premise, the ongoing research will analyses 12 ongoing EU smart cities and communities projects started between 2014 and 2017, in order to investigate their capability in using the multiple benefits as an effective communication tool, or even including them among the key performance indicators to be used in the assessment phase. In that respect, the Positive energy district concept that permeates the smart city approach of latest calls for funding provides, even more, an interesting nexus and testbed opportunity for EU ambitions. However, ongoing and future projects need to be understood not only as marketing devices for new energy efficient technologies but powerful tools requiring a radical change in management and planning of cities and urban life. In this way, positive energy districts including good habits and behaviors of urban citizens will provide equitable solutions and clear benefits for all.

<p>The well-being of society and the interdependencies of national economies depend heavily on reliably functioning supply chains as the COVID-19 pandemic proved this long-known statement in everyone's daily life. None of the supply chains can do without the mostly mineral raw materials. The United Nations sees raw materials as the key component for achieving all 17 Sustainable Development Goals (SDGs). The European Green Deal (COM(2019) 640 final) of the European Union as well as the Paris Agreement cannot be achieved without raw materials. The IPR Global Resources Outlook 2019 [1] foresees an increasing demand for raw materials worldwide regardless of all efforts to further close the raw material cycles. At the same time, the demand for responsible procurement under ethically, socially and ecologically sound conditions is becoming more and more stringent.</p><p>The four GeoERA Raw Materials projects EuroLITHOS, FRAME, MINDeSEA and Mintell4EU share expertise, information and focus on European on-shore and off-shore resources as a first step to take our share of responsibility to ensure responsible sourcing from domestic sources [2]. It is among the tasks of the GeoERA raw material projects to know and evaluate in a comparable way the raw materials of the geology under our feet and to visualize these results in accessible databases, maps and publications.</p><p>Results will be presented and discussed on the example of selected raw materials that are particularly important for the energy transition to make Europe climate-neutral by 2050.</p><p> </p><p> </p>

As decarbonization and climate policy are gaining relevance in the European Union (EU) energy policy, the present paper seeks to present both priorities and challenges for of the EU energy transition. As priorities, we outline the key targets and initiatives proposed and set by the European institutions in relation to the energy matters. The EU identifies renewable energy sources, energy efficiency and reduction of the greenhouse gas (GHG) as the three pillars to achieve its carbon neutrality. The final goal for to the EU energy and climate targets is to achieve climate neutrality by 2050. Nevertheless, since given energy policy is being a “shared competence” between the EU institutions and Member States, each Member State plays a critical role for the achievement of the EU energy transition. Different socioeconomic structures and the energy mix across Europe have caused the implementation process of each EU target to develop at a different pace among European countries. We illustrate this drawing on four countries: Italy, the UK, Germany and Poland. We assess their political commitment to the energy transition and their actions regarding energy transformation. These four countries are only an example of the different pace in the implementation of the EU energy and climate targets. The last part of the paper is devoted to the ambitious plan, called Green New Deal, launched by the present Commission President, Ursula von der Leyen. It sets key priorities, reaffirming European commitments to the energy and climate transition. However, the plan faces significant obstacles. For example, division among Member States (North-South and West-East) might be a factor that could undermine the achievement of the European energy transition, due to multiple and divergent interests (also on the future role of the energy transition in the aftermath of COVID-19 and the resulting economic crisis). Another challenge is constituted by popular opposition, especially from those people that see the energy transition — and consequent economic and industrial transformation — as a potential threat to their well-being and jobs, as the French gilets jaunes show. Lastly, we explain that the European energy transition will impact also its external relations, for example with Russia, proposing how the two blocs can preserve their energy relationship in light of the energy transition, notably through the conversion of natural gas to hydrogen and storing/using the resulting CO2.

Currently, self-consumption and distributed energy facilities are considered as viable and sustainable solutions in the energy transition scenario within the European Union. In a low carbon society, the exploitation of renewables for self-consumption is closely tied to the energy market at the territorial level, in search of a compromise between competitiveness and the sustainable exploitation of resources. Investments in these facilities are highly sensitive to the existence of favourable conditions at the territorial level, and the energy policies adopted in the European Union have contributed positively to the distributed renewables development and the reduction of their costs in the last decade. However, the number of the installed facilities is uneven in the European Countries and those factors that are more determinant for the investments in self-consumption are still under investigation. In this scenario, this paper presents the main results obtained through the analysis of the determinants in self-consumption investments from a case study in Spain, where the penetration of this type of facilities is being less relevant than in other countries. As a novelty of this study, the main influential drivers and barriers in self-consumption are classified and analysed from the installers' perspective. On the basis of the information obtained from the installers involved in the installation of these facilities, incentives and barriers are analysed within the existing legal framework and the potential specific lines of the promotion for the effective deployment of self-consumption in an energy transition scenario.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

The actualization of the results of financial decentralization in Ukraine as part of the reform of decentralization of power and the development of proposals for its improvement is explained by the fact that a clear division of functions, powers and financial resources between national and regional levels is the basis for the well-being of our citizens. opportunities for its sustainable socio- economic development on a democratic basis. It is noted that financial decentralization is a process of giving authority to mobilize revenues and expenditures of local governments in order to increase the effectiveness of the implementation of these powers and better management of community budgets. It is established that unlike traditional entrepreneurship, which focuses on profit generation, the purpose of social entrepreneurship is to create and accumulate social capital. Abroad, social enterprises operate successfully in the fields of education, the environment, human rights, poverty reduction and health care, and their development and dissemination is one way to improve the living conditions of citizens. A similar mission is entrusted to local governments, which allows us to consider the revival of social entrepreneurship as an important element in improving self-government policy. It is determined that in modern conditions social entrepreneurship is one of the tools to ensure the ability of the local community to provide its members with an appropriate level of education, culture, health, housing and communal services, social protection, etc., as well as plan and implement programs efficient use of available natural and human resources, investment and infrastructural support of territorial communities. Due to financial decentralization, local governments have received additional resources that can be used to create economic incentives to promote social entrepreneurship in small and medium-sized businesses at the community level.

Reducing the environmental pressure along the products life cycle, increasing efficiency in the consumption of resources and use of renewable raw materials, and shifting the economic system toward a circular and a climate-neutral model represent the heart of the current macro-trends of the European Union (EU) policy agendas. The circular economy and bioeconomy concepts introduced in the EU’s Circular Economy Action Plan and the Bioeconomy Strategy support innovation in rethinking economic systems focusing on market uptaking of greener solutions based on less-intensive resource consumption. In recent decades, industrial research has devoted enormous investments to demonstrate sustainable circular bio-based business models capable of overcoming the “Valley of Death” through alternative strategic orientations of “technological-push” and “market-pull”. The study highlights industrial research’s evolution on bio-based circular business model validation, trends, and topics with particular attention to the empowering capacity of start-ups and small and medium-sized enterprises (SMEs) to close the loops in renewable biological use and reduce dependence on fossil fuels. The research methodology involves a bibliographic search based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) approach and the European Innovation Council (EIC) Accelerator Data Hub investigation to understand SMEs’ key success factors and start-ups of the circular bioeconomy sector. Eco and bio-based materials, nutraceuticals, and microalgae represent the most sustainable industry applications, leading to circular bioeconomy business models’ future perspective.
