The rapid development of innovations in the industry 4.0 era led to new or evolved companies. At the same time, the accepted concept of carbon-free development requires building a new philosophy for the company’s management. The paper aims to analyse the key attributes of teal organisations (as a new type of a company) from the energy sector (as a core sector for carbon-free transformation). The paper summarises the core features of teal organisations and their attributes. In the paper, three hypotheses are tested: innovations and technologies are the most used attributes among teal organisations from the energy sector; organisational and corporate culture are the least used attributes among teal organisations from the energy sector; in the energy sector, the companies that have the attributes of teal organisations primarily work in countries with a high level of innovation and information technologies (as a core indicator of Industry 4.0) and economic development. For testing the hypotheses, the following methods are applied: a Friedman test, a paired-samples t-test, the principal components analysis, a correlation analysis, an ANOVA test (analysis of variance), and a regression analysis. The online survey generates the data for analysis. The object of the research is the workers from the energy sector companies from five countries (Poland, Ukraine, Georgia, Slovakia, and Romania). The findings of the statistical analysis confirm the first and second hypotheses. Companies in the energy sector mostly use innovations and technologies as the attributes of teal organisations. The regression analysis results show that an increase of 1% of patent applications leads to an increased energy efficiency of 1.29%. Additionally, the implemented features of teal organisations in the energy sector allow for improving the country’s energy efficiency, which, as a consequence, then boosts carbon-free development.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

In recent years, due to the rapid development of the fourth industrial revolution and new platforms of information technologies, intelligent systems have received widespread attention in many industries and have brought the potential to improve the efficiency of the construction industry. These facts led to the appearance of a new concept in construction industry called Construction 4.0. Therefore, this article seeks to explore the state of implementation of Industry 4.0 technologies in the construction industry and analyze their impact on the formation of the Construction 4.0 concept. In order to achieve the aim of this article, a literature review was conducted using the most relevant publication in this field. Moreover, authors carried out a bibliometric analysis among 195 selected research articles related to the Industry 4.0 and Construction 4.0 to identify interconnections between these concepts. The results show that Industry 4.0 has the greatest impact on productivity growth in construction and that interest in digital technologies is growing every year, but their penetration into the construction industry is currently slow and limited. The authors suggest that further research needs to be focused on future ethical issues that may arise and on synergies between Construction 4.0 technologies.

In the 21st century, it is becoming increasingly clear that human activities and the activities of enterprises affect the environment. Therefore, it is important to learn about the methods in which companies minimize the negative effects of their activities. The article presents the steps taken and innovative actions carried out by enterprises in the energy sector. The article analyzes innovative activities undertaken and implemented by enterprises from the energy sector. The relationships between innovative strategies, including, inter alia, digitization, and Industry 4.0 solutions, in the development of companies and the achieved results concerning sustainable development and environmental impact. Digitization has far exceeded traditional productivity improvement ranges of 3–5% per year, with a clear cost improvement potential of well above 25%. Enterprises on a large scale make attempts to increase energy efficiency by implementing the state-of-the-art innovative technical and technological solutions, which increase reliability and durability (material and mechanical engineering). Digitization of energy companies allows them to reduce operating costs and increases efficiency. With digital advances, the useful life of an energy plant can be increased up to 30%. Advanced technologies, blockchain, and the use of intelligent networks enables the activation of prosumers in the electricity market. Reducing energy consumption in industry and at the same time increasing energy efficiency for which the European Union is fighting in the clean air package for all Europeans have a positive impact on environmental protection, sustainable development, and the implementation of the decarbonization program.

The rapid development of information technologies accelerates the approximations of industry 4.0, which is why sectors of the economy and science must adapt to these changes. Global changes in geography have led to the emergence of a new scientific discipline called geoinformatics. It then provides insight into the Smart Geographic Area, its structure and the main components. To do this, there used methods for communicating the main components IIoT, IoE), for analyzing data (Big Data, Hadoop), for managing processes (CPs), for storing data (Cloud Computing, Fog Computing). As a result of the study, there was developed a Smart Geographic Area algorithm based on the MapReduce paradigm.

Negative climate change processes on our planet, along with rapid development of macroeconomics, stipulate the necessity of the energy sector transformation. Constant increase in energy consumption due to the growing needs of industry and population, including electric lighting, which according to OECD and IEA is going to increase by 80 % by 2050, accentuates the need to address issues related to energy conservation and energy efficiency on a global scale. At the same time, steady economic growth of any state is closely related to the availability of sufficient electricity volume. Given the current trends in the development of digital economy, which depends entirely on reliable and efficient electricity supply, the transition to low­carbohydrate power systems is a matter of concern for the vast majority of countries interested, on the one hand, in a favourable environment, and on the other hand, in stable and sustained economic growth. The given study is devoted to the interrelationship between improving energy efficiency and solving environmental problems, which, under the national idea of developing digital economy and joining the Paris Agreement on climate, is extremely relevant for Russia.

In the information society the status of information is changing: this main value of global civilization becomes an important resource of socio- economic, technological and cultural development. The rapid development of virtual technologies and the growing number of Internet users in Ukraine and in the world causes the new challenges to communication of each organization. The book publishers are also obliged to respond to these processes. However, the works devoted directly to publishers’ communication in the modern media space are still lacking in Ukraine. The objective of the article is to clarify peculiarities and conditions of the activities of Ukrainian book publishers in today’s media space which is an important issue today. It is analyzed the literature and sources on this issue and it is ascertained the theoretical and practical possibilities to take into account the trends in the world of modern media in the PR-activity of book publishers. Also the prospects for further scientific study and practical use of PR-communications in the activity of publishers are determined. The analysis of current changes in the modern information space allows us to trace the general tendencies: the new subject and object areas are formed; the number of subjects is expanded; the new formats of interaction within the system of communications of the organization and in society as a whole are created. That means that publishing house’s PR-communications are complicated by the emergence of new elements, such as active audience, social networks as communication channels, promotions on the Internet and others. PR communication in the Internet space is the most effective and inexpensive tool for interaction of publishers with active audiences. Thus, the activation of PR communication in the modern media space is associated with the emergence of the latest information technologies, online media as well as development of Internet. The use of online channels of Internet for communication with the target audience of publishing organizations has certain advantages over traditional media. At the same time, it is necessary to take into account the information saturation of media space, which complicates the way of PR-messages of book publishers to the reader.

BACKGROUND The rapid development of health information technology has an increasingly significant impact on nursing work. The development of informatization also puts forward higher requirements for nurses under standardized training (NUST). Informatics knowledge and skills are essential if clinicians are to master the large volume of information generated in healthcare today. Nurses with competent nursing informatics competencies (NIC) will be able to better adapt to the needs of work and the development of the times. OBJECTIVE This study aimed to explore, analyze, and discuss the current situation of NIC of NUST in China, and analyze the influencing factors, to provide references for improving the NIC of NUST. METHODS We conducted a cross-sectional survey of standard training nurses' NIC in a tertiary hospital in Sichuan Province, China, with convenience sampling. The study consists of two parts included socio-demographic characteristics and NIC, a self-designed general information questionnaire, and a Self-Assessment Nursing Informatics Competency Scale-SF28 were used as survey tools. An online survey collected the data, and the scores of nurses' NIC were analyzed, and the factors were determined by linear regression statistical analysis. RESULTS Overall 191 target population responded to the questionnaire, including 22 males (11.52%) and 169 females (88.48%), the age range was 21 to 28 years, the average age was 24.64 (SD 1.43). 53 persons without computer level certificate (27.75%), 138 persons with computer level certificate (72.25%), the total score of Self-Assessment Nursing Informatics Competency Scale was 68.65 (SD 10.47), the scores of each dimension were role of clinical information 10.12 (SD 2.17), basic computer knowledge and skills 26.64 (SD 4.96), application ability of computer skills 7.16 (SD 1.82), wireless equipment skills 8.02 (SD 2.04), nursing information attitude 16.73 (SD 3.25). In the analysis of influencing factors of NIC, “whether learned professional knowledge through the internet” is the influencing factor of NIC (P< .05). CONCLUSIONS The clinical nursing informatics (NC) of nurses was at a medium level, mainly influenced by “whether learned professional knowledge through the internet.” In the future regulation process, it is necessary to strengthen further the capacity training of information to improve their clinical information decision-making ability and better serve patients.

The integration of improved control techniques with advanced information technologies enables the rapid development of smart grids. The necessity of having an efficient, reliable, and flexible communication infrastructure is achieved by enabling real-time data exchange between numerous intelligent and traditional electrical grid elements. The performance and efficiency of the power grid are enhanced with the incorporation of communication networks, intelligent automation, advanced sensors, and information technologies. Although smart grid technologies bring about valuable economic, social, and environmental benefits, testing the combination of heterogeneous and co-existing Cyber-Physical-Smart Grids (CP-SGs) with conventional technologies presents many challenges. The examination for both hardware and software components of the Smart Grid (SG) system is essential prior to the deployment in real-time systems. This can take place by developing a prototype to mimic the real operational circumstances with adequate configurations and precision. Therefore, it is essential to summarize state-of-the-art technologies of industrial control system testbeds and evaluate new technologies and vulnerabilities with the motivation of stimulating discoveries and designs. In this paper, a comprehensive review of the advancement of CP-SGs with their corresponding testbeds including diverse testing paradigms has been performed. In particular, we broadly discuss CP-SG testbed architectures along with the associated functions and main vulnerabilities. The testbed requirements, constraints, and applications are also discussed. Finally, the trends and future research directions are highlighted and specified.
