The automatic identification system (AIS) was introduced in the maritime domain to increase the safety of sea traffic. AIS messages are transmitted as broadcasts to nearby ships and contain, among others, information about the identification, position, speed, and course of the sending vessels. AIS can thus serve as a tool to avoid collisions and increase onboard situational awareness. In recent years, AIS has been utilized in more and more applications since it enables worldwide surveillance of virtually any larger vessel and has the potential to greatly support vessel traffic services and collision risk assessment. Anomalies in AIS tracks can indicate events that are relevant in terms of safety and also security. With a plethora of accessible AIS data nowadays, there is a growing need for the automatic detection of anomalous AIS data. In this paper, we survey 44 research articles on anomaly detection of maritime AIS tracks. We identify the tackled AIS anomaly types, assess their potential use cases, and closely examine the landscape of recent AIS anomaly research as well as their limitations.

Abstract The ship safety domain plays a significant role in collision risk assessment. However, few studies take the practical considerations of implementing this method in the vicinity of bridge-waters into account. Therefore, historical automatic identification system data is utilised to construct and analyse ship domains considering ship–ship and ship–bridge collisions. A method for determining the closest boundary is proposed, and the boundary of the ship domain is fitted by the least squares method. The ship domains near bridge-waters are constructed as ellipse models, the characteristics of which are discussed. Novel fuzzy quaternion ship domain models are established respectively for inland ships and bridge piers, which would assist in the construction of a risk quantification model and the calculation of a grid ship collision index. A case study is carried out on the multi-bridge waterway of the Yangtze River in Wuhan, China. The results show that the size of the ship domain is highly correlated with the ship's speed and length, and analysis of collision risk can reflect the real situation near bridge-waters, which is helpful to demonstrate the application of the ship domain in quantifying the collision risk and to characterise the collision risk distribution near bridge-waters.

Ship collision is the most common type of accident in the Northern Baltic Sea, posing a risk to the safety of maritime transportation. Near miss detection from automatic identification system (AIS) data provides insight into maritime transportation safety. Collision risk always triggers a ship to maneuver for safe passing. Some frenetic rudder actions occur at the last moment before ship collision. However, the relationship between ship behavior and collision risk is not fully clarified. Therefore, this work proposes a novel method to improve near miss detection by analyzing ship behavior characteristic during the encounter process. The impact from the ship attributes (including ship size, type, and maneuverability), perceived risk of a navigator, traffic complexity, and traffic rule are considered to obtain insights into the ship behavior. The risk severity of the detected near miss is further quantified into four levels. This proposed method is then applied to traffic data from the Northern Baltic Sea. The promising results of near miss detection and the model validity test suggest that this work contributes to the development of preventive measures in maritime management to enhance to navigational safety, such as setting a precautionary area in the hotspot areas. Several advantages and limitations of the presented method for near miss detection are discussed.

Unmanned air systems are becoming ever more important in modern societies but raise a number of unresolved problems. There are legal issues with the operation of these vehicles in nonsegregated airspace, and a pressing requirement to solve these issues is the development and testing of reliable and safe mechanisms to avoid collision in flight. In this article, we describe a sense and avoid subsystem developed for a maritime patrol unmanned air system. The article starts with a description of the unmanned air system, that was developed specifically for maritime patrol operations, and proceeds with a discussion of possible ways to guarantee that the unmanned air system does not collide with other flying objects. In the system developed, the position of the unmanned air system is obtained by the global positioning system and that of other flying objects is reported via a data link with a ground control station. This assumes that the detection of those flying objects is done by a radar in the ground or by self-reporting via a traffic monitoring system (such as automatic identification system). The algorithm developed is based on game theory. The approach is to handle both the procedures, threat detection phase and collision avoidance maneuver, in a unified fashion, where the optimal command for each possible relative attitude of the obstacle is computed off-line, therefore requiring low processing power for real-time operation. This work was done under the research project named SEAGULL that aims to improve maritime situational awareness using fleets of unmanned air system, where collision avoidance becomes a major concern.

Abstract The civilian Automatic Identification System (AIS) has no inherent protection against spoofing. Spoofed AIS messages have the potential to interfere with the safe navigation of a vessel by, amongst other approaches, spoofing maritime virtual aids to navigation and/or differential global navigation satellite system (DGNSS) correction data conveyed across it. Acting maliciously, a single transmitter may spoof thousands of AIS messages per minute with the potential to cause considerable nuisance; compromising information provided by AIS intended to enhance the mariner's situational awareness. This work describes an approach to authenticate AIS messages using public key cryptography (PKC) and thus provide unequivocal evidence that AIS messages originate from genuine sources and so can be trusted. Improvements to the proposed AIS authentication scheme are identified which address a security weakness and help avoid false positives to spoofing caused by changes to message syntax. A channel loading investigation concludes that sufficient bandwidth is available to routinely authenticate all AIS messages whilst retaining backwards compatibility by carrying PKC ‘digital signatures’ in a separate VHF Data Exchange System (VDES) side channel.

Major transportation surveillance protocols have not been specified with cyber security in mind and therefore provide no encryption nor identification. These issues expose air and sea transport to false data injection attacks (FDIAs), in which an attacker modifies, blocks or emits fake surveillance messages to dupe controllers and surveillance systems. There has been growing interest in conducting research on machine learning-based anomaly detection systems that address these new threats. However, significant amounts of data are needed to achieve meaningful results with this type of model. Raw, genuine data can be obtained from existing databases but need to be preprocessed before being fed to a model. Acquiring anomalous data is another challenge: such data is much too scarce for both the Automatic Dependent Surveillance–Broadcast (ADS-B) and the Automatic Identification System (AIS). Crafting anomalous data by hand, which has been the sole method applied to date, is hardly suitable for broad detection model testing. This paper proposes an approach built upon existing libraries and ideas that offers ML researchers the necessary tools to facilitate the access and processing of genuine data as well as to automatically generate synthetic anomalous surveillance data to constitute broad, elaborated test datasets. We demonstrate the usability of the approach by discussing work in progress that includes the reproduction of related work, creation of relevant datasets and design of advanced anomaly detection models for both domains of application.

Abstract. The technological evolution in terms of computational capacity, data acquisition systems, numerical modelling and operational oceanography is supplying opportunities for designing and building holistic approaches and complex tools for newer and more efficient management (planning, prevention and response) of coastal water pollution risk events. A combined methodology to dynamically estimate time and space variable shoreline risk levels from ships has been developed, integrating numerical metocean forecasts and oil spill simulations with vessel tracking automatic identification systems (AIS). The risk rating combines the likelihood of an oil spill occurring from a vessel navigating in a study area – Portuguese Continental shelf – with the assessed consequences to the shoreline. The spill likelihood is based on dynamic marine weather conditions and statistical information from previous accidents. The shoreline consequences reflect the virtual spilled oil amount reaching shoreline and its environmental and socio-economic vulnerabilities. The oil reaching shoreline is quantified with an oil spill fate and behaviour model running multiple virtual spills from vessels along time. Shoreline risks can be computed in real-time or from previously obtained data. Results show the ability of the proposed methodology to estimate the risk properly sensitive to dynamic metocean conditions and to oil transport behaviour. The integration of meteo-oceanic + oil spill models with coastal vulnerability and AIS data in the quantification of risk enhances the maritime situational awareness and the decision support model, providing a more realistic approach in the assessment of shoreline impacts. The risk assessment from historical data can help finding typical risk patterns, "hot spots" or developing sensitivity analysis to specific conditions, whereas real time risk levels can be used in the prioritization of individual ships, geographical areas, strategic tug positioning and implementation of dynamic risk-based vessel traffic monitoring.

Abstract Safety analysis of navigation over a given area may cover application of various risk measures for ship collisions. One of them is percentage of the so called near-miss situations (potential collision situations). In this article a method of automatic detection of such situations based on the data from Automatic Identification System (AIS), is proposed. The method utilizes input parameters such as: collision risk measure based on ship’s domain concept, relative speed between ships as well as their course difference. For classification of ships encounters, there is used a neuro-fuzzy network which estimates a degree of collision hazard on the basis of a set of rules. The worked out method makes it possibile to apply an arbitrary ship’s domain as well as to learn the classifier on the basis of opinions of experts interpreting the data from the AIS.

Regional collision risk identification and prediction is important for traffic surveillance in maritime transportation. This study proposes a framework of real-time prediction for regional collision risk by combining Density-Based Spatial Clustering of Applications with Noise (DBSCAN) technique, Shapley value method and Recurrent Neural Network (RNN). Firstly, the DBSCAN technique is applied to cluster vessels in specific sea area. Then the regional collision risk is quantified by calculating the contribution of each vessel and each cluster with Shapley value method. Afterwards, the optimized RNN method is employed to predict the regional collision risk of specific seas in short time. As a result, the framework is able to determine and forecast the regional collision risk precisely. At last, a case study is carried out with actual Automatic Identification System (AIS) data, the results show that the proposed framework is an effective tool for regional collision risk identification and prediction.
