Тhe subject of this research is the international normative acts concluded in connection with the creation of interstate unions and associations in the post-Soviet space. Attention is drawn to the active development of regulatory legislation on the specifics of economic relations between representatives of the union states, in the complete absence of any processes of unification of national criminal law in the field of foreign economic activity. The emerging situation can significantly complicate the implementation of international foreign economic cooperation, despite the membership of states in the Eurasian Economic Union (hereinafter — the EAEU). In this regard, it is concluded that it is necessary to develop a unified EAEU normative act that defines the specifics of establishing and implementing responsibility for committing foreign economic crimes, as well as the appropriate unification of the national criminal laws of the EAEU member states.

One of the most important directions of customs authorities development at the present time is improvement of the customs services sphere that will allow to influence on trade expenses decreasing for business, ensuring economic security, increasing of the country attractiveness in the investment side. The matters gain the special importance in the conditions of integration development within the Eurasian Economic Union as they demand coordination of legislative, methodological, methodical and a number of practical aspects of providing customs services in the united customs territory. The purpose of article is researching of customs services providing practice in conditions of the Eurasian Economic Union existence, identification of problems in this sphere and searching ways of their decision. Methods of the comparative, retrospective and system analysis, analogy, generalization and grouping were applied during article creating that has allowed to reveal key discrepancies in customs services providing in the countries of EEU and to designate the possible directions of their improvement. The results received in article cover the specified conceptual framework in the explored sphere, the designated methodological approaches to improvement of customs procedures. These approaches take into account interests of the main consumers of customs services – participants of foreign economic activity.

Introduction. The article describes the development of digital technologies for customs regulation of foreign economic activity in the EAEU space. Despite the existence of a single economic space, each state that is a member of the EAEU has the right to introduce its own rules for the movement of goods and persons across the customs borders, as well as rules for the inspection of such goods in customs control zones. In practice it is a situation in which customs carriers must take into account both their domestic legislation and the general rules in the field of customs transport in the EAEU and the relevant licensing requirements. Because of this, different approaches come operational in the organization of the activities of customs carriers, customs representatives, authorized economic operators, owners of temporary storage warehouses and customs warehouses. The lack of uniformity in this area does not allow us to develop a single mechanism for the movement of goods and persons across the customs borders, which generates contradictions between the customs authorities of the partner countries. The identified problems require mandatory resolution, since they reduce the growth rate of foreign economic activity in the EAEU space.Materials and methods. The authors investigated a complex of normative and scientific sources. In terms of the legal aspects of the development of digital technologies of customs regulation of foreign economic activity, the Treaty on the Eurasian Economic Union, the Customs Code of the Eurasian Economic Union, the Federal Law "On Information, Information Technologies and Information Protection", the Decision of the Board of the Eurasian Economic Commission of 10.12.2013 No. 289 (ed. of 21.05.2019) were studied. From the doctrinal developments, the works of representatives of jurisprudence and scientistseconomists were considered, including the authors: Alyokhina O.V., Afonin P.N., Borisov K.G., Ignatieva G.V., Inshakova A.O., Kormych, Borys, Kovalev S.I., Matytsin D.E., Ostroumov N.V., Pavlova Ya.V., Plotnikov A.V., Rusakova E.P., Smirnova I.A., Tarasova N.L. Frolova E.E., Khrunova A.L. On logic Empirical materials were also used for the discussion of the topic.Results. The article proves that in modern foreign economic activity digital technologies are used more and more intensively in the process of moving goods across customs borders. The digitization of customs control and customs expertise procedures is in great demand. These modes are now deeply computerized and integrated into the risk management system for the movement of goods. It is suggested that customs carriers should be involved in providing more complete and up-to-date information about the goods being transported, and they should be included in the risk management system based on the experience of the EU countries.Discussion and Conclusion. The article critically examines the approaches to the application of the risk management system in Europe and the EAEU. This allowed us to identify the shortcomings that need to be addressed. Firstly, there is no relevant and reliable information on the accounting of customs relations subjects and foreign trade participants in the EAEU space; secondly, there is no regulated control procedure, in particular, the procedure for verifying compliance with customs legislation by foreign trade participants; third, there is no regulated regime for effective interaction of customs authorities with other agencies, economic operators, and each other; fourth, there is no procedure for applying the risk management system at the post-control stage.

A retrospective study of the evolution of customs logistics technologies in the Eurasian economic space is carried out, taking into account the stages of development of integration processes. The specific composition and features of the application of special simplifications and logistics technologies for customs declaration of goods in the single customs territory of the Eurasian Economic Union are determined. The innovations of the institute of authorized economic operators in the Eurasian Economic Union are studied, their subject composition is characterized and the peculiarities of performing logistics operations in international supply chains are considered. Promising directions for the development of customs logistics technologies are being established, taking into account the digitalization of customs operations, the organization of customs control, and the transformation of the institute of authorized economic operators. The logistics technologies of customs declaration are identified (preliminary informing, preliminary customs declaration of goods, submission of an incomplete customs declaration, periodic customs declaration, release of goods before filing a customs declaration, temporary periodic customs declaration of goods, declaration of goods in unassembled or disassembled form, “remote release”, “dry port”, “remote payment of customs payments”). The technologies of customs logistics are highlighted, which can be used only by authorized economic operators-participants in foreign economic activity and / or logistics operators that meet the requirements for inclusion in the Register of Authorized Economic Operators. It is concluded that in the process of the evolutionary development of customs logistics in the Eurasian economic space, a new institute of logistics intermediaries is being formed.

The globalization of the world economy causes the active development of foreign economic activity. In these conditions, the key factor in the development of economic entities is their ability to integrate into global economic ties. The new conditions require the training of qualitatively different specialists capable of ensuring the entry of economic entities into the markets of foreign states. In the context of the integration of the Russian economy with the economy of a number of countries within the Eurasian Economic Union, the need for specialists who know the market of the EAEU countries is significantly increasing. The training of such personnel is possible only within the framework of the network interaction of universities of the EAEU countries implementing part of the educational program. At the same time, it is important to note that such an approach to the implementation of educational programs becomes a factor in the development of education exports. The article presents the experience of Altai State University in the implementation of such interaction with a foreign university.
