A literature review was conducted using the key words relating to Native American Youth and 4-H to assess the current state of 4-H youth programming serving First Nation/ Indigenous populations to inform future Extension initiatives. A systematic and qualitative review determined what level of focus the conducted programming efforts placed on broadly accepted elements of cultural identity as noted in the Peoplehood Model. A very small number of articles (N=13) were found pertaining to 4-H and Indigenous Communities. Fewer demonstrated emphasis on the peoplehood elements of language, place, traditional ceremony or calendars, and history. This work investigates a continuing inequity in 4-H PYD–both in service and reporting–and suggests some next steps for creating a more inclusive 4-H program for Native American/First Nation/Indigenous youth.

Drawing on scientific theories of racial supremacy and efforts by Western nations to develop uncivilized races, preeminent psychologist G. Stanley Hall proposed that the bio-psychological development of children recapitulated the ancient history of mankind. Utilizing Hall’s theory, US youth organizations designed programs for young people to engage corresponding sociological stages. Using archival sources, I document how Hall’s theory, and the “playing Indian” programs established from it, secured settler colonialism by marginalizing Indigenous cultures, governance, laws and ideologies and positioning tribal societies as primitive and childlike relics of the past destined to be replaced by modern man and nation. I then introduce the specter of recapitulation and how these ideas continue to harm Indigenous communities, and exponentially harm Indigenous youth. Finally, using Ermine’s concept of ethical space, I conclude by exploring the space between knowledge systems about youth and presenting possibilities for decolonizing youth development and reimagining youthwork supportive of Indigenous youth futures.

Abstract Type 2 diabetes mellitus (T2DM) disproportionately affects Indigenous populations. It is possible that exposure to complex mixtures of environmental contaminants contribute to T2DM development. This study examined the association between complex environmental contaminant mixtures and T2DM among Canadian Indigenous communities from the Eeyou Istchee territory, Quebec, Canada. Using data from the cross-sectional Multi-Community Environment-and-Health Study (2005–2009) Principal Component Analysis (PCA) was used to reduce the dimensionality of the following contaminants: 9-polychlorinated biphenyl congeners; 7-organic pesticides; and 4-metal/metalloids. Following this data reduction technique, we estimated T2DM prevalence ratios (PR) and 95% confidence intervals using modified Poisson regression with robust error variance across derived principal components, adjusting for a priori covariates. For both First Nation adult males (n = 303) and females (n = 419), factor loadings showed dichlorodiphenyltrichloroethane (DDT) and lead (Pb) highly loaded on the second principal component (PC) axis: DDT negatively loaded, and Pb positively loaded. T2DM was significantly associated with PC-2 across all adjusted models. Because PCA produces orthogonal axes, increasing PC-2 scores in the fully adjusted model for females and males showed (PR = 0.84; 95% CI 0.72, 0.98) and (PR = 0.78; 95% CI 0.62, 0.98), respectively. This cross-sectional study suggests that our observed association with T2DM is the result of DDT, and less likely the result of Pb exposure. Further, detectable levels of DDT among individuals may possibly contribute to disease etiology.

Objectives: The objective of this study was to observe the relation of Values In Action (VIA) virtues, well-being, and resilience within a unique, non-Western population of Indigenous youth in the Peruvian Amazon. Methods: Data were collected from students (n = 172, age range: 11-16 years) attending a rural village school via self-report surveys to assess relationships using the VIA Youth-96 (VIA-Y-96) Assessment, Personal Wellbeing Index (PWI-A), and the Child and Youth Resilience Measure (CYRM-28). Results: The factor analysis of the CYRM-28 yielded a 3-factor breakdown (Social Engagement, Cultural Citizenship, and Guidance) instead of eight. Different VIA virtues predicted each of the three factors of the revised 3-factor CYRM-21-Peru model (CYRM-21-P); Transcendence, Humanity, and Wisdom were predictors of well-being; and higher reported resilience leads to higher well-being. Most participants scored very high on the PWI-A. Implications: Research presented in this paper involved a unique population of Indigenous youth residing in the Peruvian Amazon, and found that (a) VIA virtues were differentially associated with well-being, (b) Humanity was a significant predictor across Cultural Citizenship and Social Engagement in the revised CYRM-21-P, and (c) higher resilience was correlated with higher well-being. Implications of this research can be used to inspire future research of Indigenous populations in a Latin American context to develop youth development programs that teach students from a strength-based perspective to improve vocational, academic, psychological, and social well-being.

For the past 25 years, the Native American Caucus has brought together speech-language pathologists and audiologists dedicated to improving speech, language, and hearing service delivery for Indigenous communities. This article briefly describes the history and goals of the Caucus along with some of the related actions that have been undertaken to achieve the goals. The information provided, literature cited, and a selected resource list can serve as resources for professionals who serve Indigenous populations.

Indigenous youth are systemically underserved by 4-H and other positive youth development (PYD) organizations. Many underserved First Nation communities in the United States could greatly benefit from programs that foster youth thriving; however, these programs tend to be ineffective in creating culturally reflective spaces for Indigenous participants. In this article, we argue that the Peoplehood Model should serve as a unifying model for the inclusion of Indigenous identity in programming, and that cultural humility should be firmly integrated into program design and assessment. We also propose that, to support Indigenous youth thriving, PYD practitioners must intentionally create a “partial vacuum” that supports youth creating program context and thriving.

Many Indigenous communities across Canada suffer from the lack of access to clean drinking water; ensuring individuals and communities have safe water to drink either from their home or from their local environment requires the consideration of multiple factors including individual risk perception. In collaboration with local leaders, semi-structured interviews (n = 99) were conducted over a two-year period in the Dene Tha’ First Nation and Kátł’odeeche First Nation to unpack the issue of risk perception and its meaning to local community members. These local metrics of risk perception including smell, taste, safety, health fears and level of concern were then used to explore patterns in other data on drinking water consumption patterns and bottled water use. The results are consistent with previous research related to water insecurity and indicate that both communities consume more bottled water than the average Canadian. Results also varied by jurisdiction; those in Alberta indicated much higher levels of concern and a greater degree of bottled water consumption.
