The purpose of the work is to identify in the study of education, as a socio-cultural phenomenon, its functional and structural-organizational features at different historical stages of development and to analyze the relation of the concepts of "education", "science" and "intelligence". Methodology and research methods used in the study are the following: comparative analysis method, systematic approach, functional and cultural approaches and philosophical reflection. Key findings are the following: strategy of introducing new standards in the educational process in connection with the transition to digital reality requires changing the educational methodology and creating a new format for the development of teaching methods. The relation between the concepts of "methodology", "education" and "science" are ambiguous, their use is contextual. The main method of analysis of the study of functionality is philosophical reflection, which reveals their meaning and purpose. As a result of the study of the functional, structural and organizational features of education, the necessary object (material or spiritual) of research is created, where the relation between science and education is revealed. The question of the relation of research methodology and methods of the educational process becomes a question of the interactions of spirituality and science, values and knowledge.

Modern trends in the development of industrial sector of economy in the Bryansk region are consi-dered. It outlines positive tendencies and dynamism of today’s changes. The factors determining the competi-tive advantages of the region industry are given and among which - a professional higher educational insti-tution - FSBEI HE "Bryansk State Technical Universi-ty". It works closely with the industrial enterprises in target personnel training and carrying out urgent scien-tific research. Here a number of training centers and research laboratories are formed. Continuation of the existing tendencies and further dynamic development of the industry is undoubtedly connected with the enterprises interaction development of the real sector of economy, science and education. Development of strategic partnership and cluster interaction can serve it. It will make it possible to increase educational programs conformity with employer requirements, provide practical market orientation of research and development and strengthen resourcing of scientific and educational process. Project management training is important for spe-cialists of industrial sector of economy; having studied the bases of it together with profile disciplines the graduate will be a suitably qualified entrepreneur capa-ble to carry business independently.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

ABSTRACTSlovenia, like many former Eastern bloc countries, is now coming to terms with the increasing popularity of English.Today English is the most widely used foreign language in Europe. It is used in business, education, science, the media, advertisements, music, graffiti, and in many other places, although its greatest use can be found in commerce, culture, science and education (Phillipson, 2003). The presence of English is felt more in some parts of Europe than in others, however. In the Scandinavian countries, for example, English manifests itself in all parts of society and the knowledge of English is so high that some consider it a second language (McArthur, 1996). In Eastern Europe, the acquisition and use of English has traditionally not been as widespread, although in recent years, the picture has changed greatly, as English has become more and more popular in what were formerly Eastern bloc countries.In many ways Slovenia has been following the trends in other Central and Eastern European countries. The influence of English has been growing since the Second World War and in particular after the end of the Cold War. Its influence has intensified even more after Slovenia became an independent country. Today, Slovenes feel both cautious and enthusiastic about English. There is extensive legislation to protect the Slovene language, while at the same time there is a ‘certain enthusiasm for both “western” ideas and the world language, English’ (Schlick, 2003: 4).

The article deals with the theoretical and methodological aspects of the development of methods for assessing the effectiveness of the educational process in the region. Indicators of the development of educational processes are analyzed from the perspective of long-term scientific and technical forecasting. Based on the analysis of the strategic documents, the problems existing in this area of strategic planning and the factors that hinder the innovative development of the education system in the region are identified. The basic principles and approaches to scientific and technological forecasting are defined. The main groups of scientific forecasts and the main directions of education development in Russia are identified. The considered forecasting methods are recommended for use in the work of state authorities and local governments, depending on the complexity of the implementation and the adequacy of the method, the requirements for the information base of the project.

Integration of science, higher education, innovative entrepreneurship contributes to the solution of topical problems caused by global challenges. The article shows that universities integrate scientific, educational, innovative activities both within their structural units and in cooperation with other participants in regional innovative systems. The aim is to identify the trends in multichannel funding of universities in the regions, which creates the conditions for the integration of educational and research activities, and summarize the experience of universities that have created strategic academic units (SAUs) as one of the forms of integrating science and higher education. Based on the statistical analysis of financial receipts to universities from various sources in 2015 and 2019 (form VPO_2), the trends and structure of the funding distribution by type of educational and research activities in the regions of the Russian Federation were compared. It has been revealed that educational activities dominate in universities, accounting for about 70% of all income, and research activities 12–13%. Regional cases of the universities (ITMO, NNU, TSU, NSU, SFU) were analyzed. They integrated science and education in the form of SAUs. The cases were prepared on the basis of a content analysis of roadmaps for the period 2016–2020, interviews, and other open information. The analysis has showed that the organizational model of each SAU is created on the basis of the uniqueness and competitiveness of the university’s scientific and educational specialization by mechanisms that ensure the integration of the educational process and research activities through the involvement of students, graduate students in research and innovative projects. It is concluded that the flexibility and versatility of training programs and research at the university in the SAU format is formed in cooperation with many participants in regional innovation systems, which leads to the demand for its services by enterprises in the regions of the European part of the country and Siberia. The synergy of educational, research and innovation activities is achieved within the framework of both one university and through its network interaction with other Russian and international universities, scientific organizations, and enterprises. The experience of creating SAUs can be used by regional administrations, corporations in the development of world-class scientific and educational centers within the framework of the Science national project and national research and flagship universities of the strategic academic leadership program.

The aim of the study is to characterize the impact of the COVID-19 pandemic on the administration of the educational process on the examples of legal and linguistic-didactic aspects. The object of the study is systemic and functional changes in science and education under the influence of the COVID-19 pandemic. The subject of the study is public relations in the field of education and science in their legal and linguistic-didactic aspect under the influence of the COVID-19 pandemic. Research methods are general scientific and special scientific methods, in particular, system-structural, formal-legal, hermeneutic; methods of analysis, synthesis. As a result of the research, the peculiarities of administration of educational processes in the conditions of COVID-19 in the aspect of mechanisms of legal support of activity of bodies of education and science, linguodidactics were formulated; the characteristic of systemic changes in the sphere of education which have occurred under the influence of the distribution of a coronavirus is carried out; describe the main approaches contained in the current scientific literature to solve the above problems.

AbstractIntroduction: In this article, we want to point out what kind of pedagogical and didactic change is being recorded in Slovakia’s education system and we will point out where it could go and develop to achieve positive results. This article is one of the upcoming outputs in the form of paper and study on the provision of structured, analytical and critical thinking (SAC). In the article, it is shown how the situation has changed and how we perceive the attitude of students during the educational process. Next, it is described current problems and inadequacies in the educational process and define how to use a change of thinking to increase motivation and improve access to knowledge.Purpose: In general, there is a consensus that it is important for teachers to be able to guide their students to problem-solving skills (Aktaş & Ünlü, 2013). It is pointed out that, with the right educational tools, such skills can be stimulated, developed and improved (Jordaan & Jordaan, 2005). This article is designed for all levels of education, but we are mostly concerned with educating future educators.Methods: In this paper, there are described methods that can help to improve the quality of thinking of students and thus increase the level of thinking of the whole society. This article take inspiration from important historical personalities as well as relevant current personalities in their professions. Critical, analytical and creative thinking, also based on logical and structured thinking, is our main method of our educational process.Conclusion: In conclusion, it is pointed out the need to develop SAC as a whole. It is important for the general publica to have better skills in SAC, for example, from the point of view of cognitive mistakes in experts, in the field of political literacy, recognition of misinformation and a better general awareness of rational thinking. As can be seen, SAC is not only about education, but it also closely affects society as a whole. It can thus influence the operation of the company, prevent the development of the first-class solutions offered and raise the whole company to a higher level.

The paper regards a specific class of optimization criteria that possess features of probability. Therefore, constructing objective function of optimization problem, the importance is attached to probability indices that show the probability of some criterial event or events to occur. Factor analysis has been taken for the main method of constructing objective function. Algorithm for constructing objective function of optimization is done for criterion of minimization risk level in multimodal transportations that demanded demonstration data. The application of factor analysis in classical problem solution was shown to give the problem a more distinct analytical interpretation in solving it.

Modern methods of active learning are reflected in one of the most successful ways to develop the training of future specialists. The urgency of the need to improve the quality of teaching economic disciplines is not in doubt. The use of active methods of teaching economic disciplines stimulates the cognitive activity of students, respectively, forms important practical skills of researching situations, problem solving, improves the ability of reasoning and a clear statement of students’ thoughts. In general, today there is a need for non-standard-minded individuals. The need for the developed thinking of specialists in the field of economics, the ability to assess, design and rationalize knowledge and skills is also rapidly growing. The solution of these problems largely depends on the technology and content of economic education. This article reflects the main directions of application of modern educational technologies in the process of teaching economic disciplines. It also outlines the main theoretical and methodological aspects of the modern teaching of economic disciplines using various innovative learning technologies. Reflects the most successful ways of interactive methods of implementing education in the system of higher economic education. The article establishes that the modern learning process can open up a large number of new opportunities for students, thus, the information technology tools for teaching are reflected in an important part of the educational process.
