Poverty is one example of a social problem that almost occurs throughout the world. In fact, it is not uncommon for the problem of poverty to cause various other social problems. In a developing country like Indonesia, the problem of poverty is the main problem that is still being pursued to minimize the poverty rate with programs that have been made by the government. Coupled with the emergence of the Covid-19 pandemic that is happening right now will greatly affect the economic level of the community. To overcome the problem of poverty that occurs, the Sidoarjo Regency government has made various ways to tackle poverty with various programs. One of the programs made by the Sidoarjo Regency government is the Local Economic Development Women Empowerment Program (P3EL). This program is an empowerment program intended for women in order to increase income for family welfare. Therefore, this study aims to determine the impact of the Local Economic Development Women Empowerment Program (P3EL) in Sidoarjo Regency. This study uses a descriptive research methodology with a qualitative approach. With the P3EL activity, it is hoped that business groups managed by women will grow and develop that are rational, economic, independent, equal and able to partner with other existing economic institutions.

AbstractIndonesia is one of the countries that has also been affected by the corona virus or covid-19 which originated from China, to be precise in the city of Wuhan. In early 2020 the corona virus or covid-19 began to enter the country of Indonesia. The corona virus has had a huge impact on the lives of Indonesian people, both positive and negative impacts. Communities affected by covid-19 are increasing day after day, but now to be precise in 2021 the increase in covid-19 infections is not as fast as 2020. And the impact is slowly being controlled by both the government and most Indonesians. The Indonesian people are now able to adjust to life in the midst of this Covid-19 pandemic, even the hospitality that faded at the beginning of Covid-19 entering Indonesia is now starting to slowly be shown by the Indonesian people. The government of South Africa adopted Local Economic Development (LED) as part of its development policy in its quest for an inclusive economic development and growth. LED is intended to create a conducive environment for an inclusive local economy. However, unemployment and poverty rates are high in local communities with some SMMEs struggling to secure funding. Although municipalities do not create jobs directly through LED, they should, however, ensure that strategies implemented talk to inclusive economic growth, particularly the mitigation of unemployment and poverty rates. The purpose of the paper is to investigate the efficacy of LED in South African municipalities. The paper aims to evaluate and analyse the impact of implementing LED in South Africa. The quantitative research approach was adopted, and questionnaires were utilised to collect primary data. The paper found that LED in South Africa produces desired results at a low rate in that only a small fraction of the participants agrees that the municipality facilitates funding for SMMEs; only a small fraction of the participants is of the view that LED units provide adequate infrastructure and create industries. Moreover, the paper found that only a fraction of the participants is able to create job opportunities. Consequently, the paper recommends that municipalities should facilitate SMMEs funding, provide adequate infrastructure, develop industries and design LED strategies that enhance job creation. The paper argues that effective measures of implementing LED will enhance LED impact rate and fast track the prospects of inclusive economic growth in South African municipalities.

Local economic development to achieve increased welfare, encourage economic growth through the use of village funds. One of the villages that needs to be developed is Panji Village, Buleleng Regency. The local community has local potential and resources, most of the people work in the agricultural sector, so in order to optimize the use of village funds, the community has the potential and resources to develop local economies based on village funds in creating sustainable economic growth. Through the use of village funds in Panji Village, the government and the community develop water facilities between the rice fields with the aim of increasing community income and boosting tourism in Panji Village. The domino effect can help products in Panji Village starting from organic rice and products from Family Welfare Empowerment through Panji Village's Women Farmers Group (Kelompok Wanita Tani; KWT) such as Sari Jahe Merah, Panji Herbal Sari Temulawak, Tamba Waras Sari Kunyit and Tamba Sane Sari Rhizome

The connection between poverty and women's lack of power over resources and decision-making has now caught the attention of policymakers in government and mainstream development all over the world. Women empowerment issues perceived nationally or locally are being addressed by both state and non-state agencies. Beside the government intervention, NGOs are implementing various types of Women Empowerment Programmes including IG Programmes. Women Empowerment Programmes in India include livelihood support Programme, rehabilitation and job placement for rescued women, safe motherhood Programme and so forth. In spite of involvement of various NGOs in women empowerment through Income Generation and Skill Development Programmes, the status of women is still not satisfactory in India as various official as well as unofficial reports claim and the outcomes against the stated objectives of the NGOs' Women Empowerment Programmes are often questioned. Therefore, the present study is focused in assessing the impact of IG Programmes run by non-government organizations in empowering women. The researcher hypothesizes that IG Programme with its components viz., skill training, resource inputs of loan and equipment help to increase income to the women through independent business or work in the related field; the increased income lessens their dependence on family heads and enables to spend for personal expenses; gives them certain freedoms as individuals; enables them to contribute to family affairs financially, which creates an environment in the family in favor or the women to accept her views and participation in family matters like education, marriage, purchase etc.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.

The Family Hope Program (PKH) is a conditional cash transfer program for low-income families. The requirement is to be actively involved in education and health. The Family Hope Program in Indonesia was implemented in 2007 to alleviate poverty and prosper low-income families. The research and writing of this journal aim to determine the impact of PKH on family welfare and see if there is a reduction in poverty after the government realizes the Family Hope Program. This study uses a qualitative method with a descriptive approach. The study results indicate that the impact of PKH on beneficiary families, including the cash provided, can meet consumption or family needs and help the economy of PKH recipient families. The implementation of the program can reduce poverty in Aceh. The percentage of the poverty rate fell to 0.02%. The limitation of the research is the impact of PKH on family welfare and wants to examine whether there is a decrease in the percentage of poverty in Aceh or Aceh Barat. The practical implication of this research is to provide information to the government that PKH can improve the welfare of low-income families. The social significance is to give the government and the general public that the implementation of social assistance programs, one of which is the Family Hope Program, can reduce poverty rates in Aceh or West Aceh. The originality of the research is supported by previous research related to the author’s research study.

The role of Women entrepreneur in economic development is also being recognized and steps are being taken to promote women entrepreneurship. Women entrepreneurship must be molded properly with entrepreneurial traits and skills to meet the changes in trends, challenges global markets and also be competent enough to sustain and strive for excellence in the entrepreneurial arena. The study is about analyzing the entrepreneurship of women in Coimbatore city. The main objective is to investigate pull and push factors for women in entering entrepreneurship and to find out what kind of motivations women have as well as what barriers they need to faced. For this purpose primary data will be collected from 150 respondents who are residing at Coimbatore and it is concluded that women in Coimbatore city have higher interest towards starting a new business and this has to be taken in to consideration by the government towards women empowerment.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

<p>The purpose of this study is to understand the impact of the need to redesign the position of Gapoktan’s management towards job satisfaction. This research is a survey research using qualitative approach. The data were collected using interviews, photos, and notes in the field. Populations in this research are stakeholders (Gapoktan committee, farmers, government) who also become a key participant in Hargobinangun, Kaliurang Sleman Daerah istimewa Yogyakarta. The Gapoktan committee’s participant is 5 person, the government is 3 person, and farmers group is 4 person. The result conclude that a position can be redesigned if the job in that position was used to improve the work method, minimize failure and mistakes, eliminate the work load handling that is unnecessary and work duplication, reduce the fatigue, improve the responsibility, and eventually can increase job satisfaction of the management. All of that can be analyzed by job description and job specification which attached to of each management so that eventually the job satisfaction of the management can be improved.</p>
