Research the Mutual Influence of Indicators in Innovation Planning at Enterprises

The author analyzes the innovation development programs of 11 Russian companies with state participation and state corporations and compares the achieved results with innovation development plans. The results of the analysis show that the existing relationships between the performance indicators of the companies’ innovation activity for 2014–2016 are not considered or reflected in the programs of innovation development until 2020. This study indicates the causes of the current situation and proposes directions for improving the efficiency of innovation development planning.Aim. The study aims to examine the mutual influence of indicators in innovation planning at enterprises.Tasks. The author analyzes the existing innovation development programs of large state-owned companies and the correlation between the performance indicators of innovation activity, assesses the actual results of the implementation of innovation development programs for 2014–2016 and the validity of the planned indicators of innovation development until 2020.Methods. This study uses the methods of systems and correlation-regression analysis.Results. The analysis shows that the actual relationships between the performance indicators of the companies’ innovation activity for 2014–2016 are not considered or reflected in the programs of innovation development until 2020. This study indicates the causes of the current situation and proposes directions for improving the efficiency of innovation development planning. A matrix for determining problem situations in innovation development planning is developed.Conclusions. The actual relationships between the indicators that characterize many aspects of innovation development at various stages of the innovation life cycle are not fully considered in the planning of innovation development. The conducted study confirms a formal approach to estimating the target values of the examined indicators, which disregards the actual relationships between them. The outcome of this can be seen in the programs of innovation development until 2020 developed by corporations. It is possible to make allowance for the actual relationships in the planning of the target values of innovation development indicators by using the methods and tools of dynamic modeling.

The article is devoted to the formation of key performance indicators (KPI) and customer satisfaction (CPI) for evaluating the implementation of strategies for the transformation of industrial complexes in the digital economy. The content of the KPI and CPI of the strategy for the transformation of the industrial complex as an integrated system of organizational, economic and sociological indicators is determined, allowing you to establish target quantitative values for the transformation and development of the most important elements, structures, processes and spheres of the enterprise, as well as to assess the degree of their achievement in operational and longterm periods. A methodology for the formation of KPI and CPI is proposed, a system and a scheme of mutual influence of these indicators are developed. The calculation procedure, data sources, and responsible performers for KPI and CPI are defined. Target values of KPI and CPI for industrial complexes from various regions of Russia have been developed. A general description of the mechanism for implementing KPI and CPI at enterprises is presented.

The large businesses role in the current Russian and world’s innovation activity practice is considered in this paper. Priority guidelines for the improvement of innovation development programs (IDP) technology relating to vertically integrated companies have been identified in the frame of Russian partially governmentowned companies’ IDP analysis. In particular, key principles for corporate IDP formation, which defined requirements to this document, as well as methods for their accounting, have been presented. An integrating stage of the corporate IDP formation process, consisting in the development of a specific methodological approach to the implementation of the above principles and requirements in the frame of selected methods for their accounting has been considered in details.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

In this paper, we examine the policy preferences of Tasmania's principals concerning accountability criteria and processes, compare their views to other stakeholder groups, and identify issues that warrant attention in principals’ professional development programs. We show that there are many criteria and processes related to the quality of learning, teaching, and leadership that are valued by all stakeholder groups, including principals. We conclude that Tasmanian state schools probably need to review and develop their accountability policies, and that the professional development will need to prepare leaders for specific forms of performance and generate key competencies if more educative forms of accountability practices are to be realised in practice.


It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

<p><strong>Purpose:</strong> The purpose of this study is to perform an assessment on the innovation potential of Gayo coffee agroindustry, as a basis of policymaking as an effort to promote agroindustry and to increase the revenue.</p><p><strong>Methodology/Approach:</strong> Innovation potential assessment was performed with “Map of the Company Innovation Potential” through a stakeholder survey by using questionnaire and confirmation.</p><p><strong>Findings:</strong> The result of the study shows that innovation potential of Gayo coffee agroindustry is good enough to be developed by considering today’s reality and condition, based on innovation potential assessment that had been performed. This condition is very possible for the development of innovation activity in the form of work and the agroindustry program of Gayo coffee becomes more serious concern, so that the potential of innovation improvement can continue to grow and evolve by involving various parties to create a synergy in supporting innovation development.</p><p><strong>Research Limitation/implication:</strong> This study describes the condition of innovation potential of Gayo coffee agroindustry in six aspects of assessment, which are: strategy and planning, marketing, technological process, quality and environment, logistic and human resources.</p><p><strong>Originality/Value of paper:</strong> This article is according to field data from an interview with the stakeholders, field trip, and quantitative analysis. This study is very helpful for the policy maker in expanding Gayo coffee agroindustry, and become a contribution to analyze innovation potential in other agroindustry.</p>

The efficient financial management in profit organizations are the getting their specific values of basic performance indicators (efficiency criteria), which characterize the solvability, financial capability, profitability of the economic agents. It’s not correct to use standard values estimating the efficiency of small and medium-sized companies’ financial management, being that such enterprises carry on business in the specific industry (there are not the diversification of business) in one specific region, having a small range of activity and sales. This determines the fundamental inequality conditions and objective preconditions their business, being reflected in financial status and results. The research takes into consideration the industry and regional environmental features, using the financial data reporting of profit-making small and medium-size enterprises of the Volgograd Region, which do business in distributive trade, manufacture, building and construction sector. Logics of research based on reference approach to estimate the efficiency of financial management: the values of basic performance indicators of enterprise getting profit a long time in spite of changing in the region’s economic climate, should be taken as the target values corresponding to efficient financial management. Based on research numerical values of industry-specific performance indicators were got. Those indicators are not equal to standard values. The target level of financial indicators serves as a guidemark for small and medium-sized companies to get the efficient financial management and be reaching profitability.

The subject of the study is to substantiate classifications of the factors of innovation development of the industry: according to the priority, traditional, barrier, according to the hierarchical level of innovation, the nature of supply demand for innovation, the peculiarity of the influence of factors on the market environment, the influence of factors on innovation localization, importance of innovations, the effect of innovation, nature of the impact, the power of influence, the type of competition, and other classifications of factors of innovation development of the industry. The need to intensify the development of Ukrainian industry in an innovative way requires the identification of the impact on these processes of various factors. To group these influences, the assessment of these factors should be done in the context of separate classes. For this purpose, it is necessary to develop a classification of innovative factors of industrial development. The purpose of the paper is to investigate and systematize the defining conditions for the activation of innovative development in the industrial sphere. The following methods were used in the work: dialectical method of scientific knowledge, analysis and synthesis, comparative, as well as the method of data generalization. It is proved that the complex non-use of these classifications for the substantiation of innovative development of the industry will improve the quality of planning and forecasting documentation and provisions of industrial policy. The applied meaning arising from the criteria for the classification of factors is based on their specific spatiotemporal and situational application, in particular, in conditions of imperfect competition. The classification of innovative factors of industrial development according to their priority is given. In this classification, the priority is determined by the importance and relevance of innovative industry development tasks on the basis of conclusions made as a result of the literature review. Summarizing the factors of innovation development in the barrier classification allows us to distinguish three aggregated groups of factors: socio-political and managerial, socio-economic, and financial. Our socio-economic analysis of innovative development factors of industry also allowed us to identify the following their classification attributes: the hierarchical level of innovation implementation, the character of demand for innovation, the nature of the impact on the market environment, the type of impact, the time horizon of action, impact on the area of innovation localization, the economic essence of innovation, the nature of the significance of innovation, innovation effect, the nature of effective impact, the power of influence, the type of competition.

This study aims to examine development communication in community participation in village development planning. Community participation is very important because it can guarantee the effectiveness of development programs. There are a number of obstacles to community participation in development planning. Some identified barriers are the absence of legal support (Rumensten, 2012), lack of public awareness, low quality of human resources, length of stay and hours employment type (Wijaksono, 2013), lack of socialization from the government (Sagita, 2016), poverty and limited access provided by the government (Ompusunggu, 2017), and interest of bureaucracy in planning (Mbeche, 2017). These studies, indeed, have not considered yet cultural factor leading to disinvolvement. This qualitative case study extends previous studies by revealing the culture of mamfatin ukunrai discouraging community participation in development planning in Naran Village (pseudonym), Raimanuk Subdistrict, Belu Regency. Mamfatin ukunrai is a custom considering development planning is government's duties and responsibilities. Villagers are merely the executor of development programs. This custom is a legacy of royal government system and dominates the mindset of villagers. The tradition of highly appreciating the government unwittingly creates an invisible distance between government and society. It has discouraged villagers’ participation.
