Aim. The presented study aims to analyze the external and internal environment of the Kabardino-Balkar Republic, identifying opportunities and threats to the region’s economic and social development.Tasks. The author examines the methodology for analyzing the external and internal environment of the region; analyzes global opportunities and threats to the development of the Kabardino-Balkar Republic, as well as strengths and weaknesses of a subsidized region according to basic limiting economic factors.Methods. The author conducts an assessment of the region based on the basic factors of the external and internal environment. Strategic trends are summarized and inferred from statistical observations. The study also uses analytical and synthetic methods.Results. The Kabardino-Balkar Republic, a region with a continuously low level of economic and social development, is chosen as the subject of the study. It is established that this region’s natural resources can serve as a driver of economic growth. However, the region’s low investment attractiveness and the large amount of investment required make it impossible to seize this strategic opportunity. Due to the low level of economic development in the Republic, there is an outflow of the working-age population, which is an obvious strategic threat. The level of development of production facilities and infrastructure is below the national average. The region’s main specialization includes the agro-industrial complex (AIC), wholesale and retail trade. There is a lack of capital for the implementation of the development strategy in the Kabardino-Balkar Republic, the subnational budget largely depending on gratuitous contributions from the center.Conclusions. The conducted analysis of the external and internal environment makes it possible to identify opportunities and threats and determine strategic priorities supported by competitive advantages.

AbstractThe paper reflects the dynamics of changes in standard of living in the Republic of North Ossetia-Alania during the post-Soviet period.BackgroundThe more than twenty years that have passed since perestroika failed to lead to the expected positive shifts in economy in RNO-Alania. In ratings of regions by population living standards, the republic was consistently among the last places.AimTo show the discrepancy between the modern level of economic development and the standard of life in the RNO-Alania.MethodThe work uses comparative analysis of indicators of living standard and indicators reflecting the structural and dynamic characteristics of economic processes.ResultsOfficial statistics show growth in almost all socio-economic indicators in RNO-Alania. This apparent increase in living standards does not correspond to the low ranking of RNO-Alania, which is consistently in the bottom ten of the rating of Russian regions. The analysis of other indicators determining the population's quality of life, such as: the ecological condition of the territory, the developmental level of health and education institutions, life expectancy, and availability of transport, information and communication networks all correlated weakly with the real socio-economic situation in the region. The study of the republic's districts showed a high unemployment rate due to the lack of industrial and agricultural production, the underdevelopment of small and medium-sized businesses, and low wages. There is an outflow of working-age population to the city of Vladikavkaz and from the districts to outside the republic.ConclusionsThe deficit in the republic's budget persisted during the research period, despite the apparent growth in the gross product and revenue part of the budget, but the volume of expenditures is growing at a faster rate. The main reason for this is the sharp decline in industrial production, and the influence of loss-making enterprises that do not generate income in the budget. Living standards are rising only thanks to grants from the federal centre.RecommendationIn order to remove the republic from its depressed state it is necessary to increase the fixed capital, to control the process of effective use of the available production capacities, and to invest in a recreational industry that uses natural resources and does not require significant investment.

The article examines the state of food security in the Republic of Moldova and the provision of the country’s population with food since the last quarter of the XX century. Until now. Based on the analysis of various information for the specified period, the author showed that by the end of the XX century. due to the destruction of the main production potential of the agro-industrial complex, Moldova lost its food independence. On the one hand, this is the result of a significant decline in domestic food production. On the other hand, this trend is explained by a sharp increase in imports of traditionally produced in the country types of food products. In conclusion, it is concluded that ensuring food security in Moldova is possible on its own production basis, which is due to significant natural resources sufficient for the production of all major types of food products in the required quantity and proper quality. Due to the fact that in modern conditions agricultural production and food markets, being neither self-regulating nor self-sufficient, cannot successfully function without state regulation and support The government should take responsibility for the development and implementation of a specific state program in the field of national security in the food sector to provide the population with its own food. Having studied the new US agricultural development strategy, which is based on modern technologies with a view to reducing the impact on the environment. The experience learned made it possible to develop an innovative approach strategy in the agro-industrial sector, that is, with the transition to modern technologies and renewable energy sources.

Subject. This article focuses on the development strategy of the agro-industrial complex and innovative development of agricultural organizations in the Republic of Mordovia. Objectives. The article aims to analyze the innovative development of the agro-industrial complex of the Republic of Mordovia. Methods. For the study, reviewing fundamental and applied research works of domestic scientists, I used general scientific and special methods. Results. Having analyzed the main trends of technological development of the agro-industrial complex of the Republic of Mordovia, the article identifies the priorities of innovative development of agricultural organizations and presents methodological approaches to the formation of a strategy for innovative development of agro-industrial complex industries. Conclusions. The identified positive developments in technological development are not sufficient for the comprehensive innovation of the agricultural organizations of the Republic of Mordovia.

The current situation in the commercial sector of Ukraine’s economy and changes that have taken place in commercial enterprises in Ukraine have been analyzed. The principles and methodical approaches have been suggested to introduce a system of strategic planning at enterprises functioning under conditions of developed market relations and unsteady economic environment; and to reveal the most effective tools of planning economic activity in the modern economic system. Factors of external and internal environment influencing the activity of enterprises have been defined. Today, the trade industry is undergoing significant changes due to the introduction of restrictions caused by the pandemic. The trade turnover indices of wholesale and retail enterprises in Ukraine for 2018–2020 show that wholesale trade has decreased in many sales areas. The growth of wholesale trade has only occurred in the following categories: trade in food, beverages and tobacco products (+9.75 %), trade in household goods (+6.57 %) and non-specialized wholesale trade (+0.73 %). Other areas had to reduce their turnover due to declining demand during the pandemic constraints. Retail trade, in its turn, increased its performance and brought income to enterprises, the Transcarpathian region being the only one to reduce (-9.49 %) the indices compared to the same period in 2019. The activity of commercial enterprises has also been analyzed, and approaches to introducing strategic planning at modern Ukrainian enterprises have been substantiated. The external and internal environment factors for the trade sector have been determined, and recommendations for implementing changes have been given. To solve these problems, it is necessary to develop a set of strategic planning measures to improve the state of Ukraine's trade sector. One of the first steps should be changing the development strategy for wholesale and retail enterprises, which will ensure the maintenance and development of an enterprise. Given the unstable situation in Ukraine’s economy and politics, alternative business development options should be designed, with consideration to possible changes.

To provide food to the population of Kazakhstan, it is necessary to develop agricultural production based on the introduction of innovative technologies and new knowledge. In order to implement the tasks set, it is necessary to solve the problems in this industry that hinder its development. The purpose of writing the article is to identify the problems of the development of the agro-industrial complex in Kazakhstan and to justify the ways to solve them. We present the actual problems of the development of the country's agro-industrial complex, which must be solved within the framework of the implementation of the National Project for the development of the Agro-industrial Complex of the Republic of Kazakhstan for 2021–2025. The purpose of this project is to provide the country's population with essential foodstuffs, according to the established, scientifically based physiological consumption rate (SBPC). The key problems of the development of the agro-industrial complex of the Republic of Kazakhstan are low technical equipment of the branch with agricultural machinery and technology, inefficient use of natural resources, in particular land, water, the presence of a large number of small non-commodity farms, low level of processing of agricultural products, a lot of intermediaries between the production and sale of grown products, poor implementation of the results of scientific research and development of agricultural scientists, low level of storage, transportation and sale of agricultural products, etc. The article highlights such issues as the unattractiveness of this area for investment, low labor productivity, the need to develop state support mechanisms, the widespread introduction of innovative technologies, etc. The ways of solving the above-mentioned problems of the development of the agro-industrial complex of the Republic of Kazakhstan are substantiated and reasoned.

The article highlights the need of applying cluster approach and foresight technologies in the formation of rural areas sustainable development strategy. An algorithm, including main stages of the rural areas sustainable development strategy design based on the cluster approach and foresight technologies, is presented. Cluster scenario for the rural sustainable economic and social development in the Non-chernozem zone of the Republic of Bashkortostan has been designed, which comprehensively takes into account the results of clustering, strategic planning and foresight forecasting of rural areas development. This scenario allows us to determine the extreme and most probable target indicators values of rural areas development for the long and medium term in the cluster display.

Social and economic development is a difficult process in which positive and negative factors interact that causes rises and recessions in development of territories and public communities. Indicators of rating act as indicators of efficiency of management decisions at the central and local levels. However, the level of economic development doesn’t coincide with social development in most of regions of Ukraine. The purpose of article is adaptation of a matrix method to rating estimates of social and economic development of regions for identification of regional distinctions, definition of priorities and strategic management of development of regions. The economic development of the regions was estimated by GRP per capita, the average salary of employees and the unemployment rate (according to the ILO methodology). Social development is characterized by the number of people enrolled in higher education institutions per 10,000 population; coefficient of incidence of the population; volumes of emissions of pollutants in atmospheric air, thousand tons; crime rates. The multidimensional average method with the standardization of indicators based on the variation range was used to calculate the integral indicators of economic and social development. On the basis of integral coefficients, the ranking of regions according to economic and social development was executed. It is established that for the regions of Ukraine there is a characteristic imbalance between economic and social development, which is connected, first of all, with different structure of the economy and territorial differences of regions. The combination of results of economic and social development of regions was proposed with the help of building a matrix as a tool for strategic management. In the graphs (vertically), the level of economic development is singled out, in lines (horizontally) the level of social development of the regions is singled out, with the identification of three groups: low, medium and high levels. Regions with low economic and low social level get to 1 square; in 2 – with low economic and average social; in 3 – with low economic and high social; in 4 – with average economic and low social; in 5 – with average economic and average social; in 6 – with average economic and high social; in 7 – with high economic and low social; in 8 – with high economic and average social; in 9 – with high economic and high social level. Calculations show that in Ukraine no region was detected with simultaneous high levels of economic and social development (the 9th square). The vast majority are regions with average economic and average social development and also regions “below or above an average” level of development, that is one of the directions (economic or social) is “low”, and the second, accordingly, “average”. The position of the region in a matrix specifies what development strategy should be chosen. The economic and social development is higher; the capacity of the region for increase in the standard of living of the population is higher. High economic and social development is followed by the high potential of the region to increase the standard of living of the population.

Purpose – This paper aims to investigate the competitiveness of Russian regional medium-sized oil complexes with relatively small fossil oil reserves. Taking into account the urgency for competitiveness, the authors have developed a specific assessment methodology and competitive development strategy that could be implemented within the framework of a scenario approach. Design/methodology/approach – The suggested methodology for assessing the competitiveness of regional production complexes is based on the pattern method. Validation is provided for a modular structure and an approach to constructing indices of competitiveness of production complexes. A system of competitiveness indicators has been devised in relation to regional oil complexes. Findings – The case study of the oil complex of the Republic of Udmurtia has yielded competitiveness assessment forecast for a variety of development scenarios up until 2025. A methodology of competitiveness assessment is proposed as a result of the analysis of the two cases. Research limitations/implications – This analysis is based on the oil complex in Udmurtia, Russia. The main limitation of the research scope is the extent and nature of the industrial complex. The proposed design can be used for large industrial complexes operating in the field of industrial production. It needs to be extended to more clusters, more industries and other countries’ settings for the sake of comparison and generalization. Practical implications – The practical effects of the study suggest a set of strategic development tools of assessment of the dynamics of industrial complexes’ development, identification of competitive advantage and “bottlenecks” and definition of the objectives and programs of their long-term development and justification of policies and programs of perspective development. Originality/value – This paper reveals specific features of oil complexes’ competitiveness, which has seldom been investigated both theoretically and empirically.
