Tulisan ini mengkaji fenomena manajemen pengetahuan pada organisasi sektor publik. Manajemen pengetahuan sektor publik merupakan area penelitian yang penting karena memiliki manfaat tidak hanya untuk organisasi itu sendiri namun juga kepentingan publik. Manajemen sektor publik di Indonesia merupakan bagian dari reformasi birokrasi sejak tahun 2010. Namun berdasarkan Knowledge Global Index, peringkat Indonesia masih berada dibawah rata-rata dunia. Kajian ini didasarkan pada tinjauan literatur sistematis dengan menggunakan database dari Scopus. Kumpulan dari 44 sumber jurnal dianalisis dengan menyajikan gambaran komprehensif manajemen pengetahuan sektor publik selama 10 tahun terakhir yakni dari tahun 2010 hingga Februari 2021. Makalah ini menjelaskan analisis deskriptif dan analisis konten. Pada analisis deskriptif digambarkan berupa lokasi, disiplin penelitian, metodologi, karakteristik, ukuran sampel dan tematik. Hasil analisis deksriptif penelitian menemukan bahwa terdapat tema dan area yang terlalu banyak dianalisis, sementara yang lain kurang diteliti. Selain itu, perlu melakukan pendekatan metodologis yang lebih dalam untuk memperkaya literatur. Pada analisis konten dijabarkan tentang urgensi manajemen pengetahuan pada sektor publik di Indonesia dan strategi yang diperlukan oleh pemerintah Indonesia dalam penerapannya.

The recent byte-addressable and large-capacity commercialized persistent memory (PM) is promising to drive database as a service (DBaaS) into unchartered territories. This paper investigates how to leverage PMs to revisit the conventional LSM-tree based OLTP storage engines designed for DRAM-SSD hierarchy for DBaaS instances. Specifically we (1) propose a light-weight PM allocator named Hal-loc customized for LSM-tree, (2) build a high-performance Semi-persistent Memtable utilizing the persistent in-memory writes of PM, (3) design a concurrent commit algorithm named Reorder Ring to aschieve log-free transaction processing for OLTP workloads and (4) present a Global Index as the new globally sorted persistent level with non-blocking in-memory compaction. The design of Reorder Ring and Semi-persistent Memtable achieves fast writes without synchronized logging overheads and achieves near instant recovery time. Moreover, the design of Semi-persistent Memtable and Global Index with in-memory compaction enables the byte-addressable persistent levels in PM, which significantly reduces the read and write amplification as well as the background compaction overheads. The overall evaluation shows that the performance of our proposal over PM-SSD hierarchy outperforms the baseline by up to 3.8x in YCSB benchmark and by 2x in TPC-C benchmark.

This study is based on the Country risk of different stock exchanges of the world. Here Country risk is derived from the Country Beta Approach, as this approach is described by the Erb, Harvey and Viskanta (1996). Specifically, this study is based on the risk comparison of KSE 100 with next eleven countries (South Korea, Iran, Mexico, Philippine, Indonesia, Turkey, Egypt, Nigeria, Pakistan, Vietnam and Bangladesh), which are defined by the Goldman Sachs (2005). For this purpose, the stock exchange's data of these countries is compared with the global index. Actually, the global index is consisted on the 44 countries of the world. Here only one factor is discussed, which is a country risk (country beta). Actually the riskiness is measured in this study on the basis of beta, higher the beta means higher the risk; lower the beta means low the risk. The result shows that the performance of KSE is much better than the next eleven economies but Nigerian stock exchange has less risk than the KSE 100.

The main data on the geobotanical database – Database of antropogenic vegetation of Urals and adjacent territories registered in the Global Index of Vegetation-Plot Databases and the European Vegetation Archive are presented. The database includes more than 4,000 complete geobotanical relevés made between 1984 and 2020. The database contains the territories of 3 subjects of the Russian Federation (the Republic of Bashkortostan, Orenburg, Chelyabinsk regions) and 1 - the Republic of Kazakhstan (Aktobe region). For each relevés, a complete list of species with indication of abundance in points on the Braun-Blanquet scale. The main indicators (total cover, average height of the grass, etc.). For most descriptions, GPS coordinates and location are given. The ecological conditions were assessed with use of average values of E. Landolt scale. In the J. Braun-Blanquet classification system, all communities included in the database belong to nine vegetation classes (7 anthropogenic and 2 semi-natural), 75 associations and various types of communities. Geobotanical relevés with the dominance of such aggressive invasive species (Acer negundo, Ambrosia psylostachya, Echinocystis lobata, Elodea canadensis, Solidago canadensis, Heracleum sosnowskyi, Hordeum jubatum, Xanthium albinum etc.) are also included in the database.

The concept of virtual power plants (VPP) was introduced over 20 years ago but is still actively researched. The majority of research now focuses on analyzing case studies of such installations. In this article, the investigation is based on a VPP in Poland, which contains hydropower plants (HPP) and energy storage systems (ESS). For specific analysis, the power quality (PQ) issues were selected. The used data contain 26 weeks of multipoint, synchronic measurements of power quality levels in four related points. The investigation is concerned with the application of a global index to a single-point assessment as well as an area-related assessment approach. Moreover, the problem of flagged data is discussed. Finally, the assessment of VPP’s impact on PQ level is conducted.

On the basis of first-order and second-order kinematic influence coefficient matrices, dynamics characteristics indices for robot manipulator are presented in the paper. Different from indices before, these indices include not only the first-order kinematics influence coefficient matrix G, but also the second-order kinematic influence coefficient matrix H. Then with the global index, these indices can be used to guide the dynamics design.
