SCIENTIFIC APPROACHES TO THE DEVELOPMENT OF PLANNING DOCUMENTATION FOR THE UNITED TERRITORIAL COMMUNITIES

The land and town planning legislation concerning the planning of land use development within the united territorial communities (UTC) is considered. It is found that legislative norms need to be finalized. The necessity of updating the existing land management documentation developed prior to the adoption of the Law of Ukraine "On Land Management" and changes in the structure of urban development in connection with the adoption of the Law of Ukraine "On Regulation of Urban Development" was proved as they do not ensure the integrity of the planning process within the territories of these communities through their institutional incapacity (proved by the example of the Palan Unified Territorial Community of the Uman district of the Cherkasy region). The priority of land management and urban planning documents as the most influential tools in planning the development of land use systems in UTC is scientifically grounded and their interdependence established.

Citizen participation in the planning and decision-making process in the European post-socialist context is much debated. Still, the involvement of excluded communities in the urban planning process remains understudied. This paper presents and discusses the application of an innovative participatory approach designed to ensure active involvement of an excluded ethnic minority, the Roma community, in the process of formulating and adopting land-use plans for informal settlements in Serbia. By analysing the development of land-use plans in 11 municipalities, we observe that the applied participatory approach enhanced the inhabitants’ active participation and helped build consensus on the planned solution between the key actors. Findings also suggested that further work with citizens, capacity building of planners and administration, and secured financial mechanisms are needed to move citizen participation in urban planning beyond the limited statutory requirements.

Urban development usually deteriorates the transportation system. For sustainable urban development, policymakers often face the challenging problem of how to optimally allocate overall land use quotas across a number of residential locations according to the performance of the transportation system. This is a kind of Stackelberg competition, where policymakers make land use decisions and travelers make behavioral responses. A novel bi-level model is formulated to solve this problem. The upper-level model minimizes the total system travel time by land use allocation, while at the lower level are sequential models with feedback for transportation system equilibrium. The Dirichlet allocation algorithm, a simulation-based heuristic algorithm, is designed to solve this bi-level model. A simulation experiment using the Nguyen–Dupuis network is then used to verify the proposed model and algorithm. The results from the simulation experiment demonstrate that not only are the model and algorithm operational but that they also provide an effective tool for policymakers to plan for land use development.

In this article, the authors considered the development of Rashkiv (Raszków in Polish and Raşcov in Rumunian), the fortified settlement which is situated on the Middle part of the Lower Dnister Region. An attempt of reconstruction of the most important stages of its town-planning biography of the 15th-18th centuries was made. The authors based their research on newly identified sources. The systematization of the historical chronology of the most important events which have influenced the formation of the defensive structures and the urban environment of Rashkiv has been carried out. In the course of the 15th-18th centuries, four major urban planning periods were identified: the Lithuanian – fort Karaul in the form of a defensive roundel type castle, further – Zamoyski’s town fortress with a fortified downtown, then – the fortifying of the suburbs and, finally, – trade and handicraft town without any defense function. At each stage, an attempt was made to hypothetically localize separate elements of the city – fortifications, historical roads, street planning system, civil and sacral dominant elements. The authors all available source data – archival sources, historical and contemporary cartography, toponymics, field surveys, surveys, and iconographic materials for analysis. Remains of the 1st period represent today ruins of earth shafts under the fortress. This hillfort is monument of archeological heritage and it is protected by state. Ukrainian historian M. Hrushevskyi connects appearance of the fort here with necessity todefend the river crossing and the trading way. From the 2nd period we have today just two preserved bastions of the early of 17th century and some relicts of urban planning system, for example, part of the historical market square. The article also substantiates the value and necessity of preserving the historical plan of Rashkiv which was, in particular, developed under the influence of the development of defense strategies of its time. 3rd period was graphically hypothetically reconstructed in many ways. To a greater extent it is because we have not enough materials to create a definite model of the urban development of this period. Research is based on historical topographic works of 17th and 18th centuries and onlysince the early 19th century we have more detailed historical plans to make more far reaching hypotheses. Using historical photos of early 20th century, authors succeeded in discovering historically determined rhythm of urban environment in Rashkiv. Unfortunately, it is disappearing now due the physical ruining of historical substance of old town and reconstruction according present-day inhabitants’ ideas about country houses or summer cottages. The present results are significant in elaborating historical and reference architectural plan of the settlement, registration of the newly discovered objects of cultural heritage as monuments of architecture and urban planning, archeology, history and nature. New master plan of Rashkiv urban development should be based on our complex architectural and urban planning research to preserve cultural legacy of Rashkiv and to use it for modern economical and tourist revival.

The problem of urban planning in the context of globalization and the intensification of urban growth is considered in the context of sustainable development. Under UN-Habitat regulations, urban development must be in line with five principles: compactness, high density, mixed use, variety, limited land-use specialization. Compact urban development is a model for sustainable urban development, based on the synergy of three main dimensions: social, economic and environmental. In contrast to the approach to territorial zoning, the compact city model pays attention not only to the development of mixed land use, but also to social needs in places of employment, leisure, recreation, as well as the need for economic resources. In order to identify strategies for designing a sustainable architectural and planning structure, theoretical approaches to the practice of urban planning are investigated. Implementation of the provisions of UN-Habitat is aimed at reducing energy consumption and harmful emissions, preserving biodiversity, reducing the cost of infrastructure and increasing labor productivity, which helps to achieve a balance of social, economic and environmental goals of sustainable development.

Proposals are given for further improvement of the law in terms of creating special conditions for the selection of land plots in the conditions of the "Far Eastern hectare program".

‘Smart cities’ has become a hegemonic concept in urban discourses, despite substantial criticism presented by scholarly research and activism. The aim of this research was to understand what happens when one of the big digital corporations enters the field of real estate and land use development and urban planning, how existing institutions respond to this, and how modes of urban governance are affected. Alphabet Inc.’s plans for Toronto’s waterfront provided insights into these questions. Our investigations traced a complex web of place-making practices that involved all levels of government, the general public, and networks of actors throughout the private sector. Methodologically, the discourse was reconstructed with local fieldwork, interviews with key actors, participating in tours and public meetings, and secondary sources. It was found that Alphabet Inc.’s plan to build a world-class digital city contained some lessons for urban studies and urban planning practice. First, Alphabet Inc.’s plans, which unfolded amidst initiatives to expand the knowledge economy, confirmed concerns that the trajectory of neoliberal, market-driven land use and speculation along the waterfront remains unchanged. Second, digital infrastructures are potentially a Trojan Horse. Third, it was seen that municipalities and their modes of urban planning are vulnerable to the political economic manoeuvrings of large corporate power. Fourth, Alphabet Inc. operates as a post-political package driven by a new coalition of politics, where the smart city is sold as a neutral technology. The controversies surrounding the project, however, stirred a civic discourse that might signal a return of the political.

Abstract. In lieu of advancement in human civilization from nomadic age to quest for welfare capitalism in recent days, land resources have been one of the most sought after assets for subsequent socio-economic development. The concept of land, once only geo-political has evolved to be interdisciplinary with developmental and managerial aspects in regional and urban planning worldwide making the facets of land management more complex than ever. In the context of modern Nepal, governance in systematic land management appeared during mid-1960 only with establishment of Ministry of Land Reform (MoLR). This paper aims to provide constructive criticism upon institutional fragmentation, and fragile policy and implementation gaps in land use administration which have been bewildering the concepts of regional and urban planning in Nepal. The recitation of this work is primarily based on selected literature review of relevant research on land use planning along with two representative case studies in national context and in international scenario as well. Despite rigorous efforts, the issues of competence in land administration, migration and syndicate in urban real estate remain as the major problems in land management in Nepal. Also, the new state restructuring of federal Nepal has already upraised the challenges in land resources planning for local governments who but seem muddled up in constructing rural economy and strategic urban plan for regional development. Nevertheless, these concerns in regional and urban planning can be addressed through practice of sustainable land management with thoughtful consideration of ambiguities in land use policy and implementation.

The article considers the creation of a fortification line of defense of the Russian state during the 15th-16th centuries as a process of formation of a specific settlement system. It puts forward the hypothesis that the formation of a linear defensive-residential structure consisting of residential and defense constructions united by roads into a single structure of interconnected formations for various functions was purposeful. It is noted that one of the insufficiently studied pages of the Russian history of town-planning to this day remains "Watchline" not as object of fortification, but as an object of town-planning art. On the basis of the study of the works of D. Bagaley, F. Laskovsky, I.D. Belyaeva, A.I. Yakovlev and other researchers, including modern researchers, article concludes that the settlement of the XIV-XVI century's period originally had a planned character. That was, in fact, a complex system of resettlement created, based on a fundamentally new urban development technique for the development of territories. The article substantiates the legitimacy of using the concept of "Settlement System" as applied to the period of the XV-XVII centuries - the period of the state formation. It was the emergence of statehood that allowed the creation of a management system and the structure of such town-planning structures as the Zasechnye lines.

Sustainable urban development and the liveability of a city are increasingly important issues in the context of land use planning and infrastructure management. In recent years, the promotion of sustainable urban development in Australia and overseas is facing various physical, socio-economic and environmental challenges. These challenges and problems arise from the lack of capability of local governments to accommodate the needs of the population and economy in a relatively short timeframe. The planning of economic growth and development is often dealt with separately and not included in the conventional land use planning process. There is also a sharp rise in the responsibilities and roles of local government for infrastructure planning and management. This increase in responsibilities means that local elected officials and urban planners have less time to prepare background information and make decisions. The Brisbane Urban Growth Model has proven initially successful in providing a dynamic platform to ensure timely and coordinated delivery of urban infrastructure. Most importantly, this model is the first step for local governments in moving toward a systematic approach to pursuing sustainable and effective urban infrastructure management.

This chapter raises the significance of integration of cultural attributes in the urban planning process for sustainability of pilgrimage towns. It identifies the spatial connotations of cultural practices, processes and events to review synergies between culture and urban planning. Two Indian pilgrimage towns of Vrindavan and Haridwar with congruent cultural context but diverse urban setting have been examined. Eight significant diverse attributes of both case studies are discussed for examining linkages of cultural dimensions with urban planning, and sustainability of indigenous urbanism of Indian pilgrimage towns. Recent policy initiatives in India envision an increasing inclusion of cultural and heritage aspects in urban development, but are constrained by paucity of empirical spatial research on Indian pilgrimage towns.
