The paper is devoted to the innovative competence of the teacher of financial disciplines of the institution of professional higher education. The definition of the concept of innovative competence in scientific sources is considered, the content and structure of this phenomenon are outlined. Innovative competence is understood as a mandatory competence of a specialist, without which it is impossible to effectively perform professional activities by a person, as it requires a willingness to change in connection with the constant innovations and modernizations taking place in society. The modern tendencies of development of professional higher education are covered and the character of pedagogical technologies with the use of innovative tools is analyzed. On the basis of generalization of thematic researches and practice separate offers concerning application of an innovative technique on a researched profile of preparation of the competitive expert are formulated. A review of current research suggests that the question of the importance and feasibility of introducing innovative pedagogical technologies in training to ensure a system of defined competencies of the modern specialist is axiomatic. The analyzed thematic literature sources show that the development of pedagogical technologies (content, nature, selection of tools) in the system of pedagogical science is proposed on the basis of the use of variable technologies. The innovative competence of the teacher is shown in the updated, more effective forms, ways, methods and, accordingly, qualitatively new results of educational activity which are received as a result of realization of innovations. More systematically innovative competence of the teacher is revealed in the content of components of its structure, which includes: social competence, motivational and value competence, theoretical and methodological competence, technological competence, information and communication competence, reflexive and regulatory competence.

<p>Amidst the different challenges facing higher education, and particularly distance education (DE) and open distance learning (ODL), access to information and communication technology (ICT) and students’ abilities to use ICTs are highly contested issues in the South African higher education landscape. While there are various opinions about the scope and definition of the digital divide, increasing empirical evidence questions the uncritical use of the notion of the digital divide in South African and international higher education discourses.</p><p>In the context of the University of South Africa (Unisa) as a mega ODL institution, students’ access to technology and their functional competence are some of the critical issues to consider as Unisa prepares our graduates for an increasingly digital and networked world.</p><p>This paper discusses a descriptive study that investigated students’ access to technology and their capabilities in using technology, within the broader discourse of the “digital divide.” Results support literature that challenges a simplistic understanding of the notion of the “digital divide” and reveal that the nature of access is varied.</p>

The article touches upon the topic of pedagogic communication. A review of psychological and pedagogic approaches to the definition of communicative qualities necessary for the pedagogue to organise effective interaction with students, as well as for the organisation of personality-developing educational space. The emotional side of the attitude of students to educational activity, consisting in satisfaction with this activity is considered. Mathematical processing of the data showed the presence of a statistically significant relationship between the degree ofmanifestation of communicative qualities of the pedagogue and the level of satisfaction of students with educational activities in the classes of this pedagogue. It is revealed that the most pronounced relationship of satisfaction with educational activities with indicators of pedagogic cooperation and emotional attractiveness of pedagogues. The author emphasises the need to develop the communicative qualities of future pedagogues in the system of higher pedagogic education. The article will be of interest to specialists, pedagogues of higher education.

The topicality of the study is caused to the contradiction that arises due to the separation of new types of information activities in the digital environment against the background of the uncertainty of the specialties that correspond to them and for which the training of higher education. The purpose of the article is to substantiate the correlation between the qualification requirements for representatives of modern “digital” professions in the field of information and communication activities, namely, managers of web content and web community and the profile of educational standards for training on specialty 029 “Information, library and archival affairs “. The scientific novelty of the study is to substantiate the compliance of professional tasks of specialists in web content management and web community to the competence parameters of educational standards of specialty 029 “Information, library and archival affairs”, the feasibility of developing educational programs for modern “digital” professions in within the specialty 029 “Information, library and archival affairs”. Conclusions. Digitization of all spheres of public life leads to the emergence and formalization of new types of professional activities, including professions of web content managers and web community, for which the labor market-defined design of competencies can be provided through the training on the specialty 029 “Information, library and archival case”. The requirements for such specialists have information and communication, information and management, and social and communicative content and do not need special professional education in the field of computer science. The normative content of education and competence, approved by the standards of higher education in the specialty 029 “Information, Library and Archival Affairs” (bachelor’s, master’s and doctoral degrees), indicates their compliance with defined in the draft of the professional standard “Information Resource Specialist” objects of activity, labor functions and labor actions of representatives of modern “digital” professions – web content manager and web community manager.

The article describes the creation of pedagogical conditions for the formation of professional competence of the future specialists majoring in information and communication technologies. The purpose of this article is to investigate the conditions facilitating the formation of professional competence of future specialists majoring in information and communication technologies, to create and use application software aimed at increasing the efficiency as well as the degree of automation for providing educational services. According to the purpose, the following tasks have been assigned: pedagogical conditions for the formation of the professional competence of future specialists majoring in information and communication technologies have been proposed; the complex of circumstances necessary for ensuring positive dynamics in the formation of the professional competence of future specialists majoring in information and communication technologies has been studied; some ways of improving the formation of the professional competence of future specialists majoring in information and communication technologies have been considered; the ways of raising the professional skills level (proficiency level) of higher education applicants through the development of software applications for educational purposes have been analysed; the project alongside with the software that automates and optimizes the tasks of the subjects of the educational process as well as provides an opportunity to receive relevant and timely information concerning the organization of the educational process have been elaborated; a client-centred education schedule for students of higher education institutions has been developed, taking into account the specificities of the optimal online route. The project includes the following stages: preparatory (cognitive-information), selection of days, time, audience (issues), hierarchyzation of these issues, selection of starting and ending points of the route, after which the route scheme and its optimization are developed. The development of the route scheme and the elaboration of its software are inextricably linked parallel processes. The Act of 20 July 2018 on Higher Education and Science is the eighth Polish normative act of statutory rank since 1920 to deal with matters concerning the title of professor, not counting separate acts and their amendments. It is also the first act based on the regulations in force before 1965 to regulate in a single act matters of higher education and science. Despite their new formulation, not all of the solutions implemented by this Act imply a full withdrawal from the regulations adopted in previous years. What is absolutely new in it, however, is the simplification of the procedure and conditions of the proceedings for conferring the title of professor through: (1) a new definition of fields of science (arts) and scientific disciplines (artistic disciplines) based, following the OECD classification, on the two-tier qualification of sciences (with some exceptions); (2) the constitution of the Council for Scientific Excellence, as a new institution, as of 1 January 2021 exclusively endowed with the right to initiate proceedings for the conferment of the title of professor (including refusal) and the subsequent process, ending with a positive or negative decision of that Council. Other solutions of this law have been subject to broader or narrower changes or have been retained in their current wording. Those of such a nature constitute answers to the following questions: (1) On whom may the title of professor be conferred, and in relation to whom, despite meeting the requirements for it, is this unacceptable, for other statutory reasons?; (2) What requirements does the legislator expect from a candidate for this academic title, and to what extent do the expectations placed on them – outstanding scientific (artistic) achievements – go beyond the framework of the previously binding standards in this regard?; (3) What determines the selection of candidates for reviewers in this procedure, and what is the procedure for selecting them?; (4) What are the conditions for a candidate’s legal protection against negative decisions by the Council for Scientific Excellence, taking into account (5) the conditions for the President of the Republic of Poland’s participation in this procedure, which have remained unchanged since 1990?

The article deals with theoretical approaches to shaping information and communication competence of future lecturers of professional education (occupational safety and health) during professional training in higher education institutions, in particular through the course on pedagogy of higher education. The concept of the information and communication competence is defined as a special quality, which requires future specialists to have relevant knowledge, abilities and skills to navigate in information space with the aim to obtain and apply information sources and information and communication technologies in future professional activities. It is found that vocational training of future lecturers of professional education (occupational safety and health) should be aimed at shaping information and communication competence. Therefore, it is important that innovative information and communication technologies should be incorporated in the educational process. It is clarified that the process of shaping information and communication competence of future lecturers of professional education (occupational safety and health) should be understood as a professional ability to navigate in information space in order to obtain (search, select and analyze) information sources and effectively apply information and communication technologies in future professional activities. It is specified that there are some effective ways to shape information and communication competence of future lecturers of professional education (occupational safety and health) through the course on pedagogy of higher education during professional training in higher education institutions. Thus, master students in professional education (015 Occupational safety and health) from Pereiaslav-Khmelnytskyi Hryhorii Skovoroda State Pedagogical University were involved in the research. It is proved that the effective method of shaping information and communication competence of future lecturers of professional education (occupational safety and health) is the project method, which combines theoretical knowledge and their practical application when solving professional problems. It contributes to developing cognitive skills, shaping the ability to independently construct their knowledge, navigate information space, etc.

Researched are factors that prevent teachers from realizing their information and communication competence in their professional activities and identifying opportunities to overcome them. To achieve this goal, the paper analyzes the results of modern scientific, theoretical and sociological research. Digital literacy of a teacher is considered in the article as an integral component of his information and communication competence, which ensures the effective development of the entire system of digitalization of education at the university. The paper focuses on the study of the components of the digital aspect of this competence, which determine the content of the relevant training. An important place is given to identifying the real level of information and communication competence of modern teachers, including those related to distance learning technologies, as well as determining the reasons that affect the lack of activity of teachers in educational-digital activity. The results of the study allow to conclude that the main problems of the development of the faculty of the graduate school of information and communicative competence (including digital) and its full realization in professional activity are: lack of certainty of the digital aspect of competence, weak system of motivation of teachers to master and apply digital tools and technology in professional activities, insufficient resources, technical and financial support of teachers in the implementation of their digital competence.

The transformation of the global economic space at all levels of socio-economic eco-systems has been indicated, which is caused by the digitalization of all spheres of public life. The level of transformation of world civilization is commensurate with the revolution of including new ways of energy supply for industry and people’s life, bright discoveries, that change the space due to the achievements of scientific and technological progress.The role of digitalization in the educational process of higher education in the formation of social skills, high professional competencies of future graduates and their demand in the labormarket has been investigated. Problems of introduction of digital technologies in higher Education institutions, connected with weak preparation of the teaching staff and students in the sphere of use of computer technologies, technical problems and change of the purpose of educational activity have been identified. The results of the introduction of elements of digital technologies in the technological process of teaching students basic disciplines on the example of microeconomics have been revealed empirically. The result of the research is a real improvement in the assimilation of theoretical material using digital technologies, a better understanding of it and the possibility of its application in professional activities.It has been concluded, that it is necessary to include elements of digital technologies in the educational process of higher education, because they provide new opportunities for teachers increasing the interest and involvement of students in the studied disciplines and for students in the implementation of their creative and intellectual potential, obtaining deeper knowledge and skills in demand. For the country, this is an opportunity to get managers and specialists of the future, able to ensure stable economic growth and social development of the nation.
