В работе анализируется драма современного человека, утратившего способность к полноте и радости проживания «живой жизни» как прикосновения к вечности; раскрывается образ возможного человека, главная страсть которого — исполниться, состояться; формулируются условия достижения индивидом предельного состояния, в котором он может совершить акт превосхождения себя; прослеживается путь рождения человеческого в человеке от неосознаваемого прошлого, настоящего и будущего новорожденного до реализации им потенций своего развития, поиска смысла жизни. При написании статьи применялись диалектический, культурно-аналитический и трасндисциплинарный подходы к теоретическому анализу концепций о единой субстанции Б. Спинозы, познаваемости мира И. М. Сеченова, личности и обществе Н. А. Бердяева, человеке в культуре М. К. Мамардашвили, идеального в трактовке Э. В. Ильенкова, культурно-исторической, деятельностной парадигм (Л. С. Выготский, А. Н. Леонтьев, А. А. Леонтьев, В. В. Давыдов, Д. Б. Эльконин, В. В. Рубцов, Б. Д. Эльконин). Результаты проведенного исследования раскрывают драматизм становления возможного человека, требующего непрерывно возобновляемых и длительных усилий, живых напряжений и волевых состояний, способности к достижению бесконечно «ценностных» ценностей культуры, а также авторский взгляд на обучение и воспитание как на процесс постепенного познания воспитанника и реализации его задатков в совместно-разделительной деятельности, его движения при посредничестве взрослого к постижению смысла жизненных ситуаций, поиску смысла жизни, что определяет теоретическую и практическую значимость. The article analyzes the tragedy of modern people who have lost their ability to live a fulfilled life, to fully appreciate the joy of life, to feel the breath of eternity. The article describes human potential, i.e. an individual’s desire to reach their full potential, to achieve the maximum development of their potential. The article discusses the prerequisites for an individual’s improvement, their capacity for reaching the limit of their ability to develop their skills. The article traces a person’s path and experience as they go from a faded past and an obscure future to the present fulfilment through various activities on their pursuit of the meaning of life. The authors of the article employed dialectic, cultural-analytical and transdisciplinary approaches to the theoretical assessment of B. Spinosa’s theory of unified entity, I. M. Sechenov’s concept of the cognizability of the world, N. A. Berdayev’s interpretation of an individual and society, M. K. Mamardashvili’s theory of an individual in the cultural environment, E. V. Ilyenkov’s theory of the ideal, L’ S’ Vygotsky’s, A. N. Leontyev’s, A. A. Leontyev’s, V. V. Davyvod’s, D. B. Elkonin’s, V. V. Rubtsov’s and B. D. Elkonin’s cultural-historical activity paradigms. The results of the research reveal the dramatic nature of an individual’s fulfilment, which requires continuous mental and physical effort, an individual’s ability to fully appreciate cultural values. The theoretical and practical significance of the research consists in the fact that the article discusses the authors’ ideas about education and upbringing as a process of continuous exploration of learners’ capacities and abilities aimed at their complete fulfilment, as a process of guidance through life situations, assistance in the pursuit of the meaning of life.

Goal. The purpose of the work is a comprehensive analysis of the main problems of the regulatory potential of legal culture and legal awareness of the individual and its implementation in modern Ukrainian society. Method. The study used a set of theoretical methods of scientific knowledge, in particular: the method of scientific analysis; system-structural; historical and legal; axiological; comparative law; formal-legal and method of generalization. Results. In the course of the research it was proved that the modern philosophy of realization of regulatory potential of legal culture and legal consciousness should consist in strengthening of humanizing character of regulatory influence, be directed not on authoritarian authoritarian, imperative attribution, authorizing, binding types of legal regulations that authoritatively guide the actions, behavior of people and are seen as omnipotent universal mechanisms for solving problems of social life, and to create conditions for the realization of freedom, human potential, its legal status, social activity, creativity and initiative , which, of course, must be implemented on the basis of social, legal and moral norms enshrined in society. Scientific novelty. According to the results of the study, the new conceptual foundations of the regulatory potential of legal culture and legal awareness should be aimed at creating conditions for identifying deep dimensions of the inner world of man, his individual legal worldview, which allows him to become the creator of social and legal reality. Practical significance. The results of the research can be useful in the process of forming a general theoretical concept of the regulatory potential of legal culture and legal consciousness of modern Ukrainian society.

In today's world, cultural exchanges have become more and more frequent because of the economic integration and technological globalization, but people from different countries may have different culture values. China and the United States, as representatives of the East and the West, also have great differences in value orientation. Therefore, understanding the differences between each culture has both theoretical and practical significance for their inter-cultural communication. This paper analyzes the differences between Chinese and American cultural values from five aspects: nature, humanity, time, relationship, and human actions. It will have an important guiding role in eliminating cultural barriers and promoting the development of Chinese and American culture in inter-cultural communication.

Abstract Specialized studies show how a fighter should physically be, not just any fighter, but the one who possesses the qualities and features of the ideal model, i.e. those elements that define the near-perfect fighter. The demands of the modern battlefield impose a high quality human potential that provides a good basis for the selection and training of fighters. Resistance to physical, climate, season and weather condition demands, to the prolonged efforts fighting requires is one of the important conditions of success. The paper presents information with particular impact in optimizing exercise capacity for future officers of the land forces, emphasizing once again the idea that a high level of motric ability is an essential objective.

higher education, focused on training, which will be in demand by the modernised economy in the strategic perspective, is one of the conditions for the implementation of the Decree the President of the Russian Federation of 07 May 2018. In this regard, the importance of an adequate efficiency assessment of the training system in general and in higher education is growing.Aim. In the context of the initiated discussion on methodological improvement of efficiency assessment of universities, the aims of the present article are the following: to discuss the existing criteria and indicators (proposed by the macroregulator) of the expertise; to justify the inconsistency of such criteria and indicators to obtain real information on the innovative potential and the quality of human potential of graduates.Methodology and research methods. The research work was carried out on the basis of a systematic approach and inductive research method. To confirm the hypothesis, the method of comparative analysis and the following general scientific methods were applied: analytical review of scientific literature and normative documents, generalisation, comparison and analogy.Results and scientific novelty. Based on the performance monitoring data, the author presents the results of the evaluation of some universities, recognised as centers of innovation, technological and social development of the regions according to the indicators proposed by the Ministry of Education and Science. The conducted analysis indicates the complexity of the formulation of conclusions regarding the innovative potential of universities due to the incorrectness of the approach proposed by the macro-regulator. The shortcomings of the new project proposed by the Ministry of Science and Higher Education to assess the effectiveness of universities and their leaders are revealed. It is necessary to revise the methodology applied. When assessing university efficiency, principle focus should be emphasised on: a) identifying the fact and the dynamics of the increment of knowledge and skills of trainees (primarily, the degree of formation of abilities to learn and independently gain new knowledge); b) assessment of the economic component of the human potential of graduates, involving the introduction of indicators, by which it is possible to judge their demand in the labour market. Three measurement control points are proposed: the level of remuneration at the initial stage of career, in five and ten years after graduation. As a basic indicator of the university innovation activity, it is proposed to consider the share of the profits derived from the use of intellectual activity results in the total income of the organisation. In technical universities, this indicator can be used with additional indicators: number of patents per 100 scientific and pedagogical workers; the number of patents per 100 published articles indexed in the world scientometric databases. In order to maximise the potential of in-service teachers, the principles of financing universities should be changed, as well as the target rates should be introduced to attract young scientific and pedagogical personnel.Practical significance. The research results can be used to improve the methodology for efficiency assessment of universities, as well as to avoid the institutional traps in higher education and science.

AbstractThe effects of boron and sulfur impurities on the ideal cleavage fracture properties of Ni3Al under tensile stress are investigated for the first time using the full-potential linearmuffin- tin-orbital (FLMTO) total-energy method, with a repeated slab arrangement of atoms simulating an isolated cleavage plane. Results for the stress-strain relationship, ideal cleavage energies, ideal yield stress and strains with and without impurities are presented, and the electronic mechanism underlying the contrasting effects of boron and sulfur impurities on the ideal cleavage of Ni3Al is elucidated.

This paper studies the basic features and functions of STCP. The traditional TCP protocol and the basic standard SCTP protocols are simulated respectively. We analysis that when the host has multiple network addresses and there are multiple paths between ends, how do the STCP protocol and TCP protocol perform. For practical implementation, using CWND size parameters show performance of multi path transmission in practice, and compare with the ideal case. The results of the simulation and analysis of multi path transmission under the SCTP agreement have practical significance in the future network with multi path transmission.

The political transformation that took place at the end of the Roman Republic was a particularly rich area for historical analysis. The crisis that saw the end of the Roman Republic and the changes which gave birth to a new political system were narrated by major Roman historians who took the Roman idea of virtus as a way of interpreting and understanding their history. Tracing how virtus informed Roman thought over time, the book explores the concept and its manifestations in the narratives of four successive Latin historians who span the late republic and early principate: Sallust, Livy, Velleius, and Tacitus. Balmaceda demonstrates that the concept of virtus in these historical narratives served as a form of self-definition which fostered and propagated a new model of the ideal Roman more fitting to imperial times. As a crucial moral and political concept, virtus worked as a key idea in the complex system of Roman socio-cultural values and norms which underpinned Roman attitudes about both present and past. This book offers a re-appraisal of the historians as promoters of change and continuity in the political culture of both the Republic and the Empire.

Study of labor potential most actually from a line item of an assessment of implementation of potential of the person in the given working conditions as gives a certain idea of the strong and weaknesses of control of regional development as a whole. The characteristic of labor potential is provided in this article taking into account two pacing factors of its formation and development: 1) human potential (potential of human development), 2) potential of regional social and economic subsystems. Authors gave detail statistical data across Primorsky Krai, the population characterizing a standard of living, expected life expectancy in case of the birth, a health care status, an education level — indexes which define component values of an index of the human development, published in the annual report «About human development in the Russian Federation». The assessment of perspectives and threats of reproduction of labor capacity of Primorsky Krai has the high practical significance. Special attention is deserved by calculation of security of strategy of social and economic development of Primorsky Krai made by authors till 2025 human resources. Support of the high level of quality of life of the population is offered As the main action for increase of use and development of labor potential of the researched region.

The purpose of this paper is to highlight the integrated features of the “mediation” concept in the mediation and cultural context. The methodology. The study investigates this issue by using the basic methods and principles of cultural studies as well as a number of theoretical research methods (analysis and synthesis, comparative (compared the views of scientists, traditions, values of different cultures), and terminological analysis. The results. The paper highlights the understanding of the notion “culture” in the mediation process that is analyzed as a means of successful communication of equal partners in a cross­cultural environment in the age of globalization. It investigates the issues of culturological empathy as a leading component of the process of interaction of individuals in a multicultural society, which determines the effective conflict­free human activity without losing their individuality. It is proved that the understanding of culturological features reveals the potential of new opportunities that ensure the coherence of actions of social actors based on the relevant cultural values. The topicality of this paper is in the generalization of the theoretical concepts in the modern science as for interpretation of interrelations of the phenomenon of culture and mediation. The practical significance presupposes the ways of implementation of the theoretical cultural principles in the mediation process that enhances the performance.

The paper analyzes the problem of the meaning of life in a single conceptual framework grounded in philosophical/religious and psychological knowledge. It reveals the philosophical/religious and psychological con¬tent of the problem: the former is defined in terms of the meaning of life as a sign/symbolic unit of initial experience, while the latter — in terms of the ideal form of an event in personality development, which is considered an existential structure of personality represented in the form of affective and meaning constructs and initial symbols. The paper criticizes existing psychological studies on meanings of life for their basic error of conceptual substitution of the ideal object of research: the meaning of life as the ideal form is replaced with eudemonic attitude and regarded as the real form. The paper concludes that perspectives of psychological research into the meaning of life which would take into account its philosophical/religious content lie at the junction of explorations of the meaning of life and explorations of reflective activity of the subject of consciousness solving the task of finding the meaning.
