Social Service and the Social Welfare Institution  have a mutualistic partnership model. There are still a significant number of old individuals whose UDB IDs (unified database identifiers) have not been registered, according to Social Service and the Social Welfare Institution. Production Economic Enterprises (PEEs) is a program of the Social Service aimed at empowering communities. The Social Service and the Elderly Social Welfare Institution share responsibility for empowering communities. It is important to provide favorable conditions and an attractive environment for the elderly both inside the family and across the community as a way of demonstrating care for them. Using a productive economic business program, the social welfare institution establishes an activity group that enables the elderly to be more productive while still being able to make crafts in accordance with their abilities, thereby relieving the elderly of their burden on other communities, their families, and the government. It is being attempted to empower the elderly by developing profitable economic entrepreneurial activities in order for them to be self-sufficient. As one of the recreational activities, this lucrative economic business activity is carried out alongside other income-generating recreational activities to create a successful economic business enterprise

The social welfare of the elderly is an action as an effort to fulfill the needs of the community, especially the elderly who are unable to carry out their social functions, namely by providing assistance and sponsorship services. Thus, it is hoped that the elderly can improve their welfare so that they can live properly. According to Government Regulation Number 43 of 2004, what is meant by efforts to improve the social welfare of the elderly is a series of activities carried out in a coordinated manner between the government and the community to empower the elderly so that the elderly can continue to carry out their social functions and play an active role naturally in the life of the community, nation and state. Law of the Republic of Indonesia Number 13 of 1998 concerning the Welfare of the Elderly states that efforts to improve the social welfare of the elderly are carried out on the basis of faith and devotion to God Almighty. Efforts to improve social welfare are aimed at extending the life expectancy and productive period, creating independence and welfare, maintaining the cultural value system and kinship of the Indonesian nation, and getting closer to God Almighty.

Elderly was someone who was at the age of 60 years and older with conditions of reduced function of the health, social and economic.The condition was often the elderly had problems in terms of neglected or abandoned by families and communities. Overcoming the problems of the elderly in neglected or abandoned, the government has been providing social welfare institution of Tresna Werdha Sinta Rangkang for the elderly. Social welfare institution was a residence for the elderly who did not had a place to stay with the purpose of empowering the neglected elderly and abandoned. However, such observations can be in social welfare institution have a policy that only receives elderly healthy and independent. In fact, that should be more in need were elderly who were not in these circumstances in order to be empowered in this social institution.Then, with the issue of this study discusses the role of government to the elderly at social welfare institution of tresna Werdha Sinta rangkang in the city of Palangkaraya. The formulation of the problem, namely: (1) What is the role of government on the economy of the elderly in the city of Palangkaraya. (2) How is the role of government to the elderly in Social Welfare Institution Tresna Werdha Sinta rangkang.This study, a field research using qualitative descriptive approach.The object of this study is the role of government in the city of Palangka Raya and the research subject is the section head elderly Provincial and head of the Social Welfare Institution of Tresna Werdha Sinta Rangkang in the city of Palangkaraya. Methods of data collection by observation, interview and documentation. This results indicate that the function of government on the economy of the elderly in the city of Palangka Raya with the function of community empowerment through productive economic business assistance program. The assistance was in addition to venture capital for income elderly. Then the role of the government to social welfare institution Tresna Werdha Sinta Rangkang with service function society through meeting the needs of the elderly both in compliance with food and clothing and health care. It was the role of government to the elderly was maximal however, further enhanced by not limiting the client acceptance process

The paper will examine on the roles of Social Welfare Pension Scheme to the elderly citizens of Sigatoka, Fiji. The study will discuss on the issues encountered by the elderly citizens. The Universal Declaration of Human Rights, the government of Fiji through its constitution formulate a policy called National Policy on Ageing. The ultimate aim of the government is a protective, healthy and enabling environment for elder persons. A qualitative data collection is employ in this paper to answer all the research questions. The study is conducted to 20 elderly citizens of Sigatoka district; province of Nadroga The study found out that there is a need for social improvement for an effective delivery of the Social Welfare Pension Scheme in Fiji.

ABSTRACT The role of the Sub-district Social Welfare Staff (TKSK) aims to make the distribution of aid from the government to poor families or people with social welfare problems (PMKS) in Kanigaran sub-district a success. This is the key to the welfare of the people in Kanigaran sub-district. This study aims to determine the role of Sub-district Social Welfare Workers (TKSK) in assisting Persons with Social Welfare Problems (PMKS), and to find out what are the supporting and inhibiting factors of implementing the role of District Social Welfare Workers (TKSK) in facilitating Persons with Social Welfare Problems (PMKS). Data collection techniques in this study used observation, interviews, and documentation. The results showed that the role of the District Social Welfare Workers (TKSK) had not played a good role in facilitating the community with Social Welfare Problems (PMKS) in Kanigaran sub-district. and also assistance. This occurs due to the limited ability of the Sub-district Social Welfare Workers (TKSK) in handling communities with Social Welfare Problems (PMKS) in collaboration between the TKSK Subdistrict Social Welfare Workers and the government, the TKSK in the area, and fellow District Social Welfare Workers (TKSK). The form of assistance provided by the Government or the Social Service is to provide assistance in the form of groceries, rutihahu, goat programs in each region, and providing business capital according to the needs of the people they are living in Kanigaran District, Probolinggo City. The Social Service Office of Palembang City is a government institution that is responsible for carrying out development in the field of social welfare, which covers all programs and activities that are intended to realize, foster and maintain, restore and develop social welfare carried out together as the responsibility of the government and society. In conducting data processing to determine the capable and underprivileged people as recipients of the Healthy Indonesia Card (KIS) with a process that takes a long time, given the large number of population data to be selected, especially in the city of Palembang. Then it can be raised into the research, namely "Implementation of Data Mining for Healthy Indonesia Cards for the Underprivileged Community Using the Clustering Method".  Dinas Sosial Kota Palembang merupakan lembaga pemerintahan yang bertanggung jawab melaksanakan pembangunan di bidang kesejahtraan sosial, yang mencakup semua upaya program dan kegiataan yang ditunjukan untuk mewujudkan, membina dan memelihara, memulihkan dan mengembangkan kesejahtraan sosial yang dilaksanakan bersama sebagai tanggung jawab pemerintah dan masyarakat. Dalam melakukan pengolahan data untuk menentukan masyarakat mampu dan kurang mampu sebagai penerima Kartu Indonesia Sehat (KIS) dengan proses yang membutuhkan waktu yang cukup lama, mengingat banyaknya jumlah data penduduk yang akan diseleksi, khususnya diwilayah Kota Palembang. Maka dapat diangkat ke dalam penelitian yaitu “Implementasi Data Mining untuk Kartu Indonesia Sehat Bagi Masyarakat Kurang Mampu Menggunakan Metode Clustering”.

The article presents the experience of socio-cultural work with elderly citizens in the conditions of a complex social service center, as well as the results of an empirical study conducted by the author, aimed at identifying the satisfaction rate of elderly citizens with leisure activities in the day care department. As a result, it was determined that the quality of services provided during the stay in the day care department is rated as high by the clients, which allows asserting the professionalism of the staff working with them; the clients tend to prefer those types of services that are aimed at maintaining health and well-being; the clients are satisfied with the material and technical equipment of the day care department; the clients want to see new types of services in the day care department and are ready to pay for them additionally. These services include going on excursions outside the city, lectures by specialists from medical institutions on various topics related to the health of the elderly and disabled, visiting the cinema, visiting the theater.

This paper sets up an industry competition model consisting of two upstream enterprises and two downstream enterprises. Then we rely on the model to explore how non-regulation and different regulatory policies (maximizing the total profits of the upstream enterprises, the social welfare of the upstream industry or the overall social welfare) affect the following factors: the excess capacity, enterprise profits, consumer surpluses, social welfare in the upstream and downstream enterprises and the overall social welfare. The following conclusions are drawn from our research. First, whether and how the government regulates the capacity choice greatly affect the equilibrium outcomes, as well as the welfare distribution among the upstream enterprises, downstream enterprises, and consumers. The specific effects are dependent on market demand and enterprise cost. Second, the government should formulate its regulatory policies on capacity choice based on the overall social welfare of the entire supply chain. If the government aims to maximize the profits of the upstream enterprises, the social welfare of the downstream industry will be negatively affected. Third, excess capacity does not necessarily suppress social welfare. Under certain conditions, the worst scenario of excess capacity may occur under the pursuit of the maximal overall social welfare. Excess capacity may arise from various causes, rather than market competition or government regulation alone. Excess capacity cannot be attributed solely to government failure. These conclusions have some significance for optimizing capacity regulation policies.

The number of the elderly in the overall population is increasing, which poses a need to seek an adequate model of organizing social care of the elderly. Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. The role and the importance of old people's protection in a social welfare system is becoming a topic of great importance both for theoreticians and the practitioners in the social sector area. This research analyzes the management functions and the roles of managers in running social protection of the elderly in the example of the social welfare system in the Republic of Srpska. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .
