In today, corruption is not an alien thing in society, it is even an inseparable part of life in its various forms. Corruption is often done whether we realize it or not and it is done individually or in groups.Conceptually, corruption is not an action that is only carried out by the government, but can also be carried out by all groups and strata of society, both consciously and unconsciously.In the most common cases, the corruption known to the public is corruption committed by public officials. This is in line with the loss of state money which is represented as public money, causing losses to the survival of the community.Historically, corruption occurred since the interests of individuals and groups exist in an organization. These interests bring new policies in the midst of existing programs and activities, giving rise to motivation to enrich one particular party even massively, coordinatively and periodically.This study limits the explanation of corruption in the three eras or orders known especially in Indonesia, namely the orde lama, order baru and orde reformasi. The characteristics and characteristics of each order carry different motivations and forms in the context of violations of the criminal act of corruption. This study was conducted using the on-desk literacy study method. This means that this study is based on printed and electronic data and information in the form of academic texts, journals, books and / or supporting scientific studies.

This study aims to describe the reception of public officials on Update Pagi SBO TV  program. This research using qualitative method. Informants in this study are public officials who come from government or non government in Surabaya. The data collected by indepth interviews, observation and documentation. Data analysis techniques used Miles and Huberman models. The results of the study shows that the Update Pagi program is considered important and effective, it is helpful in providing information from stakeholders to the public, and has contributed to delivering new policies or problem solving with a direct dialogue strategy between the community and the government or parties related themes discussed in Update Pagi SBO TV Program.

Crisis communication is one of the most important instruments in crisis management. Unfortunately, there is a lot of criticism about how the Indonesian government implemented its crisis communication strategy during the Covid-19 pandemic season. This study aims to uncover the government's crisis communication strategy from the perspective of Van Dijk's critical discourse analysis. Based on the Situational Crisis Communication Theory (SCCT), researchers study the structure of discourse in texts consisting of macro, superstructure, and micro. There were 6 press releases from President Jokowi, Minister of Health Terawan Agus Putranto, and Spokesperson dr. Achmad Yurianto was collected using a purposive sampling method to describe the government's crisis communication strategy at the beginning of pre-crisis and crisis. The results show a significant dynamic crisis communication strategy on how the government implemented it in the pre-crisis and crisis phases. In the pre-crisis phase, they were statements from public officials especially in this case coming from President Jokowi and Minister of Health Terawan Agus Putranto. Both of these statements tend to lead to Deny and Diminish's strategy while still delivering messages in the form of Adjustments and Instructive Information so that the public remains alert and calm. However, in the crisis phase, government communication shifted towards Diminishes' statement, in the view of Justification that the crisis was actually not so terrible and bad. This is the biggest idea that emerged in the statement of President Jokowi and Spokesperson dr. Achmad Yurianto. Broadly speaking, this phase also provides a greater perspective on projections of government policy in the Covid-19 arrangement.

This study examines the relationship between inclusiveness with respect to the structural design of the participatory process and resource allocation outcomes in participatory budgeting. Empirically, this article examines the case of participatory budgeting in Seoul, South Korea, where redistribution is not an explicit goal. Findings suggest that creating organizational structures that enable and encourage public participation has led Seoul’s participatory budgeting to distribute public funds toward poor neighborhoods. Points for practitioners Participatory budgeting is an exemplar practice of public participation in the government decision-making process. It is a local budgeting practice that allows the public to participate, discuss, deliberate, and decide where and how to spend public money. This study highlights the importance of designing inclusive organizational structures in participatory budgeting to encourage public participation. Empirical results underscore the link between inclusive organizational structures and more equitable allocation outcomes.

AbstractMost research on the Gulf states focuses on oil and its impact on state power. The literature on rentier theory almost unanimously agrees that oil rents buy off citizens and lead to socio-political stagnation. Massive protests and government attempts to address citizen demands in Kuwait between 2011 and 2013 call into question that narrative. Since those protests, the Kuwaiti government has taken steps to increase its representation of public officials and accessibility in the public sphere, including by expanding the government's presence on Instagram. How have Kuwaiti citizens voiced their opinions to government accounts? And how has the government responded to online criticism?This essay looks at the pattern of interactions between the state and Kuwaiti citizens on Twitter and Instagram using a content analysis of government accounts. The findings raise questions about the validity of the payoff thesis and understandings of consent and acquiescence. My analysis illustrates that there is a public dialogue that moves beyond the rigid structure of state and society by which the literature has traditionally understood Gulf rentier societies.

In its broad outlines the state government of Illinois resembles that of most of the American States—but with the most recent tendencies as yet only slightly developed. The present state constitution, adopted in 1870, illustrates the political ideas prevalent in the middle of the nineteenth century—the election of all classes of public officials, the disintegration of the executive branch of the government, and the distrust of the legislature, and the provisions of this constitution are stereotyped by an amending article under which alterations have proved almost impossible. There has, however, been an increasing development of administrative authorities, created by statute, and added one to another with almost no attempt at systematic organization. From 1909 to 1913, there were not less than 34 new state offices, boards and commissions established, and the total number of such executive agencies is now approximately 130.Under the present arrangements, there is no correlation between related offices, and little or no effective supervision; there is no budget system and no adequate accounting system. As a result the public administration is inefficient and wasteful; it fails to furnish the general assembly with satisfactory advice on legislation; and there is no clearly defined responsibility for the conduct of public affairs; appropriations and expenditures have been rapidly increasing, the appropriations in 1913 for two years amounting to nearly $38,000,000.

This study examined the supervision of public services as stipulated in Law 25 of 2009, namely regarding public services and Law 23 of 2014 concerning regional government. Supervision carried out in the law is to give authority to each of the existing institutions or institutions, causing overlapping existing authority. Giving authority to officials will give birth to the rights and obligations to achieve the goals and intentions specified in the legislation. The rise of corruption cases occurs because of the weakness of existing supervision of government administration, especially in public services. In this case corruption will foster public distrust of public services. The form of maladministration carried out by public service providers is always associated with behavior in services performed by public officials and the norms of behavior of officials in public services. In addition, these problems are also caused by the opportunities and authority given to be abused and the low quality of public services in various service sectors. Supervision of public services can provide certainty about the public services provided by the government whether it has been running according to targets and objectives and is a way to find out as early as possible maladministration that might occur so that effective and accountable government can be realized.

ABSTRAKPandemi Coronavirus Disease 2019 (COVID-19) masih menjadi ancaman bagi masyarakat dunia termasuk Indonesia. Peningkatan kasus belum memperlihatkan adanya penurunan angka penyebaran virus. Pemerintah dalam menanggapi krisis kesehatan telah melakukan beberapa kebijakan untuk menekan penyebaran infeksi COVID-19. Adaptasi Kebiasaan Baru (AKB) menjadi salah satu kebijakan baru yang dikeluarkan oleh pemerintah dalam merespon situasi pandemi. AKB bertujuan agar masyarakat dapat melaksanakan protokol kesehatan ketika terpaksa beraktivitas di luar rumah dalam masa pandemi COVID-19. Upaya preventif dan promosi ini harus disebarluaskan kepada setiap masyarakat agar semakin banyak masyarakat menjalankan protokol kesehatan. Kegiatan sosialisasi secara daring melalui media sosial menjadi metode yang ditempuh dalam kegiatan pengabdian kepada masyarakat di masa pandemi COVID-19. Tingginya intensitas penggunaan media sosial menjadi media paling efektif dalam penyebaran edukasi mengenai AKB. ABSTRACTPandemic Coronavirus Disease 2019 (COVID-19) is still a threat to the global community, including Indonesia. The increase in cases has not shown a decrease in the spread of the virus. The government in response to the health crisis has implemented several policies to reduce the spread of COVID-19 infection. Adaptasi Kebiasaan Baru (AKB) or adapting to new habits is one of the new policies issued by the government as a response in a pandemic situation. The AKB aims for the public to implement health protocols when they have to do activities outside the home during the COVID-19 pandemic. These preventive and promotional moves should be disseminated to every community so there would be more people who can implement health protocols. Social media is one of the most effective platforms used for this community service program during the COVID-19 pandemic. The high amount of people using social media during this time is the most effective media in disseminating education about AKB.

This research paper sought to review the way and manner the conversion of polytechnics in Ghana to technical universities were done to ascertain whether the process conformed to standard best practice. The inequality in terms of placement of polytechnic graduates in the public sector as compared to the traditional university graduates, lack of direct academic progression for polytechnic graduates with Higher National Diploma, low enrollment and the departure of experienced staff from the polytechnics to the traditional universities due to poor conditions of service leaving the polytechnics with less staff compelled the government to initiate the reform. Institutional reform has been a long-standing practice in the educational sector; however, the implementation of new policies remains a challenge to many public institutions in Ghana. The one-size-fits-all approach to managing change must give way to a multi-faceted approach that takes into consideration the diversity of the various stakeholders affected by the change. The adoption of an appropriate change model and proper engagement of stakeholders as well as handling the transition as a project rather than treating it like the usual work of the ministry of education would have eased the tension and agitations which characterized the conversion process. Despite the conversion period spanning almost four years, the stakeholders are yet to reap the full benefits of the reform.
