In 2012, The Philippine National Aquasilviculture Project (PNAP) was forged and formally launched by the Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DABFAR). To implement the PNAP, a Memorandum of Agreement (MOA) was executed by and between BFAR and the Commission on Higher Education (CHED) on December 16, 2011. The study was conducted to assess the status and development of the PNAP program implemented in Southern Negros, at four (4) Municipalities and two (2) Cities. The BFAR downloaded a total fund amounting Php 10,148,812.50 for the four (4) phases of the program wherein, the Php 6,422,762.5 was spent for resource rehabilitation (mangrove planting); Php 845,000.00 for Aquasilviculture; Php 1,140,000.00 for Multi-species hatchery and Php 1,741,050.00 for administrative costs. The total paid mangrove propagules planted in Southern Negros was 978,000 with 30% buffer with a total of 1,144,260 survived propagules planted in 130.4 hectares of coastal land in Southern Negros and commensurate 673 direct beneficiaries. The 274 fisherfolk beneficiaries augmented income from Aquasilviculture project while a total of 1,284 berried wild bluecrab which estimated to produce up to 2 million eggs have been reared in Multi-species hatchery. A conservative estimate of 1% survival in natural habitat under natural conditions represented the contribution of the project for the beleaguered bluecrab capture fisheries. The beneficiaries really appreciate the efforts made by CHMSC-Binalbagan as program implementer based on their responses on the given important factors of service delivery to the community.

Abstract Background: To investigate the status of household food security and factors affecting it among 2-6 years old children in an urban area in the southeast of Iran.Methods: A community-based survey was conducted from September to January 2018 on 450 children aged 2-6 years who were selected using stratified cluster random sampling. They lived in six different areas in an urban area in the southeast of Iran. Data was collected using the U.S. Department of Agriculture Food Security questionnaire and anthropometric measurements. Results: The prevalence of food insecurity among children was 81.7% consisting of 2.6% without hunger, 9.2% with moderate hunger and 96.9% with severe hunger. The weight gains of those children who were in the insecurity group without hunger was 2.63 times lower than those children in the food security group. Also, chances of weight gain in the insecurity group without hunger and in the insecurity group with moderate hunger were less as 1.91 and 1.41 times, respectively.Conclusions: Food insecurity in children aged 2-6 years was influenced by various socio-demographic factors. Therefore, policy-makers should plan for improving the quality of life and health of the children through improving their food security.

If the center pivot or linear moving irrigation machines are operated with their own individual irrigation technologies, but the irrigation machines with combined center-pivot and linear moving mode are operated on one field in turn as a center pivot and as a linear. The goal of this work is creation of theoretical base for calculation of improved irrigation machines parameters and existing irrigation equipment modernizing, according to the different natural conditions. The research object is investigation of characteristics of rain delivered from irrigation machines with combined center-pivot and linear moving mode, assuring uniform irrigation distribution according to the irrigation technology and operation parameters, size and configuration of seasonal norm as well as to the irrigation scheduling. The pointed goal is achieved by the given problem solving, when having basic data on the irrigation norm and time, as well as operation characteristics and the irrigation area configuration, the predicted hydro modulus are calculated for the irrigation machine working in a center pivot and in a linear mode. The simulation of sprinkling devices operation on the machine is made by one universal formula, when on the plots irrigated in center pivot and linear mode is achieved equality of arranged hydro modulus to the corresponding calculated data. At that, are considered all the possible combinations of the total irrigated area parts, irrigated with different technologies.

В статье исследуются вопросы попечительства в отношении несовершеннолетних, отбывающих наказание в виде лишения свободы. Проблема, поднимаемая автором настоящей статьи, многогранна, касается различных аспектов отбывания наказания несовершеннолетними в воспитательных колониях и требует комплексного исследования, способного ответить на определенно значимый вопрос: является ли колония законным представителем находящихся в ней несовершеннолетних со всеми вытекающими из статуса законных представителей последствиями. При этом необходимо обращать внимание на специфику правового статуса лиц, отбывающих наказание в воспитательных колониях, которые, во-первых, являются несовершеннолетними, то есть не обладают дееспособностью в полном объеме и нуждаются в особой заботе, защите и представительстве, а во-вторых, осуждены за совершение тяжкого или особо тяжкого преступления, влекущего изоляцию от общества и определенные ограничения и лишения. Отечественное законодательство достаточно детально регламентирует особенности режима отбывания наказания в виде лишения свободы несовершеннолетними, не определяя при этом статуса воспитательных колоний, кем они являются: воспитателями, попечителями или исключительно учреждениями исполнения наказаний. Между тем правильное понимание значения и роли воспитательной колонии в жизни находящихся в ней несовершеннолетних преступников, по мнению автора, поможет избежать ряда проблем, объективно складывающихся в учреждениях подобного рода. С этой точки зрения предлагаемая тема представляет интерес не только для ученых-теоретиков, но и для практиков - сотрудников соответствующих учреждений. Особо следует подчеркнуть, что исследований по данной тематике в специальной литературе нет. Отдельные исследования, встречающиеся в современной литературе, касаются исключительно общего гражданско-правового статуса несовершеннолетних осужденных. Однако это обстоятельство может свидетельствовать только о новизне данной темы, но никак не об отсутствии самой проблемы. The article analyzes the issues of the status of educational colonies as guardians of minors serving a sentence of imprisonment. In fact, the problem raised by the author of this article is multifaceted, concerns various aspects of the serving of punishment by minors in educational colonies and requires a comprehensive study that can answer, it seems, a definitely significant question: whether the colony is the legal representative of the minors in it with all the consequences arising from the status of legal representatives in the form of duties and responsibilities. At the same time, it seems, it is necessary to pay attention to the specifics of the legal status of citizens serving sentences in educational colonies, who, firstly, are minors, i.e. do not have full legal capacity and need special care, protection and representation, and, secondly, are convicted of committing a serious or particularly serious crime, entailing isolation from society and certain restrictions and deprivation. Domestic legislation regulates in sufficient detail the peculiarities of the regime of serving sentences in the form of deprivation of liberty by minors, without determining the status of educational colonies. Who are they: educators, Trustees or only institutions of execution of punishments. Meanwhile, the correct understanding of the importance and role of the educational colony in the life of juvenile offenders in it, according to the author, will help to avoid a number of problems that objectively develop in institutions of this kind. From this point of view, the proposed topic is of interest not only for theoretical scientists, but for practitioners-employees of relevant institutions. It should be emphasized that there are no studies on this subject in the special literature. However, this circumstance can testify only about novelty of the given subject, but in any way about absence of the problem. It seems that the relevance and importance of a problem is not always measured by the number of studies devoted to it. Sometimes these its traits are manifest only under particularly careful consideration.

The article reveals the heuristic potential of social and humanitarian knowledge in understanding the complex nature of terrorism. The given research optics allows to expand traditional frameworks of considering terrorism as a phenomenon caused by political, ideological and economic factors; to reveal and substantiate deep cultural and mental reasons of the given phenomenon; make sense of terrorism as a destructive form of cultural identity. The cultural and historical origins of modern terrorism, which is closely connected with radical Islam, are analyzed in the civilizational system of coordinates “West–East”. The system of argumentation is based on scientific concepts and current artistic practices that interpret the causes of inter-civilizational tension resulting in international terrorism. The change of the status of the artist in the “epoch of terrorism” is analyzed; the theme of theatricalization and aestheticization of terrorist actions and the role of media in these processes are problematized. As a newest trend, which has not received any serious theoretical reflection, the text considers the phenomenon conditionally designated as “sublimation of terrorist activity into a symbolic sphere”, which is manifested in the destruction of monuments of world cultural heritage, in the orientation to culture as a new strategic object of terrorist attacks, on the one hand, and the use of cultural resources for self-presentation and promotion of their ideology by terrorist organizations, on the other

Aquaculture is one of the most promising and dynamically developing types of agricultural production, especially in countries with warm climates. The research was carried out to analyze the current situation in aquaculture in Vietnam to clarify the existing problems and prospects of this industry. When collecting materials, we used statistical data from the Government of the Socialist Republic of Vietnam, as well as information from representatives of the Institute of Economics and Business of the Vietnam National University (Hanoi). In the Socialist Republic of Vietnam, aquaculture is well developed and continues to actively expand, annually increasing the production of products that are in significant demand on the world market. One of the most important problems of the industry is the threat to natural biodiversity, primarily due to the reduction of the natural habitats of the inhabitants of rivers and mangroves. An equally important problem is the strong dependence of the production of products, primarily shrimp, on foreign markets, which today is objective and insurmountable. Due to the use of chemicals and antibiotics in aquaculture, especially in natural conditions, environmental degradation is possible. Among the promising areas for the development of the industry is the convergence of natural ecosystems and agriculture, a good example of which is the cultivation of shrimp in mangroves without destroying the forest cover. It is possible to switch to aquaculture as an adaptation to changes in the ecological situation, primarily to the salinization of river deltas. As a result of a decrease in the profitability of fishing in the natural habitat of fish and shrimps, an increase in their populations in natural conditions is possible

The increasing chemicalization of production and life leads to the pollution of water bodies by chemicals, the effect of which on the micro - and macro - organisms is poorly understood. This section of the study in sanitary bacteriology is becoming ever more topical and is an important task of modern hygienic science. One of complicacies of the study of the problem is related with the fact that the presence of only experimental data fails to be sufficient, as the impact of any given chemical substance on different bacteria in the experiment does not mean that under natural conditions, similar results will be obtained. One reason for this may be the inhibitory effect of the given chemical on biological properties of bacteria, while in field conditions in the water several chemicals interacting with each other can exist. In this regard, the aim of the work was to assess the indicator value of sanitary and microbiological indices of epidemic hazard of water use in conditions of chemical pollution of surface water bodies.

Background: Despite of starting nutritional programs early into the life of country, India has not been able to control the status of malnutrition. Mothers being in close contact and primary care takers most of the times, directly influence health of the child.Methods: This community based descriptive study was conducted with systematic random sampling and a unique tool developed to assess maternal knowledge on PEM having 30 point system was used to grade knowledge into 3 categories of low knowledge, intermediate knowledge and high knowledge of PEM.Results: There was significant association observed in maternal educational status, educational status of family and with increase in maternal age.Conclusions: With strengthening of policies for development of maternal education and income, and delaying average age at marriage and subsequently age at pregnancy, knowledge of mothers can be increased resulting in reducing prevalence of malnutrition in community.

Illegal hunting and trading of the Chinese Pangolin Manis pentadactyla has pushed this Critically Endangered species close to extinction.  While local reports have suggested its continued presence in mainland China, this has not been confirmed by a research group except for a survey of presumed pangolin burrows in 2004.  We conducted a six-month field study using infrared camera surveillance and community questionnaire survey in Zhejiang Wuyanling National Nature Reserve in China, to determine the status of Chinese Pangolins and understand local attitudes towards the conservation of this species.  Our study details the first verifiable documentation of two visual records of a Chinese Pangolin in the wild, demonstrating the suitability of pangolin habitat in Wuyanling region, and suggests an increasing awareness and strong willingness in local communities to conserve the Chinese Pangolin.

Key community-based environmental conservation programmes in Kong Kong Laut, Johor include the river and mangrove ecosystem conservation and management programme. The overall aim of conserving the ecosystem and encouraging local community participation in the programme is to promote the existing eco-tourism potential of the area. This paper entails the outcomes of community-based activities aimed at building the capacities of local communities through community mobilisation, awareness creation and capacity building (i.e. transferred knowledge and skills). Findings indicate that there have been improvements in the river water quality status within the ecosystems over the course of a one-year project, despite relatively small participation among the local communities in the conservation programme. However, it was evident that active participation from a minority group of the local community has contributed to significant human and social capital, suggesting that community empowerment might be crucial for future development. Despite this, a school outreach programme on waste minimisation within the community demonstrated an encouraging level of participation among school children and teachers. The major challenge to maintaining continuous efforts to conserve their environment is the simultaneous developments taking place close to the river and mangrove ecosystems. While it remains a challenge to all the stakeholders, collaborative efforts among the local communities and the university, school, government agencies and private sector have made it possible to strategise for more future approaches that will benefit the whole community.
