From E-Government to E-Governance

Increasing scarcity of resources and citizen demand for improved government services are leading public administrators and elected officials to search for new ways to communicate with citizens. The aim is to gain insight through the collective wisdom of the public to inform programmatic and budget decisions. What can result is the alignment of citizen preferences with government actions. E-government involves the integration of technology into government processes and services to provide information, opportunities for interactions, transactions, and transformation through collaboration. There has been much advancement in the way government incorporates technology into its operations. The availability of information and features on government websites that permit transactions are some of the areas that the public sector has vastly improved and provides to the public. Technology also offers the potential for transformation, when it is used to facilitate governance through collaboration within government, across sectors, and with citizens. Web 2.0 is one such technology that involves web-based applications to increase citizen engagement and potentially transform government. Such applications include Facebook, YouTube, and Twitter. This chapter profiles three state and local government programs that are utilizing Web 2.0 technologies to bring citizens into the public policy process and record, and potentially act on, their ideas and policy suggestions. The chapter concludes with a discussion of some of the possible concerns associated with adopting Web 2.0 technologies in government processes and outreach strategies, as well as areas for future research.

Numerous efforts have been made to reform education to address globalization both in developed and developing countries. The integration of technology in education has been one vital reform effort in developing countries to prepare graduates for 21st century workplaces, which are digitally robust. Web 2.0 technologies are becoming prominent educational and workplace tools. This literature review of Indonesian government policies, NGO initiative reports, and contemporary research explores the integration of Web 2.0 in Indonesian education using an ecological perspective by introducing the Indonesian national educational policy and laws, describing national and non-government organizations’ initiatives focused on Web 2.0 integration, identifying salient national and local challenges preventing Web 2.0 integration, and proposing strategies for future planning and research. Challenges identified include lack of technological facilities, an absence of technology standards in education, a standardized testing culture, lack of coordination between government levels (national to local), lack of professional development, and a need for strong school technology leadership. The authors recommend Indonesia engage in comprehensive, visionary planning for Web 2.0 integration with strategies to meet local needs, invest in professional development and technology specialist positions, and advance mobile Web 2.0 computing and BYOT/D initiatives. Future research could examine how ecological factors at the national, provincial, and local levels coordinate to best establish Web 2.0 integration in education at the school level.

Additionally, the authors report the results and implications of a study exploringstudent and faculty awareness of the potential of Web 2.0technologies to support and supplement classroom instruction in higher education. Also, using the decomposed theory of planned behavior as the theoretical foundation, the authors discuss factors that influence student andfaculty decisions to adopt Web 2.0 technologies. The chapter concludes with a list of recommendations for classroom use of Web 2.0 applications, as well as implications for policy changes and future research.

This paper estimates the extent to which workers with different personal characteristics are likely to be employed in the public versus the private sector. The author develops a reduced-form two-way probit model to analyze workers' choice between the two employment sectors, together with a three-way model that breaks this decision down to a choice among private, federal, and state and local government jobs. She estimates these models using May 1979 CPS data. The results show that, other things equal, government employment is preferred by the “protected” groups of veterans, nonwhites, and women. In addition, highly educated and more experienced workers are more likely to choose the public sector. Significant differences are found within the public sector between federal and state-local choices. The results also indicate that sectoral choice is influenced by more than wage comparisons.

As state- and local-government subsidies to professional sport organizations have increased over the past 3 decades, economic arguments have been crafted to justify these subsidies, such as Crompton’s claims of increased community visibility, enhanced community image, stimulation of other development, and psychic income. The purpose of this study was to examine the public relations strategy of a professional sport organization campaigning to secure public funding for a new stadium. Specifically, the authors focused on the use of press releases by the Minnesota Vikings, a National Football League team, over the 3 seasons preceding the completion of their successful sport-stadium campaign. This study was timely in that these press releases were from 2010, 2011, and 2012 and the new Vikings stadium grand opening is set for 2016. Through a qualitative analysis, the authors identified the arguments made by the team to garner support for the stadium plan during the Vikings’ campaign. In all, 71 press releases were collected, examined, and coded by investigators. Findings are discussed to provide insight into these 4 alternative justification arguments.

This article uses a real case to illustrate that marketing educational programs through technology is affected by one’s philosophies positively or negatively, depending on the philosophies adopted. Seven philosophies are discussed in relationship to marketing educational programs via technology. Connections between the seven philosophies and different types of universities/colleges are drawn. Future research directions also revolve around marketing educational programs, Web 2.0 technologies and one’s philosophies. It is recommended that universities/colleges seriously consider hiring those administrators who have adopted the right philosophies as the wrong philosophies will work against the mission of certain academic departments, hence the whole university or college.

The chapter introduces a novel website model adopted in Vision 2020. An evaluation framework is presented for assessing the extent to which a website facilitates electronic participation via Web 2.0 technologies. Then, the Vision 2020 website is thoroughly examined in terms of the evaluation framework. Recommendations for the design and implementation strategies of government websites aimed to increase e-participation are offered.
