This work aims at researching the use of social networks and blogs as resources of information and communication technologies (ICTs) in non-face-to-face educational environments, which, in this case, education centers have had to reshape on a large scale due to the pandemic. With this aim in mind, an analysis is performed about the most important aspects which make social networks and blogs into important educational resources in the classroom, which enable us to propose collective and individual activities based on digital technology. Such activities make it possible for us to undertake experiences referred to formal, non-formal, and even informal education, which have the potential to enrich the current non-face-to-face context thanks to their diversity. The conclusion is that these resources can serve as effective communicative tools to generate true learning communities within an online environment.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Some risks and threats of e-diplomacy are also considered. The use of opportunities of information and communication technologies for solving the problems of foreign policy and influence on mass consciousness by means of the Internet, social networks is analyzed.

RESUMO A criatividade, como eixo pedagógico transversal dos projetos de intervenção educativa, que têm lugar nas escolas, é o objeto de reflexão deste artigo. Ele apresenta os resultados de um projeto de pesquisa que foi desenvolvido em quatro salas de aula, frequentadas por crianças do 4º ano de escolaridade, em Portugal, numa das áreas curriculares dos planos de estudos em vigor neste país, a área de Estudo do Meio. Trata--se de um trabalho onde se pretende discutir os desafios e exigências das escolas do século XXI, o que explica a articulação que se estabelece entre criatividade e Tecnologias de Informação e Comunicação (TIC), cujas potencialidades educativas o referido projeto de pesquisa acaba por comprovar. Comprova-se também que a organização cooperativa dos ambientes de aprendizagem constitui um fator indissociável da construção de ambientes educativos onde a criatividade é entendida como um objetivo e uma referência curricular e pedagógica nucleares.   Palavras-chave: Criatividade. Ambientes cooperativos de aprendizagem.   ABSTRACT Creativity, as a transversal pedagogical axis of educational intervention projects that take place in schools, is the focus of the following paper. It presents the results of a research project that was developed in four 4th grade children groups in Portugal, in one of the areas of Study of the Environment. This is a study where the challenges and demands of 21st century schools are discussed, which explains the articulation between Creativity and Information and Communication Technologies (ICT), whose academic potential the research project can prove. In addition, it proves that the cooperative organization of learning environments is an inseparable factor in the construction of educational environments where creativity is understood as a goal and a curricular and pedagogical reference. Mobile learning can be identified as the next stage in the development of e-learning. In this regard, <strong>the purpose of this paper</strong> is to propose a model for mobile learning integration in higher education which is based on analysis of students’ expectations. То achieve this goal, a survey has been conducted among students enrolled in programs in the field of information and communication technologies. The analysis of the collected data shows that students have mobile devices, which they use not only for communication on social networks, but also for education. In addition, their expectations regarding mobile learning have been identified taking into account their study program and their previous experience with an e-learning platform.

It is proposed to analyze the scope and limitations that Information and Communication Technologies (ICTs) offer as collaboration mediators; and enhancers of innovative experiences in non-formal education spaces. To this end, it is proposed to implement a methodology mediated by ICTs to promote and achieve greater use of the guided visits to the interactive science and technology centers. The work contemplates, firstly, carrying out a bibliographic inquiry and background review of interactive science and technology centers in different Ibero-American countries and secondly, it is proposed to design a methodology to enhance collaboration mediated by technologies in the framework of visits to centers interactives and then apply this methodology to a particular case study to measure its impact. The experience will take place at the Open Science and Technology Interactive Center (CICyT) of the National University of Lanús and proposes, through a specific intervention, comparatively analyzing 3 types of guided visits: a) traditional in-person visit format, b) visit face-to-face with instance of collaboration activities without the use of technology, c) interaction mediated by ICTs prior to the visit, face-to-face visit with use of ICTs, and instance of interaction mediated by ICTs after the visit, which will then be contrasted with the antecedents and theoretical studies found in the bibliography.

The availability of breastfeeding support resources, including those provided by Baby-Friendly Hospitals, International Board Certified Lactation Consultants, breastfeeding counselors and educators, and volunteer-based mother-to-mother support organizations, such as La Leche League, are critically important for influencing breastfeeding initiation and continuation for the mother-child dyad. In addition, the emergence of community support options via information and communication technologies such as Skype and Facetime, social media (e.g., Facebook), and telelactation providers are providing mothers with a new range of support options that can help bridge geographic barriers to traditional community support. However, telelactation services that use information and communication technologies to connect breastfeeding mothers to remotely located breastfeeding experts require reliable, affordable, high-quality broadband connections to facilitate interaction between mothers and their support resources. The purpose of this paper is to explore the complex spatial landscape of virtual and face-to-face breastfeeding support options for mothers in the state of Ohio (U.S.), identifying barriers to support. Using a range of spatial and network analytics, the results suggest that a divide is emerging. While urban areas in Ohio benefit from both a density of face-to-face breastfeeding support resources and robust broadband options for engaging in telelactation, many rural areas of the state are lacking access to both. Policy implications and several potential strategies for mitigating these inequities are discussed.

ABSTRACT This work addresses the risk that adolescents face when they misuse the Internet. The results of an investigation carried out with 206 adolescents about the use of Internet, cyberbullying and sexting are presented. The results showed that parents of adolescents are unaware of their children's use of social networks, girls practice sexting more than boys, and there are more boys who practice cyberbullying in the role of executioner, while girls star in it as the victim.RESUMENEste trabajo aborda el riesgo que corren los adolescentes cuando hacen un mal uso de Internet. Se exponen los resultados de una investigación llevada a cabo con 206 adolescentes en los que se analiza el uso de Internet, el ciber acoso (ciberbullying) y el sexting. En los resultados señalamos que los padres de los chicos y las chicas adolescentes desconocen el uso que hacen sus hijos de las redes sociales, las chicas practican más el sexting que los chicos en la adolescencia, siendo el sexting una nueva forma de sexismo impulsado por las tecnologías, y son más los chicos que practican el ciberbullying en el rol de verdugo, mientras que las chicas lo protagonizan desde el papel de víctima.

Educational change, particularly change involving the adoption of educational innovations, is a complex process. In Malaysia, the significant role of information and communication technologies (ICTs) in promoting digital education is reflected in the national ICT in education policy. Nevertheless, studies in the Malaysian educational context have shown that the policy implementation resulted in varying degrees of success. Through a discourse analysis approach, this paper aims to examine the evaluation studies on large scale initiatives introduced to digitize the Malaysian education system, from the Smart Schools programme to the incorporation of the Frog Virtual Learning Environment in classroom. The rationale behind these top-down initiatives and how they affected the stakeholders at the micro level, namely, teachers and students, are reviewed and analysed. The analysis informs our understanding of the factors that contribute to the successful and unsuccessful implementation of these initiatives and guide the planning of future policies.

iHub Research conducted a study on 896 citizens to establish whether citizens raise alarm when faced with problems related to water. The study aimed to ascertain the communication channels they use to forward complaints to relevant authorities and the level of satisfaction obtained by the citizens after their complaints have been received. The study found that 68% of the respondents had faced challenges while trying to access their main source of water and were not able to complain to anyone about the problems affecting them due to inexistence of appropriate communication channels. A lack of understanding with regards to whom or where to complain was cited as one of the major reasons as to why most respondents do not complain about the water service levels. Majority of the citizens interviewed use face-to-face communication to raise their water grievances. Levels of satisfaction were found to vary when it comes to rating the action taken on water complaints raised. This study opines that with the emergence of Information and Communication Technologies (ICTs) this scenario is poised to change. The study participants revealed that they are motivated to utilise ICTs to air their complaints with regards to their levels of service satisfaction. Emerging ICT applications, especially those accessible on mobile devices, provide a lot of promise for enhancing water service delivery in Kenya because feedback on water/service quality can be received ubiquitously.
