Social indemnificatory housing is in the construction of house of our country town with relatively particularity a type of housing, it is usually refers to according to the national policy and legal regulations, unified planning, by the government as a whole, to provide specific people use, and on this kind of housing construction standards and sales price or rent standard to limit, the social security function of housing. The paper USES data envelope analysis method, in order to hebei province various administrative city in January 2012 to August safeguard room construction progress data as the research object, analyses the related statistics and analysis, compare the city in hebei province administrative safeguard room construction progress, obtain the progress development not balanced result, among them, the individual administrative city obviously lag behind other locally administratered level. We hope that this paper to ensure room construction efficiency is evaluation provide guidance.

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

Within recent years, art and urbanism have gradually moved closer to each other and come together around socially engaged, dialogical projects. Participation and the creation of urban publics are topics that often concern artists as well as urban planners and activists. Based on a record of this recent conjunction between art and urbanism, the article examines practices, fractures, and conflicts in the aftermath of the social turn. With a point of departure in the coalescing public programme of the Istanbul Biennial and Occupy Gezi at Taksim Square in 2013, the article questions the art of participation. What type of public is created in the participative art? And is an artistic social turn towards the city even possible beyond the art institution? The article concludes that precisely in the conflict between the two different rationales of art and urbanism a participatory, urban public can emerge; a public, however, which lie beyond the intention and rationales of the individual actor.

The Uruguayan model of housing cooperatives emerged in the 1960s from movements in civil society. This experience was adapted to Latin American realities and arrived in Brazil in the 1980s, along with the redemocaratizac?a?o process, which made the emergence of new actors on the political scene and recon gured the action of housing movements, which besides claiming passed propose projects with popular participation. The success of the self-managed housing production depends on three factors: the government, responsible for housing policy for self-management, the organized population, which will manage the project, and tech- nical advice, support of the whole process. In this article we seek to re ect on this third factor, that is, the possibilities and limits of performance of technical advisory services in the Brazilian context. To achieve this objective, the Uruguayan experience as a case con- trol. The choice of this approach proves to be useful both to under- stand our reality, and to visualize other possibilities. The contexts of each country led to di erent forms of assimilation of housing self-management. While in Uruguay pilot experiences have result- ed in a national law regulating the housing cooperatives in Brazil had experiences in several municipalities that until 2004 did not succeed in becoming a national policy. The exponent of these ex- periences is the FUNAPS-Comunita?rio, launched in 1992 by the City of Sa?o Paulo. However, using this case as an example reduces the issue and mutes other successful experiences. Therefore, we will use the Rio experience, which although small, has peculiarities, such as the adoption of collective ownership in some cooperatives.

Using Mexico City (CDMX) as a paradigmatic example of seriously unbalanced water regimes, our project Resilient Code helps strengthen and communicate CDMX’s government efforts toward risk reduction and water resilience in marginal communities. Our project does so by bridging otherwise separate agents in the government towards a common goal: equitable resilience. Resilient Code provides design solutions that link the social infrastructure of PILARES (a network of 300 vocational schools distributed throughout the city) to CDMX’s environmental and risk reduction initiatives, including their Risk Atlas. This strategic program of design-based solutions began with “water resilience” as a Pilot to repurpose public space throughout underserviced barrios as a network of “water-commons”. Resilient Code helps partners in CDMX implement projects to reduce environmental risks and complement socio-economic programs, fostering growth of the “water-commons”. Resilient Code is socialized through a participatory game-based workshop, and through an online Atlas of Risk Reduction.

Varying amounts of information were obtained on every per son apprehended in 1958 for shoplifting in three large depart ment stores in Philadelphia. The individual sample sizes for Stores A, B, and C were 285, 834, and 465 cases, respectively. The following conclusions were made on the basis of the data gathered: (1) Shoplifting is primarily a juvenile activity. (2) Allowing suspected shoplifters to leave the store or store prem ises before apprehending them may be a matter of custom and a store precaution rather than a fulfillment of any legal require ment. (3) Although female apprehensions were more prevalent than male, there is little justification for regarding shoplifting as an almost exclusively female activity. (4) In comparison to their proportion in the population of the city, Negroes were dis proportionately represented in the stores' apprehension figures. (5) Juvenile theft, in terms of the retail value of the stolen goods, tended to be considerably less costly than adult theft. (6) Man agers of the stores showed an extreme reluctance to "prosecute" juveniles. (7) By far the most important determinant of the dis position of a case was the size of the theft. (8) The fact that more than seven out of every ten juveniles involved in shoplifting were apprehended in groups confirms the social nature of shop lifting among juveniles.

Eunomia was early personified. Already in Hesiod she is one of the three Horai, the child of Themis and the sister of Dike and Eirene, and from her family we may learn something of her nature. Both mother and sisters are concerned with the individual as the member of a community rather than as persomn in himself. Themis is a complicated character, whose implications cannot here be discussed, but we may without offence call her the mother of the social order and of the organized life of the community; Dike and Eirene are certainly social virtues which cannot usefully be practised by the individual in isolation, but if widespread make possible the collective life of the city. Eunomia too is one of the guardians of the social order, keeping the city from violence and lawlessness.

Introduction The celebrated diarist Samuel Pepys kept a detailed diary of exceptional candour throughout the years of The Great Plague of 1665, in which he recorded his own observations as well as the reactions of society and the medical profession to this unprecedented event. In this paper we examine his diaries at the time of the plague, as well as in the proceeding years and consider how the experiences of Pepys are similar to our own experiences of the 2020 Coronavirus Epidemic. Method We examined the entire diaries of Samuel Pepys from 1664 to 1670, as well as supplementary source material, looking for all references to The Great Plague. Results and Conclusion: Though written over 350 years ago the diaries paint a very co-orientated response of society to The Plague. Accurate official statistics were available weekly, isolation was imposed and the government made provision for ‘pest houses' to be set up. Pepys is grateful to the doctors who remain in London but critical of the majority who flee the city. Pepys's own reactions, which progress from fear of contracting the disease to fear for his business interests, mirror today's reaction to The 2020 Coronavirus Epidemic.

The analysis of the state cadastral assessment of land based on the data of zoning of lands according to their prestige in the city of Krasnoyarsk. The need for assessing the prestige of territories of settlements is stated. On the territory of Krasnoyarsk, 3 zones were conditionally allocated in different districts of the city, where plots intended for the construction of individual residential buildings are located. The main parameters of the cadastral assessment of the lands of such territories are considered. A list of parameters is outlined by which the prestige of individual housing construction lands is estimated. The prestige of each zone is determined. Four indicators are identified that form the prestige of the zones in the cadastral assessment of land. The parameters that determine the level of land value depending on their prestige are identified. A tendency has been established to determine the prestige of zones as a result of the classification of the population of these zones by income level and the desire to live on this territory of people of equal social status. The territory of urban space must be divided into zones, according to the criteria of prestige. A comparison is made between the market and cadastral value of land plots. The comparative analysis method revealed that in the most prestigious areas of urban space, the market value of individual housing construction sites exceeds the cadastral value several times. Conclusions are drawn about the dependence of the price of land for individual housing construction on the level of prestige of the territory of urban space and location.

<p><strong>Abstract</strong></p><p>In the post-republic period in Turkey, due to the increase in the rate of industrialization and urbanization, the need for housing in the cities has come to the agenda. In this period, the incentives and investments provided by the state played an important role in eliminating this need by providing the production of housing cooperatives. Between the years of 1950-1980 in Kayseri; the period of industrialization in the city has accelerated and the population of the city has increased. Therefore, the housing need that emerged in Kayseri in this process has been tried to be solved through the state cooperatives produced by the state. In this context, this study aimed to document the housing cooperatives produced by the Social Insurance Institution between 1950-1980 in Kayseri and to examine the quantitative development of the cooperatives. Kayseri Kocasinan Municipality and Kayseri Melikgazi Municipality archives were scanned to make this examination. As a result of the findings, it has been determined that the government has long been involved in the production of housing cooperatives within the economic plans and that the housing cooperatives have increased in quantity and Kayseri has contributed to the spatial development of the city by adding to the housing stock. In addition, in this study, researching housing cooperatives in Kayseri's architectural environment; it is thought that it will help to introduce the politics of generating housing in Turkey.</p><p><strong>Öz</strong></p><p>Türkiye’de Cumhuriyet sonrası dönemde, sanayileşme ve kentleşme hızının artmasına bağlı olarak kentlerde konut ihtiyacı gündeme gelmiştir. Bu dönemde devlet tarafından sağlanan teşvik ve yatırımlar, konut kooperatiflerinin üretilmesini sağlayarak bu ihtiyacın giderilmesinde önemli rol oynamıştır. Çalışmanın kapsamı olan Kayseri’de 1950-1980 yılları arası; kentte sanayileşme sürecinin hızlandığı ve kentli nüfusun arttığı dönem olmuştur. Bu nedenle bu süreçte Kayseri’de ortaya çıkan konut ihtiyacı, devlet eli ile üretilen konut kooperatifleri üzerinden giderilmeye çalışılmıştır. Bu bağlamda bu çalışma, Kayseri’de 1950-1980 yılları arasında Sosyal Sigortalar Kurumu (SSK) tarafından üretilen konut kooperatiflerini belgelemeyi ve kooperatiflerin nicel gelişimini incelemeyi amaçlamıştır. Bu incelemeyi yapabilmek için Kayseri Kocasinan Belediyesi ve Kayseri Melikgazi Belediyesi arşivleri taranmıştır. Elde edilen bulgular sonucunda, devletin ekonomik planları dâhilinde konut kooperatifi üretimine uzun süre yer verildiği ve bu sayede konut kooperatiflerinin nicel olarak arttığı ve Kayseri’nin konut stokuna önemli oranda eklenerek kentin mekânsal gelişimine katkıda bulunduğu saptanmıştır. Ayrıca bu çalışmada Kayseri’nin mimarlık ortamındaki konut kooperatiflerini araştırmanın; Türkiye’de bir döneme ait konut üretme politikasının tanıtılmasına yardımcı olacağı düşünülmektedir.</p>
