Bidding evaluation is a complex but important decision making process for buyer to ensure the project accomplish smoothly. Bidding evaluation has 1) separation in commercial and technical tender; 2) subjectivity in weights allocation. In order to solve the problems, this paper sought to build a new bidding evaluation model with an indicator system, based on Project Management Body of Knowledge (PMBOK). Data envelopment analysis (DEA) was introduced to assess the rank. With an alternative secondary function, the model extended the application of DEA cross-efficiency method. Experiment with a practical engineering showed the new model yield stable bidding scores and demonstrated its applicability.

By combining the Data Envelopment Analysis (DEA) method, from the view of time and district, this paper carries out a dynamic evaluation of resource allocation efficiency of China’s telecommunication industry from 1973 to 2008. The results show that technical efficiency indicator and technological progress indicator are the major factors of resources allocation of China’s telecommunication industry. It analyzed and studied all previous reorganization and regulation effects to the telecom with the reference to the efficiency changes of the telecom industry. Based on the non-Archimedean infinite model C2R of the Data Envelopment Analysis, combined with characteristics of inputs and outputs of China’s telecommunication industry, the paper sets up an indicator system of inputs and outputs as well as an overall efficiency evaluation model China’s telecommunication industry.

The internal pressure and external stimulation contribute to focus on supply chain management in construction field. The construction engineering calls for research and practice of construction supply chain management. The paper comprehensively discusses on Data Envelopment Analysis (DEA) method. Combining with characteristics of construction supply chain, an improved DEA was brought out. The method divides overall into a series of core sub-systems. A supply chain relative performance evaluation model was provided based on network DEA. Integrated advantages of traditional DEA and network DEA, the overall performance and sub-process performance were evaluated respectively to achieve overall grasp and local control on construction supply chain evaluation.

This article takes the macro-environmental sports industry as the research object. Firstly, based on the development and characteristics of the sports industry, the article uses the principle of data envelopment analysis to analyze its input and output efficiency and finds out its current problems. In addition, the SWOT analysis method is used to conduct a comprehensive analysis of the external and internal environment influencing the efficiency of the sports industry and propose corresponding development countermeasures. Through the comparison of efficiency evaluation methods, the data envelopment analysis method is proposed to evaluate SWOT efficiency. Secondly, on the basis of pointing out the guiding ideology and basic principles of the evaluation system, four input indicators and four output indicators are specifically selected to form the SWOT input-output indicator system. Thirdly, we introduce the PEST model, focusing on its extended BCC model and use it to make empirical analysis of the SWOT efficiency of regions and provinces. The analysis results show that the efficiency of regional SWOT is not optimal and that there are problems such as input redundancy and insufficient output. Through further analysis, it is concluded that the main reason for the inefficiency of regional SWOT is the unreasonable SWOT input structure and insufficient output value of high-tech industries. We use the analytical framework of this method to clarify the current macro-competitive environment of the sports industry, and use the constructed index system to determine whether the sports industry environment in a region is good or bad. In the selection of indicators, we must carefully analyze their connotations, so that the evaluation index system can accurately evaluate the region’s sports industry environment.

The operation efficiency of listed Chinese real estate companies from 2006 to 2013 are evaluated by utilizing data envelopment analysis method. The results are compared under the criteria of the organization form, the length of listed time, and the company location. Constructive suggestions are given eventually.

Contractor prequalification is essential in most construction projects, and the process has been performed by many different methods in practice. Data envelopment analysis (DEA) had been recognized as a useful technique to prequalify contractors by assigning relative efficiency scores. Data envelopment analysis, however, usually requires a large amount of data and has not been fully developed to achieve reliable results. An enhanced contractor prequalification model using DEA was developed together with a methodology for determining a "practical frontier" of best contractors. The established practical frontier can be used as a regional performance standard for the owner in prequalification and as improvement guidelines for contractors.Key words: contractor prequalification, construction engineering, data envelopment analysis, practical frontier.

Abstract The article presents a method for evaluating the efficiency of port container terminals. The research was conducted for nine European terminals which use different handling technologies. The terminals have been divided due to the level of automation of transport processes. In the efficiency research DEA (Data Envelopment Analysis) method is applied, that was previously used in studies of the relative productivity in the industry. This method allows you to multicriteria process analysis based on the properly selected production system model processing input parameters on output. Conclusions from analysis can be a ground for making a decision on organizational or investment issues.
