This paper briefly introduces the related concepts of Internet of things (IOT). The applications based IOT is focus on the solution of testing alcohol when drunk driving. The design of smart alcohol testing system based on the IOT is proposed. The topology of the system is given. In the end, it shows deeply Smart Alcohol Testing system is the urgency of industry development wherever from personal, public service and the government needs. It can provide the better services of alcohol testing.

Fenomena  pergeseran media komunikasi kearah IoT (Internet of Things) sebagai salah satu model komunikasi saat ini harus disikapi positif oleh pemerintah daerah untuk bisa berinovasi  untuk meningkatkan performance organisation management and public service improvement. e-government adalah sebuah bentuk media komunikasi, dimana media didefinisikan sebagai “The Extension of Man” (media itu perluasan manusia). Dengan menggunakan metode deskriptif analisis dan studi literature dengan focus penelitian pada Dinas Komunikasi dan Informatika Kota Surabaya selaku pemegang amanat untuk  mengelola informasi dan dokumentasi teknologi informasi di lingkungan pemerintahan Kota Surabaya sesuai dengan keputusan Walikota Surabaya Nomor: 188.45/24/436.1.2/2015. menghasilkan tingkat kematangan e-government di Kota Surabaya telah memenuhi pemeringkatan pada level 4. Sehingga sudut pandang ilmu komunikasi mengatakan, tingkat kematangan layanan e-governemen sebagai media komunikasi government to government, government to citizen, government to business. dimana media adalah “The Extension of Man”, Dengan tujuan kemudahan dalam melakukan komunikasi maka layanan e-government diharapkan dapat menjadi media komunikasi untuk mempercepat pertukaran informasi, menyediakan sarana layanan dan kegiatan transaksi dengan warga masyarakat (G2C), kepada pelaku bisnis (G2B), dan tentunya dengan pihak pemerintah sendiri (G2G)The phenomenon of communication media shift towards IoT (Internet of Things) as one of the current communication model must be responded positively by local government to be able to innovate to improve organizatin management and public service improvement performance. e-government is a form of communication media, in which the media is defined as "The Extension of Man" (the medium is human extension). By using descriptive method of analysis and literature study with focus of research at Surabaya City Communications and Informatics Office as the holder of the mandate to manage information and documentation of information technology in Surabaya city government in accordance with the decision of Mayor of Surabaya Number 188.45 / 24 / 436.1.2 / 2015. resulted in the maturity level of e-government in the city of Surabaya has fulfilled the ranking at level 4. So the perspective of communication science said, the maturity level of e-governemen service as a medium of communication between government to government, government to citizen, government to business. where the media is "The Extension of Man", With the purpose of ease of communication, e-government services are expected to become a medium of communication to accelerate the exchange of information, provide facilities and activities of transactions with citizens (G2C), to the business (G2B) , and certainly with the government itself (G2G)

This paper briefly introduces Internet of Things(IOT) as a intellectual connectivity among the physical objects or devices which are gaining massive increase in the fields like efficiency, quality of life and business growth. IOT is a global network which is interconnecting around 46 million smart meters in U.S. alone with 1.1 billion data points per day[1]. The total installation base of IOT connecting devices would increase to 75.44 billion globally by 2025 with a increase in growth in business, productivity, government efficiency, lifestyle, etc., This paper familiarizes the serious concern such as effective security and privacy to ensure exact and accurate confidentiality, integrity, authentication access control among the devices.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

Universities that apply the concept of Public Service Agency (BLU - PK PTN ) in performing functions as an organ which is engaged in the service infrastructure support through goods or services . As an institution under the auspices of the government and the state budget receives PTN PK - BLU implement mechanisms to acquire goods or services in accordance with the law. However, the procurement process in obtaining goods or services sometimes poses problems that arise as a consequence of the passage of the procurement of goods or services involving the organs in it as PA / KPA , KDP , ULP , and Committee / Receiver Procurement Officer. Rector of the KPA in PK - BLU PTN has the authority to control the organs that carry out the process of procurement of goods / services in the environment . Errors in the procurement process of goods / services performed by the CO and the ULP / Procurement Officer causing state losses due to these errors, either due to negligence or unlawful acts. As the KPA in the process of procurement of goods / services Rector can control the organs in accordance with the authority given. The consequences are acceptable if the authorities ultimately the procurement of goods / services did not heed the warning Rector officials related procurement process of goods / services will receive sanctions. The study aimed at conducting an analysis towards the operation of Athlete Homestead for the National Sports Week in 2012 belonging to Riau Province. Regarding the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD), the researcher designed the Accounting System for the Regional Public Service Agency of the Rental Flats and Sports Venue. The data analysis in this study used the descriptive qualitative method by describing the accounting system design for the operation of Rental Flats and Sports Venue through the Sub-district Development Program-Regional Public Service Agency (PPK BLUD) with the procedure comprising: designing the rent system and procedure of the Rental Flats and Sports Venue, designing the system of cash management from the rent income, implementing focused-group discussion with the related parties and the government, working on the policy improvement draft for the operation of the Rental Flats and Sports Venue belonging to Riau Province.Based on the result of the study and discussion, it can be concluded that in order to improve the effectiveness of the service and operation of Rental Flats and Sports Venue with sound business practice, it is necessary to implement the Finance Operation System in the form of Sub-district Development Program-Regional Public Service Agency (PPK BLUD). While drunk driving accidents, which are a serious problem in Taiwan, have decreased in recent years, cases of drunk driving continue to emerge endlessly, and are a source of traffic risks even when the accidents cause no injuries. In order to prevent drunk driving and reduce car accidents, the government has made laws stricter, and has vigorously promoted “designated drivers”. As the concept of designated drivers is not common in Taiwan, this study mainly explores drunk drivers’ understanding of designated drivers in Nantou County and Taichung City, and investigates the willingness of drunk drivers to use and to pay for designated driving services. This study conducted a questionnaire survey on the drunk drivers of the drunk driving and traffic safety training course held at the Motor Vehicles Office. Double-hurdle and tobit models were applied to investigate the issues mentioned above. According to the test results, the tobit model was superior to the double-hurdle model. The estimation results indicated that distance, age, income, family conditions, and drinking habits influence the willingness to use and to pay for designated drivers. Gender, age, family background, and experience in designated driving cause differences in the willingness to use designated drivers in the two regions. It is expected that the conclusion of this study could provide a direction and reference for the future improvement of designated driving services.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.

Case overview The COVID 19 pandemic-related restrictions devastated South Africa’s economy in 2020 and although the restrictions were generally less damaging than in 2020, the government had to budget for vaccinations and rebuild the economy. Public service unions had just announced that they were demanding an increase of 4% above inflation for their members and that they were preparing for a strike. They were bitter about the fact that the South African Government had withdrawn from the last year of a three-year wage agreement in February 2020 and their members had not received an increase for the two years. These demands and Finance Minister Mboweni’s response to them had to consider the structural and cyclical impact on the fiscus and economy. Expected learning outcomes The learning outcomes are as follows: understand the general objectives of fiscal policy and stakeholders’ interests; understand the tradeoffs in fiscal policy and the implications of taking a position; and make recommendations based on reasoned judgements about those recommendations. PurposeDespite widespread adoption of business process reengineering (BPR) for better delivery efficiency of public services, a structured approach continues to elude the most value-adding phase of BPR: business process redesign. From another viewpoint, the rising currency of Whole-of-Government (WoG) and “shared services” initiatives signal an unmissable trend toward resource reuse across public service agencies (PSAs) through business process standardization (BPS). This research invokes BPS into process redesign to produce a process redesign framework (PRF) and deploys the same to build a standard process model (SPM) for services of the government of Albania (GoA).Design/methodology/approachThe methodology follows the design science research (DSR) paradigm, wherein best practices extracted from literature are synthesized with stakeholder inputs to design the PRF and SPM, both of which are then evaluated with case study research.FindingsAdoption of PRF/SPM on a WoG basis will not only reduce service lead time but also enable a variety of public services to share the same process, thereby further saving costs for GoA. The research outputs will accelerate reengineering and subsequent digitalization of public service operations.Research limitations/implicationsImplementing SPM will maximize resource reuse and help offer uniform and integrated public services to GoA's customers. It will also enable demand-driven staff mobilization across GoA agencies. The proposed PRF/SPM have limitations in that they consider only flow aspects of service processes with aspects of conversion being ignored.Originality/valueThis research fulfills the need for a systematic approach to process redesign and prepares GoA for a WoG treatment to its BPR efforts.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.
