This article, which is part of the general framework of mathematics applied to economics, is a decision-making model in total ignorance. Such an environment is characterized by the absence of a law of distribution of the states of nature allowing having good forecasts or anticipations. Based primarily on the integral of Choquet, this model allows aggregating the different states of nature in order to make a better decision. This integral of Choquet imposes itself with respect to the complexity of the environment and also by its relevance of aggregation of the interactive or conflicting criteria. The present model is a combination of the Schmeidler model and the Brice Mayag algorithm for the determination of Choquet 2-additive capacity. It fits into the framework of subjective models and provides an appropriate response to the Ellsberg paradox. Cet article qui s'inscrit dans le cadre général des mathématiques appliquées à l'économie est un modèle de prise de décision dans l'ignorance totale. Un tel environnement est caractérisé par l'absence d'une loi de distribution des états de la nature permettant d'avoir des bonnes prévisions ou anticipations. Se basant principalement sur l'intégrale de Choquet, ce modèle permet d'agréger les différents états de la nature afin de prendre une meilleure décision. Cette intégrale de Choquet s'impose par rapport à la complexité de l'environnement et aussi par son caractère pertinent d'agrégation des critères interactifs ou conflictuels. Le présent modèle est une combinaison du modèle de Schmeidler et de l'algorithme de Brice Mayag pour la détermination de la capacité 2-additive de Choquet. Il s'inscrit dans le cadre des modèles subjectifs et apporte une réponse appropriée au paradoxe d'Ellsberg.

The purpose of this paper is to evaluate the efficiency of airport processes using simulation tools. A critical review of selected scientific studies relating to the performance of airport processes with respect to reliability, particularly within the apron, has been undertaken. The developed decision-making model evaluates the efficiency of airport processes in terms of minimizing penalties associated with aircraft landing before or after the scheduled landing time. The model takes into account, among other things, aircraft take-offs and landings and separation times between successive aircraft. In order to be able to verify the correctness of the decision-making model, a simulation tool was developed to support decision making in the implementation of airport operations based on a genetic algorithm. A novel development of the structure of a genetic algorithm as well as crossover and mutation operators adapted to the determination of aircraft movement routes on the apron is presented. The developed simulation tool was verified on real input data.

The paper demonstrates a model whose goal is to define the construction elements of weapons necessary to meet minimum requirements of users. The complexity of the problem, conditioned by different construction elements of weapons and specific situations of their use, is the reason for using methods of multi-criteria decision-making. In the paper we used the hybrid LBWA – IR-MAIRCA model. With this model, one can conduct an analysis of characteristics of the existing weapons, based on which we define the construction elements for modifying the existing and manufacturing new weapons. Regarding a large number of different types of weapons, the paper is limited to the analysis of close-quarters combat weapons. The LBWA method was used to calculate weight coefficients of the criteria. The MAIRCA method, which was modified by interval rough numbers, was used to select the best close-quarters combat weapon that has the best characteristics in accordance with the requests of the users. Based on the analysis, the users have the option to clearly and precisely define requests for improvement of the existing, and manufacturing new weapons.

OBJECTIVE: To describe the steps involved in evidence-based decision making for the implementation of programs aimed at the promotion of physical activity. METHODS: It is a descriptive, cross-sectional study with quali-quantitative approach, held with municipal health secretaries chosen deliberately by regional health representatives of the state of Paraná. A total of 27 secretaries participated in a telephone interview consisting of 17 open questions. Content analysis was conducted according to the categories of an evidencebased decision-making model consisting of seven steps. RESULTS: None of the participants employed every step of the evidence-based decision-making model. The steps that were most often mentioned included: evaluation of the program (33.3%), use of evidence from the literature (22.2%) and identification of the problem (22.2%). The steps that were reported the least included: quantification of the problem (14.8%), development and prioritization of actions (14.8%), development of the plan of action (14.8%) and evaluation of the community (3.7%). CONCLUSIONS: The use of evidence-based decision making in the context of the promotion of physical activity was shown to be incipient among the health secretaries of the state of Paraná. We suggest widening dissemination and training on the use of evidence-based decision making among municipal administrators to increase the effectiveness of actions for promotion of physical activity.

Green manufacturing is a new model to solve current environmental problems in manufacturing, and the process route determination of the product machining process is one of the key problems. According to the existing machining process and equipment of mine fans impellers, analytic hierarchy process (AHP) is used to assist in building the optimized decision-making model and multi-criteria assessment indicator system and help draw decision. It is concluded that processing technology route of using steel plate stamped is better than that of using aluminum ingot cast for mine fan impellers. The decision coincides with fan impellers actual production.

In the current literature, supplier selection is an important Multi Attribute Group Decision Making (MAGDM) problem which heavily contributes to the overall supply chain performance. Several solutions for the above problem are proposed. In this paper, TOPSIS and Bordas function approach, which is one of these methods, is discussed. So that, in the present model, first TOPSIS is used to find the individual preference ordering. Then, Bordas function is used to find the collective preference orderings. Finally, a simple example is provided in order to demonstrate its applicability and effectiveness of the proposed method.

Recognition of people’s right to consent to health care is linked to legal capacity and to respect for physical and mental integrity. Traditionally, children and persons with mental illness have been denied this right and substitute decision-making systems have been used for their protection. Today, respect for rights and freedoms forces courts and legislators to find a balance between autonomy and protection. However, domestic law lacks vision and objectives, often ending up breaching both protection and autonomy rights, or prioritizing one to the detriment of the other. One should turn to the supported decision-making model, which addresses protection concerns while respecting people’s integrity and autonomy.La reconnaissance du droit à consentir ou non à des soins de santé est liée à la question de la capacité juridique ainsi qu’à celle du respect de l’intégrité physique et mentale de la personne. Traditionnellement, les enfants et les personnes atteintes de maladie mentale se sont vu nier ce droit, et des systèmes de prise de décision au nom d’autrui ont été utilisés pour les protéger. Aujourd’hui, le respect des droits et des libertés oblige les tribunaux et les législateurs à trouver un équilibre entre autonomie et protection. Cela dit, la vision et les objectifs inscrits dans le droit interne présentent des carences; et il arrive souvent que l’on porte atteinte à la fois au droit à la protection et au droit à l’autonomie, ou que l’on accorde priorité à l’un de ces droits au détriment de l’autre. Nous devrions nous tourner vers le modèle de l’aide à la prise de décision, qui satisfait aux nécessités reliées à la protection de la personne tout en respectant l’intégrité et l’autonomie de celle-ci.

Purpose Motivated by the increasing need to provide support to refugees, which remains as a pressing issue in the agenda of many countries, the purpose of this paper is to consider the refugee camp management problem. Although each of these countries may have different procedures shaped by their own culture, rules and regulations, the main structure of the problem can be modeled utilizing a general framework which will apply to different practices. Design/methodology/approach In this study, the authors consider the issue with an operations research (OR) perspective and provide such a framework utilizing Turkish Red Crescent (TRC)’s field expertise in many regions of the world. In the proposed framework, the overall refugee camp management problem is first categorized in two main phases: the establishment phase, which consists of one-time decisions like infrastructure design and the administration phase, which focuses on routine decisions that are taken on a periodic basis like aid distribution. Findings The authors then provide a unifying decision-making model for the establishment phase and detail the administrative phase via subcategories, linking the relevant problems to the OR literature. The proposed framework is general enough to be used by practitioners and to be utilized by the academicians to define new OR problems to the literature. Originality/value TRC’s know-how is very broad and extensive. Integrating that know-how with OR perspective, the authors provide a general framework that could be of use to practitioners as well as academicians. The proposed framework will constitute an example for countries of asylum and national or international NGOs to manage the refugee camps efficiently. The authors also highlight main challenges and dynamics of the decision-making problems encountered in different parts of the proposed framework, which may constitute many different problems to the OR literature each of which can open new venues for future research.

The main aim of this paper is to present the behavioural decision-making model as an alternative to the neoclassical approach to defining corporate objectives. Elementary stag-es of the behavioural decision-making process are presented with regard to the interests of various stakeholders. The analysis of the practical solutions revealed that the majority of the analysed companies emphasize a behavioural approach to defining objectives, while using a neoclassical approach. In this way the contents of the defined objectives become complementary. It was also found that limited interest in a behavioural model of deci-sion-making may result from the unclear principles regarding the determination of aspira-tion levels and the difficulty in assessing the performance of a company.
