The need for information is increasingly high in the era of growing technology. The delivery of information quickly and actual becomes a challenge in developing an information technology. One type of public service that is the government's obligation and has a strategic role is public services in the field of population and civil registration. People are sometimes disappointed when they want to get population administration services, especially Electronic Identity Cards. By not announcing the availability of physical blank stocks of Electronic Identity Cards, intermediaries can use them in managing population administration. On the pretext that the physical blank of the Electronic Identity Card is used up, so that it can be used as a moment for intermediary individuals to seek profits in managing population administration. With this electronic Blank Information Display, it is hoped that the public will obtain information disclosure regarding available blank Electronic Identity Cards.

The Covid-19 pandemic has forced every resident in Indonesia to have an Electronic Identity Card because it is one of the requirements for disbursing social assistance to residents affected by Covid-19. However, the Identity Card service in Bandar Lampung City is still experiencing several problems, such as long queues and a slow system. The pandemic condition should be used as a positive momentum in improving services that were initially face-to-face and caused long queues and then switched to an online system using Information Technology. This study uses a qualitative approach with data validity techniques using source triangulation. The results showed that the Department of Population and Civil Registration of Bandar Lampung City has not fully worked well but has carried out service standards in service management in making Identity Cards by reducing face-to-face service hours and limiting 60 people per day, diverting consulting services and complete files. Through the Whatsapp service, the public is also free of charge as well as providing service facilities and infrastructure according to health protocol standards and placing officers at the service counter in accordance with their competencies as well as periodic training for service counter officers. The results of this study also revealed that there was a very rapid policy change that caused a lack of socialization to the community in Bandar Lampung City, as well as a lack of awareness of the public who needed services on the importance of obeying health protocols.

Sukasari Urban Village is one of the villages located in the district Rajeg Tangerang District, Banten. Currently, the development of information technology very rapidly to take advantage of the android application system as enhancing the effectiveness and flexibility of activities to get the information, in this case related to the public service. It is important to get public information faster in the village Sukasari. Observations on public service activities in the Village Sukasari are less effective if it is not included with public service information applications based on Android. With information still use the public services at the village office mading so is difficult to get information society wards. Also the location of the residence community and urban village office to be the cause. By design kiForm app (android app) as a form of use of information technology will facilitate the public to get information public services wherever they are.

AbstrakTujuan penelitian ini adalah untuk mengoptimalkan pelayanan publik dalam pembuatanakta kelahiran. Untuk mengoptimalkan pelayanan pembuatan akte kelahiran,dibutuhkan konsep yang komprehenship dalam pelaksanaannya sehingga berimplikasisecara positif. Kebijakan pemimpin mempunyai dampak yang besar terhadapperubahan menjadi lebih baik untuk memaksimalkan dan mengoptimalkan kinerjapelayanan publik dalam pembuatan akte kelahiran. Pelayanan publik yang optimal,tentunya mempunyai indikasi pelayanan yang berkualitas dan prima. Pencapaian goodgovernance tidak lepas dari peran strategis aparatur yang berkualitas, professional danakuntabel dalam kinerja pelayanan publik. Aparatur pelayanan publik menjadi titiksentral dalam optimalisasi kinerja pelayanan publik. Metode penelitian ini dilakukandengan survey kepada obyek penelitian, kemudian dilakukan wawancara secaramendalam kepada penyedia pelayanan dan pengguna pelayanan. Disamping itu, datadokumentasi juga disiapkan sebagai data pendukung. Selanjutnya dilakukan analisisterhadap pelayanan pembuatan akta kelahiran berdasarkan hasil survey, keteranganketeranganpihak yang diwawancara serta dukungan data dokumen yang telah dipilahdan dipilih untuk melengkapi keakuratan data penelitian. Hasil penelitian menunjukkanbahwa pelayanan pembuatan akte kelahiran yang dilakukan di Dinas Kependudukandan Catatan Sipil Kabupaten sudah dilakukan secara berkesinambungan.Kata kunci: optimalisasi, kebijakan publik, pelayanan publik, akte kelahiranAbstractThe purpose of this study is to optimize the public service in the birth certificate. Tooptimize the service birth certificates, needed komprehenship concept in itsimplementation so that the implications are positive. Policy leaders have a majorimpact on the change for the better in order to maximize and optimize the performanceof public services in the manufacture of a birth certificate. Public services are optimal,of course, have an indication of quality service and excellence. Achievement of goodgovernance can not be separated from the strategic role of qualified personnel,professional and accountable in the performance of public services. Apparatus publicservices become a central point in optimizing the performance of public services. Thisresearch method survey conducted by the research object, and then conducted detailedinterviews to service providers and service users. In addition, the data also prepareddocumentation as supporting data. Furthermore, analyzing the birth certificate ofservice based on the survey results, informations the interviewee as well as support fordocument data that has been sorted and selected to complement the accuracy ofresearch data. The results showed that birth certificates services performed in theDepartment of Population and Civil Registration District has been done on an ongoingbasis.Keywords: optimization, public policy, public services, birth certificates

The development of information technology has entered into various aspects of public services in various fields. This also occurs in the scope of immigration with the concept of New Public Service (NPS). The NPS can be implemented with several innovations in the form of new products, services and technologies. In the current era of globalization, the public views that service development is a need that should exist. This research was conducted to confirm how or strategies to resolve applicant complaints regarding the passport queuing registration policy, and its benefits in being able to find out the constraints and shortcomings that are owned so that it can optimize the use of the queuing system and can and can also conclude how the implementation should be implemented in order to minimize passport applicant complaint.

Various community responses tend to suggest that different types of public services suffered a setback which is mainly marked by numerous irregularities in the public service. Systems and procedures are complicated, and human resources were slow in providing the service, expensive, closed, and discriminatory and cultured not serve, but served also an aspect of public service spotlight, especially in terms of population administration one of them in the service of making electronic ID card.The research objective is to know the quality of the electronic ID card service in District Cisarua, Bogor regency.The theory that used to analyze the quality of service is a theory proposed by Parasuraman in Harbani Pasolong (2013) which has five dimensions of service quality to be able to successfully include the dimensions of tangible, reliability, responsiveness, assurance, empathy. The five dimensions above should be implemented fully for one another have relevance.This research used descriptive quantitative method by using questionnaires as the main instrument to data collect.These results indicate that the quality of the electronic ID card service in District Cisarua, Bogor regency according to respondents of employees included in the criteria for the interpretation of Good, while according to the respondents community service quality Electronic Identity Card in District Cisarua, Bogor regency included in the criteria Pretty Good. It is explained that the completion of this electronic ID card service can’t be resolved quickly due to the completion of this electronic ID cards involve other agencies, namely the Department of Population and Civil Registration in Bogor district is not authorized for card printing and database processing. Suggestions from this study recommend that the government give them the authority to process the district population database that can handle an error in the electronic ID card identity. Then the district should continue to strive to conduct socialization to the village office of each region, with emphasis to the village to mobilize RW and RT convey any information which would have informed to the public; Keywords: Service Quality of electronic ID cards

This study aims to find out how public services are by using a humanistic approach organized by public service agencies as an effort to realize good governance. The public service agency under study was the Population and Civil Registry Office of Kebumen Regency. What is meant by the humanistic approach in the administration of public services in this research is the approach used in public services by prioritizing humanist/human values. This study uses a qualitative approach, which seeks to obtain as complete information as possible about public services carried out by the public service actors in the Population and Civil Registry Office of Kebumen Regency, which was explored through observation, documentation, and in-depth interviews with informants consisting of employees of the Population Service and Kebumen District Civil Registry and the public service users in the Population and Civil Registration Office of Kebumen Regency. In this study, writing is focused on issues relating to the delivery of public services using a humanistic approach for the realization of good governance. The humanistic approach in public services involves three aspects in the delivery of public services, namely the role of human resources shown through the attitude of the public service apparatus in serving the community, the process/mechanism/procedure of services carried out in the administration of public services, as well as facilities and infrastructure that support public services. Respect for humans is reflected in how the public service apparatus behaves towards the community they serve. The demand for good behavior which includes friendly, smiling, patient, empathy, and sympathy is an absolute thing in the Kebumen Regency's Population and Civil Registry Office in serving the community. Public services with a humanistic approach prioritize reciprocal communication between the public service apparatus and the people served.Keywords: good governance, humane, humanistic approach, public service.

THE APPLICATION OF GOOD GOVERNANCE IN PUBLIC SERVICES (Study on the Quality of Electronic Services of Good Governance Identity Card in Sukolilo District Surabaya). The principles of good governance is the government whether it is done in the government in the implementation of the public service. So this research aims to determine and analyze the value of the application of good governance and also knowing and analyzing yhe value of the quality of public service in the Sukolilo in Surabaya. The gathering data carried out by using interviews conducted with the head of the sie the government, as well as questionnaires in the spread of the Sukolilo in Surabaya with the amount of an informant for the 25 people who take care of the sevice E – ID cards, and also use techniques the observation of data – data obtained from the Sukolilo in Surabaya. The data analysis carried out in this study is the reduction of data to select the data according to the research, also the presentation of data with the present data that has been reduced and obtained from the Sukolilo, Surabaya, and also use techniques of pigeons gathered to conclude the data that has been reduced and is served. The results of this that the value of the implementation of the principle of good governance in the service of the E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 21,6 and obtained also the results of this research that the value of the quality of service E – ID cards in the Sukolilo of Surabaya was enough it’s fine with the value of approximately 51. Keywords: good governance, the quality of public service.

Abstract: In the current era of globalization, information technology advancing rapidly. Developments in information technology have led to a new revolution in the form of a conventional shift working system into the digital era. This change has also changed the perspective of each person in doing various activities one of which is on the activities of government agencies. The number of managed data and the need for rapid delivery of information in the public service activities at the Village Office Sambeng Kulon, Banyumas District. Public services such as the pcopulation census should be carried out continuously, continuous, timely and accurate. Because every day people must have come to the village office for various purposes such as making a written request KTP, KK, cover letters moving, death certificates, birth certificates and a letter was not able to take a long time and every resident who apply for the required letter is not uncommon back to the house to complete the necessary requirements for at least information about the documents needed to make the required letter. It is of course not efficient. To solve the above problem, a computerized system should be applied over existing systems to ensure the accuracy of the data. With so all processes can be fully realized public services effectively and efficiently because it does not have to require a longer time. The objectives of this study is analyzing accountability of public service in management Identity Card at tatanga District Office and the obstructed factors. The method used in this study is qualitative research, to describe the phenomena based on the fact in the research focus. The population of this study is the stake holders of Tatanga District and the public service users. Sample selection used purposive technique by selecting 6 (six) informants. Technique of data collection in this study consists of observation, interview and document.The result of the study showed that the accountability of public service in management Identity Card at the office of Tatanga District was less maximal. This was proved by 3 (three) indicators considered to be a starting point, they are service reference, attention to the public and solution. Only 1 (one) indicator showed the accountability of service is the solution. It was given by the government of the Tatanga District for the public service users had been maximally implemented. While indicator of service reference and attention to the public has not got maximal categories yet. The factors that obstructed the accountability of public service in management Identity Card at Tatanga District office which is found in this study wereunavailability of equipment to create ID card. Thus, the duty of the District government officials in service only confined to ID cards. Then the people have to complete it to another district office or Civil Registration in Hammer. Besides, the service provided from district government in management Identity Card is still oriented on arrangement or simply impressed very normative, less committed to adjust servicing values ​​or norms that exist in society in order to create a quality of service that is oriented on customer satisfaction.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure.
