El presente trabajo tiene como objetivo describir el proceso de transformación digital en una oficina de servicios en una Institución de Educación Superior Pública en México, para ello se realizó un análisis de la revisión de la literatura relacionada con los conceptos: transformación digital y servicios públicos. A partir de los resultados del análisis de la literatura se identificaron las dimensiones que posibilitan la transformación digital en organizaciones del sector público. Posteriormente, en el caso de estudio se describen los principales servicios que migraron a formatos digitales y que dio origen a una ventanilla virtual de servicios de la institución, el modelo bajo el cual se desarrolló, el impacto generado en los usuarios. El trabajo utilizó una metodología cualitativa que permitió identificar las dimensiones que componen un modelo de transformación digital en instituciones del sector público y cuya viabilidad deberá ser corroborada a través de estudios con mayor profundidad y rigor metodológico.   The present work aims to describe the digital transformation process in a service office in a Public Higher Education Institution in Mexico, for which an analysis of the literature review related to the topics of the fourth industrial revolution, digital transformation and public services. From the result of the analysis of the literature, the dimensions that enable digital transformation in public service organizations were identified. Later, in the case study, the main services that migrated to digital formats and that gave rise to the institution's virtual service window, the model under which it was developed, the impact generated on users are reported. The work was developed under a qualitative methodology that allowed identifying the dimensions that make up a digital transformation model in public sector institutions and whose viability should be corroborated through studies with greater depth and methodological rigor.

Assessing the impact of digital transformation in the fundamental areas of higher education at a specific university, i.e., Hanoi University of Science and Technology (HUST) will show us the readiness for the digital university. Therefore, in this paper, we deeply analyze the characteristics of the typical model of the digital university (University 4.0) to identify the criteria to be surveyed for the assessment of the availability of HUST in digital transformation process. The analysis of survey results, thereby, discloses the effects achieved by practical implementation of digital transformation solutions at HUST. The results of this study allow us to introduce a readiness framework for digital transformation as a reference for the other higher education institutions. In addition, we can partly confirm that the trend of digital transformation is indispensable for universities in Vietnam, contributing to the improvement of higher education quality and international integration in the context of industrial revolution 4.0.

The world’s Industrial Revolution 4.0 and Society 5.0 are massively utilising the Internet of Things, Big Data, Artificial Intelligence and Robotic technology to solve various challenges and social problems. The challenge for the government now is to fully utilise these technologies to improve public services and government administrations. This study focuses on the transformation process of an e-government to become a digital government. The study aims to analyse the current development of e-government in Indonesia and the barriers to implement it as well as to propose how to transform from being an e-government to becoming a digital government. It uses a qualitative approach supported by secondary data. Focus Group Discussion was held in May 2019 to identify e-government barriers factors. The secondary data, meanwhile, was collected through e-government surveys published by the United Nations and E-government Evaluation issued by Indonesia’s Ministry of Empowerment Apparatus and Bureaucracy Reform. Data obtained was analysed using descriptive analysis techniques. Study shows that the development of Indonesia’s e-government is slow and lags behind other ASEAN countries. The E-government index in government institutions is not on target. There is a gap between the e-government indexes and central institutions and gaps between the Provincial and Regency / City Governments. The barriers factors of e-government are: (1) Regulations are not sufficient enough to encourage and guide e-government (2) Lack of data integration; (3) Gaps in the availability of ICT infrastructure between regions; (4) Limited ICT competence and, (5) Bureaucratic culture and leadership. In the context of the fourth industrial revolution and the development of digital technologies, their implementation in all areas of the economy has become a necessity. Currently, digital transformation as a set of measures to modernize the company's internal processes is becoming a key element on a highly competitive market and it is one of the few ways to survive. The current economic crisis caused by the coronavirus pandemic has sharply demonstrated the need for digital transformation of business. In this regard, the problem of successful digital transformation has become a key issue for almost all companies in various sectors of the economy. The purpose of this study is to determine the impact of the digital transformation process of the business on its effectiveness. The theoretical analysis of the digital transformation process was used as a methodological basis. On the basis of statistical data and digital strategies of companies, an analysis of the reasons for the success and failure of such strategies implementation, as well as a correlation analysis of the main indicators of the company's performance and the process of its digitalization, is carried out. In the course of the study, the essence of the concept of company digital transformation is established, the key features of this process are identified and generalized, the main prerequisites for digital changes and their results are determined by the example of large multinational corporations – representatives of various sectors of the economy.

El artículo aborda la necesidad de la creatividad que se impone en la era actual del conocimiento y la importancia que  constituyen las tecnologías como herramientas indispensables en todas las esferas de la vida. En Trabajo toma como campo investigativo los cambios que se llevan a cabo en esta esfera en la Universidad Estatal del Sur de Manabí y la Universidad Técnica de Babahoyo, Ecuador, donde se toman como objeto el proceso de enseñanza aprendizaje en la Educación Superior. El objetivo de la investigación fue comunicar el impacto de las Tecnologías de la Información y las Comunicaciones en las Universidades, donde se hace énfasis en el nuevo rol de los docentes y su nuevo desempeño de facilitadores del aprendizaje en los educandos a través en los nuevos escenarios mediados por las tecnologías. Para el desarrollo exitoso de esta memoria investigativa se   usó como metodología instrumentos que se basaron fundamentalmente en documentos referativos que ayudaron a justificar el problema de investigación, el cual consistía fundamentalmente en el impacto de las nuevos  dispositivos tecnológicos y su utilidad en los centros de altos estudios del país. Se concluyó que las Tecnologías de la Información y Comunicación son herramientas indispensables en la docencia y al mismo tiempo la forma de intervenir en el diseño educativo que nos llevan a explorar nuevos métodos docentes en los escenarios educativos mediados por estas. Se constató además que estas herramientas favorecen satisfactoriamente al proceso si se tiene una buena preparación por parte del docente.   Palabras clave: Herramientas tecnológicas, universidades, formación, docencia universitaria, proceso de enseñanza – aprendizaje Impact of information technology and communications: a look at higher education  Abstract The article states the need of the creativity that prevails in the current era of knowledge and the importance that technologies constitute in all spheres of life. In field research work it takes as changes take place in this area in Southern State University of Manabí and the Technical University of Babahoyo, Ecuador, where they are taken as an object the process of learning in higher education. The aim of the research was to communicate the impact of Information Technology and Communications in the universities, where the emphasis is on the new role of teachers and their new performance of facilitators of learning in students through the new scenarios mediated by technologies. For the successful development of this research report it was used as a methodology instruments based mainly on referative documents that helped to justify the research problem, which consisted mainly of the impact of new technological devices and their use in the centers of higher learning in the country. It was concluded that information technology and communication are indispensable tools in teaching and at the same time how to intervene in the educational design that lead us to explore new teaching methods in educational settings mediated by these. It was further found that these tools successfully promote the process if there is a good preparation by the teacher.

We have studied the construct of flexibility in higher education for many years, as researchers and practitioners. In this context we define flexibility as offering the student choices in how, what, where, when and with whom he or she participates in learning-related activities while enrolled in a higher education institution. In a textbook we wrote on the topic in 2001 we identified options that could be available to students in higher education to increase the flexibility of their participation. We studied these from the perspective not only of the student but also in terms of their implications for instructors and for higher-education institutions and examined the key roles that pedagogical change and technology play in increasing flexibility. Now is it nearly a decade later. We will revisit key issues relating to flexibility in higher education, identify in broad terms the extent to which increased flexibility has become established, is still developing, or has developed in ways we did not anticipate directly a decade earlier. We will also review our scenarios for change in higher education related to flexibility and contrast these with a more-recent set from the UK. Our major conclusion is that flexibility is still as pertinent a theme for higher education in 2011 as it was in 2001. Llevamos bastantes años estudiando la construcción de la flexibilidad en la educación superior, tanto desde la óptica de la investigación como de la práctica. Entendemos por flexibilidad la opción de ofrecer a los estudiantes la posibilidad de elegir cómo, qué, dónde, cuándo y con quién participan en las actividades de aprendizaje mientras están en una institución de educación superior. En el libro que escribimos sobre esta temática en 2001 identificamos opciones posibles para los estudiantes de educación superior con la finalidad de incrementar la flexibilidad de su participación. Lo estudiamos no solo desde la perspectiva del estudiante sino también desde las implicaciones para los profesores y para las instituciones de educación superior, y examinamos el papel fundamental que desempeñan el cambio pedagógico y la tecnología en el aumento de la flexibilidad. Ahora, diez años después, revisamos los temas clave relacionados con la flexibilidad en la educación superior e identificamos, en términos generales, hasta qué punto se ha ido estableciendo el incremento de la flexibilidad, si todavía está evolucionando o si ha evolucionado de una forma que no pudimos prever hace diez años. Revisamos también nuestros escenarios para el cambio en la educación superior relacionados con la flexibilidad y los contrastamos con un estudio más reciente llevado a cabo en el Reino Unido. Nuestra conclusión principal es que la cuestión de la flexibilidad en la educación superior sigue siendo tan pertinente en 2010 como lo era en 2001.

Purpose The purpose of this paper is to analyse the impact of digital transformation on jobs and to assess whether or not the so-called Fourth Industrial Revolution will lead to mass redundancies. The piece also looks at the role human resources (HR) departments will have to play in the implementation of, and response to, digital transformation within the workplace. Design/methodology/approach This paper combines research based on media articles, a parliamentary report and wider digital transformation industry research. The author looks to explain what digital transformation is, deconstruct misconceptions around digital transformation, assess the true evidence-based impact of digital transformation on jobs and advise HR departments on the impact of digital transformation within the workplace. Findings This piece finds that there remains a considerable degree of misunderstanding and many misconceptions around digital transformation and that while digital transformation will lead to the loss of some jobs, it will also lead to the change of existing ones and creation of new ones. Furthermore, this piece finds that HR departments will play a crucial role in the implementation of digital transformation, but that they too will need to pivot and adjust to new workplace realities as a result. Originality/value Many HR departments face confusion and misconceptions around the impact of digital transformation on the workforce, and there also remains concern among many employers that technology will replace their jobs. This piece seeks to dispel the myths and paint a clearer picture to both HR departments and employees around the impact of digital transformation.

Digital transformation is the core value of the 4th industrial revolution or Industry 4.0. Although the efforts are focused on utilization and usage of technologies like artificial intelligence, internet of things, cloud computing, and many other technologies. We should focus in parallel on regulating the technologies to provide the proper road map and put the proper regulatory frameworks to remove uncertainties in development, investment, or implementation of technologies. Regulatory effectiveness is very important in saving time and rolling out technologies. In one initiative, regulatory technology (RegTech) will utilize the technology to enhance the regulatory process in financial sector; Regulation 4.0 is another; however, plenty of work is still ahead. Some regulators are keen to facilitate the emerging technologies and to see the consequences immediately, thus they use sandbox thinking in evaluating the impact at a small scale. In summary, this chapter will highlight the different practices and methodologies to regulate the digital transformation in the best way.

This article presents the impact of digital transformation on innovative projects which are implemented in the construction industry. It describes examples of digital innovations that are used in the life cycle of a property development undertaking, as well as examples and case studies of applied innovative project management models.

Purpose The majority of business-to-business companies are working on their digital transformation in sales. Despite enormous transformation efforts, the expected productivity gains are often missing in most companies. Based on empirical research, this paper aims to develop a new market-oriented transformation model. Management implications as well as future research directions are derived for a more focused digital transformation process in sales. Design/methodology/approach Within the exploratory research study, 90 key informants were interviewed to provide better insights in the context of digital transformation in sales. The accuracy of the research results was safeguarded by triangulation. Findings As this research paper will show, the reasons for the missing productivity gains caused by a limited knowledge about the main success factors of digital transformation as well as a lack of understanding of digital transformation as an evolving process. Originality/value Based on the empirical research, a new market-oriented transformation model is developed and management implications as well as future research directions are derived for a more focused digital transformation process in sales.
