Development and communication are two inseparable factors because a successful development cannot come up without the communication role as a strategy to realize a community welfare. The social inequality and poverty of today is caused by the development that is not in line with the community’s real needs or expectations. This triggers disagreements or non-convergent communication among all resource managers in the village. This study uses the theoretical approach of convergence communication model to examine factors that influence the development gaps in terms of individual characteristics, and the supporting environment available and to formulate convergent strategies to solve development gaps. This research is designed with a quantitative approach and qualitative data to identify social behaviors and symptoms in the community. The results showed that communication convergence does not occur in the development programs, which could be affected by low education, income levels and inappropriate policies applied in development to achieve common development goals.

ABSTRACTThe purpose of this study was to determined the leadership of Wawan Yuanda as a village chief in the community empowerment program through brick-making business and its implications for the the family economic resilience and to knew the obstacles faced in implementing community development programs such. This research was a descriptive model of mixed methods or mixed method using concurrent transformative strategies by collecting data at one stage / phase of the study and at the same time to got a description or picture of the social realities that existed in the community which was then used to analyzed the Village Chief of leadership in the community empowerment program and its implications on family economic resilience.The results showed that Wawan Yuanda as the village chief of Tumiyang Village had been successfully doing community empowerment program through making bricks. The success also had implications for villagers revenue thus increasing the economic resilience of the communities involved in the family business of making bricks.ABSTRAKTujuan dari penelitian ini yaitu untuk mengetahui kepemimpinan Wawan Yuanda sebagai kepala desa dalam program pemberdayaan masyarakat melalui usaha pembuatan batu bata serta implikasinya terhadap ketahanan ekonomi keluarga dan untuk mengetahui hambatan yang dihadapi dalam melaksanakan program pemberdayaan masyarakat tersebut..Penelitian ini merupakan penelitian deskriptif dengan pendekatan model metode campuran atau mixed method dengan menggunakan Strategi Transformatif Konkuren dengan mengumpulkan data pada satu tahap/fase penelitian dan pada waktu yang sama untuk mendapatkan deskripsi atau gambaran dari realitas sosial yang ada di masyarakat yang kemudian untuk mengungkap tentang kepemimpinan Kepala Desa dalam program pemberdayaan masyarakat dan implikasinya terhadap ketahanan ekonomi keluarga. Hasil penelitian menunjukkan bahwa Wawan Yuanda selaku Kepala Desa Tumiyang telah berhasil melakukan program pemberdayaan masyarakat melalui usaha batu bata. Keberhasilan tersebut juga berimplikasi terhadap pendapatan masyarakat sehingga meningkatkan ketahanan ekonomi keluarga masyarakat yang terlibat dalam usaha pembuatan batu bata

AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

By using both qualitative and quantitative data generated from primary as well as secondary sources the study tries to find out to what extent the social mobilization approach of UNDP supported Village Development Program (VDP) was effective to include and able to empower the indigenous Tharu people. The socio-economic status of majority of Tharus was weak and limited by state policies since historical period and local power relations which played the pivotal role to result to exclude them from the mainstream of development. In macro level the social mobilization approach of VDP was strong to initiate the issue of inclusion to empower the marginalized people, but in local level it was weak to implement the policies efficiently and effectively regards to local diverse conditions and differentiated actors. The diversity in the village resulted in the different responses to the social mobilization program. Particularly the social mobilization process was generalized and limited by the local networks of power relation. This study addresses the culture of debt as the socio-economic security of daily consumption sustainability of rural households in Sungai Tohor Village, Meranti Riau District. The village has become the target of many development programs from various institutions which focus on peat restoration and sago cultivation. Despite the programs, however, the number of poor household during and after the programs increased; from 30 households in 2015 to 50 households in 2016. This study aims at answer the question "What institution plays role in providing the security and the sustainability of daily consumption of households in Sungai Tohor Village? This study applied qualitative method. Data were collected through, library studies, participation observation, in-depth interviews with community leaders, village officials, sago factory owners and sago labors factory  The study finds that  tauke (big-boss) play pivotal role in the security and sustainability of daily consumption in Sungai Tohor. They are willing to provide immediate cash for the villagers for mass consumption through pajak (ijon) system. This system has helped households to survive their daily consumptions, despite the fact that this system has caused many households to lose their sago plantation. Furthermore, this system also contributes to the increase number of poor households. This research concludes that rural development program that aims to improve local economic consumption and increase the capacity of local socio-economic institution should pay attention to the local socio-economic system and institution in order to formulate a locally-grounded program.  Keywords : tauke, culture of debt, subsistence consumption, pajak

Development and empowerment are things that are commonly discussed for the progress and change of the nation at this time. One of the efforts of the village government in overcoming the problem of poverty is the formation of Village-Owned Enterprises (BUMDES). This study aims: 1) to explain the social conditions of the people of Teluk Terate Village, 2) to explain how to empower the community's economy through BUMDES. 3) to explain how the results of community economic empowerment through BUMDES. In this study, I used descriptive qualitative research methods with field research. The results of this study indicate that the community feels helped by the existence of BUMDES Sabar Subur. 1) One of them is by sending a number of residents who are unemployed due to low education factors to the Manpower Services Unit, 2) Community economic empowerment through BUMDES runs well through the stages of awareness, training, mentoring and evaluation. And has several business units such as Sharia Microfinance Institution Business Unit (LKMS), Training and Employment Business Unit, Production and Trade Business Unit and Service and Rental Business Unit. 3) With the existence of this business unit, the people of Teluk Terate Village already have a business of cassava chips, catfish farms, and several quite large stalls. And seen from the inhibiting factors, it is hoped that the management of BUMDES can be even better with innovations and new BUMDES board members.

Abstract This study examines the social participation of women in the development of the village of Lasiai, East Sinjai Subdistrict, Sinjai District. The problem in this research is how the form of social participation of women in the development of the village of Lasiai and how the impact of social participation of women in the development of the village of Lasiai, East Sinjai Subdistrict, Sinjai District. The purpose of this study was to determine the forms of women's social participation in the development of Lasiai villages and to determine the impact of women's social participation in the development of Lasiai Village in the East Sinjai Subdistrict, Sinjai District. This type of research is a descriptive study with a qualitative approach. The informants in this study were the village head, village secretary, village head, PKK mother. Data collection was collected using observation techniques, interviews, and documentation. Data analysis techniques are data reduction, data presentation, and drawing conclusions. Triangulation is used to explain the validity of the data that is with the data source. The results showed that the form of women's social participation in the development of the village of Lasiai was through the first three stages, namely the planning stage, that women were present in the deliberation meeting held with village officials, Second, the implementation stage by increasing empowerment as a program such as the Al-qur 'love program. and active standby village programs. Third, the participation monitoring phase aims to find out how the implementation of development programs will work, and the impact of women's social participation in village development is a) positive impacts, namely open thinking (education), the economy, and women's leadership b) negative impacts, namely labeling or the stereotype of society towards women.Abstrak. Penelitian ini mengkaji tentang partisipasi sosial perempuan dalam pembangunan desa lasiai kecamatan sinjai timur kabupaten sinjai. Masalah dalam penelitian ini adalah bagaimana bentuk partisipasi sosial perempuan dalam pembangunan desa lasiai dan bagaimana dampak partisipasi sosial perempuan dalam pembangunan desa lasiai kecamatan sinjai timur kabupaten sinjai. Tujuan penelitian ini adalah untuk mengetahui bentuk partisipasi sosial perempuan dalam pembangunan desa lasiai dan untuk mengetahui dampak partisipasi sosial perempuan dalam pembangunan desa lasiai kecamatan sinjai timur kabupaten sinjai. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Informan dalam penelitian ini adalah Kepala Desa, Sekertaris Desa, Kepala Dusun, Ibu PKK. Pengumpulan data dikumpulkan dengan teknik pengamatan (Observasi ), wawancara, dan dokumentasi. Teknik analisis data adalah reduksi data, penyajian data, dan penarikan kesimpulan. Trianggulasi yang digunakan untuk menjelaskan keabsahan data yaitu dengan sumber data. Hasil penelitian menunjukkan bahwa bentuk partisipasi sosial perempuan dalam pembangunan desa lasiai yaitu melalui tiga tahap yang pertama yaitu tahap perencanaan adalah perempuan hadir dalam kegiatan rapat musyawarah yang dilakukan bersama aparat desa, Kedua yaitu tahap pelaksanaan dengan meningkatkan pemberdayaan sebagai program seperti program cinta Al-qur’an dan program desa siaga aktif. Ketiga yaitu tahap pengawasan partisipasi ini bertujuan untuk mengetahui bagaimana pelaksanaan program pembangunan akan berjalan, dan Dampak partisipasi sosial perempuan dalam pembangunan desa adalah a) dampak positif yaitu pemikiran mulai terbuka (Pendidikan), perekonomian, dan kepemimpinan perempuan b) dampak negatif yaitu adanya pemberian label atau streotipe masyarakat terhadap perempuan.

This study aims to find about village funds management which focuses on administration and reporting in Bendungan Village, Pabelan District, Semarang Regency in the 2018 budget year. The research method used is qualitative with descriptive type. Data collection techniques are done by observation, interview and documentation. Analysis of the data used according to Miles and Huberman was done interactively and survived to completion. The activities of analyzing qualitative data are data reduction, data presentation, and drawing conclusions. The results showed that the Bendungan Village Government had applied 5 principles recommended by the United Nations Development Program (UNDP), namely transparency, controllability, liability, responsiveness, and responsibility in management the village fund. However, the village head must improve his performance in reporting on the APBDesa Implementation Report in a timely manner.

The purpose of this paper is to determine the Community Development and Empowerment Program of PT. Panca Logam Makmur, Bombana Regency with the aim of encouraging the economy, education, socio-culture, health, and the environment of the community around the mine, both individually and collectively. This study uses the Secondary Data Analysis (ASD) method using secondary data, in the form of research data and institutional administrative documentary data. The results of this study are: (1) The realization of the social responsibility of PT. Panca Logam Makmur in 2010-2015 consisted of three main programs, including: (a) community development programs; (b) infrastructure development program; and (c) social welfare action programs; (2) PT. PPM main program plan. Panca Logam Makmur has planned 7 programs or 87.5 percent of the 8 main compulsory PPM programs for metal mineral IUPs; and (3) The implementation of community development and empowerment has not yet compiled a PPM Master Plan which is guided by the PPM blue print for Southeast Sulawesi Province in accordance with Article 57 of the Minister of Energy and Mineral Resources No. 26 of 2018.

Development gap in the city and village is still happening on Indonesia. It happened because of the massive urbanization factors. Poverty in the Indonesian villages are relatively higher than on the urbans. In order to reach the maximal city development, Ministry of Village, Development of Disadvantaged Regions and Transmigration of Indonesia created a sustainable village development program namely Village’s Sustainable Development Goals (SDGs) and optimized the village potential data. This study aimed to design the smart village – smart economy classification system by using deep learning methods on village potential data on Indonesia at 2020. The method used in this study is data mining processes namely KDD (Knowledge Discovery and Data mining). The result in this study showed the best models were obtained which consisting of 2 hidden layers and each layer is 128, 128 layers which using target class from the process of calculating the score is able to reach 94.93% of the accuracy from the training process and 96% on the testing process and succeeded to classify the potentials of smart village – smart economy.

Objective - The development of the Indonesian residential business sector in recent years has experienced rapid changes and developments. For example, landed-house housing has now decreased in favour of high-rise developments. This has had an impact on the needs for various competencies of employees of construction company X, therefore, the company needs to empower employees, beginning with mapping employees of construction X. Mapping of employees has not been widely carried out by the company. Various elements are needed to describe employee strengths and the results can be used to develop a competency development program to achieve long-term targets. The purpose of this research is to describe an employee mapping process that has been carried out by the consultant group. Methodology/Technique - The research method used is qualitative narrative research. Consultants who directly handle and provide assistance to employee mapping are the participants in this study. Researchers collaborate with participants and involve them actively in the data collection. Finding - The results of this study illustrate that the number of employees who are ready to serve as project managers is still limited. Human resource managers need to implement efficient strategies to recruit and hire candidates and carry out a number of development programs to accelerate competency improvement and develop a talented management system. Novelty - This research contributes to the knowledge of empowerment strategies for the company and to human resource management knowledge for construction company X and other similar companies.
