Public-Private Partnership for the Development of Space Sector in the United States and Great Britain

The article provides an analysis of modern trends in building public-private partnership (PPP), gives an overview of key studies devoted to this subject in general and PPPs in the field of space activities in particular. The authors analyze the practice of public-private partnerships in the U. S. and Great Britain on the examples of specific mechanisms, their key features, advantages and disadvantages that determine the possibility of their application in different areas of government-business cooperation in the field of space exploration. In order to find possible ways for direct application or adaptation of this experience in Russia for organizing space exploration PPPs the researchers concluded that the level of high-tech production in this country is insufficient and significant administrative barriers for attracting private sector into the space industry are still present.

The textbook describes in detail the classification of space goods and services, the segments and sectors of the global space market, the development prospects and the positioning of Russian enterprises in them. The methodological feature of the course consists in new approaches to the segmentation of the market and areas of space activities, identifying their deep relationships with the space industry. The practical side of the course is aimed at studying the methodology and practice of space project management, space pricing, organization of placement and execution of space government orders, and market analytics. The subject of the course papers is related to the specific activities of the enterprises of the space industry. Meets the requirements of the federal state educational standards of higher education of the latest generation. It is intended for third-year undergraduate and graduate students specializing in the field of training 38.03.01 and 38.04.01 "Economics" in the specialties "Economics of Space activities", "Economics of high-tech industries".

This study focuses on a wide range of issues related to the effects of integration process on the development of economic relations, in particular, in the road transport services market. Special emphasis is put on the critical role of integration in contributing to building circular technological supply chains, ensuring sales coordination and management, reducing unit costs and increasing labor productivity. It is argued that the outcome of integration translates into a cohesive economic mechanism which in addition to its integrated elements is characterized by the presence of a core coordination element. The article offers a definition to a public-private partnership phenomenon, identifies its advantages and disadvantages, explores the mechanisms of public-private partnership implementation as well as suggests a toolkit to optimize the partnership functioning for integrated structures. This is a pioneering study that provides a rationale for the need to use several public-private partnership patterns simultaneously together with developing a mechanism for carrying out public-private partnership which is proposed to be consolidated into the mechanism of integrated partnership viewed as the most preferable one to be implemented in the market of road transport services. It has been verified that the integrated partnership pattern provides an opportunity to develop competitive advantages of all its participants. The research findings have enabled to make the following generalizations: the existing partnerships differ in types of arrangements and institutional support; prior to making a decision to launch a specific integrated partnership project, the mechanism of its implementation should be envisaged; to enhance the efficiency of the integrated partnership project implementation, building relevant infrastructure facilities is paramount; the prospects for further integrated partnership project operation assume the utilization of a network mechanism of public-private partnership which best meets the needs and the specifics of the road transport services market.

Abstract This article revisits the Cutter Incident in the United States in April 1955 when mass-produced doses of polio vaccine containing insufficiently inactivated (killed) live polio virus were released to the U.S. public. The Cutter Incident also affected subsequent vaccine development and these lessons remain relevant in the international quest to create a rapidly developed vaccine for COVID-19. The Cutter Incident shows how things can go wrong when a vaccine is manufactured in haste and without adequate safety precautions during mass-production. In the article’s later section, liability without fault, among other consequences resulting from the incident, are also assessed in the context of current vaccine development through Operation Warp Speed, the public-private partnership funded by the U.S. government to develop a remedy for COVID-19.

The business impacts with the Great East Japan Earthquake to the society reflected not only in tangible areas but also in intangible areas such as supply chains and functionalities of urban cities. This note discusses increasing vulnerability of our networked society and also need for establishing interoperability of logistics realized by flexible modal shifts among different transportation methods. In the process of the discussions, necessity for PPP (Public-Private Partnership) is considered with two case studies from the United States and the United Kingdom. In the last, the way forward to establish a flexible logistics-based resilience in major supply chains is proposed to prepare for incoming disasters.

International experience demonstrates both the effectiveness and difficulties of using the mechanism of a public–private partnership (PPP) in solving socially significant problems of investment development of an innovative economy. The lack of tools to make an informed choice of the best PPP model in terms of the risks diversification is one of the significant problems of the predictive and analytical support of the relationship between business and government structures. The purpose of the study is to create and empirically test a multi-criteria modeling toolkit for the choice of the public–private partnership mechanism in relation to managing territorial sustainable development projects. Such problems as a structural representation of PPP risk factors and development of principles for their diversification, development of the algorithm and criteria for multi-criteria evaluation, testing of a multi-criteria model needed to be solved to achieve the research goal. The innovativeness of the author’s approach consists in substantiating the algorithm of the multi-criteria modeling for the choice of the public–private partnership mechanism in relation to managing sustainable development projects of the territory. Criteria for alternative PPP models evaluating have been developed. Based on the results of testing, the advantages and disadvantages of applying the algorithm of the multi-criteria modeling in sustainable development management are identified, the directions for the model using in regional management are disclosed.

The formation of technological platforms, using the advantages of public-private partnership, can be considered as an effective cooperation and partnership tool for the mechanism of implementation of national priorities of high-tech development, including the formation of a sustainable balance of scientific and industrial relations. The functioning of technological platforms in this strategic algorithm will clarify and adjust the priorities of innovative high-tech development and consistent development of the national innovation system. The activation mechanism of the innovative component of the implementation of various projects using public-private partnership could be a policy of consistent motivation of competition in innovation.
