Background: Medical records can be created manually or electronically. In the world of health, the development of information and communication technology is currently affecting health care services as a whole, including the implementation of electronic medical records. The application of electronic medical records must go through a careful planning stage, this is because electronic medical records involve many parties in health facilities and and require a lot of costs. For this reason, a comprehensive study of electronic medical records is needed. One way is to conduct a literature study of several articles related to the electronic medical record. Methods: In conducting this research, the literature review method was used, where the search for articles was not carried out systematically, but the scientific journal articles reviewed were selected by the researcher on one research topic, and selected based on the knowledge and experience possessed by the researcher (traditional review). Results: In this study, 7 articles were reviewed related to electronic medical records. There are some similarities in terms of benefits or obstacles in the application of electronic medical records in health facilities. Among the benefits of electronic medical records are the efficiency of using paper/medical record files, efficiency in the use of space/storage media, time efficiency in searching data and distributing medical record data, efficiency of human resources in finding medical record files and being able to detect errors in data entry. While some of the common obstacles to implementing electronic medical records in health facilities are the unpreparedness of officers at health facilities, so it takes time for socialization and training of human resources, problems with the network, lack of IT resources at health facilities that specifically handle electronic medical records, high implementation costs. expensive (hardware software) and there is no legal umbrella. Conclusions: There is a need for comprehensive research using the semantic review method of articles related to electronic medical records, so that the results can be used as a reference for health facilities in implementing electronic medical records. Thus, it is hoped that the migration and implementation process from manual medical records to electronic medical records can be carried out as expected.

Design pattern languages are already used extensively in architecture and computer science. In 2009 we first proposed the idea of a design pattern language for the health sector and in particular the Ambient Assisted Living sector. Based on the first language, we now present a new design pattern language focusing on “mobile information and communication technology for elderly”. Addressing the increasing importance of healthcare ICT, especially for older users, the next logical step was to build upon the experience from the development of a language for “ambient assisted living”. The pattern language is proposed as a mediator to build and exchange competence interdisciplinary. Therefore, this paper introduces the idea of design pattern languages as well as the newly developed language. Furthermore, best practices in developing and applying design pattern languages are presented to enable the reader to use this as a method to exchange research results and ideas between disciplines and in laymen’s terms, even with novices of the research topic.

Medical records are made in writing, complete and clear or electronically. Medical records are the basis of medical services to patients. Paper medical records increase the amount of paper waste in Indonesia. A national e-health strategy is a comprehensive approach to efforts in the national health sector. Electronic medical records are more effective because of better time management. The formulation of the problem in this article covers the reasons, criteria, and implementation of electronic medical records. The research method used is descriptive qualitative research with a statute approach. The criteria for a good electronic medical record are integrated data from various sources, data collected at the service point, and supporting service providers in decision making. The expected electronic medical record is to be integrated with the health service facility information system program without neglecting the confidentiality aspect. Therefore, the government needs to make regulations on the technical implementation of electronic medical records.

In the last two decades, information and communication technologies have significantly changed the development of relations in all sectors of public life. The modern information еra has provided unlimited opportunities for free exchange of information on all issues of public importance and the use of new technologies in order to raise the standard of living of members of society and their financial well-being. Information and communication technologies (ICT) are increasingly used in healthcare. A major factor in this trend is the extreme importance of information in medical practice. The way in which information about patients' health status is received and used by healthcare providers has a significant impact on the quality of care. The information itself, the selection and its completeness, becomes a decisive factor for the behavior of the participants in the national health systems - state bodies, medical establishments, professional companies, patient organizations and others. In this sense, the integration of information systems for electronic data interchange provides enormous opportunities for the rapid and efficient management of health information and hence for the more efficient operation of healthcare facilities and healthcare professionals. That's why, one of the most important tools for enhancing the effectiveness of any national health system is the construction of e-health (e-health). E-health is a valuable tool for improving national health systems and providing affordable and high quality health services. The successful construction and use of e-Health improves the communication environment and provides a number of benefits for the relevant national health system as well as for the whole community. In addition to building e-health, an effective healthcare system also requires the creation of an electronic health record for each patient, also referred to as electronic medical records. An electronic health record is a record that contains certain health information for one person in a format suitable for computer processing and use. Creating electronic health records is of great benefit to both patients and healthcare professionals. For example, the introduction of electronic medical records provides quick and easy access for physicians to patients' medical records, enabling them to track all important circumstances and changes in the patient's health status, and to tailor them to conduct specific diagnostic and healing activities.
